CITY COUNCIL STUDY SESSION MINUTES
The City Council Study Session was called to order by the Mayor at 7 30
p m Councilmembers present Elise Broug~am, Kent Davis, Don Eafanti,
Phil Edwards, Vance Edwards, Tony FIasco, Ron Selstad, and Bill Shanley
Also present City Clerk, Wanda Sang, rity Administrator, Robert
Middaugh, City Attorney, Kathrvn Schroeder, Director of Planning, Glen
Gidley, staff, and inten:ste d citizens

Discussion of coordinated Elections
City Clerk, Wanda Sang, presented various options for the November 2,
1993 Regular Municipal Election She had attended a meeting and had
conversations with County Clerk, Joan Fitzgerald, and had also attended
a seminar where election ramifications under Amendment One were
discussed S~e asked City Council if thev wanted to hold a separate
election from the County, which would entail going to different polling
places for electors, a consolidated election with the County, a possible
mail-out ballot election
After discussion, Council consensus was 8-0 to go with a consolidated
election Consensus was 8-0 to go with mail-out ballots in a
consolidated election if the County decided to go that route
Mayor winger asked City Council if they wanted to hear Modification of
Premises applications at regular Council Meetings or if the Council
President could sign the applications without them coming to Council
Consensus was 8-0 to put t~ese applications before the entire City
Council during regular meetings

Discussion of Summer Clean Up Program
Robert Middaugh presented two options for a scaled-down summer clean up
program Option I would be to contract with a solid waste company to
provide special piCkUps of large items with their standard compactor
trucks The City would schedule pickup requests and program pick up
routes for the trash hauler The estimated cost to the City would be
$5,400 00
Option II would be to lease five large roll-offs from a waste companv
and locate them at a secure public site The estimated cost would be
$3,510 00
Consensus was 7-1 to go with Option I, which was recommended by staff
