1 have reviewed the submitted plan and have the following comments.

and outside lighting to include the appropriate code sections as follows:

two right-hand columns identified as "Existing conditions" and "Proposed
conditions" with the totals equaling 30,450 s.f.

This letter is in regards to the revised plans for Dennis Drake Planned Industrial Development Final Development Plan,
Amendement No. 1 at 5190 Parfet Street in the City of Wheat Ridge.
1. Community Development
All comments from the letter dated March 16, 2007 have been addressed in the revised plan set dated March 23, 2007
2. Public Works
We have shown a containment spillage area on the plans as requested. Additionally, we have included a copy of the
State approval letter with the revised plans.
3. City of Wheat Ridge Police Department
The City of Wheat Ridge Police Department has reviewed the plans and has determined that this request will not impact
the police from servicing the property.
4. Arvada Fire Protection District
The Arvada Fire Protection District has no objections to the above ground fueling installation pending approvals from the
City of Wheat Ridge and Colorado Division of Oil and Gas.
5. Valley Water District
The proposed improvements for the site will be contained outside the Valley Water Easement as shown in a detail on
page 4 of the revised plan set. The owners will contact them before any improvements or construction begins.

Colorado Petroleum Storage Tank Regulations require that an inspection be done on
the facility when construction is completed and before operation of the storage facility is
started or resumed.

72 hours before air is placed on lines. or the construction is completed to afford time to
arrange an inspection.
Please use the enclosed registration form to properly register a new facility, the addition
of new tank(s), or amend information concerning an upgraded existing facility.

Dear Mr. Richardson:
This letter is in regard to your request for approval of Planned Industrial Development
Final development plan amendment for the Dennis Drake Planned Industrial Development
final development plan at 5190 Parfet Street in the City of Wheat Ridge.
I have reviewed the submitted plan and have the following comments.
PAGE ONE
1. Remove the letter from the Arvada Fire Protection District.
2. The title of the document should read "Dennis Drake Planned Industrial
Development Final Development Plan, Amendment No. 1, ALSAM
Investments, Inc., Integrated Resource Systems, Inc., An Official Final
Development Plan of the City of Wheat Ridge, Being a Portion..........."
3. Expand the description of the amendment (Final Development Plan
Amendment) to read: The purpose of this amendment is to allow the
installation of a fuel farm on Lot 2 for the use of the property owner. No
modifications are proposed to Lot 1."
4. Revise the legal description to read: "Lots 1 and 2 of Dennis Drake
Subdivision, County of Jefferson, State of Colorado."
5. Modify the "cross access easement language" to read as follows: The owner,
his successors and assigns grants limited rights and privileges to access and to
free movement between lots 1 and 2. Such grant of easement shall be limited to
the owners, tenants, customers, and guests of the owners."
6. Modify "Planned Uses" to "Proposed Uses".
7. Under "Character of Development", modify the first line to read: IRS is
proposed an on-site fuel farm on Lots 2 to serve........". Expand the statement
to indicate that the improvements include a card station, two pumping stations,
concrete access and landscaping improvements.
8. Under "Character of Development", add the following sentence: All other
requirements and standards established on the prior ODP/FDP document
recorded at ODP book 74, Page 11, Reception #94094662 are still in force.
9. Under "Owner's Certificate", remove the following: "approval of a rezoning to
Plarmed Development, and".
10. Under "Owner's Certificate", designate who will be the owner signing the
document and add a signature line.
11. In the Surveyor's Certificate, modify the project name from Integrated Resource
Systems - Dennis Drake Subdivision Lots 1 and 2 to Dennis Drake Planned
Industrial Development Final Development Plan Amendment 1.
12. Remove the Planning Commission Certificate.
13. Modify the City Certification to read: Approved this day of
, by the City of Wheat Ridge.
14. Add the following case number to the case history box: WZ-07-01.

Dear Ms. Reckert:
Western Engineering Consultants, Inc. (WECI) is providing this letter of request for the Amended Development Plan of
5190 Parfet St., Lots 1 and 2 of Dennis Drake Minor Subdivision zoned PID.
Attached is the January 25, 2007 Pre-Application Meeting Summary which details the meeting, and the City's required
documents in order for Integrated Resource Systems to install their proposed Fuel Farm.
The roughly 1.28 and 0.699 acre Lots 1 and 2 respectively make up the existing site. A two story steel frame office
building and Maintenance shop building, with surrounding parking and landscape were previously constructed in
accordance with the recorded Dennis Drake Final Development Plan dated May of 1994 on Lot 1. Lot 2 has and
continues to be an outdoor storage lot.
Integrated Resource Systems performs a variety of Site Management services, but their primary expertise is in Snow
Removal and Management. The majority of their equipment is snow removal related and they are proposing to build a
fuel farm on site in order for their fuel truck to refuel and travel across the metro area supporting their equipment.
AMENDED DEVELOPMENT PLAN
The attached Amended Development Plan includes the information necessary to update the planning document(s)
summarizing both existing and proposed conditions. We have made the suggested modifications to our site plan per
verbal comments from Mr. Mahash Alberkirke with the Colorado Division of Oil & Public Safety review as well as the
written comments from the Arvada Fire District and City of Wheat Ridge.
CONCLUSION
We believe the enclosed documents achieve the City request for amending the previous development plan to show
and include the fuel farm improvements in accordance with City of Wheat Ridge Zoning code. We look forward to the
City's review of our proposal.
We have attached a reduced (11 *17) proposed Site Plan and an $800 check for application review.

Applicant/Owner Preliminary Proposal:
The applicant is proposing to build an on-site site fuel farm in order to serve the fuel
needs of Integrated Resource Systems (IRS). The fuel farm will consist of two above
ground fuel tanks, 10,000 gallon tank for diesel fuel and a smaller 6,000 gallon tank that
will be used for gasoline. The gasoline will both be used for on and off site fueling of
maintenance vehicles and other machinery that is used by IRS and its sub-contractors.
Will a neighborhood meeting need to be held prior to application submittal?
A neighborhood meeting will be not required for this request.
Planning comments:
The property currently has Planned Industrial Development (PID) zoning, with an
approved Final Development Plan. Because the fuel farm tanks are not shown on the
existing FDP, the applicant must amend the FDP show the proposed improvements on
the property. The list of permitted uses includes all uses permitted in the Light Industrial
zone district; therefore the use of fuel tanks is permitted. The final development plan
amendment will be an administrative review without need for public hearings pursuant to
the criteria listed in section 26-311.
The applicant indicated that the tanks will be above ground. In order to screen the tanks
landscaping will be provided around the tanks. The tanks will also be covered in a
material and painted in order to decrease the visual impact they may have. There are
already above ground storage tanks for magnesium chloride. There is another FDP
amendment being processed on the same site for a 50 foot monopole for a CMRS facility.
The tanks will not obstruct access to this facility or any of the other tanks currently on site.
The first step towards approval of an administrative amendment to a FDP began with the
pre-application meeting held on January 25tH
Upon submittal of an application to amend the FDP the project will be reviewed by the
assigned staff member. During this time the request will also be sent to other referral
agencies for comment. When the review is complete the staff planner will inform the
applicant of other issues from other departments that need to be addressed. If all
requirements have been met, the administrative amendment can be approved.
