Please provide P.E. seal and signature on the final approved report. Page 1 Property Description 1. Please provide additional discussion identifying adjacent development to this site. General Drainage Characteristics 1. Please provide discussion that confirms site is not within the 100-year flood plain and reference mat:erial provided in the report appendices. Method of Drainage Analysis 1. Please provide additional, numeric discussion regarding the calculated 5 and 100-year historic rates of release. 2. Please identify and discuss off site flows. 3. Please be aware of the following items regarding the construction of the project: 1. The proposed drainage facilities sliall be constructed and approved by the City of Wheat Ridge prior to issuance of the Temporary Certificate of Occupancy. 2. Erosion control for the project shall be placed in conformance with the approved drainage/erosion control plan and shall be maintained as needed during the course of construction. 3. All drainage improvements shall be constructed in conformance with the approved drainage report and plan. 4. It w.ill be the responsibility of the contractor for the project to repair any damage to the existing public improvements on West 38t" Avenue as a result of related construction traffic in the area. Also, the contractor will be responsible for maintaining West 38t" Avenue on a regular basis such they are free of construction debris and tracking from construction traffic accessing the site. 5. An approved permit is effective for a period of one (1) year from the date of issue and may be renewed. All fees shall be in accordance with those fees established by the Uniform Building Code or other applicable City adopted Resolutions or Ordinances. Nofe: All public improvements, when constructed, shali be maintained (by the respective individual(s) and/or company responsibie for the construction of that pubiic and/or private improvement in the respective development) on a daily basis, or as needed, such that they are free of mud and other construction debris tracking from the site. Failure to comply with this requirement wiil result in the enforcement of Article Ii, Specified Nuisances, Section 15-21 (3) of the City of Wheat Ridge Code of Laws. MINOR EXCAVATION AND FILL PERMITS 1. 1-50 cubic yards: No permit is required for dumping or excavation of earth materials, which do not exceed fifty (50) cubic yards, provided, however, that any fill deposited is on natural terrain of less than three (3) horizontal to one (1) vertical slope, or such fill is less than three (3) feet irt depth and is not intended to support permanent structures, and in addition, such fill or excavation does not obstruct or otherwise adversely affect any drainage way. Should any of the above standards be exceeded, or a drainage way be affected, a permit shall be required under the guidelines for No. 2. 2. 51 S00 cubicyards: Dumping or excavation of earth materials not exceeding 500 cubic yards may be allowed with a permit approved by the City Engineer. All applications are to be submitted on the appropriate compieted application form and shall be accompanied by the appropriate fee and sketch pian indicating the following information before the permit will be issued. A. Location and dimensions of all property boundaries and structures on the site. B. Location and extent of areas to be filled and/or excavated C. Location of existing and proposed drainage ways, irrigation ditches, etc., and indication of how and where historic runoff wiil be maintained on and throughout the site. D. Erosion control pian showing placement of control devices such as hay bales, etc. 3. 501-20,000 cubic yards: Operations in which earth material fill or excavation exceeds 500 cubic yards but does not exceed 20,000 cubic yards may be allowed by a permit issued by the City Engineer after review of an application and supporting information. The foilowing information shall be submitted with the required application form: . A. A site plan, prepared and signed by a Colorado registered professional engineer, at a scale of no less than one inch to twenty feet (1:20) which iliustrates the following: 1. Location and dimensions of all property boundaries and structures on the site. 2. Location and extent of areas to be filled and/or excavated. 3. Location of existing waterways and drainage courses indicating any changes: (For a site containing an established irrigation ditch, a letter of approvai from the appropriate ditch company shall be required). . 4. Location of existing and proposed points of ingress. 5. Location and extent of existing vegetation, proposed changes in such vegetation and methods of rehabilitation on site vegetation after earthwork operations are compiete. 6. Erosion control plan. 7. Grading plan with existing (dashed lines) and proposed (solid lines) ground contours with contour intervals of two feet and spot elevations. 8. At least two cross sections (east to west and north to south) through the site showing depth of fiil andlor excavation. 9. A drainage report my be required if site runoff characteristics are changed. 10. Relative elevations of adjacent properties and structures. 11. Statement or purpose of in4ended fill or excavation. 4. Performance Standards: The following provisions shall apply to ali Minor Excavation and Fill Permits: ' A. Rehabilitation: Within thirty (30) days after cessation of filling and/or excavation, rehabilitation for the site shall have been completed in accordance with the approved plans. Rehabilitation shail consist of leveling, grading, landscaping, or any combination thereof to minimize potential erosion and be acceptable to the City Engineer. B. Debris: Debris and/or contaminants shali not be used except with the approvai of the City Engineer. Page 2 of 3 "For the purpose of this Section, the term debris shall have the same meaning as the terms "garbage, trash, orjunk" as defined in the City of Wheat Ridge Code of Laws, Section 20-21." In no-case shali debris or contaminates identified or ciassified as hazardous waste by local, state, or federal agencies be used as fill in any fill areas within the City of Wheat Ridge. C. Excavation and/or fiil areas shall be graded to facilitate weed control until final.grades are set and site rehabilitation and use occur (must be leveled with side slopes not to exceed 3 to 1). 5. Any permit applied for after cutting or filling operations on site are in progress shall be subject to a double fee and other penalties as prescribed by the City of Wheat Ridge Code of Laws, Appendix A, Section 24.13. 6. Any fili requested under this permit within the 100 year flood zone MUST COMPLY WITH THE CITY OF WHEAT RIDGE CODE OF LAWS, SECTION 26-201, FLOOD PLAINZONING ORDINANCE: I HEREBY ACKNOWLEDGE THAT THIS APPLICATION IS CORRECT AND I UNDERSTAND THAT I CANNOT START THIS PROJECT UNTIL THIS APPLICATION IS APPROVED. I SHALL COMPLY WITH THE LAWS OF THE STATE OF COLORADO AND WITH THE ZONING REGULATIONS AND BUILDING CODE OF THE CITY OF WHEAT RIDGE. ANY VIOLATION OF THE ABOVE TERMS WILL CAUSE IMMEDIATE REVOCATION OF THIS PERMIT AND COMMENCEMENT OF ENFORCEMENT PROCEEDINGS BY THE CITY OF WHEAT RIDGE.
