In yoar absence, Mr. Mark P. Russell, P.E., of Construcfion Dimensions, LLC has provided the City with a letter stating that this will be completed per City requirements. Therefore, the Final Drainage Report and Channel and Pond Re-Constnxction Plan for the above referenced development have been reviewed and are hereby approved for construction. Please find attached to this letter a copy of the documents approved (by Public Works) that are to remain onsite during construction to ensure completion of the grading, erosion control, and construction of the drainage facilities. Erosion Control Erosion control items needed for the project shall be placed prior to the commencement of any grading activities, and maintained as needed during the course of construction. Additional erosion conlrol measures may be required during conshuction, and shall be installed within 24 hours, or within the timeframe set forth by the City Inspector. 2. Drainage Certification Required Prior to C.O. Upon complerion of the grading and any site drainage facilities, the Engineer-of-Record Mr. Roger Venables, P.E., shall provide to the City of Wheat Ridge a written, signed and sealed Drainage Certification Letter stating that the grading and drainage facilities were completed per the approved civil construction documents, and that the site has been accurately surveyed to confirm that the grading and the construction of all drainage facilities was completed and shall function in accordance with these documents. The Drainage Certification Letter shall be submitted along with a copy of As-Built Plans (Record Drawings) for the site prior to issuance of the Certificate of Occupancy. 3. Due to the magnitude of the erosion seen on this site during inspections on Tuesday June 7`h and Thursday June 9gh and the assumption that the site was completed per the original approved engineering documents, I must regretfully inform you that the approval of said engineering docuxnents is hereby revoked (please see attached photos of the site). The Report and Plan were prepared by Roger N. Venables and dated October 29, 2002. The project consists of a commercial development with associated parking and landscaping improvements. Drainage improvements are proposed within CDOT right-of-way, which consist primarily of a riprap rundown. The proposed drainage improvements are intended to mitigate an erosion problem that occurs along the southem property line of the subject site and down the embanlanent for SH 58. The erosion problem is occurring as a result of undetained offsite runof£ Undetained storm runoff from the adjacent property to the west (Bus Company) and from 44°i Avenue is conveyed onto the subject site and outfalls down the embanlanent for SH 58. A storm sewer system would have been preferred to resolve the erosion issue, but the proposed drainage solution does serve to mitigate the erosion problem along the SH 58 embanlanent. We are willing to accept this drainage concept. We have found the Report and Plans acceptable. The Drainage Report states that the 44°i Industrial Park owners association will be the responsible parties for the maintenance of the drainage system and erosion control structures as necessary. To obtain permission to install these improvements, a Utility Pernut is required. To obtain the Pernut, these steps musi be followed: i. An original compieted applicarion form must be submitted. 2. In the Landscape Data table on Page A-2, a measure of 5,260 square feet is given as landscaping to be located in the front yard. This appears to be an inaccurate figure. The 67% of landscaping to be located in the front yard is based upon the required amount (2,919 square feet) of landscaping, not the provided amount. C. In the data table on Page A-2, the required/masimum amounts of non-living and living materials should be based upon the provided amount of landscaping, not the required amount. D. The landscaped area to the west of the storage area and at the northwest corner of the building has no detail of ground cover. E. The limit of sod/native grasses should be more clearly defined. F. There is an area to the north of the site that is shown as landscaping. This area may not count towards the required on-site landscaping. Given a site size of 29,185 square feet, you are only required to provide 2,919 square feet of landscaping. Removal of this northern area of landscaping should not be detrimental to required landscaping counts. 2. Parking: A. The four parking spaces located in the southwest comer of the property must meet parking lot setbacks as defined in the 44`h Avenue Industrial Park Planned Development. The parking spaces should be set back from the western property line five feet, and set back from the southern property line ten feet. Storage Area: A. The building will be constructed as "speculative" and will be for lease or sale. The building will be used as offices and warehousing, a use common to this business center and one that is in conformance with the current zoning. Lot 29 drawings were previously submitted for a permit and a plan correction notice was issued. The plan corrections have or will be made with the new submittal. The land area is adjacent to a railroad right-of-way, is vacant and has no prominent features, but does have a significant outfall to the state highway below.
