The letter shall satis- fy any and all of the requirements you have delineated in order fox the certificate of occupancy (CO) to be issued for the property located at 3885 Urban Street in Wheat Ridge, a just built custom home. All other inspections have been conducted satisfyingly. The landscape portion has not been completed due to delays beyond my control; these delays have been explained to you and your staff. Steps have been taken to complete the landscape on the entire lot - not just the required front of the house and SOZ of the lot - in the most diligent manner possible. A contractual agreement (a copy of which is attached) was signed with a new contractor on August lst after all efforts to work with the previous contractor had failed. All sorts of materials have been and are being delivered on the Sobsite; personnel are also working and performing tasks called for in cantract (s). Additionally, another land- scape and retaining wall contractor has been called in to team up efforts in getting the entire project done. Although dependent on the vagaries of both the weather and the contractors, progiess is being made as can be attested if one visits the jobsite from time to time. If all goes well and the weather (and contractors!) cooperate, the job should be done by the end of August but in anyFray should not go beyond mid-September at which time it will be deemed finished and ready for inapection. As explained in our conversation, the main reason for reqnesting the issuance of the CO prior to the landscaping being finished is to satiafy the demand of the title company, the mortgage lender and the banker(s) to have a CO for the permanent loan to close and fund and the construction loan to be paid off. Note: The consiruction loan was due on August 15th, 2001 hence the emergency natuxe of this request. The three days alloved for right to cancel and/or rescission are being used to provide the CO to these parties. I am assuring your department that my request is most genuine and that the CO is not being requested in order to be able to occupy the house at the present time and with- out the landscaping being completed. In fact,occupancy will probably not take place before two to three weeks at the earliest. Furthermore, escrowing the funds at 125% of the landscaping costs is not a workable option as funds have already been budgeted for and are to be uaed for the sole purpose intended. It was agreed that he would only install two outside hose bibs and eliminate the full bath in the basement. He is also going to increase the size of the service line from the meter pit to the house per Consolidated's specifications, to a 1-1/2 inch copper pipe. With these changes the water service should be adequate. It was also discussed with him that if the water service should become less than adequate at some future time, it would be the owner's responsibility to do what is necessary to improve the service. I PROPOSED CONSTRUCTION AND SITE CONDITIONS It is our understanding that the proposed residence will be one or two stories with a basement and an attached garage. Construction will be of reinforced concrete foundations with a wood frame superstructure ccvered by brick veneer, stucco and/or wood siding. The site is presently occupied by a barn. A detention pond is located on the eastern 1/3 of the property and the bottom of the pond is three feet below the level of the building pad. A timber retaining wall is located on the north and east sides of the pond. The ground surface on the site is relatively level in the area of the proposed residence and slopes to a lower level where the barn is located. SUBSURFACE CONDITIONS AND FIELD INVESTIGATION Two test holes were drilled at the approximate locations shown on Figure 1. Test Hole Location Plan. The soils encountered in the test holes are shown on Figure 2, Logs of Test Holes, and described on Figure 3, Legend and Notes. Samples of the soils encountered were taken at the depths shown on Figure 2. S M C The results of swell-consolidation tests performed on selected samples are shown on Figure 4. The soils encountered in the test holes are relatively uniform varying in depth. Generally 1%= to 5 feet of fill was encountered in the test holes overlying 2%= to 3%z feet of silty, clayey sand. Three to eight feet of sandy, silty clay was found below depths 5 and 8%z feet overlying siity sand and gravel. No bedrock was found in the test holes to the maximum depths of exploration, 20 and 25 feet. Fill The fill encountered in the test holes was very stiff, slightly moist and brown in color. The sample tested exhibited high swell when wetted ur.der a constant vertical load of 500 psf. No records of any fiil placement observations or testing were made available for our review at the time of our analysis for this report. It is unknown whether the fill was placed in a controlled manner and that construction observation and testing records do exist. As a minimum, it is recommended *_hat the owner obtain a copy of all fill placement records to verify that the fill was placed in accordance with the applicable site development recommendations prepared for the project. We are available to assist you with a review of such records. If such records are not obtained or are inadequate, it must be understood that construction upon undocumented fiil is at the sole risk of the owner. Natural Soils The silty, clayey sand was loose to medium dense, slightly moist and light brown to brown in color. This material was not tested but is assessed as possessing a non to very low expansion potential. The sandy silty clay was medium stiff to stiff, moist to very moist and brown in color. The sample tested exhibited low swell when wetted under a constant vertical load of 500 psf. 2 S M C The silty sand and gravel was medium dense to dense and brown in color. This material is assessed as possessing a non expansive potential. Free water was encountered in Test Hole 2 at depth 20 feet at the time of drilling. The test holes were caved at depths 13Y~ and 161/2 feet when checked five days after drilling. CONVENTIONAL SPREAD FOOTINGS The fill encountered in the test holes is unsuitable for support of a footing foundation. Therefore, the existing fill should be removed from beneath the foundation area and a minimum of 5 feet horizontally beyond ;he outside eoges of the proposed footings. The foundation should be placed on the natural silty, clayey sand. Soft soils may be encountered at foundation bearing depth. if soft soils are encountered it will be necessary to overexcavate ±he bottoms of the excavation a minimum of three feet and replace the soft soils with 1%2 inch crushed rock or recycled concrete. The crushed rock should be wheel rolled into the soils with a rubber tire excavator until there is less than 1/8 inch deflection beneath the loader. I Following placement of the crushed rock material (if necessary), the structure may be supported on conventional spread footings that are designed for a maximum allowable soil bearing pressure of 1,500 pounds per square foot. Minimum 16 inch wide footings should be specified. The dead load on footings should be proportioned as much as practicable to minimize potential differential movement problems. Interior loads should be supported on beams and columns, placed on isolated pads, designed as above. A minimum dimension of 20 inches for isolated footing pads is recommended. Exterior footings should extend to a depth of at least 30 inches below final surface grade to provide protection against frost action. 3 F ' " c S M C We must be retained to observe the open excavation to verify removal of the fill and identify whether soft soils requiring removal prior to construction of the footings are present. ADDITIONAL FOUNDATION DESIGN CRITERIA The soils may heave laterally. Therefore, walls should be reinforced and braced to resist these lateral pressures. This is especially true for full height basement walls. Methods of accomplishing this include the following: a. Placing vertical and additionai horizontal reinforcing steel in walls and wrapping openings in the walls with steel. b. Providing additional anchor bolts. ` c. Using a"wet" mud sill. c'. lising joist anchors at mud sill or additional nailing. e. Providing a steel "mat" behind beam pockets and grouting all beam pockets. The above would only be necessary on especially long, unsupported basement walis. Also, this may not be necessary where small basements are cut up by offsets in the walls. We are available to discuss this with your structural engineer. Lateral earth pressures on walls depend on such factors as the type of wall, hydrostatic pressure behind the wail, type and slope of backfill material, degree of backfill compaction, ailowable wall movements, and surcharge loading. The hydrostatic pressures may be reduced by placing a drain system around the perimeter of the foundation walls. Foundation walls should be designed for a lateral equivalent fluid pressure of 50 pcf. The backfill should be compacted following the recommendations outlined below (see Backfill and Surface Drainage). No consideration was given to backfill sloping toward the residence, surcharge loading or hydrostatic pressures in the computation of the laterai equivalent fluid pressure. If any of 4 S M C these conditions are anticipated, we are available to assist you in revising these criteria. Soluble sulfate crystais were not noted in the sampies obtained for this investigatien. Therefore, foundation concrete may be designed forthe negligible sulfate condition using the current ACI Design Manual guidelines. INTERIOR FLOOR CONSTRUCTION Habitable Space Area The soils encountered at foundation levels are stable at their natural moisture contents. However, the owner must realize that there is always a potential for movement or cracking of concrete sJabs on grade. The site will be assessed as possessing a low expansion potential once the overexcavation procedures recommended previously are followed (see Conventional Spread Footings). Based upon this assessed expansion potential, we believe that there is a low risk of interior slabs not performing within a reasonable amount of movement for the usage of the slab. See the Appendix to this report for a discussion of expansion potential and interior floor risk assessment. The only positive method of preventing movement of interior floors is to provide structural floor systems - the floors would be supported on the found- ation. The builder and/or future owner must realize that there is a risk of floor movement with any other construction alternative. Floors should be supported structurally if the future owner cannot tolerate any fioor movement or cracking. If the owner desires to use slab on grade construction techniques and is willing to assume the risk of concrete slab movement, the details outlined below should be followed during construction of the slab. Experience with similar soil conditions indicates that these construction details will help to reduce wetting of soils supporting the slab and may reduce damage should some wetting take ~ place: 5 S M C 1. The slab should be placed directly on the undisturbed, natural soils or well compacted fiil. 2. Separate the slab from all bearing members and utility lines to allow its independeni movement; i.e., construct a floating slab. Provide positive control joints at the junction of the slab with foundation walls. 3. Joints should be scored in the slab at maximum 200 square foot areas. A control joint should also be scored 2 feet in from, and parallel to, all foundation walls. The joints should be scored 1/4 of the slab thickness. 4. Construct a minimum 2 inch void space above, or below, partitions on the slab. In finished areas, all furring strips, drywall and paneling should stop 2 inches from the top of the slao. The 2 inch void space can be covered with a molding strip. 5. If hot water heat is used, the piping should not be Flaced beneath the concrete slab. If a forced air furnace is used, a 2 inch collaps- ible connaction should be provided between the furnace and the heat ducts. 6. Backfill in the interior and exterior utility trenches should be care- fully compacted (see Backfill and Surface Drainage below). 7. Keep the soils that will support the slab moist during construction by occasional sprinkling and especialiy a day or so prior to pouring the slab. In addition, good backfiil and surface drainage should be provided, and lawn irrigation minimized, as discussed below. Garaqe Floor Slab Construction The existing fill that will support the garage slab has been assessed as possessing a high risk of a concrete slab not performing within a reasonable amount of movement. If the existing fill is removed and replaced with 6 M C acceptable non-expansive material the risk of a concrete slab not performing within a reasonable amount of movement would be low. The owner must be willing to assume this risk of garage slab movement if the on-site fiil is used to support the slab. If it is desired to reduce this risk, then the garage floor should be supported on a non-expansive imported material or as a structurai member. It is recommended that the procedures outlined below be foilowed during construction of garage floor slabs. Our experience with similar conditions has shown that these details help to reduce wetting of soils supporting garage slabs and may help to reduce damage should some wetting of the slab supporting materials occur. 1. The slab should be placed directly on well compacted fill. 2. Separate the slab from all bearing members to allow its indepen- dent movement; i.e., construct a floating slab. Provide positive control joints at the junction of the slab with founda±ion walls. 3. Joints should be scored at maximum 200 square foot areas. Joints should be scored to a depth of 1/4 the thickness of the slab. 4. Construct minimum 2 inch void spaces above, or below, partitions on the siab. In finished areas, all furring strips, drywall and paneling should stop 2 inches from the top of the siab. The 2 inch void spaces can be covered with molding strips. 5. Garage door jambs and trim should be constructed with expansion material beneath them so the slab will not interfere with the jarnb if the slab moves. 6. Garage door tracks should be constructed with a minimum one inch void space between the bottom of the track and the floor slab. Slab Void Monitorinq The owner is advised that the potential movement of slabs supported directly on these expansive soils could exceed the partition 7 `-~"+yL'• - - - - - - <a,.-._.___ M C void spaces recommended above. These void spaces are not intended to anticipate total potential slab movement, but are intended to prevent immediate damage to the superstructure and serve as indicators to slab movement. These vcid spaces must be maintained by the homeowner for the life of the structure. DRAIN SYSTEM Ground water conditions are satisfactory for lower level construction for the residence. However, the foundation will extend into silty, ciayey sands. These materials are relatively impervious and tend to trap water. The source of water could be from excessive irrigation and precipitation accumulating in backfill areas due to poor surface drainage with resuitatit seepage to foundation depth or seepage from the detention pond. For this reason, a drain system should be provided around the structure. Typical drain system details are as shown on Figures 5, 6, and 7. The drain system should be graded to a sump permitting ~ pump dischar.ge. A pump would not be required until actual w2ter a::cumulation occurs, and the amour.t of water could not be bailed from the sump. VVe should be called to observe the soils exposed in the excavations to verify the details of the drain system. BACKFILL & SURFACE DRAINAGE The amount of moisture infiltration into the backfill soils from surface drainage should be reduced. This can generally be accomplished by placing a relatively impervious backfill around the foundation walis and providing a sloping grade away from the foundation. The backfill material should be free of debris and be throughly moistened and properly compacted to reduce settlement. Compaction of the backfill should include the soils used to fill the construction ramp into the excavation and utility trenches approaching the residence. Foundation walis should be properly braced during backfilling operations. 8 - - - - - - - -~-_`.y__. S M C The final grade of the backfill should have a good slope away from the foundation wails on all sides. A fall of 12 inches in the first 10 feet away from the structure is recommended. Downspouts and sill cocks should discharge into splash blocks or long downspout extensions which extend past the backfill zone when the ground surface is not protected by concrete slabs or asphalt paving. LAWN IRRIGATION A sprinkler systerri should not be instalied next to foundation walls. If a sprinkler system is installed, the sprinkler heads should be placed so the spray from the heads, under full pressure, does not fail within 5 feet of the foundation walls. Zone control boxes and drains should bE+ constructed at least 10 feet away from the foundations. It is strongly recommended that automatic shut off valves be installed as an integral part of the sprinkler system to heip prevent leakage. Lawn irrigation should be controlled as much as practicable. Particular care should be taken during final landscaping of the site. If the owner desires to p!ant next to foundation wails cr exterior siabs it should be understood that there is a risk ot future damage if wetting of the foundation soils occurs. As an alternative to planting next to foundations and exterior slabs, it is advisable to install decorative landscaped areas such as gravel and/or bark. If decorative areas are installed, the gravel or bark shouid be piaced directly on the soiis or on a non-woven, geotextile fabric, which will allow natural evaporation to occur and will still inhibit weed growth - the use of polyathylene is not recommended. The edges of decoracive areas should be constructed to allow surface drainage to be quickly discharaed away from foundation walis or exterior slabs. This can be accomplished by constructing the edges of decorative areas above the adjacent, lawn or ground surface, and not impeding drainage with grass stops. All grass stops should be perforated or constructed to allow 9 S M C discharge out of the decorative areas. Refer to Figure 8 for a typical decorative installation detail. GEOTECHNICAL RISK The concept of risk as it applies to structure construction is the single most significant aspect of any geotechnical evaluation. The primary reason for this is that the methods used by geotechnical engineers to develop recommenda- tions for construction are not an exact science. The methods used are typically empirical and, therefore, engineering judgement and experience must also be applied. The solutions presented in any geotechnical evaluation therefore cannot be considered risk free, and are therefore not a guarantee that the interaction , between the soils and the proposed structure will act as desired or intended. The engineering recommendations presented in the preceding sections are our best estimates of the measures that are necessary to help the proposed structure perform in a satisfactory manner. These recommendations are based on the information generated during this and previous evaluations and our experience in working with these types of conditions. The owner must understand this concept of risk, as it is they who must decide what is an acceptable level of risk for the type of structure to be constructed on the site. DESIGN CONSULTATION & CONSTRUCTION OBSERVATIONS This report has been prepared for the exciusive use of Patrick Van De Weghe for the purpose of providing geotechnical design data for the proposed project. The data gathered and the conclusions and recommendations presented are based upon the consideration of many factors including, but not limited to, the type of development proposed, the configuration of surrounding structures, the geologic setting, the materials encountered, and our understanding of the level of risk accedtable to the client. In any geotechnical investigation it is necessary to assume :hat the subsurface conditions do not vary from those encountered in the test holes. Our experience has shown that these variations exist and that they become apparent in the foundation excavations. The homebuyer must understand the subjective nature of the evaluation of expansion potential and the construction methods under consideration. They must also understand that these evaluations are subjective in nature, based upon the experience and opinion of the design engineer and, therefore, are not a guarantee that the interaction between the soils and structure will occur as designed or intended. If the homebuver wishes to reduce the risk of floor movement a structural floor must be constructed.
