Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name)
roof covering" is required to be on site at the time of final inspection.
Roof inspections for ROOFS OVER 6/12 PITCH: 3rd party inspection will be required, the 3rd
party inspection report will be collected at final roof inspection performed by City of
Wheat Ridge. If report is not available the final inspection will not be completed.

1. This permit was issued based on the information provided in the permit application and accompanying Flans and specifications and is
subject to the compliance with those documents, and all applicable statutes, ordinances, regulations, policies and procedures.
2. This permit shall expire 365 days after the date of issuance regardless of activity. Requests for extension must be made in writing and
received prior to the date of expiration. An extension of no more than 180 days made be granted at the discretion of the Chief Building
Official and may be subject to a fee equal to one-half of the original permit fee.
3. If this permit expires, a new permit may be required to be obtained. Issuance of a new permit shall be subject to the standard
requirements, fees and rocedures for approval of any new permit. Re -issuance or extension of expired permits is at the sole discretion of
the Chief Building Offcial and is not guaranteed.
4. No work of any manner shall be performed that shall results in a change of the natural flow of water without prior and specific approval.
5. The permit holder shall notify the Building and Inspection Services Division in accordance with established policy of all required
inspections and shall not proceed or conceal work without written approval of such work from the Building and Inspection Services
Division.
6. The issuanc or g ming of a permit shall not be construed to be a permit for, or an approval of, any violation of any provision of any

Residential Roofing Permit Application
This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE
AND TIME WINDOW TO COMPLETE THE TRANSACTION. You will be notified if
your contractor's license or insurance has expired, and you may update those
documents at the time you are issued your permit.
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.

PURPOSE:
This report reflects a soil and foundation investigation from soil borings to
determine the subsurface soil identification, - and to deternune the physical
characteristics of the soil for a suitable foundation design. The foundation is
to support a single family home.
SITE CONDITIONS:
The site is presently vacant lot. The site is reasonably level with slopes of
2% to the North. The lot appears to be well drained with no erosion evident.
GENERAL:
This report represents the results of the data obtained during the subsoil
investigation far the site at 8503 West 38`h. Ave., Wheat Ridge, Jefferson
County, CO. ~
SUBSOIL CONDITIONS:
Two, four inch diameter hole were drilled to a depth of fifteen feet at the
building site, as shown on the attached site map. Samples of the soil were
taken at two-foot intervals. These samples were analyzed in the field and
laboratory to deternvne the characteristics of the soil for identification and
foundation design. In general, the soil profile in test holes #1 , indicate
Clay with Low Plasticity (CL) to a depth of 8 feet, then Sandy Clay (SC) to
depth of 15 feet. The Standard Penetration Test similar to ASTM D1586,
Showed 13 blows for 12 inch penetration, at a depth of 4 feet, and 14 blows
for 12 inch penetration at a depth of 9 feet. The Shrink-swell test indicated
a swell of 0.4 at a depth of 4 feet, and a swell of 0.2% at a depth of 9 feet.
No free water was encountered during the drilling operation. The soils in
this report were classified using the American Society of Testing Materials
(ASTM) procedures.
FOUNDATIONS RECOMMENDATIONS:
The Sandy Clay (SC) material has a bearing strength of 1500 psf and an
equivalent liquid pressure of 30 psf. I recommend the use of a spread
footing reinforced to equalize soil pressures, due to the low shrink-swell
potential of the upper 15 feet. The following comments are additional
recommendations for the foundation construction.
SLAB ON GRADE CONSTRUCTION:
Where slabs-on-grade are chosen and the owners are willing to accept
the risks associated with slab movement, the following
recommendations should be followed:
a.) Slabs should be constructed to be "free floating." The slabs should
be isolated from all structural components and utilities which
penetrate the slab. Isolation may be achieved with %2 inch isolation
material or by sleeving.
b.) Elimiua.te underslab plumbing where feasible. Where such
plumbing is unavoidable, it should be pressure tested during
construction to minimize leaks which would result in wetting of the
subsoils.
c.)Slabs should be reinforced with wire mesh or fibermesh to help
control crack separation.
d.)To avoid settlement and distortion of eaterior slabs due to improper
compaction, we recommend that concrete slabs should be doweled to
the foundation wall. The slab should be reinforced as necessary for
the span involved.
2. Provide frequent scoring of the slabs to provide control joints for
possible cracking of the slab. Control joints should placed to provide
approximate slab areas of 100 sq. feet. The depth of control joints
should be '/4 of the slab thickness.
3. Proper drainage away from the foundation walls should be provided.
A minimum slope of 12 inches in the first 10 feet out from the
building is recommended. Roof downspouts and sill cocks should
discharge into long concrete splash blocks (5 feet long) or into metal
gutter eatensions to deposit runoff water beyond the limits of the
backfill soil near the foundation walls. The foundation and retaining
walls should be well-cured and well braced prior to backfilling.
4. Steel reinforcement will be required in the footings and foundation
wall. This will give the walls beam strength to span or bridge over
any loose or soft pockets of soil not found in our exploratory holes or
that may develop during construction. This should also help prevent
any differential movement of the foundation system.
FOUNDATION DRAIN:
The drainage system should contain a 4 inch diameter perforated drain
pipe encased in a minimum of 12 inches of clean, '/a inch to 1'h inch
gravel. The drain should extend around the lower level of the
perimeter with the invert at the high end of the drain being placed a
minimum of four inches below the bottom of the footing. The drain
should be run to a non-perforated sump pit or to daylight well away
from the foundation at a minimum slope of 1/8 inch per foot to
facilitate efficient removal of water. The gravel should be placed a
miniinum of 8 inches over the pipe for the full width of the trench.
The top of the gravel should be covered with builder paper or Mirafi
140 N filter fabric ar equal, to m;n;mize clogging of the gravel by
backfill material.
CONSTRUCTION DETAILS:
In any soil investigation, it is necessary to assume that the subsurface soil
conditions do not vary greatly from the condirions encountered in the field
and laboratory testing. The accompanying design is presented using best
professional judgment based on the limits of the extent of testing
commissioned by the client. Our experience has been that at times, soil
conditions do change and variations do occur. These may become first
apparent at the time of excavation for the foundation system.
If soil conditions are encountered which appear different from the test
borings as presented in tlus report, it is recommended that this office be
called to inspect the open excavation prior to placing the footings. This
inspection is not part of the report.

ThiS memo is to confirm our recent convereation5 concerning the removal of a large Colorado
Blue 5pruce (Picea pungens) on a vacant lot echeduled to be developed in the vicinity of W. 3g`h
Ave. ancl Code 5t.
In June of thie year, I spoke with a woman who wae intere5ted in buying the lot to build a home. I
explained to her that the City had approved the removal of the two center tree5 in a line of five.
Thiy deci5ion wae part of the development procese. 5he aeked what would happen if she needed
to remove one more tree. I explained that the po5ition of the City was to determine the value of
the tree, and that money be paid to the city to a5siet in planting tree5 within a one-quarter
mile radiue of the site. She told me .,he would take this information into con5ideration.
During the first week of July, while I wa5 on vacation, my pager activated with a mey5age from
thi5 pro5pective buyer that she need to know the value of the tree right a way. 1 called back the
number 5he left with a me55age of the trees value of $4,384.00. I have not had any further
conversations at thi5 point.
When I returned from vacation, I noticed that three tree5, including the one in question had been
removed. 1 received at Ieast four complaint5 from neighbore concerning the removal5. If you

All permits shall be applied for through the Public Works Department. An approved permit is effective
for a period of one (1) year from the date of issue and may be renewed. All fees shall be in accordance
with those fees established by the Uniform Building Code or other applicable City adopted Resolutions
or Ordinances.
Note: All public improvements, when constructed, shall be maintained (by the respective
individual(s) and/or company responsible for the construction of that public and/or private
improvement in the respective development) on a daily basis, or as needed, such that they are
free of mud and other construction debris tracking from the site. Failure to compiy with this
requirement will result in the enforcement of Article 11, Specified Nuisances, Section 15-21 (3)
of the City of Wheat Ridge Code of Laws.
MINOR EXCAVATION AND FILL PERMITS
1. 1-50 cubic yards: No permit is required for dumping or excavation of earth materials, which do not
exceed fifty (50) cubic yards, provided, however, that any fill deposited is on natural terrain of less than
three (3) horizontal to one (1) vertical slope, or such fill is less than three (3) feet in depth and is not
intended to support permanent structures, and in addition, such fill or excavation does not obstruct or
otherwise adversely affect any drainage way. Should any of the above standards be exceeded, or a
drainage way be affected, a permit shall be required under the guidelines for No. 2. 2. 51-500 cubic yards: Dumping or excavation of earth materials not exceeding 500 cubic yards may
be allowed with a permit approved by the City Engineer. All appiications are to be submitted on the
appropriate completed application form and shall be accompanied by the appropriate fee and sketch
plan indicating the following information before the permit will be issued.
A. Location and dimensions of all property boundaries and structures on the site.
B. Location and extent of areas to be filled and/or excavated.
C. Location of existing and proposed drainage ways, irrigation ditches, etc., and
indication of how and where historic runoff will be maintained on and throughout the site.
D. Cross section area to be filled and/or excavated indicating original slope, new slope and
depth of fili.

E. Statement which indicates the proposed use or purpose for said fill or excavation.

3. 501-20,000 cubic yards: Operations in which earth material fiil or excavation exceeds 500 cubic
yards but does not exceed 20,000 cubic yards may be allowed by a permit issued by the City Engineer
after review of an application and supporting information. The following information shall be submitted
with the required application form: .
A. A site plan, prepared and signed by a Colorado registered professional engineer, at a scale
of no less than one inch to twenty feet (1:20) which illustrates the following:
1. Location and dimensions of all property boundaries and structures on the site.
2. Location and extent of areas to be filled and/or excavated.
3. Location of existing waterways and drainage courses indicating any changes: (For
a site containing an established irrigation ditch, a letter of approval from the
appropriate ditch company shali be required). ,
4. Location of existing and proposed points of ingress.
5. Location and extent of existing vegetation, proposed changes in such vegetation and
methods of rehabilitation on site vegetation after earthwork operations are complete.
6. Erosion control plan.
7. Grading plan with existing (dashed lines) and proposed (solid lines) ground contours
with contour intervais of two feet and spot elevations.
8. At least two cross sections (east to west and north to south) through the site showing
depth of fill and/or excavation.
9. A drainage report my be required if site runoff characteristics are changed.
10. Relative elevations of adjacent properties and structures.
11. Statement or purpose of intended fill or excavation.
4. Performance Standards: The following provisions shall apply to all Minor Excavation and Fill
Permits
A. Rehabilitation: Within thirty (30) days after cessation of filling and/or excavation,
rehabilitation for the site shall have been completed in accordance with the approved plans.
Rehabilitation shail consist of leveling, grading, landscaping, or any combination thereof to
minimize potential erosion and be acceptabie to the City Engineer.
B. Debris: Debris and/or contaminants shall not be used except with the approval of the City
Engineer.

"For the purpose of this Section, the term debris shall have the same meaning as the terms
"garbage, trash, orjunk" as defined in the City of Wheat Ridge Code of Laws, Section 20-21."
In no case shall debris or contaminates identified or classified as hazardous waste by local,
state, or federal agencies be used as fill in any fill areas within the City of Wheat Ridge.
C. Excavation and/or fill areas shall be graded to facilitate weed control until final grades are
set and site rehabilitation and use occur (must be leveled with side slopes not to exceecJ 3
to 1).

6. Any fill requested under this permit within the 100 year flood zone MUST COMPLY WITH THE CITY
OF WHEAT RIDGE CODE OF LAWS, SECTION 26-201, FLOOD PLAIN ZONING ORDINANCE:
