If you want to hire a new GC, you can just send an email saying "Remove Braveheart Construction for Permit No. 201901111 and add as the new GC". It's very simple as far as the paperwork goes. Once you get a new GC, I would suggest requesting a courtesy inspection if any of the work was completed in order to have an inspection and let you know what the next step is as far as inspections go. A new plan would only need to be submitted if the scope of work changed.
