On January 8, 2007 we had a building inspection by Mr. Chadley Root who made a
list of several items that needed to be taken care of in my establishment by Jan. 16.
and some larger items to be taken care of by January 22, at which time he is to come
back again for final inspection.
Stan, Asst. manager of Stan's Caravan had taken care of several items immediately, and had
some questions to ask of Mr. Root who came out again on Jan. 11th and went over
a few things with Stan.
Mr. Root came back today, January 16 for the first inspection which I would believe was
satisfactory and went over some other items for the January 22 inspection with Stan,
which I have issues with.
We would like to call for a hearing regarding some of these issues that
i feet we can mutually agree upon.

NOTICE
The property owner, and all current occupants, are hereby notified that the undersigned
Building Official of Wheat Ridge, Colorado, has found the building located on the above
described real property to be a Dangerous Building within the meaning of Section 302 of
the Uniform Code for the Abatement of Dangerous Buildings, 1997 edition, as adopted
by the City of Wheat Ridge, Colorado ("Code"), as more particularly set out below:
The building is being used for dwelling purposes and is in violation of the Uniform Code
for the Abatement of Dangerous Buildings, sections in bold are the sections that this
property is in violation of.
SECTION 301- GENERAI.
For the purpose of this code, certain terms, phrases, words and their derivatives shall be construed as
specified in either this chapter or as specified in the Building Code or the Housing Code. Where [erms are
not defined, they shall have their ordinary accepted meanings within the context with which they aze used.
Webster's Third new International Dictionary of the English Language, Unabridge, copyright 1986, shall
be construed as providing ordinary accepted meanings. Words used in the singular masculine gender
include the feminine and the feminine the masculine.
BUILDING CODE is the International Code Council, as adopted by this jurisdiction.
DANGEROUS BUILDING is any building or structure deemed to be dangerous under the provisions of
Section 302 of this code.
HOUSING CODE is the Uniform Housing Code promulgated by the Intemational Conference of building
Officials, as adopted by this jurisdiction.
INTERNATIONAL PROPERTY MAINTENANCE CODE is the 2003 Intemational Property
Maintenance Code promulgated by the Intemational Code Council, as adopted by this jurisdiction.
SECTION 302 - DANGEROUS BUILDING
For the purpose of this code, any building or structure which has any or all of the conditions or defects
hereinafrer described shall be deemed to be a dangerous building, provided that such conditions or defects
exist to the extent that the life, health, property or safety of the public or its occupants are endangered.
1. Whenever any door, aisle, passageway, stairway or other means of exit is not of sufficient
width or size or is not so arranged as to provide safe and adequate means of exit in case of
fire or panic.
2. Whenever the walking surface of any aisle, passageway, stairway or other means of exi[ is so
warped, wom. Loose, tom or otherwise unsafe as to not provide safe and adequate means of exit in
case of fire or panic.
3. Whenever the stress in any materials, member or portion thereof, due to all dead and life loads, is
more than one and one half times the working stress or stresses allowed in the Building Code for
new buildings of similar structure, purpose or location.
4. Whenever any portion thereof has been damaged by fire, earthquake, wind, flood or by any other
cause, to such an extent that the structural strength or stability thereof is materially less than it was
before such catastrophe and is less than the minimum requirements of the Building Code for new
buildings of similaz structure, purpose or location.
5. Whenever any portion or member or appurtenance thereoF is likely to fail, or to become detached
or dislodged, or to collapse and thereby injure persons or damage property.
6. Whenever any portion of a building, or any member, appudenance or omamentation on the
exterior thereof is not of sufficient strength or stability, or is not so anchored, attached or fastened
in place so as to be capable of resisting a wind pressuxe of one half of tha[ specified in the building
Code for new buildings of similar structure, purpose or location without exceeding the woxking
stressed permitted in the Building Code for such buildings.
7. Whenever any portion thereof has wracked, warped, buckled or settled to such an extent that walls
or other struchual portions have materially less resistance to winds or earthquakes than is required
in the case of similar new construc[ion.
8. Whenever the building or structure, or any por[ion thereof, because of (i) dilapidation,
deterioration or decay; (ii)faulty consh'uction; (iii) the removal, movement or instabiliry of any
portion of the ground necessary for the purpose of supporting such buildings; (iv) the
deterioration, decay or inadequacy oFits foundation; or (v) any other cause, is likely to partially or
completely collapse.
9. Whenever, for any reason, the building or structure, or any portion thereof, is manifestly
unsafe for purpose of which it is being used.
10. Whenever the exterior walls or other vertical structural members list, lean or buckle to such an
extent that a plumb line passing through the center of gravity does not Fall inside the middle on
third of the base.
11. Whenever the building or structure, exclusive of the foundation, shows 33 percent or more damage
or deterioration of its supporting member or members, or 50 percent damage or deterioxation of its
non-supporting members, enclosing or outside walls or coverings.
12. Whenever the building or sWcture has been so damaged by fire, wind, earthquake or flood, or has
become so dilapidated or deteriorated as to become (i) an attractive nuisance to children; (ii) a
harbor for vagrants, criminals or immoral persons; or as to (iii) enable persons to resort thereto for
the purpose of committing unlawful or immoral acts.
13. Whenever any building or structure has been constructed, exists or is maintained in
violation of any specific requirement or prohibition applicable to such building or structure
provided by the building regulations of this jurisdiction, as specified in the Building Code or
Aousing Code, or of any law or ordinance of this state or jurisdiction relating to the
condition, location or structure of buildings.
14. Whenever any building or structure which, whether or not erected in accordance with a all
applicable laws and ordinances, has in any non-supporting part, member or portion less than 50
percent, or in any supporting part, member or portion less the 66 percent or the (i) strength, (ii)
fire-resisting quali[ies or characteristics, or (iii) weather-resisting qualities or characteristics
required by law in [he case of a newly constructed building of ]ike area, height and occupancy in
the same location.
15. Whenever a building or structure, used or intended to be used for dwelling purposes, because of
inadequate maintenance, dilapidation, decay, damage, faulty construc[ion or arrangement,
inadequate light, air or sanitation facilities, or otherwise, is determined by the health officer to be
unsanitary, unfit for human habitation or in such a condition that is likely to cause sickness or
disease.
16. Whenever any building or structure, because of obsolescence, dilapidated wndition,
deterioration, damage, inadequate eJCits, lack of sufficient fire-resistive construction, faulty
electric wiring, gas connections or heatlng apparatus, or other cause, is determined by the
fire marshal to be a fire hazard.
17. Whenever any building or stmcture is in such a condition as to constitute a public nuisance known
to the common law or in equity jurisprudence.
18. Whenever any portion or a building or structure remains on a site after the demolition or
destmc[ion of the building or structure or whenever any building or structure is abandoned for a
period in excess of six months so as to constitute such building or portion thereof an attractive
nuisance or hazard [o the public.
The following is a list of items that shall be fixed to meet code.
1. Blocked Fire Door on west side must be working with panic
hardware. There can be no other locks on the door other than
the panic hardware. There shall be a landing on the outside of
all exit doors
2. Exit signs are not working in areas. Need new exit signs that
are battery backed up and have frog eyes.
3. Need drain grate on bathroom floor.
4. Ash Tray in Bathroom shall be removed. No smoking in
Building under State Law.
5. Need cover plates on electrical outlets.
6. Can not use cook range for cooking without approved hood
system. Remove cooking range or discontinue use and install
approved commercial hood system.
7. Can not deep fry since there is not hood system and deep fryer
must be approved for commercial application. Must remove
deep fat fryer.
8. Cooler needs emergency release so someone does not get
trapped inside the cooler.
9. Gas cylinders shall be secured so they do not fall over.
10. All equipment shall be plugged into approved outlets (Not
with extension cords or nxnning cords into the ceiling or walls
to outlets on other sides of the walls or ceiling)
11. Hazardous wiring shall be fixed throughout by a licensed
electrician.
12. Broken glass mirrors shal] be removed from walls.
13. Section 1008.1.9 IBC. Front doors shal] have panic hardware
with no other locks on the door ( hardware shall be installed
34" to 48" above floor).
14. Section 1004.3 IBC Every room or space that is an assembly
occupancy shall have an occupant load sign.
15. Space heaters are not to code and shall be removed as they
pose a fire hazard.
16. Westinghouse furnace shall meet manufactures installation
criteria.
17. Exterior ]ights shall be listed for outdoor use.
18. Romex wiring is not approved for exposed outdoor use for
exterior lighring.
19. Section 1008.1.6 IBC Exit door thresholds are not to code;
shall not exceed .5 inch.

ORDER
The City of Wheat Ridge Building Official and Arvada Fire Marshal has
determined the building referenced above to be a Dangerous Building. The owners
are ordered to pull a building permit to fix the deficient items. Items 1, 2, 5, 6, 7, 8,
9, 10, 11, 13, 15,16, 19 on the list must be fixed and inspected by Wheat Ridge
Building and Arvada Fire before January 16,2007.. The remainder of the items will
need a permit pulled and shall be fixed by January 22, 2007. The Building
Department will post this building as a Dangerous Building. Pursuant to Code the
property owner and all occupants are hereby ORDERED TO CEASE AND DESIST
occupancy and use of the above described building. The Building Official and Fire
Marshal shall take action to remove all occupants from the building until minimum
life safety standards are met in both Building and Fire Codes.
REMEDIAL ACTION
1. The property owner must apply for and obtain a Arvada Fire and City of Wheat Ridge
building permit to correct the following deficiencies.
1. All deficiencies shall be fixed but are not limited to the items listed on the
previous page.
APPEAL OF THIS NOTICE AND ORDER
Any person having record title or other legal interest in the above described premises may
appeal this Notice and Order or any action of the Building Official to the Building Code
Advisory Board or known as the Board of Appeals pursuant to section 112 of the Code,
provided that the appeal is made in writing as provided in the Code and filed with the
Building Official within ten (10) days from the date of service of this Notice and Order.
Failure to appeal will constitute a waiver of all rights to an administrative hearing and
determination of this matter. FILING OF AN APPEAL SHALL NOT STAY THE
EFFECTIVENESS OF THIS NOTICE AND ORDER.
It is a misdemeanor to occupy this building after January 16, 2007 unless
inspections have taken place by both Wheat Ridge Building and Arvada Fire and
Occupancy has been approved while work is done to bring building up to code for
the January 22, 2007 deadline or to remove or deface this notice.

The Pyro-Chem Krtchen Knight 11 System has available three
difEerent size cylinders: tlie ModelsPGL-300(P/P} 551194),
PCL-460 (PM 551193), and PCL-6D0 (PM 557196). Gylinder
sizes are expressed in terms of extinguishing agerrt capacity
~(.e., the PCL-300 uses 3.0 galbns (11A L) of exfinguishing
agent). The c}Ainder is manufactured, tes[ed, and marked'm
axordance with DOT 46W225. GylirWers come pre-fiped wiTh

MODEL MCH3 - MECHANICAL
CONTROL HEAD (PM 551200)
The Model MCH3 mechanical control head is a fully
mechaniral control head which can be connected to the
PCL-300/460/600 cylinder valve. This control head will
support a fusible link detection system, a remote mechanical
pull station (Model RPS-M), and a mechanicai or electric gas
shutoff valve. A miniature electric switch (Modei MS-SPDT,
MS-DPDT, MS-3PDT, or MS-4PD"n can be ordered sepa-
rately and field installed. It is equipped wiTh a local manual
control handle that allows for mechanical system actuation.
Operation of the local manual control requires removing ihe
putl pin and rotating the handle clockwise. The Model MCH3
control head can actuate a maximum of ffiree (3) cylinders.

MODEL EN-MCU3 ENCLOSURE
(PM 551208)
The Model EN-MCU3 Endosure is used for verticai mount-
ing of a single PCL-300 or PCL-460. The EN-MCU3 aiso
includes a mechanical control unit, eliminating the need for a
Model MCH3 Control Head. See Fgure 2-6. The PCL-600
cannot be mounted in an EN-MCU3.

MODEL ECH3 - ELECTRIC
CONTROL HEAD
The Model ECH3 electric control head is an electrically operv
ated control head which can be connected to the PCL-
3001460/600 cylinder valve. This control head will support an
electric thermal detection system, a remote mechanical pull
starion (Model RPS-M), and an elecVic gas shutoff valve. lt
will not support a fusible Iink detection system. A miniature
elecfic switch (Modei MS-DPD"n is inGuded. The Model
ECH3 control head is available in both 720 VAC (MOdel
EGH3-120, PIN 551202) and 24 VDC (Madel ECH3-24, PM
551201). It is equipped with a local manual control handle
thaf allows for mechanical system aciuation. Operation of the
local manual control requires removing the pull pin and rotat-
ing ffie handle dockwise. The Madei ECH3 control head can
acfuate a maximum of three (3) cylinders. See Figure 25.

SYSTEM DESIGN
This section will cover the proper design of the Pyro-Chem
Kitchen Knight 11 Restaurant Fire Suppression System. It is
divided into ihree (3) sections:

Each of these sections must be wmpleted before attempting
any installation.
NOZZLE COVERAGE AND
PLACEMENT
This section will provide guidelines for detertnining nozzle
type, positioning, and quanfity for duct, plenum, and appli-
ance protection.
A. Duct Proteetion
It is not required that ihe fan be shut down or the exhaust
duct be dampered for the system to operate properly. Each
nozzle is approved to protect exhaust ducfs of unlimited
length.

Transition Ducts - The protection of non-standard ducts
should be reviewed by the authority having jurisdiction.
Pyro-Chem Kitchen Knight II recommends that transition
ducts be protecied as follows:
The Mode12D duct nozzle is a two (2) flow nozzle. A singie
2D nozzle is capable of protecting square or rectangular
* duct with a maximum of 100 in. (254 cm) perimeter, with the
* longest side being a maximum of 34 in. (86.4 cm). It can
also protect a round duct with a maximum diameter of
* 31 7/8 in. (81 cm).
Two (2) Model 2D duct nozzles can protect a square or
* rectangular duct with a maximum of 150 in. (381 cm)
perimeter, with the longest side being a maximum of 51 in.
* (129.5 cm). They can also protect a round duct with a maxi-
* mum diameter of 47 112 in. (120.7 cm).
When iwo (2) 20 duct noules are used to protect a single
duct, the cross sec6onal area of the duct must be divided
into two equal symmetrical areas. The nozzle must then be
instalfed on the centeriine of the area ft protects and aimed
directly into the duct opening.
The noule(s) must be installed on the centerline of the duct,
. with the tip focated 0 to 6 in. (152 cm) into the opening, and
aimed directly into the duct opening. See Figure 3-1.
a. Transition dacts - larger to smaller
In cases where the duct/plenum interface opening is
larger ihan the final exhaust duct, measure the perime-
terldiameter of the duct halhvay between the largest
and smallest section (or the average perimeteddiame-
ter). The nozzle is to be located within 0-6 in. (152 cm)
of the ducUplenum interface (not at the point where the
measurement was taken), centered under the final
ezhaust duc[ opening. See Figure 3-1 a.

The following is notification of violations of the Wheat Ridge Code of Laws related to
the above referenced property located within the City of Wheat Ridge.
1. Illegal outside storage of brick and block materials along with associated
equipment. The materials are not associated with the principle use of the
property and are improperly stored as required in a C-1 zone distnct.

2. Inoperable junk vehicle located in rear parking lot with expired plates.

3. Illegal storage associated with an A-1 zone district, storage of materials
and equipment not associated with the agricultural operations occurring on

The city will require that the above mentioned materials, equipment and vehicles be
removed from the property within 7 davs after return receipt of this letter is received in
our office. Failure to comply with this notice will result in a summons being issued to the
property owner(s) of record.
