1. This permit was issued based on the information provided in the permit application and accompanying plans and specifications and is
subject to the compliance with those documents, and all applicable statutes, ordinances, regulations, po Flans

2. This permit shall expire 365 days after the date of issuance regardless of activity. Requests for extension must be made in writing and
received prior to the date of expiration. An extension of no more than 180 days made be granted at the discretion of the Chief Building
Official and may be subject to a fee equal to one-half of the originalpermit fee.
3. If this permit expires, a new permit may be required to be obtained. Issuance of a new permit shall be subject to the standard
requirements, fees androcedures for approval of any new permit. Re -issuance or extension of expired permits is at the sole discretion of
the Chief Building Official and is not guaranteed.
4. No work of any manner shall be performed that shall results in a changeof the natural flow of water without prior and specific approval.
5. The permit holder shall notify the Building and Inspection Services Division in accordance with established policy of all required
inspections and shall not proceed or conceal work without written approval of such work from the Building and Inspection Services
Division.

engineer of rec.rord for the drainage plan, is out of the awrrtry on vacation fof an
extended period af time. Due to this fact, he is unavailable to make the
necessary change requested by you to release for building permit It was agreed
that we will provide a 2°r6 slope in the flat bottom pond per the City of Wheat
Ridge's drainage requirements instead of the flat bottom pond submiited on the
drainage plans. I will be on site to ensure this is done and the proper slope is
achieved.

Dear Mr. Venables,
I have completed the second review of the above referenced documents received on October 31, 2005 and have
the following comments:
The pond bottom needs to have a 2% minimum slope to allow for complete drainage. In yoar absence, Mr. Mark
P. Russell, P.E., of Construcfion Dimensions, LLC has provided the City with a letter stating that this will be
completed per City requirements. Therefore, the Final Drainage Report and Channel and Pond Re-Constnxction
Plan for the above referenced development have been reviewed and are hereby approved for construction. Please
find attached to this letter a copy of the documents approved (by Public Works) that are to remain onsite during
construction to ensure completion of the grading, erosion control, and construction of the drainage facilities.
Please be aware of the following items regarding the construction of the project:
1. Erosion Control
Erosion control items needed for the project shall be placed prior to the commencement of any grading
activities, and maintained as needed during the course of construction. Additional erosion conlrol
measures may be required during conshuction, and shall be installed within 24 hours, or within the
timeframe set forth by the City Inspector.
2. Drainage Certification Required Prior to C.O.
Upon complerion of the grading and any site drainage facilities, the Engineer-of-Record Mr. Roger
Venables, P.E., shall provide to the City of Wheat Ridge a written, signed and sealed Drainage
Certification Letter stating that the grading and drainage facilities were completed per the approved civil
construction documents, and that the site has been accurately surveyed to confirm that the grading and the
construction of all drainage facilities was completed and shall function in accordance with these
documents. The Drainage Certification Letter shall be submitted along with a copy of As-Built Plans
(Record Drawings) for the site prior to issuance of the Certificate of Occupancy.
3. Public Improvement Restoration/Debris Tracldng
It will be the responsibility of the of the contractor for the project to repair any damage to the exisflng
public improvements along 440'Avenue as a result of related construcrion traffic in the area. Also, the
contractor will be responsible for maintaining 44`b Avenue on a regular basis such that it remains free of
construction debris and tracking from construction traffic accessing the site.
4. Application for Grading/Fill Permit
Prior to the commencement of any onsite gading, an Application for Grading/Landfill Permit, along with
the fees due will need to be submitted for review and approval.

Dear Travis,
I have reviewed the Building Permit Application for Lot 29, 44t" Industrial Pazk. However, after a
field inspection of the site (site grading was completed in 2003), I can not approve the Building
Permit Application at this time due to the inadequacies of the drainage facilities.
Due to the magnitude of the erosion seen on this site during inspections on Tuesday June 7`h and
Thursday June 9gh and the assumption that the site was completed per the original approved
engineering documents, I must regretfully inform you that the approval of said engineering docuxnents
is hereby revoked (please see attached photos of the site). The applicant will need to have his engineer
re-design the drainage facilities to adequately withstand the forces from the runoff that this site
receives.
Therefare, prior to approval of the Building Permit Application by Public Works, revised engineering
documents addressing these concerns shall be submitted for review and approval by Public Works.

Dear Mr. Hartley,
Tlvs letter is to inform you that the Duxnping/Landfill Permit has been issued. As a general rule, the City of
Wheat Ridge only issues the Dumping/Landfill Permit along with the Building Permit. However, given the unique
drainage issues associated with this site Public Works has approved and issued said Dumping/Landfiil Pemrit for
grading and erosion control purposes only, with the following stipulations:
1. Subsequent to the grading of the site, if the City has not yet received a building permit application, the
Engineer of Record will be required to submit a grading certification to the City stating that the grading
was completed and confornvc to the approved the Grading, Drainage, & Erosion Control Plan.
2. Erosion control for the project shall be placed in conformance with the approved Grading, Draiuage, &
Erosion Control Plan and shall be maintained as needed during the course of consiruction.

3. 501-20,000 Cubic Yards: Operations in which earth material fill or excavation exceeds 500 cubic
yards but does not exceed 20,000 cubic yards may be allowed by a permit issued by the City Engineer
after review of an application and supporting information. The following information shall be submitted
with the required application form:
A. A site plan, prepared and signed by a Colorado registered professional engineer, at a scale
of no less than1 inch to twenty feet (1:20) which illustra#es the following:

rehabilitation for the site shall have been completed in accordance with the approved plans.
Rehabilitation shali consist of leveling, grading, landscaping or any combination thereof to
minimize potential erosion anii be acceptable to the City Engineer.
B. Debris: Debris and/or contaminants shall not be used except with the approval of the City
Engineer.
"For the purpose of this Section, the term debris shall have the same meaning as the terms
"garbage, trash or junk" as defined in the Wheat Ridge Code of Laws, Section 15-4."
In no case shall debris or contaminates identified or classified as hazardous waste by local,
state or federal agencies be used as fill in any fill areas within the City of Wheat Ridge.

Dear Mr. Venables,
This letter is to inform you that the final drainage report, street construction plans, and the
grading/erosion control plan for the above referenced project have been reviewed and approved for
construction. Please be awue of the following items regarding the construction of the project:
1. The proposed drainage facilities shall be constructed then approved by the City of Wheat Ridge prior
to issuance of the Certificate of Occupancy.
2. Erosion control for tfie project shall be placed in conformance with the approved drainage/erosion
control plan and shall be maintained as needed during the course of construction.
3. All drainage impro.vements shall be constructed in conformance with the approved drainage report
and plan.
4. Upon completion of the drainage improvements the engineer, Mr., Roger N. Venables , P.E., shall
provide to the City of Wheat Ridge a letter of certification stating that the various improvements, as
defined in the drainage report and plan, have been accurately surveyed to confirm their construction
is in accordance with these documents. The certification letter shall be written and stamped by the
engineer who prepared the drainage report, and sha11 be submitted for review and approval by the
City prior to issuance of the Certificate of Occupancy.
5. It will be the responsibility of the of the contractor for the project to repair any damage to the
existing public improvements on West 44~' Avenue as a result of reiated construction traffic in the
area. Also, the contractor will be responsible for maintaining West 44t° Avenue on a regulaz basis
such that they are free of construction debris and tracking from construction traffic accessing the
site.
6. It will be the responsibility of the developer/owner, to provide the necessary testing, as applicable
for the scope of this project, for subgtade compaction and other related material tests for those
improvements to be constructed within public Right-of-Way.

7. Prior to any construction of the public improvements, the necessary right-of-way construction

The Colorado Depariment of Transportation (CDOT) has reviewed the above and we have the following comments:
CDOT has reviewed the Final Drainage Report, and Grading and Erosion Control Plan for the above-mentioned
project. The Report and Plan were prepared by Roger N. Venables and dated October 29, 2002. The project
consists of a commercial development with associated parking and landscaping improvements. Drainage
improvements are proposed within CDOT right-of-way, which consist primarily of a riprap rundown. The
proposed drainage improvements are intended to mitigate an erosion problem that occurs along the southem
property line of the subject site and down the embanlanent for SH 58. The erosion problem is occurring as a
result of undetained offsite runof£ Undetained storm runoff from the adjacent property to the west (Bus
Company) and from 44°i Avenue is conveyed onto the subject site and outfalls down the embanlanent for SH 58.
A storm sewer system would have been preferred to resolve the erosion issue, but the proposed drainage solution
does serve to mitigate the erosion problem along the SH 58 embanlanent. We are willing to accept this drainage
concept. We have found the Report and Plans acceptable. The Drainage Report states that the 44°i Industrial Park
owners association will be the responsible parties for the maintenance of the drainage system and erosion control
structures as necessary.
To obtain permission to install these improvements, a Utility Pernut is required. To obtain the Pernut, these
steps musi be followed: i. An original compieted applicarion form must be submitted. 2. An original letter of
request written on your company letterhead describing the project will be required. 3. Two (2) sets of the
accepted plan.

Landscaping:
A. Page A-2 lists 2,865 square feet of rock to be used in the screened storage area as
non-living landscaping. This area should be designated as "Storage", and therefore
will not be counted as landscaping. The remaining amount of rock to be used as a
groundcover should be counted and listed in the data table as non-living landscaping.
B. In the Landscape Data table on Page A-2, a measure of 5,260 square feet is given as
landscaping to be located in the front yard. This appears to be an inaccurate figure.
The 67% of landscaping to be located in the front yard is based upon the required
amount (2,919 square feet) of landscaping, not the provided amount.
C. In the data table on Page A-2, the required/masimum amounts of non-living and
living materials should be based upon the provided amount of landscaping, not the
required amount.
D. The landscaped area to the west of the storage area and at the northwest corner of the
building has no detail of ground cover.
E. The limit of sod/native grasses should be more clearly defined.
F. There is an area to the north of the site that is shown as landscaping. This area may
not count towards the required on-site landscaping. Given a site size of 29,185
square feet, you are only required to provide 2,919 square feet of landscaping.
Removal of this northern area of landscaping should not be detrimental to required
landscaping counts.
2. Parking:
A. The four parking spaces located in the southwest comer of the property must meet
parking lot setbacks as defined in the 44`h Avenue Industrial Park Planned
Development. The parking spaces should be set back from the western property line
five feet, and set back from the southern property line ten feet.
Storage Area:
A. The storage area should meet the fifty-foot front yard setback.
4. Architectural Design:
A. Please provide the Planning Department with color samples for the exterior of the
building.
5. Signage:
A. If any wall signs are proposed for this building, a separate building permit will need
to be applied for and approved by the City prior to installation.
6. Lighting:
A. Under the Key Notes- Elevations heading on page A-3, note number six should be
amended to read: "Surface mounted light fixture with cut off down cast type lens not
to exceed a maximum height of twelve feet from grade."
7. Referral:
A. This project will be referred to Jefferson County, Colorado Department of
Transportation and the Burlington Northern Raikoad for review. If any comments
are generated from these agencies they will be forwarded to you.

2. Please provide the basis for the clay liner for the pond. The Current City of Wheat Ridge Site Drainage
requirements state that all detention ponds shall fixlly drain within 24-40 hours. Please discuss how this
will be accomplished urilizing a flat bottom with clay liner, or describe a minimum slope necessary for
the pond bottom (such as a minimum of 2% slope towazds the outlet structure) to completely drain the
pond. The Report & Plan will be approvable with the assurance that the.detention pond will fully drain
within the required 24-40 timeframe. If you decide on a grade that will satisfy this requirement, we can
handle this in following manner:
• I will retain the 2 copies of the current (2d) submittal of the Report, and stainp them approved
upon receipt of 2 signed and sealed copies of the revised Channel and Pond Re-Construcfion Plan
showing the minimum grade for the bottom slope.
3. Please provide a P.E. seal and signature on the revised Drainage Report (if applicable).

Staff:
Janard, General Contractor, will be submitting construetion drawings later
this month for a building permit based on the enclosed plans. The building
will be constructed as "speculative" and will be for lease or sale.
The building will be used as offices and warehousing, a use common to this
business center and one that is in conformance with the current zoning.
Lot 29 drawings were previously submitted for a permit and a plan correction
notice was issued. The plan corrections have or will be made with the new
submittal.
The land area is adjacent to a railroad right-of-way, is vacant and has no
prominent features, but does have a significant outfall to the state highway
below. The site has been reviewed by CDOT and the draina9e is now found to
be acceptable.
The proposed bui7ding witl be similar in height and materials to other
buildings in the business park, The land development will adhere to items
in the West 44th Avenue PID.
A probable construction start date will be this summer with completion later
into the year.
