REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec. R806. The installation of ridge venting requires the installation or existence of soffit venting. For calculation purposes, one hat or turtle vent equal to one-half of one square foot of opening. Effective December 1, 2014, asphalt shingle installations require an approved midroof inspection, conducted when 25-75 percent of the roof covering is installed, prior to final approval. Installation of roof sheathing (new or overlay) is required on the entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and mid -roofs may be called in at the same time, one hundred percent of the sheathing must be complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave and secured in place is required to be provided for all roof inspections. Roof ventilation is required to comply with applicable codes and/or manufacturer installation instructions, whichever is more stringent. Specifically the concern is that stormwater flows being released from the detention pond facility located west and south of your property is perhaps contributing to the ponding at the location described above. In response to your concern, representatives from the City consisting of myself, Mike Garcia and Darin Morgan, met with you and your husband, Dr. John Moore at the properiy on July 17, 2001. Based upon this meeting, further research has been conducted resulting in the following inforxnation pertaining to this property. First, a drainage study dated September 12, 1988 was prepared by Lane Engineering Service Company in conjunction with the requirements of the new single family residential building permit for this property. Topographical information included in this study indicate that there was no significant grade changes at that time to the southeast area of the property, as compared with the City's 1985 aerial photography information. Essentially, overland flows in the area were directed east and north. Second, the City's updated 1996 aerial photography inforxnation now indicate significant topographical changes to this southeast area when compared with the 1988 aerial photography information referenced. Specifically, it appears that earthen berms have been placed along the south and east property lines, and the southeast corner of the property, where water is ponding, is at a lower elevation. As a result, overland flows can not continue to the north as historically conveyed Third, a drainage study dated July of 1997 was prepared, also by Lane Engineering Service Company, as required for the Appletree Lane residential subdivision proj ect. Examination of this study indicate that while flows released from the detention pond for this development are to be directed to the north as historically conveyed, these controlled releases are less than the historic rates calculated for the 5 year and 100 year storms. This investigation was made to determine the moist suitable type of a foundation, allowa6le soil bearing pressures, ground water conditions and problems that may be encountered during and after construction. CONCLUSIONS AND FOUNDATION RECOMMENDATIONS: 1. Drilled Piers and Grade Peams: This residence may have a foundation system of drilled piers with 6elled bottoms and grade beams. Small diameter drilled piers snall penetrate through the upper expansive stiff sandy clay and claystone and into the underlying course clayey sand gravel and cobbles, a depth of three feet (3°), or to refusal. The piers shall then be belleda or expanded at the bottom, to a size that would result in a maNimum soil bearing pressure of 4,000 pounds per square faot, dead load plus one-half (1/2) live load, the belled piers will also act as anchoring for the pier into the soil and prevent uplift of the pier due to the expansive upper clay soii. A minimum beli diameter of 24 inches is recommended. The Pier shaft ahall be reinforced with two number six (2 #6) bars that er.tent from the bottom of the bell to three feet (3') into the foundation wall. A void or clear space of tnree inches (3") shall be provided under the concrete grade beams and between the drilled piers to allow for soil expansion. If water is encountered during the drilling of the piers, Type II cement shall be used. 1 2 Continuous Footinqs: An alternate type of foundation system will he continuous concrete footings Gearing on the undisturbed natural soil at least three feet (3') above the e>:pansive stif4 sandy clay. These footings shall he designed for a ma:simum soil bearing pressure of 1,500 pounds per square foot, dead load plus one-half live load, for all depth of the e>;cavated area. AN EXCAVATION INSFECTION SHALL BE FERFORMED TO VERIFY THE SOIL CONDITIONS. All loose and disturbed soil shall be removed before placing of the concrete for the footings. The bottom of the footings shall be a minimum of three feet (3') below final grade for frost protection. One can erpect some settlement with this type of soil condition, but with this type of lightly loaded foundation system, it should be within allowable limits. If any part of the new foundation shall rest in the area of the old removed foundation, then this material must be removed and replaced in accordance with the quide specifications for placement of compacted fill material as addressed in appendix one and two. SITE CONDITIONS: At the present time there is an existing reidence on this site and it is our understanding this hoLise will be torn down and a new residence with garage, hasement and racquetbali court is planned for constructian. 2 FIELD AND LABORATORY INVESTIGATION: Two (2) erploratory test holes were drilled on May 12, 1988 at the location on the site as shown in Figure 1. These test holes were drilled with a four inch (4") diameter power auger. At specific intervals, the drilling tools were removed from the test holes and soil samples were obtained with a two inch (2") inside diameter spoon samplinq tube. The depths at wnich soil samples were taken are shown on the Logs of Test Holes, Figure 2. All soil samples were carefully inspected and classified in the field and laboratory. The samples were subjected to visual inspection and la6oratory testing in order to evaluate the physical and mechanical properties of the materials encountered. The natural moisture content and the natural dry density was obtained from relatively undisturbed drive samples of typical materials ecnountered. Swell-Consolidation tests were also performed on typical samples of soil, see Figure 3. These tests indicate the behavior af the soil upon varinus loading and wetted conditions. Test hoie one consists of a sandy clay to the six foot (6') depth with a stiff sandy clay found from the sir, foot (6') depth to the ten foot (101) depth with a clsystone found from the ten foot (10') depth to the twelve foot (121) depth and a clayey sand gravel and cobbles found from the twelve foot (12') depth to the thirteen foot (13') depth. At this depth the drilling auger was refused due to the rocks and cob6les. 3 Test hole two consists of a sandy clay to the sir, foot (6') depth with a stiff sandy clay found from the six foot (6') depth to the ten foot (10') depth, with a claystone found from the ten foot (10') depth to the twelve foot (121) depth and a clayey sand, gravel and cobbles encountered below the twelve foot (12') depth. Test hole tWO was drilled to a depth of twenty feet (20'), and test hole one was drilled to a depth of thirteen feet (13'). No free water was encountered during the driliing operation. DESIGN AND_CONSTRUCTION DETAILS SLAB ON GRADE CONSTRUCTION: The natural soils are suitable for the support of er.terior concrete slabs, garage slaba, and basement slabs. However, when clayey soils have and increase in the moisture content and become wetted, they will expand in volume and swell, thus raising and cracl:ing the concrete siabs. When sandy and gravelly soils have an increase in the moisture content, they may consolidate in volume and shrink, thus lowering and cracE;ing the concrete slabs. The builder and future owners should be aware of and understand that there is a definite risk of future damage with any siab on grade construction. The builder and future owners may wi5h to consider having finished basement room floor arezs supported on wooden joists over a crawl space area. If the builder and future owners are willing to risk the possibility of some damage due to concrete floor slab movement, the foilowing recommended details should be carefuliy followed during constructian of the interior floor slabs. E>:perience with similar soil conditiions has shown that these details wili help 4 prevent wetting of the soils under the slabs and will minimize damage when wetting of the soil does occur. 1. Do not place a gravel layer beneath tne concrete sla6. The slab should be placed dirECtly on the undisturbed natural soils, or well compacted fi11 soil. 2. Separate the slab from all load bearing members and utility lines to allow for independent movement of the slab. Provide a positive controi or slip joint at the construction joint between the slab and foundation walls. 3. Provide frequent scoring of the slabs to provide control joints for possi6le cracking of the slab. Control 7oints should be placed to provide approximate slab areas of ?UO square feet. 4. A minimum void or clear space of three inches (3") shouid be provided at or near the bottom of all non-bearing partitions and furring strips placed over the concrete siabs, see Figure 4. In finished room areas, all drywall and paneling should be stopped about two inches (c^") above the top surface of the slab. This will allow some space for upward movement of the slab before pressures are applied to the wall and the upper levels of the house. 5. In the event a hot water heating system is used, the piping should not be placed beneath the concrete fioor slab. In the event a forced air furnace is used, a two inch (2") collapsible connection should be provided between the furnace and the heat ducts. 5 6. The soils that wi11 support the concrete sla6s snould be 4;ept moist during construction 6y occasional sprinkling of water and especially s day or so prior to pouring of the slab. 7. In the event the builder or future owner desires to provide decorative gravei or 6ar1: around the house, we have attached Figure 5 to illustrate one acceptable method of installation. The method will prevent ponding of water near the foundation and provide for proper drainage away from the house. SURFACE DRAINA6E: The bac4;fi11 soil around the house should be moistened and well compacted to prevent future settling. Controlled puddling of the bacF:fill soils is conaidered satisfactory. The future owner should be advised to fill in any settled area to eliminate ponding of water near the house and to provide adequate slope for proper drainage away from the house and off the site at all times. The finished grade or ground surface near the foundation walls should have adequate slope to provide proper drainage away from the building and off of the site. A minimum slope of twelve inches (12") in the first ten feet (10') out from the house is recommended. The future owners should be cautioned and advised against the 6 installation of a lawn sprinkler system adjacent to the foundation walls. If a sprinF:ler system is installed, the sprinF:ler heads should be placed so that water spray from the heads under full pressure does not fall withing five feet (5') of the foundation walls. Lswn irrigztion should be controlled to prevent excess wetting of the subsurface soils. Lawn, flowers, shrubs, and other plantings within five feet (5') of the foundation walls should be hand watered and this watering should be minimized. SUBSURFACE DRAINAGE AND HASEMENT CDNSTRUCTION: No free water was encountered during the drilling of the test holes. Due to the expansiveness of the soil encountered, we recommend that a foundation drainage system should be connected to an adequate outfall or into a sump area with a pump for proper discharge of water. See Figure b& 7 for a suggested method of installing the foundation drainage system. Ground water should not affect construction or be a deterrent to the construction of the house with a basement. CONSTRUCTION DETAILS: In any soil investigation it is necessary to assume that the su6surface soil conditions do not vary greatly from the conditions encountered in our field and laboratory testing. Our e.:perience has bePn that at times soil conditions do change and variations do occur and may become apparent to the time of er.cavation for the foundation system. If soil conditions are encountered which appear different from the test borings as presented in this report, it is recommended that this office or a qualified soils 7 engineer be called to inspect the open excavation. The Soils Engineer shall approve the material and method of placing and compaction, and shall give a written approval of the completed fill. Fill Material - The fill material shall be gravel, sand, silt or clay mixtures which have a liquid limit not greater than 40 and a plasticity index not greater than 20, and shall be approved by the Soils Engineer. Material present at the site meeting the above criteria may be used in the fill. The use of sand and gravel is more desirable. Extent of Fill - The fill should extend horizontally a distance at least equal to the depth of the fill beyond the edge of foundations or pavements. COMPACTING CLAYEY OR SILTY MATERIALS Placing Fill - No brush, sod, frozen material, or other perishable or unsuitable material, or stones of 4 inches or greater in maximum dimen- sion shall be placed in the fill. The distribution of the material on the fill shall be such as to avoid the formation of lenses, or layers of material differing substantially in characteristics from the surrounding material. The materials shall be delivered to the backfill surface at a uniform rate, and in such quantity as to permit a satisfactory construction procedure. Unnecessary concen- tration of travel tending to cause ruts and other hollows more than 6 inches in depth shall be regraded and compacted. After dumping of fi11 material on backfill surfaces, the material shall be spread by approved methods in approximately horizontal layers. These layers shall not be greater than 6 inches compacted thickness. Moisture Control - The material in each layer shall be compacted by rolling and shall contain the optimum moisture required for maximum com- paction, as nearly as is practicable and as determined by the Soils Engineer. The moisture content shall be uniform throughout the layers. The contractor may be required to add the necessary moisture to the backfill material in the bqrrow area if, in the opinion of the Soils Engineer, it is not possible to obtain uniform moisture content by adding water on the fill surface. Appendix 1 Compaction - When the moisture content and condition of each spread layer is satisfactory, it shall be compacted by a method approved by the Soils Engineer to 85% to 90% of Standard Proctor Density (5.5 pound hammer, 12 inch drop, 3 layers, 1/30 of a cubic foot mold). A Proctor test should be performed on each typical fill material and frequent density tests of the fill must be taken. Normally, 8 passes of a sheepsfoot roller loaded to 4,000 pounds per linear foot on a 6 inch soil layer is sufficient to achieve 90% of Standard Proctor Density. COMPACTING COHESIONLESS FREE-DRAINING MATERIALS When compacting cohesionless free-draining materials such as sands and gravels, the materials shall be deposited in layers and compacted by treads of a crawler-type tractor, surface of internal vibrators, smooth or pneumatic rollers, hand or power tampers, or by any oth"er means approved by the Soils Engineer. The thickness of the horizontal layers after compaction shall not exceed 6 inches compacted thickness if com- paction is performed by tractor treads, surface vibrators or similar equipment, or not more than pentrating length of the vibrator head if compaction is performed by internal vibrators.
