It is our understanding of the City of Wheat Ridge's ordinances that all developed flow must be detained on site. Further, we have recently learned that Brass Armadillo, which is located immediately to the west of Medved, has only recently filed its drainage plan despite the fact that its construction is nearly concluded. We have been advised that the current drainage on the Brass Armadillo site will result in developed flow being placed immediately from the Brass Armadillo site onto the Medved site. Apparently, the drainage profiles will result in this condition occurring on the Medved property. In turn, this will result in tremendous damage and disfunction of previously approved and authorized construction plans on the Medved site. This is matter is further compounded when snow storage occurs on the Brass Armadillo site which is placed in such a manner as to cause the flow from such snow storage and removal to cross onto the Medved property. Messrs. Middaugh and Dahl December 16, 1998 Page 2. On behalf of Medved Autoplex, we hereby request that the City take immediate action to prevent and preclude Brass Armadillo from causing any drainage to flow from their property onto the Medved site. The problem is serious and substantial and Medved hereby gives notice to you of this problem and requests the City to prevent the issuance of any Certificate of Occupancy until these drainage issues are completely resolved. COMMENTS: Based on a telephone call to the Planning Department, it was determined staff needed to review the enclosed drawing and detail prior to any work being done at the north property line area. This area was not detailed in the Civil Engineering drawings, except as circled in the red mark area on sheet C- 2. The north property line area requires a landscape wall in order to accommodate the existing and new grades. A detail of this wall is shown on the revised sheet A- 1. This detail has been discussed with the adjacent owner, Mr. Kunz, and he has found it to be acceptable. The wall area detail was designed by the structural engineer for this project. There is not any existing landscape in this area. Sheet A- 1 also indicates parking stall revisions due to the existing power poles more or less straddling the property line. Seven stalls were originally indicated where eight (8) are now shown. The northeastern landscape area at the trash enclosure is reduced from 13'-10" to 91-3" to facilitate as great a parking stall width as possible. The 3 feet of length reduction is the least possible to clear the pole and its guy wire anchor. PSCo cannot relocate these poles at this time. The parking area used for storm water detention remains unchanged. Greg Knudsen was contacted regarding this detail. The report was published under our Job No. 26,249 and dated August 5, 1997. We understand Fun and Action, Inc. has purchased the land and is proposing to build a Brass Armadillo Building and adjacent parking lot on the site. We understand the Brass Armadillo will be retail, which wiil consist of stocking and selling antique products. The project will consist of a 45,000 square-foot, one- story building with adjacent parking Iots. The structure will either be constructed with site-cast or pre-cast, tilt-up concrete panels. Below-grade areas are not planned and a slab-on-grade floor is preferred. The parking lot will primarily be subjected to light automobile-type traffic with occasional truck traffic. Three of the four borings we drilled appear to be within the new building footprint. We do not believe additional borings are merited. Based upon our understand of the proposed construction, we believe the recommendations contained in our previous report are appropriate for the revised project. The primary geotechnical concems at the site are removal and re-compaction of existing fill and the presence of shailow ground water. I-70 Fr. Dear John, I We have reviewed the plans for this facility for conformance with the 1991 Uniform Fire Code. 1. Site: 1. The address will need to be posted on a temporary basis and permanently affixed to the building in a minimum of 4 inch numbers. UFC 91 10.301(a). Amended. 2. All weather fire dept. access roadways, minimum of 20 feet of unobstructed width, capable of supporting the imposed loads of 46,000 lb. fire apparatus will need to be provided to within 150 feet of all portions of the building prior to above grade construction. UFC 91 10.203, 10.204(a),(b). 3. The islands need to be reduced two feet on the fire access Lanes to allow for adequate turning radius. UFC 91 10.204(c). 4. Fire lanes will need to be posted, "No Parking Fire Lane" with signs that meet City of Wheat Ridge Standards. UFC 91 10.206. 5. Water lines and fire hydrants will need to be installed, operational and capable of providing the minimum required fire flows prior to above grade construction. UFC 91 10.401, 10.403. Page Two 6. The underground fire line and fire hydrant installation will need to be approved by the Valley Water District and the Fire Marshal's Office. UFC 91 10.403. 7. The fire department connection for the sprinkler system will need to be installed and maintained within 150 feet of a fire hydrant. UFC 91 10,501(a).Amended 8. Landscaping will need to be installed and maintained that a three foot clear space is provided around the circumference of fire hydrants and fire dept. connections. UFC 91 10.105(a). 9. The trash enclosure will need to be of non combustible construction including gates. UFC 91 11.201(b). Amended. 2. Exits: 1. The main exit doors will need to be provided with a sign stating "This Door Is To Remain Unlocked During Business Hours. UFC 91 12.106(c). 2. When exit doors are used in pairs they shall open with one operation. Edge or surface mounted edge bolts are prohibited. UFC 91 12.106(c). 3. When panic hardware is installed on the additional exit doors no additional locks or latches may be provided. UFC 91 12.106. 4. Panic hardware shall be installed at a height of not less than 30 inches nor more of inches. The unlatching force shall not exceed 15 lbs. when applied in the direction of exit travel. UFC 91 12.106(d). 3. Exit Signs: 1. Exit signs will need to be provided with battery back-up. UFC 91 12.111 Page Three 2. Additional exit signs will need to be installed in the main aisles to clearly indicate the direction of exit egress. UFC 91 12.111 (b) . 3. Exit signs will be subject to field inspection. Additional signs may be required. UFC 91 12.111(b) 4. Emergency Lightinq: l. Night lights shown on plans will need to be provided with battery back-up to provide sufficient exit illumination and the occupant load exceeds 100 persons. UFC 91 12.110(a). 2. Need to provide emergency liqhting in the rest rooms. UFC 91 12.110(a). 3. Emergency lighting will be subject to field inspection. Additional units may be required. UFC 91 12.110. 5. Sprinkler Systems: 1. Submit three sets of sprinkler system plans and hydraulic calculations for review and comment prior to work commencing. All work is to be performed by a State of CO licensed sprinkler contractor. UFC 91 10.503. 2. A separate permit will need to be obtained from the Wheat Ridge Building Department for the installation of the sprinkler system. 3. The fire department connection for the sprinkler system will need to be installed and maintained within 150 feet of fire hydrant. UFC 91 10.501(a). Amended. 4. The fire department connection will need to be installed to provide a minimum clearance of 36 inches above finished grade. UFC 91 10.506 (Amended). 5. Approved back flow prevention will need to be installed in accordance with Valley Water District Standards. Page Four 6. Audible fire alarm signals will need to be installed that will activate upon sprinkler system activation. UFC 91 10.508(a). Amended. 7. Sprinkler systems if over 100 heads will need to be supervised by an approved central, remote or proprietary service or to a constantly attended station. UFC 91 10.508 8. Tamper switches will need to be supervised and shall send a distinctly different signal to the monitoring company. UFC 91 10.508 9. The sprinkler system control room shall be labeled. UFC 91 10.503. 10. Additional comments will be made at time of plan submittal. 6. Fire Extinguisher's: 1. Fire extinguisher's shall be a minimum of a 4-A rated, 10-1b ABC dry chemical unit installed at each exit door and placed within the aisles that no greater than 75 foot travel distance is provided. UFC 91 10.501(a). Amended. 7. Carpeting: 1. Carpeting shall be a minimum of a Class II Critical Radiant Flux and documentation shall be provided prior to installation. UFC 91 Appendix ZV-A. 8. Electrical: 1. The owner occupant will need to verify that sufficient electrical receptacles are provided as extension cords and multiple adapters are not permitted, nor shall flexible cords pass through walls, ceilings or doorways. UFC 91 85.106(a),(b). 2. The door(s) to the electrical room will need to be labeled "Main Electrical Disconnect in a minimum of 1 inch letters. UFC 91 85.106(c). 3. Please note the exact address of the site. 2. Please note as "final" report. Page 1 1. Please note the name(s) of all respective ditch companies referenced in discussion. 2. Please clarify statement referring to the 100-year flood plain. Per FIRM, this area is in the 500 year flood zone. 3. Please clarify street referenced to as having historic sheet flows drain to. 4. The historic 5 and 100-year flow values need to be included in this section. 5. As discussed, a brief statement (if applicable), is to be provided in the report which acknowledges that this site and the proposed improvements will not impact the Bayou Ditch channel and/or easement boundary.
