Friable asbestos can be crumbled, pulverized, or reduced to a powder by hand pressure when dry. ACMs identified in this report, are subject to the EPA NESHAP Regulations for Asbestos and the CDPHE Reg. 8. The CDPHE is responsible for the administration of tile EPA NESFIAP program in Colorado, EPA NESHAP prohibits the release of asbestos fibers into the atmosphere during renovation or demolition activities. The asbestos NESHAP requires that potentially regulated ACMs be identified, classified, quantified and removed where necessary prior disturbance. All friable ACM as well as non -friable ACM that can be rendered friable during demolition or renovation activities must be removed by a licensed General Abatement Contractor (GAC), Materials containing asbestos quantities of one percent (I %) or less are also be subject to OSHA regulations if air concentrations sampled during demolition or renovation activities are at or above the permissible exposure limit (PPL) of 0.1 fibers per cubic centimeter (f/cc) as an eight hour time weighted average, or the excursion limit of 1.0 Vice as averaged over a 30 minute sampling period. OSHA regulations ter General Industry and the Construction Industry include provisions for communication of hazards by the building owner, to building employees, or in the case of subcontracted building services, the subcontractor to subcontractor employees: • The employer must inforin maintenance staff and subcontractors if building components have the potential to expose staff and subcontractors to asbestos. • The building owner shall maintain records concerning the presence, location and quantity of ACMs in the building for the duration of ownership, and records shall be transferred to any successive owners. • The building owner shall affix labels or signs to Positively identified ACMs so that employees and building visitors will be notified of materials that contain asbestos. Such labels or signs shall be placed in areas where employees are likely to impact ACMs as a pail of their work. 2.0 SITE / BUILDINC, INFORMATION Tile subject building is located at 5040 Tabor Street, Wheat Ridge, Colorado, 80033, This was a limited—destructive pre -renovation investigation. Drawings of the existing conditions and renovation designs were not provided to Family I.:',nvironniental prior to the inspection and sampling activities. The building is approximately 2,925 square feet (ft) and is primarily composed of metal, concrete, wood and drywall construction, The facility featured a large office suite at the west, and two open storage slay=s at the east. The inspection area included the entire structure. The purpose of this asbestos inspection was to evaluate for the presence of AGMs throughout the structure. The inspection was conducted in accordance with the methods s and procedures outlined in the aforementioned documents, 3.1 Visual Assessment Inspection activities began with visual observation of the structure to identify homogeneous areas for suspect ACM. Homogenous areas (materials) are classified into one of file following three categories. • Surfacing Material () refers to a wide range of trowel or spray -applied materials typically used for acoustical, decorative or fire proofing purposes, • Thermal Systema Insulation (T t) refers to insulation Haat is applied to heating; or mechanical system components. Examples include pipe, tank- and boiler insulation, • Miscellaneous Materials (M) refers to refers to all Cather materials that do not frill into one of the previously mentioned categories, Examples include floortiles, adhesives, composite drywall systems and ceiling tiles. Appendix A provides a summary of the areas determined to be homogeneous and the laboratory results for those areas. 3.2 Physical Assessment and Sample Collection A tactile assessment of each homogeneous area of suspect ACM was conducted to assess the general condition and the friability of the .material. Friability was assessed by physically touching suspect materials, Following categorization for material type and friability, °a sampling strategy was developed based on the following requirements: Bulk Sampling Strategy Less than 1,000 urfacing (S) 1 1,000 to 5,000 I 5F Based on the results of the visual observation, bulk samples of suspect ACM were collected in accordance with Al-IER A protocols, Random bulk samples of suspect materials were collected in each homogeneous area using wet methods as applicable to reduce the potential for fiber release, During the inspection, Family Environmental staff" identified eight () suspect homogenous materials, and collected twenty-two (2) bulk samples. Each sample was placed in a sealed container and labeled with a unique sample number using an indelible marker, Appendix B contains the Laboratory Analytical Summary of all of the bulk samples collected. 3.3 Chain of Custody Samples were deli-veredalong with a completed chain -of -custody (COC) to River North Environmental Testing (KNET) Laboratory. Laboratory personnel signed and dated the COC at the time of delivery to acknowledge receipt of the samples. Upon receipt, the laboratory arranged the samples in numerical order to establish any discrepancies between the samples set which was delivered and the COC form. Where (it) discrepancies exist, laboratory personnel noted and initialed the COC and reported the error to the inspector. The laboratory included the signed original cop), of the COC with the final analytical report for evidentiary, purposes. 4.0 LABORATORY ANALYSIS All bulk samples were relinquished to 11NED". Materials Haat contain asbestos at or below one percent (<I%) are considered to be trace asbestos containing. Current EPA and Mate of Colorado regulations require the removal of both confirmed, and assumed, FRIABLE ASBESTOS prior to renovation or demolition activities that will impa t these materials, The following is a list of friable ACM observed by the inspector: No friable asbestos was observed during this inspection. Depending on the renovation or demolition techniques used, the current EPA and State of Colorado regulations may require the removal of both confirmed, and assumed, NON -FRIABLE ASBESTOS prior to any activities Haat may impact these materials. The following is a list of non - friable ACM observed at the site. If trace (<]$') asbestos materials exist on the site, and they are not removed, the renovation or demolition contractor must be notified of the presence of this material prior to disturbance and comply with all current OSHA regulations for employee exposure to asbestos.. Additionally, the renovation or demolition contractor must comply with applicable N sSll AP asbestos emission control regulations for structures containing trace arnounts of asbestos. Sometimes it is not possible to completely separate thin or strongly adhering layers, such as paint or adhesive, and a combined result is given. For some complex materials, Such as drywall/tape/mud joints, a composite or overall asbestos content may be reported in addition to individual layer results, RNET, Inc. is currently accredited for bulk asbestos analysis by the National Voluntary Laboratory Accreditation Program (NVLAP) of the National Institute of Standards and Technology (NIST). Our NVLAP laboratory code number is 200448-0. Due to the limitations of the EPA 600 Method, nonfriable organically bound materials (NOBs) such as floor tiles can be difficult to analyze via PLM, EPA recommends that all NOBS reported as non -detect by PLM analysis be further analyzed by Transmission Electron Microscopy for more definitive results. Please note that the PLM analysis of dust and soil samples for asbestos is not covered under l accreditation, The analytical results provided in this report apply only to the samples submitted to the laboratory. Division ADDENDUM TO SPECIAL USE PERMIT URIE ENVIRONMENTAL HEALTH, INC. MAY, 1993 INTRODUCTION Urie Environmental Health, Ina (Urie) is a 5-year-old, Colorado corporation which specializes in Environmental Health and Safety Training and Consulting. The fum employs 14 individuals which inciudes engineers, chemists, industrial hygienists, technicians, and office support personnel. The business services over 450 companies and governmental agencies throughout the westem U.S. and Asia. Of the total annual income, 60 percent is derived from consulting and 40 percent from training. A corporate brochure is attached to serve as an overview of specific services offered. Urie is in the process of purchasing the 4.4 acres located at 5040 Tabor Street. The purpose of the transaction is to allow the hansferring of its eusting Wheat Ridge operation at the Kunz Construction Pazk to a larger area which lends itself to (a) the development of a premier environmental training center, and (b) an office building which will support the activities of both training and consulting. The proposed facility shall consist of the structures sketched on Figure 1, which includes the existing 3,000 ft2 steel structure, a 3,500 ft' office building, the eusting barn, a gravel pazking lot, and an outdoor training exercise area which includes a railroad tanker car, a fire pit, an empty tank, culvert pipe, and a small pond. The training facilities would be utilized as often as possible, but generally activity is limited between 7:30 a.m. to 5:00 p.m., about 15 business days per month. Approximately 50 percent of the haining time will involve outdaor activities in which participants wear chemical protective equipment and practice hazardous materials handling techniques. No actual hazardous materials are used by Urie with the exception of small quantities of diesel fuel for fire extinguisher training and a few zinc-oxide smoke bombs. TRAFFIC ISSUES The minimal amount of traffic into the 5040 Tabor Street property will consist of 14 employees. The maximum traffic shall include up to 60 additional employees and/or students. The vast majority of traffic shall be limited to the I-70/Tabor corridors. Pazlang shall be accommodated through the construction of a gravel lot with a one-way entrance and one-way exit from Tabor. NOISE There are no mechanized sources of noise associated with the training/consulting operation, other than the short-term traffic and the use of two-way radios in the open training area. There is no reason to suspect that the residential areas adjacent to the property will be negatively impacted, as noise at the property line should not excced 70 decibels. AIR POLLUTION 'I~vo sources of air emissions are associated wid► tiainm8: (1) a twenty minute diesel bum exercise twice a month, and (2) the use of up to ten 5-minute zinc-0xide smoke bombs each month. The use of these traininS props shall be contingent upon the approval of the Fire Department and the Colorado Health Department, in addition to the City of Wheat Ridge. Air emissions shall be reduced from the level associated with the previous owner's operation which involved eight laboratory hood emissions. LIGHT POLLUTION Urie has never conducted outdoor training in the evening. There shall not be any use of outdoor lighting other than minimal security lighting at the site of the buildings and parldng lot. MEETING A PUBLIC NEED Urie Environmental Health, Inc. is in the business of reducing the risk of occupationally induceti illness and injury; and controlling adverse public health hazards through training and consultation. Urie is unique in that it is one of the few environmental training organizations which provides eztensive hands-on experience to its studenu. The organization has been selected by several hundred company and government agencies to pmvide environmental training to its workers. T'he Urie client list includes a tluce-year contract to provide training to the.U.S. EPA. It is also being considered as a training resource byt he Republic of China EPA (see attached article). IMPACT TO UTILITIES Urie plans to utilize the existing water and sewage lines to the property. No expansion of utility lines is anticipated. SUMMARY The Urie operation shall be an environmentally benign business which will result in the potential for up to 15 new jobs in Wheat Ridge. The facility shall draw visitors from throughout the west, Asia, and possibly Mexico.
