Installation of roof sheathing (new or overlay) requires an approved inspection prior to installation of ANY roof coverings and is require on the entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists. Asphalt shingles are required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave and secured in place is required to be provided for all roof inspections. Roof ventilation is required to comply with applicable codes and/or manufacturer installation instructions, whichever is more stringent. In order to pass a final inspection of elastomeric or similar type roof coverings, a letter of inspection and approval from the manufacturer technical representative stating that "the application of the roof at (project address) has been applied in accordance with the installation instruction for (roof material brand name) roof covering" is required to be on site at the time of final inspection. The permit was issued for the construction of a new single family residence. The permit was recently finalized with the completion of the newly installed landscaping. The landscape escrow which was submitted on 20 March 2007 in the amount of $6,250.00 will be returned shortly. After reviewing the contents of the building file, it appears that two outstanding issues still remain. First, it does not appear that a certificate of occupancy was ever issued far the property. A C.O. is required upon completion of any structure intended for occupancy. The building card was never turned into the Community Development Department, which usually initiates the process for generation of the C.O. Secondly; an escrow was required for the public improvements along West 381h Avenue. These improvements include curb, gutter and sidewalk which could not be installed due to lack of abutting public improvements on West 38`h Avenue. A letter was sent on 8 August 2006 along with a memorandum from the Public Works Deparhnent (attached) which detailed the extent of the escrow. The engineer's cost estimate was in the amount of $11,943.40. To date, this escrow has not been received. It is imperative that the escrow be paid and the certificate of occupancy be issued for the subject property. Please complete the attached escrow agreement form and submit to the Community Development Deparhnent along with a check in the amount of $ ll,943.40 for the public improvement escrow. Before a certificate of occupancy can be issued for a new single-family or rivo-family structure, the following items must be complied with 1. If a driveway is proposed, the first 25 feet of drive surface azea must be paved. The driveway may be surfaced with asphalt, concrete, brick pavers or similar materials. The driveway must abut the existing edge of asphalt on the street, which may require paving within the right-of-way. If paving occurs within the right-of-way, a right-of-way permit is required from the Public Works Department. 2. One street tree must be installed for every 70 feet of street frontage. If the structure is a comer lot with frontage on two streets, each frontage is subject to this provision. These street trees must be at least 2 inch caliper specimens. 3. One hundred percent of the front yazd must be landscaped, excluding driveways and sidewalks. The &ont yard is defined as the first 30 feet from the front property line adjacent to the street. 4. At least 25 percent of the entire lot must be landscaped. The front yard landscaping may be counted when calculating this figure. 5. No more than 50 percent of the landscaped area may be comprised of turf. Low water turf (such as buffalo grass, blue grama grass and tall fescue) is encouraged. 6. The purpose of our investigation was to evaluate the subsurface conditions in order to provide foundation recommendations forthe proposed residence. The scope was described in ourproposal (No. DN 06-0011) dated January 9, 2006. This report was prepared from data developed during field exploration, laboretory testing, engineering analysis, and experience with similar conditions. It includes our opinions and recommendations for design criteria and construction details for foundations and floor systems, slabs-on-grade, lateral earth loads, and drainage precautions. The report was prepared for use by Howe Custom Homes, Inc. in design and construction of a single-family residence at the referenced address. Other types of construction may require revision of this report and the recommended design criteria. A summary of conclusions follows. Detailed design criteria are presented within the report. SUMMARY OF CONCLUSIONS 1. Soils found in our borings consisted of 25 to 27 feet of silty to clayey sand underlain by claystone bedrock. The sand is judged to be predominately non-expansive. Expansive bedrock was encountered below the sand at depths not likely to significantly affect foundation and/or slab performance. 2. Ground water was measured at depths of about 8.5 and 9 feet below the existing ground surface. We recommend basement excavation be limited to at least 3 feet, and preferably 5 feet, above measured ground water levels. Current ground water levels will affect construction of this residence. 3. We recommend the residence be constructed on drilled piers bottomed in bedrock or helical piers. Structurally supported floors should be used in all non-basementfinished living areas. 5. Surface drainage should be designed, constructed and maintained to provide rapid removal of runoff away from the proposed residence. Conservative irrigation practices should be followed to avoid excessive wetting. SITE CONDITIONS The proposed residence will be located at Applewood Vllage Estates, Filing No. 2, Lot 2(3825 Pierson Court) in Wheat Ridge, Colorado (Fig. 1). Overall, the site is located within a developed residential area. Existing houses borderthe property to the north and west. West 38th Avenue is the south border, with Pierson Court to the east. A pond is located northwest of the site. Large mature trees are present adjacent to the west property line. The lot is relatively flat and is covered with grass. PROPOSED CONSTRUCTION We understand the proposed residence will be a two-story structure constructed over a full basement with attached garage area. Construction is anticipated to inciude reinforced concrete foundation wails supporting a wood-framed superstructure. Foundation loads are expected to vary between 1,000 and 3,000 pounds perlineal foot of foundation wall. The residence should be set as high as possible on the lot and foundation excavations shouid be limited to 5 feet below the existing ground surFace, because of the measured depth to ground water. Final grading and landscaping may result in slightly greater depth of backfill. INVESTIGATION The field investigation included drilling two exploratory borings within the proposed building footprint at the approximate locations shown on Fig. 1. The borings were advanced to depths of 25 and 35 feet using 4-inch diameter, continuous flight auger and a truck-mounted drill rig. Summary logs of the borings, field penetration resistance tests, and a portion of the laboratory data are presented in Fig. 2. Soil samples obtained during drilling were returned to our laboratory and visually examined.-Laboratory testing-was-then assigned and included moisture content, dry density, sieve analysis, Atterberg limits, unconfined compressive strength, and water- soluble sulfate tests. Results of laboratory tests are summarized in Table I. SUBSURFACE CONDITIONS Subsoils found in our borings consisted of 25 to 27 feet of silty to clayey sand underlain by claystone bedrock to the maximum explored depth of 35feet. The pertinent engineering characteristics of the subsoils and bedrock encountered are described in the following paragrephs. Natural Sand About 25 to 27 feet of silty to clayey sand was encountered from the ground surface. The sand was very loose to medium dense based on the results of field penetration resistance tests. Two clayey sand samples obtained from a depth of 9 feet exhibited unconfined compressive strengths of 300 and 400 psf. Three sand samples contained between 22 and 29 percent silt and clay-sized particles (passing No. 200 sieve) with one sample having a liquid limit of 25 percent and a plasticity index of 8 percent. We judge the sand to be predominately non-expansive. Bedrock Claystone bedrock was encountered beneath the sand in boring TH-1 at a depth of 27 feet below the existing ground surFace. The bedrock was medium hard based on field penetration resistance tests. We judge the bedrock to be at depths not likely to influence foundation or slab-on-grade pertormance. When the test holes were checked several days later, ground water was measured at depths of 8.5 and 9 feet. We recommend basement excavation be limited to at least 3 feet, and preferably 5 feet, above measured ground waterlevels. Ground waterwill affect construction of this residence. Ground water may fluctuate seasonally and rise after construction in response to landscaping irrigation. EXCAVATION The soils penetrated by our exploratory borings can generally be excavated with heavy-duty excavation equipment. The general contrector should become familiar with applicable local, state, and federel safety regulations, including the current Occupational Safety and Health Administration (OSHA) Excavation and Trench Safety Standards. The contractor's "competent person" should review excavation conditions and referto OSHA criteria whenever personnel exposure is anticipated. We judge the sand soils will classify as Type C materials based on OSHA standards. Type C soil requires a maximum slope inclination of 1.5:1 (horizontal to vertical) for temporary excavations in dry conditions. Stockpiles, vehicles and equipment should not be placed within a horizontal distance of the top of the excavation slopes equal to one-half the overall slope height. Excavations may extend near ground water levels. This could result in soft or unstable conditions for the base of the excavation. If necessary, the base of the excavation may be stabilized by crowding crushed, 7 to 4 inch angular rock into the base of the excavation until a firm surtace is achieved. We estimate about 18 inches of rock will be required to stabilize the excavation. The foundation excavation should not extend greater than 5 feet below the existing ground surface. Expansive claystone bedrock is present at depths not likely to influence foundations or slabs-on-grade. Settlement, not swell, is more likely to affect the _stwcture's overall pertormance. The risksassociated with_movement of soil can be mitigated by careful design, construction, and maintenance procedures. We believe the recommendations in this report will help to control risk of foundation and/or slab damage; they will not eliminate that risk. The builderand homebuyers should understand that slabs-on-grade may be affected by movement of soil. Homeowner maintenance will be required to control risk. We recommend the builder provide a booklet to the homebuyers that describes swelling soils and includes recommendations for care and maintenance of homes constructed on expansive soils. Colorado Geological Survey Special Publication 43' was designed to provide this information. FOUNDATION Our investigation indicates non-expansive, very loose sand is present at depths likely to influence foundation perFormance. In our opinion, behavior of the near-surface sand soil under additional load may result in excessive total and differential settlement of shallow foundations such as spread footings. Based on the subsoils encountered, we .recommend the residence be constructed on a deep foundation that transfers the structural loads to the underlying bedrock, such as drilled piers bottomed in the claystone or helical piers. We anticipate about 20 to 25 feet of temporary casing will be required for proper installation of the drilled piers. The helical piers can be installed without the use of temporary casing. Ofthetwo deep foundation alternatives, we anticipate the helical pier option will be easierto install. The ultimate capacity of the helical piers can be estimated based on the installation torque. These criteria were developed from analysis of field and laboratory data and our experience. The builder and structural engineer should also consider design and construction details established by the structural warrantor(if any) that may impose additional foundation design and installation requirements. Drilled Piers Bottomed in Bedrock 1. Piers should be designed for a maximum allowable end pressure of 20,000 psf and an allowable skin friction of 2,000 psf for the portion of pier in bedrock. Skin friction should be neglected for the overburden soils. 2. Piers should be designed for a minimum deadload pressure of 10,000 psf based on pier cross-sectional area. If this deadload cannot be achieved through the weight of the structure, the pier length and bedrock penetration should be increased beyond the minimum values specified in the next paragraph. The bedrock should be assigned a skin friction value of 2,000 psf for uplift resistance. 3. Piers should penetrate at least 6 feet into the relatively unweathered bedrock. Comparatively long piers of up to about 27 feet are anticipated in basement areas and 30 feet in upper level areas to achieve the minimum bedrock penetration. It is possible longer piers will be required due to variations in the depth to bedrock across the lot. The pier length should not exceed about 30 times the pier diameter. 4. There should be a 4-inch void beneath all grade beams and foundation walls, between piers, to allow water to flow to the foundation drain. 5. Piers should be reinforced theirfull length with at least two No. 6(19 mm), Grade 60 (420 MPa) reinforcing bars (ortheir equivalent) to resisttension in the event of swelling. Reinforcement should extend into grade beams and foundation walls. 6. Foundation walls and grade beams should be well reinforced. The reinforcement should be designed by the structural engineer. Lateral earth pressures and the effects of large openings within basement walls should be considered. 7. Piers should be carefully cleaned priorto placement of concrete. Concrete should be ready on-site and placed in the pier holes immediately afterthe holes are drilled, cleaned and observed by our representative to avoid collecting water and possible contamination of open pier holes. Ground water will be encountered during pier installation. Concrete should not be placed by free fall if there is more than 3 inches of water at the bottom of the hole. 8. Concrete placed in pier holes should have sufficient slump to fill the pier hole and not adhere to the reinforcement steel or the sides of the casing during extraction. We recommend a slump in the range of 5 to 7 inches. 9. Formation of mushrooms or enlargements at the top of piers should be avoided during pier drilling and subsequent construction operations. 70. Installation of drilled piers should be observed by a representative of our firm to identify the proper bearing strata. Helical Piers 1. The ultimate capacity of the helical piers should be calculated based on the installation torque times an empirical factor of 10 (ft-1). We recommend calculation of the installation torque using a factor of safety of at least 2 when converting ultimate values to pier capacity. For example, to achieve a capacity of 20 kips, a minimum torque of 4,000 ft- Ibs should be attained. Multiple helices may be used to achieve the required capacity. 2. The helical pier should be screwed or advanced to at least 20 feet below the existing ground surface in basement areas. Upper level piers should bottom at the same level as basement piers. The pier should be installed as close to vertical as possible. 3. We recommend contacting the manufacturer or the manufacturer's representative concerning corrosion protection of the steel. Manufacture's recommendations should be followed to prevent corrosion of the steeL 4. Twisting of the shaft can occur during the installation process. We recommend the structural engineer evaluate the effect twisting the shaft has on the capacity of the helical pier. 5. There should be a 4-inch void beneath all grade beams and foundation walls, between piers, to allow water to access the foundation drain. 6. The connections between the piers and grade beams should be designed to resist lateral earth pressure againstthe grade beams. The connections should be designed by the structural engineer. 7. Foundation walls and grade beams should be well reinforced. The reinforcement should be designed by the structural engineer. SLAB PERFORMANCE RISK Laboratory test results, subsoil pro£les, and our experience with residence construction and performance were used to provide an evaluation of basement slab performance risk. Slab performance risk evaluation is an engineering judgment used as an indicator of the general magnitude of potential slab-on-grade heave and the risk of poor slab-on-grade pertormance. We judge the risk of poorslab performance to be low for this site. FLOOR SYSTEMS AND SLABS-ON-GRADE Basement Floor Svstems and Slabs-On-Grade A full basement is planned. Our experience indicates performance of slab-on- grade floors in unfinished basements has generally been satisfactory on low risk sites. Slab movement up to about 1-inch (or less) may occur at this site. If the basement is to be finished, we typically recommend a structurally supported floor system be considered to reduce risk of movement-induced distress to finishes. Ground water levels limit the depth of excavation to 5 feet below the existing ground surFace, which may not make a structural floor feasible. We understand a slab-on-grade is preferred. To help minimize damage caused by soil movement, we recommend a floorthickness of at least 5 inches. Bi-axial reinforcement should be considered in the floor to create a more rigid slab and help control crack propagation. Design of basement finishes must consider the potential for floor movement. The homebuyer must be advised the floor slab in the basement may move and crack due to soil movement and that there may be maintenance costs associated during and afterthe builder warranty period. Provided the homeowner accepts the risk of slab movement, we recommend the following precautions for slab-on-grede construction. A gravel layer is recommended under the basement slab because of the presence of ground water within about 5 feet of the estimated basement floor elevation. 3. Conventional slabs should be separated from exterior walis and interior bearing members with a slip joint that allows free vertical movement of the slabs. These joints must be maintained by the homeowner to avoid transfer of movement. 4. Underslab plumbing should be thoroughly pressure tested during construction for leaks. Gas and water lines leading to slab-supported appliances should be constructed with flexibility. The homeowner must maintain these connections. 5. Slab bearing partitions should be minimized. Where such partitions are necessary, a slip joint (or float) allowing at least 2 inches of free vertical slab movement should be used. Doorways should also be designed to allow vertical movement of slabs. To limit damage in the event of movement, sheetrock should not extend to the floor. The homeowner should monitor partition voids and other connections, and re-establish the voids, should they close to less than'/z-inch. 6. Plumbing and utilities that pass through slabs should be isolated from the slabs. Heating and air conditioning systems supported by slabs should be provided with flexible connections capable of at least 2 inches of vertical movement so that slab movement is not transmitted to the ductwork. These connections must be maintained by the homeowner. Frequent control joints should be provided in conventional slabs-0n-grade to reduce problems associated with shrinkage cracking and curling. Panels that are approximately square generally perForm better than rectangular areas. We advocate an additional joint about 3 feet awayfrom and parallel to foundation walls. Structurallv Supported Floors In our opinion, structurally supported floors should be used in all non-basement, finished living areas. The structural floor is supported by the foundation system. There are design and construction issues associated with structural floors, such as ventilation and lateral loads, that must be considered. The required air space under the floor depends on the materials used to construct the floor and the expansion potential of the underlying soils. This minimum clear space should be maintained between any point on the underside of the floor system (including beams and floor drain traps) and the surFace of the exposed earth. _ Where structucally.supported floors are used, utility connections, including water, gas, air duct, and exhaust stack connections to floor-supported appliances, should be capable of absorbing some deflection of the floor. Plumbing that passes through the floor should ideaily be hung from the underside of the structural floor and not laid on the bottom of the excavation. This configuration may not be achievable for some parts of the installation. It is prudent to maintain the minimum clearspace below plumbing lines. If trenching below the lines is necessary, we recommend sloping these trenches so they discharge to the foundation drain. Controi of humidity in crawl spaces is important for indoor air quality and performance of wood floor systems. Our scope forthis project did not include providing recommendations to control humidity. Nevertheless, since we are involved in thistype of work we feel we should comment. We believe the best current practices to control humidity involve the use of a vapor retarder (10 mil minimum), placed on the exposed soils below accessible sub-floor areas. The vapor retardershould be sealed atjoints and attached to concrete foundation elements. If desired, we can provide designs for ventilation systems that can be installed in association with a vapor retarder, to improve control of humidity in crawl space areas. The Moisture Management Task Force of Metro Denvee has compiled additional discussion and recommendations regarding current best practices for the control of humidity in crewl spaces. Porches. Decks and Patios Porches or decks with overhanging roofs, or that are otherwise integral with the residence such that excessive foundation movement cannot be tolerated, should be constructed with the same foundation type as the house. Use of 8 to 10-foot piers can reduce potential movement. Pads or short piers should not be underlain by wall backfill due to risk of settlement. The inner edge of the deck may be constructed on haunches or steel angles bolted to the foundation walls and detailed such that movement of the deck foundation will not cause distress to the residence. We suggest use of adjustable bracket-type connections or other details between foundations and deck posts so the posts can be trimmed or adjusted if movement occurs. Porches, patio slabs and other exterior flatwork should be isolated from the structure. Porch slabs can be constructed to reduce the likelihood that settlement or heave will affect the siabs. One approach (for smaller porches located over basement backfi'll zones) is to place loose backfill under structurally supported slabs. This fill will more likely settle than swell, and can thus allow some heave of the underlying soils. A lower risk approach would be to construct the porch slab over void-forming materials. Garaqe Slabs and Exterior Flatwork Garage slabs, driveways, and sidewalks are normally constructed as slabs-on- grade. Our investigation indicates the near-surface sand is generally non-expansive. All slabs move to some extent. Various properties of the soils and the environmental conditions influence magnitude of movement and other perFormance characteristics of slabs. Changes in the moisture content ofthe sand soil may cause movement that could result in crecking of the exterior flatwork. BELOW-GRADE WALLS Basement and/or foundation walls and grade beams that extend below grade should be designed for lateral earth pressures where backf'ill is not present to about the same exfent on both sides of the wall. Many factors affect the value of the design lateral earth pressure. These factors include, but are not limited to, the type, compaction, slope and drainage of the backf-ill, and the rigidity of the wall against rotation and deflection. Forwalls that can deflectorrotate 0.5to 1 percent of the wall. height (depending upon the backfill types), lower "active" lateral earth pressures are appropriate. Ourexperience indicates basementwalls can deflect or rotate slightly under normal design loads, and that this deflection results in satisfactory wall perFormance. Thus, the earth pressure on the walls will likely be between the "active"_and "at-resY" conditions. If on-site soils are used as backfill and the backfill is not saturated, we recommend design of basement walls at this site using an equivalent fluid density of at least 50 pcf. This value assumes deflection; some minor cracking of walls may occur. If very little wall deflection is desired, higher design density may be appropriate. The structural engineer should also considersite-specific grade restrictions and the effects of large openings on the behavior of the walls. SUBSURFACE DRAINS Water from the irrigation of lawns and landscaping frequently flows through relatively permeable backfill placed adjacent to a residence and collects on the surface of less permeable soils occurring at the bottom of basement orfoundation excavations. This process can cause wet or moist basement conditions after construction. To reduce the likelihood water pressure will develop outside foundation walls and the risk of accumulation ofwaterat basement level, we recommend provision of a foundation drein. The provision of a drain will not eliminate slab movement or prevent moist conditions in crawl spaces. The drain should be installed around the entire perimeter of the basement and any other habitable, below-grade areas and should consist of a 4-inch diameter, open joint or slotted pipe encased in free-draining gravel. The drain should Iead to a positive gravity outlet, such as a sump where water can be removed by pumping. Typical foundation drain details are presented on Figs. 3 through 6. Our experience indicates moist conditions can develop in non-basement crawl space areas resulting in isolated instances of damp soils, musty smells and, in rare cases, ponded water. Some builders instail drein systems around non-basement crawl space areas as a precaution; we regard these installations as optional. Drains can be added after construction if unusually moist conditions develop. SURFACE DRAINAGE PerFormance of foundations and flatwork is influenced by moisture conditions within the near-surface soils. Surface drainage should be designed to provide rapid runoff of water away from the residence. Good surFace drainage and irrigation practices can help control the amount of surFace water that infiltrates soils, and thus help to control potential foundation and slab movement. Positive drainage and avoidance of irrigation near foundations also help avoid excessive wetting and settlement of backfill soils. We recommend the following precautions. The homeowner should maintain positive surface drainage and install an irrigation system that substantiaily conforms to these recommendations. 1. Wetting or drying of the open foundation excavation should be avoided. 2. The ground surface surrounding the exterior of the residence and garage should be sloped to drain away from the building in all directions. We recommend a minimum constructed slope of at least 12 inches in the first 10 feet (10 percent) in landscaped areas around the structure, where practical. Patios and otherflatwork should be sloped to prevent ponding. We do not view the recommendation to provide a 10 percent slope away from the foundation as an absolute. It is desirable to create this slope where practical, because we know that backfill will likely settle to some degree. By starting with sufficient slope, positive drainage can be maintained for most settlement conditions. There are many situations around a residence where a 10 percent slope cannot be achieved practically, such as around patios, at inside foundation corners, and between a house and nearby sidewalk. In these areas, we believe it is desirable to establish as much slope as practical and to avoid irrigation. We believe it is acceptable to use a slope on the order of 5 percent perpendicular to the foundation in these limited areas. 3. Swales used to convey water across yards and between houses should be sloped so that water moves quickly and does not pond. We advocate a minimum slope of about 2.5 percent in grassed areas and about 2 percent where landscaping rock or other materials are present. Backfili around grade beams and foundation walls shouid be moistened and compacted. 5. Roof downspouts and drains should discharge well beyond the limits of all backfili. Splash blocks and/or extensions should be provided at all downspouts so that water discharges onto the ground beyond the backftll. We generally recommend against routing downspout discharge underground. Where it is necessary to route downspouts underground, solid pipe should be used and it should slope to an open gravity outlet. The homeowner must maintain all downspout extensions, splash blocks and outlets. 6. The importance of proper homeowner irrigation practices cannot be over- emphasized. Irrigation should be limited to the minimum amount sufFcient to maintain vegetation. Application of more water will increase likelihood of slab and foundation movements. Landscaping should be carefully designed and maintained to minimize irrigation. Plants placed close to grade beams and foundation walls should be limited to those with low moisture requirements. Irrigated grass should not be located within 5 feet of the foundation. Sprinklers should not discharge within 5 feet of foundations. Plastic sheeting should not be placed beneath landscaped areas adjacent to foundation walls or grade beams. Geotextile fabric will inhibit weed growth yet still allow natural evaporation to occur. CONCRETE Concrete in contact with soifs can be subject to sulfate attack. We measured a water-soluble sulfate concentration of 0.012 percent in one sample from this site. Sulfate concentrations less than 0.1 percent indicate Class 0 exposure to sulfate attack for concrete in contact with the subsoils, according to the American Concrete Institute (ACI). For this level of sulfate concentration, ACI indicates any type of cement can be used for concrete in contact with the subsoils. In our experience, superficial damage may occur to the exposed surtaces of highly permeable concrete, even though sulfate levels are relatively low. To control this risk and to resist freeze-thaw deterioration, the water-to- cementitious material ratio should not exceed 0.50 for concrete in contact with soils that are likely to stay moist due to surface drainage or high watertables. The following issues need to be addressed in order to comply with the City's Zoning Code: 1. The following minimum setbacks apply to the batting cage: 30 feet front yazd (Pierson Ct.), 30 feet side yard (W 38" Ave.), 15 feet side yard, 15 feet rear yard. These setbacks are measured from the most recently platted property line. 2. The height of the recreational fence is limited to a maximum height of 10 feet. 3.
