midroof & Final Roof inspections for ROOFS 6/12 PITCH & OVER: 3rd party inspection will be
required for both the midroof and final inspections. The 3rd party inspection report AND
THE ORIGINAL PERMIT CARD needs to be dropped off to the Permit Desk at the City of Wheat
Ridge. The report MUST BE SIGNED by the Homeowner.
REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec.
R806. The installation of ridge venting requires the installation or existence of soffit
venting. For calculation purposes, one hat or turtle vent equal to one-half of one square
foot of opening.
Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75% of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75% of the mid -roof may be complete. Asphalt shingles are required to be
fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is
required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name) roof
covering" is required to be on site at the time of final inspection.

licensed contractors only. Permits are processed and issued in the order they are
received. You will be notified if your contractor's license or insurance has
expired. The license and insurance must be current before the permit will be
processed.
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in
person at City Hall. Revisions to existing permits (for example, to add
redecking) must be completed in person at City Hall. The Building Division
permit counter is open from 7:30 am to 3:30 pm, Monday through Friday to
process these types of requests.

SECTION 301- GENERAT,
For the purpose of this code, certain terms, pluases, words and theu derivarives shall be construed as
specified in either flus chapter or as specified in the.Building Code or the Housing Code. Where texms aze
not defined, theyshall have their ordinary accepted meanings witUin the context with which they aze used.
Webster's T7tird new International Dichonary of the English Language, Unabridge, copyright 1986, shall
be construed as providing ordinary accepted meanings. P7ords used in the singulaz masculine gender
include the feminiue and the feminine the masculine.
BUII,DING CODE is the Internarional Code Council, as adopted by this jurisdiction.
DPIVGEROUS BiJILDING is any building or structure deemed to be dangerous under the provisions of
Section 302 of this code.
HOUSING CODE is the Uniform Housing Code promulgated by the International Conference of building
Officials, as adopted by this jurisdiction.
INTERNATTONAL PROPERTY MAINTENANCE CODE is the 2003 Intexnational Property
Maintenance Code promulgated by the InternaGonal Code Council, as adopted by this jurisdiction.
SECTION 302 -DANGEROUS BUII.DING
For the purpose of this code, any building or structure which has any or all of the condirions or defects
hereinafter described shall be deemed to be a dangerous building, provided that such conditions or defects
exist to the eadent that the ]ife, health, property or safety of the public or its occupants aze endangered.
1. Whenever any door, aisle; passageway, stairway or other means of eacit is not of sufhcient width or
size or is not so azranged'as to provide safe and adequate means of exit in case of fire or panic.
2. Whenever the walldng surface of any aisle, passageway, sfairway or other means of exit is so
wazped, wom Loose, tom or othexwise unsafe as to not provide safe and adequate means of exit in
case of fire or panic.
3. Whenever the stress in any materials, member or portion thereof, due to all dead and life
loads, is more than one and one half times the working stress or stresses ailowed in the
Building Code for new buildings of similar structure, purpose or location.
4. Whenever any poxtion thereof bas been damaged by fire, earthquake, wind, flood or by any other
cause, to such an extent that the shuctural strength or stability, thereof is materially less than it was
before such catasuophe and is less than the minimum requuements of the Building Code for new
buildings of similaz siructure, purpose or location.
5. Whenever any portion or member or appurtenance thereof is likely to fail, or to become detached
ot dislodged, or to collapse and thereby injure persons or damage property.
6. Whenever any portion of a building, or any member, appurtenance or ornamentation on the
exterior thereof is not of sufficient s4ength or stability, or is not so anchored, attached or fastened
in place so as to be capable of resisting a wind pressure of one half of that specified in the building
Code for new buildings of similaz shucture, purpose or location vrithout exceeding the worldng
stressed pemutted in the Building Code for such buildings.
7. Whenever any portion thereof has wracked, warped, buckled or settled to such an estent
that walls or other structural portions have materially less resistance to winds or
earthquakes than is required in the case of similar new construction.
8. Whenever the buil3ing or structure, or any portion thereof, becanse of (i) dillapi3ation,
deterioration or decay; (n)faully construction; (iri) the removal, movement ox instability of any
portion of the ground necessary for the purpose of supporting such buildings; (iv) the
deterioxation, decay or inadequacy of its foundation; or (v) any other cause, is likely to paztially or
completely collapse.
9. Whenever, for any reason, the building or structure, or any portion thereof, is manifestly unsafe
for purpose of wluch it is being used.
10. Whenever the exteriox walls or othei vertical struchual members list, lean or buckle to such an
eactent that a plumb line passing fluough the center of gravity does not fall inside the middle on
third of the base.
11. Whenever the building or structure, exclusive of the foundation, shows 33 percent oc more damage
or deterioration of its supporting membez or members, or 50 percent damage or deteriorarion of its
non-supporting members, enclosing or outside walls or coverings.
12. Whenever the building or struchue has been so damaged by fire, wind, earthquake or flood, or has
become so dilapidated or deteriorated as to become (i) an attractive nuisance to children; (ri) a
harbor foi vagrants, crinvnals or immoral persons; or as to (iii) enable persons to resort thereto for
the purpose of committing unlawful or immoral acts.
13. R'henever any building or structure has been constructed, eaists or is maintained in
violation of any specific requirement or prolubition applicable to such building or structure
provided by the building regulations of this jurisdiction, as specified in the Building Code or
Housing Code, or of any law or ordinance of this state or jurisdiction relating to the
condition, locaflon or structure of buildings.
14. Whenever any building or structure which, whether or not erected in accordance with a all
applicable laws,and ordinances, has in any non-supporting part, member or portion less than 50
percent, or in any supporting part, member or portion less the 66 percent or the (i) strengtU, (ri)
fire-resisting qualiries or characterisrics, or (rii) weather-resisting qualities or chazacterisrics
required by law in the case of a newly constructed building of like azea, height and occupancy in '
the same location.
15. Whenever a building or shucture, used or intended to be used for dwelling putposes, because of .
inadequate maintenance, dilapidation, decay, daxnage, faulty construction or azrangement,
inadequate light, au or sanitation facilities, or otherwise, is detemrined by the health officer to be
unsanitary, unfit for human habitarion orin such a condition that is likely to cause siclmess or
disease.
16. Whenever any building or structure, because of obsolescence, dilapidated condition,
deterioration, damage, inadequate exists, lack of sufficient Sre-resistive construction; faulty .
eiecfric wiring, gas connections or neafing apparatus, or o4her cause, is deYerurined uy the
Sre marshal to be a Tire hazard.
17. R'henever any buiiding or structure is in such a condirion as to constitute a public nuisance
known to the common law or in equity jurisprudence.
18. Whenever any portion or a building or siructure remains on a site after the demolition or
destruction of the building or structure or whenever any building or shucture is abandoned foi a
period in excess of six months so as to constitute such building or poxtion thereof an attractive.

The 1997 Uniform Housing Codes states:
SECTION 1001- DEFINITIONS
1001.1 General. Any building or poition thereof that is determined to be an unsafe building in accordance
with Section 102 of the Building Code, oi any building or portion thereof, including any dwelling unit,
guest room or suite or rooms, or the premises on which the same is located, in which there eacists any of the
conditions referenced in this section to an extent that endangers the life, limb, health, property, safety or
welfaze of the public or the occupants thereof, shall be deemed and hereby aze declazed to be substandard
buildings.
1001.2 Inadequate Sanitation. Buildings or portions thereof shall be deemed substandazd when ihey aze
when they aze in sanitary. Inadequate sanitarion shall include, but not be limited to, the following: :
1. Lack of or improper water closet, lavatory, bathtub or shower in a dwelling unit oz lodging house.
2. Lack of or improper water closets, lavatories, and bathtubs or showeis per number or guests in a
hotel.
3. Lack of or impzoper ldtchen sink in a dwelling unit.
4. Lack of hot or cold running water to plumbing fixtures in a hotel
5. Lack of hot or cold running water to plumbing fixhues in a dwelling unit or lodging house.
6. Lack of adequate heating facilities.
7. Lack of or improper operation or iequired ventilating equipment
8. Lack of minimum amounts of naiural light and ventilafion require by this code.
9. Room and space dimensions less than required by this code.
10. Lack of required elechical lighting.
11. Dampness oF habitable rooms.
12. Infestation of insects; vermin oi rodents as determined by the health officer.
13. C,eneral dilapidatioc or emproper maintenance.
14. Lack of connecrion to required sewage disposal system.
15. Lack of adequate gazbage and rubbish storage and removal faciliries as determined by the health
officer.
1001.3 Structural Hazards. Buildings or poitions thereof shall be deemed substandazd when they aze or
contain structural hazards. Structural hazazds shall include, but not be limited to, the following:
1. Deteriorated or inadequate foundations.
2. Defective or deteriorated flooring ox floor supports.
3. Flooring or floor supports of insufficient size to cazry imposed loads with safety.
4. Members of walls, partitions or other vertical supports that split, lean, list or buckle do to defective
material or deteriorations.
5. Members of walls, partitions or other vertical supports that aze of insufficient size to cazry
imposed loads with safety.
6. Members of ceilings, roofs, ceiling and roof supports, or other horizontal members that sag, split
oi buckle due to defective material or deterioration
7. Members of ceilings, xoofs, ceiling and roof supports, or other horizontal members that aze of
insufficient size to cazry imposed lads with safety.
8. Fireplaces or chimneys that list, bulge o settle due to defective material or deteriozation.
9. Fireplaces or clumneys that aze of insufficient size or strength to cauy imposed loads with safety.
1001.4 Nu;sance. Buildings or portions therzof ;r. which .here exists aay u-aisaaee as de.ined ia this
code are deemed substandazd buildings.
1001.5 Hazardous Electrical Wiring. Electrical wiring that was installed in violation of code
requirements in effect at the time of installation or electrical wiring not installed in accordance with
generally accepted construction practices in areas where no codes were in effect or that has not been
maintained in good condirion or that is not being used in a safe manner shall be considered
substandard.
1001.6 Hazardous Plumbing. Plumbing that was installed in violation of code requirements in effect
at the rime of installarion or plumbing not installed in accordance with generally accepted
construction practices in areas where no codes were in effect or that has not been maintained in good
condition or that is not being used in a safe manner shall be considered substandard.
1001.7 Hazardous Mechanical. Mechanical equipment that was installed in violation of code
requirements in effect at the time of installation or mechanical equipment not installed in accordance :
with generally accepted construction practices in areas where no codes were in eFfect or that has not
been maintained in good condition or that is not being used in a safe manner shall be considered
substandard.
1001.8 Faulty Weather Protections. Buildings or portions thereof shall be considered substandard :
when they have faulty weather protections, wltich shal.l include, but not be limited to, the following:
1. Deteriorated, crumbli.ng or loose plaster.
2. Deteriorated or ineffecrive waterproofing or exterior walls, roof, foundations or floors,
including broken windows or doors.
3. DeFective or lack of weather protection for"exterior wall coverings, including lack of paint,
or weathering due to lack of paint or other approved protective covering. .
4. Broken, rotted, split or buckled exterior wall coverings or roof coverings.
1001.9 FYre Hazard. Any building or portion thereof, device, appazatus, equipment, combusrible waste, or
vegetation that, in the opinion of the chief of the fue depamnent, is in such a condition as to cause a fue or
explosion or provide a ready fuel to augment the spread and intensity of fire or explosion azising from any
cause shall be considered substandazd.
1001.10 Faulty Materials of Construction. The use of materials of construcrion, except those that aze
specifically allowed or approved by this code and the Building Code, and that have been adequately
maintained in good and safe conditions, shall cause a building to be substandazd.
1001.11 Hazardous or Insanitary Premises. The accumulation of weeds, vegetation, junk, dead
organic matter, debris, garbage, offal, rat harborages, stagnant water, combustible materials, and
similar materials or condirions on a premises constitutes fire, health or safety hazards that shall be
abated in accordance with the procedures specified in Chapter 11 of this code.
1001.12 Inadequate Exits. Except for those buildings or portions thereof that have been provided with
adequate exit facilities confomilng to the provisions of this code, buildings or porhions thereof whose eacit
faciliries were installed in violation of code requirements in effect at the time of their construction or whose
exit facilities have not been increased in number or width in relations to any increase in occupant load due
to alterations, additions or change in use or occupancy subsequent to the time of conshuction shall be
considered substandazd.
Notwithstanding compliance with code requirements in effect at the time of theu construction,
buildings or portions thereof shall be considered substandard when the building official fmds that an unsafe
condition exists thxough an improper location of eacits, a lack of an adequate number or width of exits, or
when other conditions exist that aze dangerous to human life.
1001.13 Inadequate 13re-Protection or Fire-FSghting Equipment. Buildings or portions there of shall
be considered substandard when they aze not provided with the fire-resistive construction or fue-
extinguishing systems or equipment required by this code, except those buildings or portions thereof that
confoxmed with all applicable laws at the time of theii construction and whose fire-resistive integrity and
fire-extinguishing systems or equipment has been adequately maintained and improved in relation to any
inczease in occupant load, alteration or addition, or any change in occupancy.
1001.14 Improper Occupancy. All buildings or portions thereof occupied for living, sleeping, cooldng br
d'uung puiposes that were not designed or intended to be used for such occupancies shall be considered
substaudazd.
The following is a list of items that shall be fixed to meet code:
1. All hazazdous wiring shall be fixed by a licensed electrician
and a permit pulled through the City of Wheat Ridge building
department.
2. Need smoke detectars in hallways.
3. Hazazdous plumbing no faucets
4. Hazazdous Electrical
5. Dryers need to be vented to the outside with approved Venting
material.
6. Faulty weather protection.
7. Storage not pernutted under stairs
8. Guard rails are not to code shall be 36" Min.
9. Heat Registers are falling apart hazard to children and getting
cut.
10. No water shut off in laundry room
11. Broken windows sha11 be fixed.
12. Need fire chalk azound pipes as the penetrate the ceiling and
walls.
13. Guard rail not secure.
14. Missing handrail by stairs.
15. Siding is buckling and falling apart due to weathering.
16. Slab in Boiler room is siukiug and making the structure unsafe.
17. Holes in walls need to be filled.

ORDER
1. The City of Wheat Ridge Building Official has determined the building
referenced above to be a Dangerous Building. The Building Department will
post the building as a Dangerous Building due to the amount of life safety issues.
Pursuant to Code these spaces shall not be rented out to new tenants until all these
items have been addressed. If the following items have not been fixed by
February 28, 2006 the current occupants will be required to vacate the property..
This is therefore required in order to protect life, health and safety of the public.
H. The owners are ordered to pull a building permit to fix the deficient items. The
Building Department will post the building as a Dangerous Building due to the
amount of life safety issues. Pursuant to Code all occupants shall be required to
vacate the property. This is therefore required in order to protect life, health and
safety of the publia
III. If the structure has not been brought to code ar demolished by February 28,
2006. Section 801 in the Uniform Code for the Abatement of Dangerous
Buildings states; "801.1 Procedure. When any work of repair or demolition is to
be done pursuant Section 7013, Item 3, of this code, the building offiCial shall
issue an order thereof to the director of public works and the work shall be
accomplished by personnel of this jurisdiction or by private contract under the
direction of said director. Plans and specifications therefore may be prepazed by
said director, or the directar may employ such azchitectural and engineering
assistance on a conixact basis as deemed reasonably necessary. If any part of the
work is to be accomplished by private contract, standard public works contractual
procedures shall be followed." Secfion 801.2 states, "801.2 Costs. The cost of
such work shall be paid from the repair an3 demolition fund, and ma f be made a
special assessment against the property involved, or may be made a personal
obligation of the properiy owner, whichever the legislative body of this
jurisdiction shall determine is appropriate."
The property owner and all occupants are hereby ORDERED TO CEASE AND
DESIST occupancy and use of the above described building. The Building Official
shall cause the property to be posted with the attached Notice and shall take action
to remove all future occupants from the buiiding until the building is brought up to
code.
REMEDIAL ACTION
The property owner muSt apply for and obtain a City of Wheat Ridge building permit
to correct any deficiencies.
N. All deficiencies shall be fixed but are not limited to the items on this list.
APPEAL OF THIS NOTICE AND ORDER
Any person having record title or other legal interest in the above described premises may
