Before a certificate of occupancy can be issued for a new single-family or two-family structure, the following items must be complied with. L If a driveway is proposed, the first ZS feet of drive surface area must be paved. The driveway may be surfaced with asphalt, concrete, brick pavers or similar materials. The driveway must abut the existing edge of asphalt on the street, which may require paving within the right-of-way. If paving occurs within the right-of-way, a right-of-way permit is required from the Public Works Department. 2. One street tree must be installed for every 70 feet of street frontage. If the structure is a corner lot with frontage on two streets, each frontage is subject to this provision. These street trees must be at least 2 inch caliper specimens. 3. One hundred percent of the front yard must be landscaped, excluding driveways and sidewalks. The front yard is defined as the first 30 feet from the front property line adjacent to the street. 4. At least 25 percent of the entire lot must be landscaped. The front yard landscaping may be counted when calculating this figure. 5. No more than 50 percent of the landscaped area may be comprised of turf. Low water turf (such as buffalo grass, blue grama grass and tall fescue) is encouraged. 6. No more than 35 percent of the landscaped area may be non-living material, such as rock or bark. Living materials planted within rock or bark beds may be excluded from the non- living calculations. 7. If the landscaping cannot be completed due to inclimate weather, an escrow must be submitted far the estimated cost of landscaping installation and quantities. The escrow shail be in the form of 125% of the value of the required landscaped area. 8. It is possibie that the Public Works Department may require either construction of curb, gutter and/or sidewalk or that an escrow be submitted for the full amount of these public improvements. It would be beneficial to contact the Public Works Department to discuss the potential for public improvements. 9. Any fence, outbuilding, shed or detached garage will require a sepazate building permit. Grading and Erosion Control The erosion control for the project shall be in place prior to the commencement of any grading activities, and maintained as needed during the course of conshucrion. Please be advised that additional erosion conlrol measures may be required if deemed necessary by the City Inspector, and all addirional measures shall be placed within 24 hours or within the timeframe specified by the City Inspector. 3. Public Improvement Restoration/Debris Tracking It will be the responsibility of the of the contractor for the project to repair any damage to the exisring public improvements along 38~' Avenue as a result of related construction traffic in the area. Also, the contractor will be responsible for maintaining 38b Avenue on a regular basis such that it remains free of construction debris and tracking from construction traffic accessing the site. 4. Right-of-Way Construction Permit(s), Licensing, and Bonding Prior to any construction within the public right-of-way, the necessary Right-of-Way Construction Pexmit(s) and respective licensing will need to be submitted for processing by the City. Unless otherwise designated, all referenced specifications, standards or policies shall be the latest edirion as revised or updated by approved supplements published and issued prior to the date of the building permit. REQUIItEMENTS All materials sampling and testing shall be performed by certified, experienced and qualified materials testing technicians who work under the supervision of a registered professional engineer in the State of Colorado. All materials sampling and testing equipment shall be serviceable and have cunent calibrated certifications. Soil classifications and moisture-density curves shall be provided to the Department of Public Works inspector priar to in-place density testing. Materials testing technicians shall furnish copies of failed test results to the inspector as promptly as the results become available. On a weekly basis when testing is being performed, the developer shall furnish the inspector with copies of all test results taken during the prior week and a cover letter, signed by the supervising registered professional engineer, which summarizes the results and discusses any failed tests ar inconsistencies. The City materials testing requirements are provided in Table 720-1. All testing procedures of verification and central lab requirements shall be as specified in the Frequency Guide Schedule of the Colorado Departrnent of Transportation Field Materials Manual. One test is required for any fraction of the specified frequency.
