Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name)
roof covering" is required to be on site at the time of final inspection.
Roof inspections for ROOFS OVER 6/12 PITCH: 3rd party inspection will be required, the 3rd
party inspection report will be collected at final roof inspection performed by City of
Wheat Ridge. If report is not available the final inspection will not be completed.

Residential Roofing Permit Application
This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE
AND TIME WINDOW TO COMPLETE THE TRANSACTION. You will be notified if
your contractor's license or insurance has expired, and you may update those
documents at the time you are issued your permit.
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.

Dear Mr. Routa:
I have completed my initial review of the fence permit application for the property located at 11940 W.
38th Avenue, and I have the following comments:
The fence is shown along the entire western property line. After a field inspection, it was determined that
the fence has been constructed, and is a six-foot tall cedar fence. Pursuant to Section 26-603 of the Wheat
Ridge Code of Laws, a six-foot fence is not allowed within the thirty-foot front yard setback area.
However, a variance was granted in 1977 for this property to allow a six-foot chain link fence along the
western property line. The variance approval was explicit that the fence shall be constructed of chain link
material.
Therefore, the existing cedar fence is not allowed pursuant to the variance approval. The maximum height
for a cedar fence in the front yard setback area is 42 inches. You do have the option of removing the cedar
fence and constructing a six-foot chain link fence.

The address file for 11940 W. 381h Avenue contains a landscape escrow agreement signed on 26
May 2006. The escrow was for deficient landscaping for the subject property, in the amount of
$945.00. The contractar, Daniel Schneider, submitted a check in the amount of $945.00 on 26 May
2006.
The agreement was valid until5 June 2006. The contractor needed this short period of time to install
the deficient landscaping and grade a small area between the edge of driveway and the right-of-way.
Due to the quick timeframe, the contractor's check was never entered into the system or sent to the
accounting department. Upon completion of the work, the check was simply returned to the
contractar.
There is no outstanding escrow associated with this address.

Escrow in the amount of Nine Hundred Fortv Five dollars and no cents ($945.00) is being
held until all landscaping improvements and grading between the edge of asphalt for W.
38t' Avenue and the new driveway are completed at:

In the event that landscaping required by Wheat Ridge Code of Laws, Section 26-502
and/ar as shown on an approved landscape plan is not installed by June 5. 2006 the City
of Wheat Ridge or its designee shall have the right to enter upon said property to
construct and/or install such improvements or do other such work to accomplish that
purpose as may be necessary, provided that the City of Wheat Ridge shall first give
notice in writing to the contractor, developer or owner of its intent to do so.
If the City of Wheat Ridge exercises its right to perform work of any nature, including
labor, materials and use of equipment either by force account or contract, the City shall
have the absolute right to withdraw the escrow funds to complete said landscape
improvements. The only precondition to the City's right to withdraw the escrow funds
for this purpose shall be a letter from the Planning and Development Director, stating that
the landscape improvements have not been completed ar provided and that the
compliance date of June 5. 2006 has expired.

Dear Mr. Schneider:
In response to your email dated 19 May 2006, I offer the following information. The final
inspections for the property located at 11940 W. 38`h Avenue have occurred, and there were three
deficiencies identified. The first was the lack of landscaping. The second was the lack of the
driveway connection from the existing edge of asphalt to the new driveway. The third was the
instailation of a fence without a valid building permit.
After speaking with Chad Root, Chief Building Official for the City of Wheat Ridge, resolution to
these items may be handled after the issuance of the certificate of occupancy. An escrow may be
submitted for 125% of the value of instaliation of the landscaping. The escrow will be returned
provided the landscaping is installed by June 5, 2006. If the landscaping is not installed by this
date, the City will reserve the right to keep the escrow and perform the work.
The driveway connection can be included in the landscape escrow, and can be returned upon
completion of the work. This driveway connection must be completed by June 5, 2006.
The fence was installed; however a permit has since been submitted. The fence is a six-foot solid
fence located along the western property line. The Wheat Ridge Code of Laws does not allow a
fence above 48 inches located within the thirty-foot front yard setback area. Please see the attached
memo dated 4 Apri12006, which defines the options for resolution. This matter must be resolved by
June 5, 2006.
Failure to address any of the above listed deficiencies may result in future code action, including a
citation into municipal court. If you have any questions, please fee free to give me a call.

Travis,
As per our conversation today at your office I asking for an exception to the front yard landscaping requirement for
the subject property. We have begun the restoration of the original landscaping that was installed early April,
2006 and significantly impacted by the service line replacement. At that time, due to the concerns over the sewer,
I chose to not install the final piece of the landscaping - the sod.
Replacement of the sewer service line has been completed, however, the sprinkler contractor can not come to the
property until June 1, 2006 at the earliest to repair the damage to the new system. For warranty purposes it is
important that the installation contractor and the repair contractor are the same.
The timeline for the remainder of the project is as follows:
Week of May 21, 2006 Rototill and amend existing soil areas to
receive sod; install f nal plants for rear
yard; install hardsurtace from existing
driveway to edge of paved shoulder along
West 38th Avenue.
2. June 1, 2006 Sprinkler system repair.
3. June 5, 2006 Installation of sod.
In addition to this timetable; the Owners are aware of the fact that there still remains the unresolved issue of the
height of the fence that borders the west side of their property for the 1 st 30 feet from their northern property line.
I have explained to them that the issue regarding the fence must be resolved within 30 days after the certificate of
occupancy is issued.
They also understand that after that time, if the issue is not resolved, they can be cited for a zoning violation,
assessed a fine, and still have to deal with the issue. Although I am only the builder, I will be involved if the
Owners so request, to arrive at an acceptable solution to the City.
All inspections from the building department, zoning, and public works were completed at the end of March,
2006. As the builder, I am willing to sign the landscaping escrow agreement in the amount of $945.00
(approximately 2,800 square feet of sod @$027/sf times 125%).
If that is acceptable to you, the Owners can move-in upon issuance of the certificate of occupancy.
Thank you for working with me on this matter. I would like to pickup the certicate of occupancy Monday, May 22,
2006 after 2:00 p.m. if that is convenient for you. At that same time, I can give you the escrow check and sign the
agreement.

Dear Mr. Routa:
I have completed my initial review of the fence permit application for the property located at 11940 W.
38th Avenue, and I have the following comments:
The fence is shown along the entire western property line. After a field inspection, it was determined that
the fence has been constructed, and is a six-foot tall cedar fence. Pursuant to Section 26-603 of the Wheat
Ridge Code of Laws, a six-foot fence is not allowed within the thirty-foot front yard setback area.
However, a variance was granted in 1977 for this property to allow a six-Foot chain link fence along the
western property line. The variance approval was explicit that the fence shall be constructed of chain link
materiaL
Therefore, the existing cedar fence is not allowed pursuant to the variance approvaL The maximum height
for a cedar fence in the front yard setback area is 42 inches. You do haue the option of removing the cedar
fence and constructing a six-foot chain link fence. ~

On Friday March 24, I performed the final landscaping inspection for the property located at 11940
W. 381h Avenue. The property was devoid of groundcover; however the contractor will be supplying
the Deparhnent with a landscape escrow.
The inspection returned two items of note. The first item is that a fence has been built without a
building permit. The fence starts in the northwest corner of the property and continues down the
western property line to the back yard. The fence is a six-foot solid fence. Six-foot tall fences are not
allowed in the front yard setback area (the first 30 feet measured from the property line.)
The second item is the driveway connection to the edge of asphalt. The driveway stops on the
southern edge of the new sidewalk. There is an area of approximately 5-7 feet from the north edge of
the sidewalk to the southern edge of asphalt which is not paved. The Code requires this connection.
A memo was included with the building permit approval which addressed the driveway connection
and the need for separate permits far fencing.

Permit number 060397 is for a six-foot solid fence along the southern and eastern property lines of
11940 West 38`h Avenue. A fence permit was originally submitted for the property which detailed a
six-foot solid fence along the eastern, southern and western property lines of 11940 W. 38`h Avenue
(see attached aerial). A portion of the fence (the northern 30 feet) on the western property line
extended into the front yard setback area of this property. A six-foot solid fence is not allowed
within the front setback area.
The property owner at 11940 W. 38~h Avenue constructed the fence without a valid building permit.
The property owner was made aware that the southern 30 feet of the fence on the western property
line was in violation. Staff alerted the property owner that there were three options to rectify the
situation: reduce the fence height in the front yard to a height of 48 inches, apply for a fence height
variance, or have the property owner directly to the west (3784 Union Ct.) apply for the fence
permit. The fence would be located in the backyard of 3784 Union Court, thereby being a rear yard
fence, which is allowed to a height of six feet.
The property owner of 3784 Union Court did submit a building permit (number 060708) for a six-
foot fence on the common property line between the two properties. Permit number 060397 is onlv
for the fence on the southern and eastern property lines.

SUBJECT: Lot 4, Prospect Gazdens Subdivision (11940 West 38'' Avenue)
Pubiic Works has completed the review of the Building Permit Application for a single family residence received on
July 11, 2005. The site layout and drainage appeaz funcrional, and the Building Pernut will be approved by Public
Works with the condition that a Letter of Credit in the amount of 7,218.75 be submitted for review and approval prior
to the issuance of any Certificates of Occupancy.
Per Section 26-412 of the City of Wheat Ridge Municipal Code of Laws, Public Improvements aze required to be
constructed (or escrow taken, as deternuned by Public Works) for all subdivisions. Due to the fact that the 38t6 Avenue
corridor in this area has not yet been designed by the City, and no other public improvements exist on either side of
this subdivision, Public Works recommended escrow be taken in lieu of consirucrion for all required public
improvements (6" vertical curb & gutter, 5' detached sidewalk, and asphalt patching). The applicant, Mr. Dan
Schneider, P.E. requested to construct the 5'-wide detached sidewalk and escrow funds for the remaining public
improvements (curb, gutter, and asphalt patchback) for this subdivision. Escrow funds in the amount of $8,407.85
have been received for the vertical curb & gutter and asphalt patchback per Mr. Schneider's itemized Engineer's Cost
Estimate. The City has agreed to allow the construcrion of the S detached sidewalk. The sidewalk is to be constructed
parallel to and 6" north of the southerly Right-of-Way line for the subdivision.
Therefore, per Section 26-413 a Performance Guarantee (Itrevocable Letter of Credit) in the amount of $7,218.75 or
125% of the itemized Engineer's Cost Es6mate as required by City Code (please see attached sheet) shall be submitted
and remain in full force for a period of one (1) yeaz from the date of this letter. The Letter of Credit shall be received
prior to the issuance of any Certificates of Occupancy for this Subdivision (per Secrion 545 of the Code).
Upon completion of all public improvements and Final Acceptance by the Ciry Inspector, the original Letter of Credit
shall be reduced to 25% of the original itemized Engineer's Cost Esrimate for the sidewalk, and a 2-year warranty
period for the public improvements shall commence. Upon commencement of the 2-year Warranty Period, a revised
Letter of Credit in the amount of 25% of the original itemized engineer's cost esrimate shall be submitted to the City of
Wheat Ridge and be dated to expire on the 2-year anniversary of the date of Final Acceptance. If at any rime during
said 2-year Warranty Period the City Inspector deems that the conshvcted public improvements aze in such condirion
as to require repairs or replacement, the Developer shall complete such work upon request. The CiTy shall retain said
Letter of Credit for the entire 2-year Warranty Period. The Warranty Letter of Credit shall be surrendered by the City
of Wheat Ridge Upon expiration of the 2-year Warranty Period.

Listed below are a few items to consider while finalizing construction of a single-or two-family
structure. Before a certificate of occupancy can be issued for a new single-family or two-family
structure, the following items must be complied with.
`r l. ` If a driveway is proposed, the first 25 feet of drive surface area must be paved. The
driveway may be surfaced with asphalt, concrete, brick pavers or similar materials. The
driveway must abut the existing edge of asphalt on the street, which may require paving
within the right-of-way. If paving occurs within the right-of-way, a right-of-way permit is
required from the Public Works Department.
2. , One street tree must be installed for every 70 feet of street frontage. If the structure is a
corner lot with frontage on two streets, each frontage is subject to this provision. These
street trees must be at least 2 inch caliper specimens.
3: One hundred percent of the front yard must be landscaped, excluding driveways and
sidewalks. The front yard is defined as the first 30 feet from the front property line
adjacent to the street.
At least 25 percent of the entire lot must be landscaped. The front yard landscaping may
be counted when calculating this figure.
5. No more than 50 percent of the landscaped area may be comprised of turf. Low water turf
(such as buffalo grass, blue grama grass and tall fescue) is encowaged.
6. ; No more than 35 percent of the landscaped area may be non-living material, such as rock
or bark. Living materials planted within rock or bark beds may be excluded from the non-
living calculations.
7: If the landscaping cannot be completed due to inclimate weather, an escrow must be
submitted far the estimated cost of landscaping instailauon and quantities. The escrow
shall be in the form of 125% of the value of the required landscaped azea.
:'8`: It is possible that the Public Warks Department may require either construction of curb,
gutter and/or sidewalk or that an escrow be submitted for the full amount of these public
improvements. It would be beneficial to contact the Public Works Department to discuss
the potenUal far public improvements.

SCOPE
A geotechnical and geological engineering investigation was conducted
on Lot 4, Prospect Gardens Subdivision, Wheat Ridge, Colorado, to
determine the best type of foundation and basement floor system for a
proposed single family residence. Recommendations for design and
construction pertinent soil and groundwater conditions have also been
given. This investigation does not include evaluation of soil or
groundwater for the presence of pollutants or other environmental
hazards.
Conclusions and recommendations presented herein are based on results
of a field and laboratory investigation, investigations conducted by
this firm on a nearby lot, and experience with similar projects and
conditions.
PROPOSED
One single family residence will be constructed on the lot. The
structure will be two stories with a full-depth basement. A wood
frame superstructure will be supported by a reinforced concrete
foundation.
SITE CONDITIONS
The site is in a partially developed subdivision southeast of the
intersection of 38th Avenue and Union Court in the city of Wheat
Ridge. The site and surrounding areas are part of an alluvial terrace
associated with Clear Creek to the north. The ground surface on this
lot and in the general vicinity is relatively flat.
The only apparent geologic hazards that may affect the proposed
construction are expansive bedrock and shallow groundwater.
Recommendations for mitigation of these hazards are presented herein.

Subsurface conditions were investigated by drilling two foundation
design test holes within the anticipated building envelope.
Approximate test hole locations are shown in Figure l, Test Hole
Location Plan.
Test holes were drilled to a depth of 30 feet and samples were taken
at various intervals based on anticipated foundation arid basement
floor slab bearing depths and materials encountered. A lithologic log
and Standard Penetration test results are shown in Figure 2, Test Hole
Logs.
Soils have been deposited by wind and low to moderate energy stream
flow and consist of sandy, gravelly clays and clayey, gravelly, sands
overlying bedrock. Bedrock of the Denver and Arapahoe Formation was
encountered at depths of 5 to 17 feet. The Denver and Arapahoe
Formation consists of blocky, medium-hard to hard claystones and fine-
grained sandstones. Sandstone and interbedded sandstone and claystone
were the predominant rock types beneath this site and were encountered
to the total depth investigated. Detailed soil and bedrock descrip-
tions are presented in the test hole log on Figure 2.
Swell-consolidation testing was conducted on four representative soil
and bedrock samples from depths of 3, 6 and 19 feet. Results indicate
that the soil has a moderate swell potential and the bedrock has a low
swell potential and a low consolidation potential. The clayey sand
sample from TH-2, at 3 feet, swelled 2.1 percent when saturated under
a constant load of 1000 pounds per square feet (psf). The claystone
samples swelled a maximum of 1.4 percent or consolidated 0.7 percent
under similar conditions. Maximum swell pressure was approximately
3000 psf. Detailed swell-consolidation test results are presented in
Figures 3 and 4.

Groundwater was not encountered in either hole during drilling
operations. Free water was present at depths of 15 to 18 feet when
the holes were checked several days after drilling. The geologic and
topographic conditions indicate that any shallow groundwater in the
vicinity is contained in perched tables within the bedrock.

FOUNDATZON DESIGN RECOMNIENDATZONS
The structure should be supported by drilled straight shaft reinforced
concrete piles (piers) designed as outlined below.

. . . Page 9 of 8saturated and exert an uplift pressure of 1000 psf on the pier
surface. Tensile strength should be greater than the difference
between the heaving force and dead load on the pier.
All foundation walls should be designed to withstand lateral pres~sure
from backfill soils. An at-rest equivalent fluid pressure of 60
pounds per cubic foot per foot of depth (pcf/ft) shall be used.
A six-inch void shall be provided below all grade beams. Void
material should be water resistant or sealed with an impervious
material, such as polyethylene, prior to placing concrete.
Care should be taken to insure mushrooming does not occur at pier
tops. A minimum one-foot section of "sona tube", the same diameter as
the pier, should be installed in each hole prior to pouring concrete.
Alternatioe methods may be used if approved by our representative at
the time of, or prior to, pier installation.
Groundwater may be encountered during pier drilling operations in some
or all holes. Available information indicates placing concrete
immediately after piers are drilled (drill and pour) may be possible.
Concrete should not be placed without using a pump in piers with
greater than four inches of standing water in the bottom.. Displacing
water by pumping concrete from the bottom up may be possible if
excessive water is encountered. Temporary casing will be required if
pier hole sides are sloughing or caving.
. DRAIN SYSTEMS . "A drain system should be constructed around the exterior basement
foundation perimeter. The drain system should be constructed in
compliance with details shown in FigurA S, Drain System Detail, and:

graded to a sump pit, either inside or outside the structure. Excess
wates should be removed by an automatic pump.
Particular attention should be given to placing polyethylene along the
bottom of the drain and.up the foundation wall and to proper gradinq
of the drain pipe. Improper grading, such as high or low spots in the
drain pipe, could result in damage to the foundation and
superstructure by over wetting of foundation bearing soils.
INTERIOR FlOOR Sr.na
The builder and/or owner should be aware that concrete floor slabs
placed on expansive soil may move if support materials become wet.
One means of preventing slab movement is construction of a suspended
floor over crawl space. Expansion potential of materials at, and
below, basement floor depth indicates there is a moderate to high risk
of significant basement floor slab movement.
The following procedures will help improve slab performance, minimize
movement and prevent damage if some risk'of movement can be tolerated:
1. Subgrade should be prepared based on the soil type encountered.
Expansive materials should not be compacted more than necessary
during excavation and construction. Clays should not be allowed
to dry excessively. The surface should be thoroughly wetted 29
hours prior to slab placement.
Construction of interior perimeter drain systems graded to a sump
within the basement area will also help prevent slab movement and
, is recommended if a concrete slab is used for the basement floor.
2. A minimum four-inch-thick layer of 3/4-inch washed gravel or
crushed rock should be placed beneath the slab. Rock should be
covered with an impervious vapor barrier. A four inch diameter
PVC conduit should be provided through the slab into the gravel

layer near the mechanical system to provide for future mechanical
ventilation, if necessary.
3. Concrete slabs should be reinforced with steel mesh and should be
separated from all bearing members and utilities to allow
independent movement ( i.e., a"floating slab").
9. Joints should be scored in the slab at maximum 200 square foot
areas.
5. A minimum void space of two inches should be constructed above or
below any non-bearing partition walls. In finished areas, any
furring strips, drywall, paneling, etc., should stop a minimum of
two inches above the fIoor.
6. Water pipes should not be placed under the floor slab if hot
water is used. A flexible connection should be used to allow
some movement between the furnace and the heatir.g ducts if
forced-air heating is used.
7. Flexible connections should be used on all mechanical systems
placed on floor slabs. All plumbing.which extends below floor
slabs should have flexible connections and allowance for movement
with the slab. `
8. Foundation drain systems and landscaping should be completed in
strict compliance with specifications contained herein to help
prevent wetting of slab support soils.
FOUNDATZON BACKFILL
Backfill placed against foundation walls shall be free of trash and
fragments of rock over six inches in maximum diameter, moistened and
adequately compacted to prevent excessive settlement. Walls shall be
a minimum of seven days old prior to backfilling. Walls over four
feet high should have the floor system in place or be well braced
prior to backfilling. Controlled puddling shall not`be used.
The ground surface should slope away from the foundation. A minimum
grade of 10 percent (one foot in ten) should be provided within ten

feet of the structure, or as far as property boundaries permit. The
owner should periodically inspect the surface around the foundation to
locate and correct grading problems that may occur due to normal
foundation backfill settlement.
LAWN AND LANDSCAPE IRRIGATION
Lawn and landscape irrigation should be controlled, as much as
possible, to prevent additional wetting of subsoils. Automatic
sprinkling systems should be placed so that, under full pressure,
spray does not fall within five feet of foundation walls. Drip or
mist irrigation systems should not be used within five feet of walls.
Installing any portion of the irrigation system within five feet of
walls should be avoided.
Decorative landscaping, such as rock and/or bark should be used in
areas adjacent to foundation walls. Vegetation planted within five
feet of foundation walls should be hand watered and this watering
should be minimized.
Downspouts and sill cocks should not be allowed to discharge directly
onto the ground surface. Splash blocks and/or downspout extensions
shall be used to discharge water beyond foundation backfill where
backfill soils are not covered by pavement and/or sidewalks.
The owner is encouraged to read A Guide to Swellina Soils for Colorado
Homebuvers and Homeowners, Special Publication No. 43, available from
the Colorado Geological Survey for additional landscaping
recommendations.

INSPECTZON AND CONSULTATZON
In any subsurface investigation it is necessary to assume conditions
encountered in the field investigation are representative of the
site. Actual conditions may differ from anticipated conditions.
Subsurface conditions must be verified through visual.inspection of
the foundation excavation by a representative of this'office prior to
construction.
Pier installation, reinforcing steel placement, and drain system
installation should also be inspected to insure compliance with these
recommendations and engineered foundation plans.
