Dear Mr. Mazalski:
On Thwsday, September 14, 2006, we had a telephone conversation to discuss the shuctural
design parameters to use for the aforementioned project. The purpose of our conversation was to
identify the applicable building code(s), as well as any additional local design criteria, to use in
our structural design of this project.
I was informed that the following items are to be used in our design:
1. The applicable building code is the International Building Code, 2003 edition. Per this Code,
the following design pazameters will be placed on the Structural Drawings.
2. The roof live load is 20 psf, reducible per Section 160711.2.1.
3. a. The ground snow load, Pg=30 psf (Figure 1608.2).
b. The snow exposure factor, Ce =09 (Table 16083.1).
a The snow importance factor, I= 1.0 (Table 1604.5).
d. The snow thermal factor, Ct =1.0 (Table 16083.2).
Please note that based on local practice, we will use 30 psf plus drift loads in our design.
4. a. The wind velocity is 110 mph (3 second gust) per local ordinances.
b. The wind importance factor, I=1.0 (Table 1604.5).
c. The wind exposure factor is B Section 1609.4).
5. The seismic information listed below is based on the Building Code. According to our
conversation, this area is designated as being in the "zone 1 category."

The frost penetration in this azea is 30 inches below exterior finished grade.
Recommendations in the Geotechnical Report will be reviewed and the more stringent
condition will be used.
6 Special inspections will NOT be required for this building.
Outside of these items, there are no other stipulations of a structural design nature in any local
amendments that would supersede the criteria of the International Building Code.
If any of these items are incorrect, please notify us and send us the correct information in writing as
soon as possible. If we do not receive any correc6ons within ten (10) days of the date of this letter, we

As per our conversation, Bob Behrends Roofing has initiated the process to obffiin the Versico
Manufactwer's Warranty for the NAPA Building in Wheatridge, Colorado. On average, it takes
about 4 weeks to obtain the warranty documents from the time the process is initiated. Normally
we wait until the project is neazly wmplete to initiate this process in order to allow all trades to
complete the'v work. In the interim, we have requested a letter from Versico that states that the
warranty, as stipulated in the contract, will be forthcoming. We are hoping to receive this on
Monday, October 15.
I also spoke with John Schumacher from the city of Wheatridge building depaztment this moming
and discussed the timing of the warranty process. He indicated that he would be willing to issue a
temporary GO without the manufacturer warranty documents providing there are no other open
issues.

of record. Inspections are performed by the Public Works Department.

improvements, or a Development Covenant or cash escrow may be required in
lieu of constructlon, as determined by the Public Works Department. The Pubiic
Wwks Department performs public improvements inspections.
4) The completion and approvai of a Certificate of Occupancy Application form and,
finat inspections. Inspections are perfiormed by the Building Division.
Atl the above items must. be completed and approved by Planning and Zoning,
Buflding and Pubiic Vilorks before a Certifiicate oi Occupancy is issued. Final
lnspection by the Building.Division does not cortstitute authoriration of a Certificate of

All permits shall be applied for through the Public Works Departsnent. An approved permit is effective for a
period of one (1) yeaz from date of issue and may be renewed. All fees shall be in accordance with those fees
established by the Uniform Building Code or other applicable City adopted Resolutions or Ordinances.
Note: All public improvements, when constructed, shall be maintained (by the respective individual(s) and/or
company responsible for the construction oj that public and/or private improvement in the respective
development) on a daily basis, or as needed, such that they are free of mud and other construction debris
tracking frnm the site. Failure to comply wiih this requirement will result in the enforcement of Article II,
Specified Nuisances, Section I 5-16 (4) of ihe City of Wheat Ridge Code ofLaws.
MINOR GRADING, EXCAVATION, AND FILL PERMITS
1-50 Cubic Yards: No pennit is required for dumping or excavation of earth materials, which do not exceed
50 cubic yazds, provided, however, that any fill deposited is on natural terzain of less than ttuee (3) horizontal
to one (1) vertical slope, or such fill is less than three (3) feet in depth and is not intended to support
permanent structures, and in addition, such fill or excavation does not obstruct or otherwise adversely affect
any drainageway. Should any of the above standazds be exceeded, or a drainage way be affected, a permit
shall be required under the guidelines for No. 2.
51-500 Cubic Yards: Dumping or excavation of earth materials not exceeding 500 cubic yards may be
allowed with a pernvt approved by the City Engineer. All applications aze to be submitted on the appropriate
completed application form and shall be accompanied by the appropriate fee and sketch plan indicating the
following information before the pernut will be issued.
A. Location and dimensions of all propecty boundazies and structures on the site.
B. Location and extent of azeas to be filled and/or excavated.
C. Location of exisring and proposed drainageways, irrigation ditches, etc., and indication of how and where
historic run-off will be maintained on and through the site.
D. Cross-section azea to be filled and/or excavated indicating original slope, new slope and depth of fill.
E. Statement that indicates the proposed use or purpose for said fill or excavation.
F. Relative elevation of adjacent properties.
G. Erosion control plan sbowing placement of control devices such as hay bales, etc.
3. 501-10,000 Cubic Yards: Operauons in which earth material fill or excavation exceeds 500 cubic yards, but
does not exceed 10,000 cubic yazds, may be allowed by a permit issued by the City Engineer after review of
an applicadon and supporting information. The following information shall be submitted with the required
application form:
A. A site plan, prepared and signed by a Colorado registered professional engineer, at a scale of no less than
1 incb to twenty feet (120) which illusuates the following.
B. Location and dimensions of all property boundaries and structures on the site.
C. Location and extent of azeas to be filled and/or excavated.
D. Location of existing waterways and drainage courses indicating any changes. (for a site containing an
established imgauon ditch, a letter of approval &om the appropriate ditch company shall be required).
E. Location of existing and proposed points of ingress.
F. Location and extent of existing vegetation, proposed changes in such vegetation and methods of
rehabifitation on site vegetation after earthwork operations are complete.
G. Erosion control plan.
H. Grading plan with existing (dashed lines) and proposed (solid lines) ground contours with contour
intervals of 2 feet and spot elevations.
1. At least two cross sections (east to west and north to south) through the site showing depth of fill and/or
excavation.
J. A drainage report may be required if site runoff characteristics aze changed.
K. Relative elevations of adjacent propedies and structures.
L. Statement of purpose of intended fill and/or excavation.
4. Performance Standards: The following provisions shall apply to all Minor Grading, Excavation and Fill
Permits:
A. Rehabilitation: Within thirty (30) days after cessation of filling and/or excavation, rehabilitation for the
site shall have been completed in accordance with the approved plans. Rehabilitation shall consist of
leveling, grading, landscaping or any combination thereof to minimize potential erosion and be acceptable
to the City Engineer.
B. Debris: Debris and/or contaxninants shall not be used except with the approval of the City Engineer.
"For the purpose of this Section, the term debris shall have the same meaning as the tertns "gazbage, trash
or junk" as defined in the Wheat Ridge Code of Laws, Section 154"
In no case shall debris or contaminates identified or classified as hazazdous waste by local, state or federal
agencies be used as fill in any fill azeas within the City of Wheat Ridge.
C. Excavation and/or fill azeas shall be graded to facilitate weed confrol until final grades aze set and site
rehabilitation and use occur (must be leveled with side slopes not to exceed 3 to 1).

Listed below are a few items to consider while finalizing construction of a new commercial
structure. Before a certificate of occupancy can be issued for a commercial structure, the following
items must be complied with.
1. The drive aisles and parking areas shall be paved and striped. The driveway must abut the
existing edge of asphalt on the street, which may require paving within the right-of-way.
If paving occurs within the right-of-way, a right-of-way permit is required from the
Public Works Department.
2. One hundred percent of the landscaped area must be completely installed. All specimen
and ground cover must be in place.
3. If the landscaping cannot be completed due to incliimate weather, an escrow must be
submitted for the estimated cost of landscaping installation and quantities. The escrow
shall be in the form of 125% of the value of the required landscaped area.
4. No more than 50 percent of the landscaped area may be comprised of turf. Low water turf
(such as buffalo grass, blue grama grass and tall fescue) is encouraged.
5. No more than 35 percent of the landscaped area maybe non-living material, such as rock
or bark. Living materials planted within rock or bark beds may be excluded from the non-
living calculations.
6. Any dumpster(s) must be screened from view from the right-of-way.
7. It is possible that the Public Works Department may require either construction of curb,
gutter and/or sidewalk or that an escrow be submitted for the full amount of these public
improvements. It would be beneficial to contact the Public Works Department to discuss
the requirement for public improvements.
8. Any fence or signage (including wall signage and freestanding signage) will require a
separate building permit.

Control Plan for the NAPA Auto Parts Building Permit.
Dear Mr. Hollender,
I have completed the third review of the above referenced documents received on December 20, 2006 This letter
is to inform you that all of the above-mentioned documents for this development have been reviewed and are
hereby approved for conshucrion by the Deparhnent of Public Works.
Please be awaze of the following items regarding the construcrion of the project:
1. Grading and Erosiou Control
The erosion control for the project shall be in place prior to the commencement of any grading acHvities,
and maintained as needed during the course of construction. Please be advised that additional erosion
control measures may be required if deemed necessary by the City Inspector.
2. Application for Grading/Fill Permit
Prior to the commencement of any onsite grading, an Application for Grading/Landfill Permit, along with
the fees due will need to be submitted for review and approval.
Drainage Certiftcation Required Prior to C.O.
Upon complerion oF the drainage improvements, the Engineer-of-Record Mr. Henry Hollender, P.E., shall
provide to the City of Wheat Ridge a written, signed and sealed Drainage Certification Letter stating that
the site grading was completed per the approved Grading & Erosion Control and Drainage Plans, all
drainage facilifies were constructed and shall function as defined in the approved Final Drainage
ReporUPlan, and that the site has been accurately surveyed to confircn that the grading and the
construction of all drainage faciliries was completed in accordance with these documents. The Drainage
Certification Letter shall be submitted to the City for review and approval, and shall be accompanied with
As-Built Plans for all conshvcted drainage faciliries prior to issuance of a Certificate of Occupancy (or
Certificate of Complerion).
Two (2) copies of the "As-BuilY" Plans shall be submitted as follows:
a. 1 copy is to be on full-size 24" X 36 " bond paper, and
b. 1 copy is to be on elecironic media (DVD or CD-ROM) and shall be in an AutoCAD compatible
drawing format.
4. Public Improvement Restoration/Debris Tracking
It will be the responsibility of the of the contractor for the project to repair any damage to the existing
public improvements along Tabor Street as a result of related construcrion haffic in the area. Also, the
contractor will be responsible for maintaining Tabor Sheet on a regular basis such that it remains free of
construction debris and tracking from construction traffic accessing the site.
5. Right-of-Way Construction Permit(s), Licensing, and Bondiug
Prior to any conshucfion within the public right-of-way, the necessary Right-of-Way Construcrion
Permit(s) and respective licensing will need to be submitted for processing by the City. Right-of-Way
Construcrion Permits aze issued only after approval of all required technical documents, including but not
limited to, the Final Drainage Report & Plan, Final Plat, Final Development Plan, Traffic Impact Study,
Storm Sewer Plans, Street Construction Plans, Grading & Erosion Control Plan, Traffic Control Plan, and
easement or ROW dedications. In addition, if the cost of the proposed public improvements exceeds
$10,000, addiponal warranty bonding shall be required..
6. 2-Year Warranty Period for Public Improvements
The contractor shall warrant all work performed within the public Right-of-Way for a period of two (2)
years, commencing upon completion of all conshucted public improvements and Final Acceptance by the
City Inspector. Prior to the expiration of said 2-yeaz WananTy Period, if the CiTy Inspector at any time
deems that the constructed public improvements are in such condition as to require replacement or
repairs, the contractor shall complete such repair work upon request per the City of Wheat Ridge Permit
Testing and Inspection Requirements.
7. Materials Testing for Construction within the Public Right-of-Way
It will be the responsibility of the developer/owner, to provide the necessary testing, as applicable for the
scope of this project, for sub-grade compaction and other related material tests for any improvements to
be constructed within the public Right-of-Way.

CONSTRUCTION OF PUBLIC IMPROVEMENTS
DESCRIPTION
Materials sampling and testing for public improvements shall be performed by an independent
materials testing company at the expense of the developer, and/or utility district. Unless
otherwise designated, all referenced specifications, standards ar policies shall be the latest
edition as revised or updated by approved supplements published and issued prior to the date of
the building permit.
REQUIItEMENTS
All materials sampling and testing shall be performed by certified, experienced and qualified
materials testing technicians who work under the supervision of a registered professional
engineer in the State of Colorado. All materials sampling and testing equipment shall be
serviceable and have current calibrated certifications.
Soil classifications and moisture-density curves shall be provided to the Depaztment of Public
Warks inspector prior to in-place density testing. Materials testing technicians shall furnish
copies of failed test results to the inspector as promptly as the results become available. On a
weekly basis when testing is being performed, the developer shall fumish the inspector with
copies of all test results taken during the prior week and a cover letter, signed by the supervising
registered professional engineer, which summarizes the results and discusses any failed tests or
inconsistencies.
The City materials testing requirements aze provided in Table 720-1. All testing procedures of
verificarion and central lab requirements shall be as specified in the Frequency Guide Schedule
of the Colorado Department of Transportation Field Materials Manual. One test is required for
any fraction of the specified frequency. The reference to Section 203.07 in the table is from the
Colorado Deparhnent of Transportation Standard Specifications for Road and Bridge
Construction.

Freestandinq Siqn Calculation Sheet
You must complete this sheet and include it in the submittal package for
any new freestanding signs. You will also need to create a site plan
and a detail sheet of the signage.

You are allowed 1 freestanding sign for every street right-0f-way adjacent to your
property. The allowable sign size is related to building size.
Step 1: Determine the square footage of the building:
Building size (in square feet): 5S' ''l I (This will be inserted in the formula below)
Step 2: Complete the appropriate allowable signage formula:
If the building is 0-1,500 square feet in size, you are allowed a 35 square foot sign.
If the building is 1,501 - 5,000 square feet in size, complete the following:

The "allowed sign size" may be placed on each side of the freestanding sign.
E]Check here if the sign is existing and you are replacing a cabinet or face with the same size
cabinet or face.

The sign must meet a setback from the street right-of-way.
If the sign is less than 7 feet in height, the sign must be setback 5 feet.
If the sign is between 7 feet and 15 feet the sign must be setback 10 feet.
For most freestanding signs, the maximum height is 15 feet. For properties within'/+ mile of the
interstate, freestanding signs may be 50 feet tall. These signs must be setback at least 30 feet from
the street right-of-way.
Step 3: Determine the height of the new sign:
The new proposed freestanding sign will be 50 feet tall.
Step 4: Determine the setback from the street right-of-way:
The new proposed sign will be setback 30 feet from the street right-of-way.
All freestanding signs must adhere to the slght distance triangle requirements as listed in Section
26-603 of the Code of Laws.
You must include a site plan which details the location of the freestanding sign, building and drive
areas. Show all new and existing signage (include the square footage and height of all existing
signs). Please include a detail of the proposed sign, including the overall square footage and height,
as well as any electrical and structural details which may be pertinent.
Wall Sian Calculation Sheet
You must complete this sheet and include it in the submittal package for
any new wall signs. You will also need to create a site plan and a detail
sheet of the signage.
