The site was redeveloped and had a final drainage report submitted by the Engineer-of-record, Mr. Edward Jennings, P.E. The site certification letter was approved by the Public Works Department on October 29, 1999. This certification letter stated that the site was constructed as per the approved set of construction plans. The site has been recently altered by removing the detention pond and drainage requirements. Concrete has been placed where the pond was constructed for parking spaces. The Building Department requires that a permit be issued for asphalt/ concrete areas exceedin-, 500 square feet. A certification letter from the Engineer-of-record would also have been required to confirm thnt drainage areas have not been altered, causing adverse conditions. Your site is in excess of this square foota.-e, and therefore a building permit is required. The Public Works Department will require that the site be re-established to the approved plans, or further actions will taken by the City. This site needs to be re-established by February 23, 2001. The appropriate permits shall be obtained from the City and the site be re-certified by the engineer of record, Mr. Ed Jennings, P.E. (Legal: Lot 2, Independence Park. ) Dear Mr. Sand: As requested, we conducted a soil and foundation invesrigation at the subject site on November 27, 1998. The foundation investigation was performed by drilling three test borings to depths of 16'-5", 6-2", and 5'-9" within the planned construction area. The locations of the test borings and the logs of subsurface materials are enclosed. The discussion and recommendations presented below are based on the results of data gathered during the site investigation, observation of general field conditions, and previous experience in the area with similar materials. PROPOSED CONSTRUCTION Based on conversations, we understand that a garage addition with approximate dimensions of 30' X 89' will be erected at the site at the location shown on Figure 1. The garage will be used for covered parking for light vans and light trucks. The garage will have concrete block walls with an eave height of about 9 feet. We have been told that approximately 8 inches of structural fill will be placed over the site to elevate the slab-on-grade floor above the final exterior grade. No basement level is planned and the depth of the foundation excavation is expected to be on the order of 2 feet below the existing groundlevel. STTE AND SUBSOIL CONDITIONS The site of the proposed construction is a slightly sloping developed property located in an urban area. The site contains an older one story frame house. Mr. Sand -2- December 4,1998 Soil Analytics Job 1t3595A The addition will be placed over the area of our three foundation test borings, whose locations are shown on Figure 1. Generally speaking, the ground surface in the area of the struciure slopes to the north at about 0 to 1.0 percent. The ground cover consists of grass, weeds and bare soil. The proposed construction area is presently the rear yard of the house at the site. Subsoil conditions in the area of the three test borings are somewhat predictable with depth below groundlevel. Generally speaking, the borings encountered the follow sequence of materials: loose and moist topsoils from groundlevel to a minimum depth of 1'-0" and to a maximum depth of 2'-0"; medium density to dense and dry to moist sandy gravels and cobbles from the base of the topsoils to about 7'0"(±); and generally dense and moist to wet sandy gravels and cobbles from the base of the medium density to dense sandy gravels and cobbles to at least 16'-5", the maximum depth explored. The three borings experienced refusal on cobbles or boulders at depths of 16'-5", 6'-2", and 5-9", respectively. Free groundwater was encountered in Boring #1 at a depth of about 7-0" during the investigation. Caving materials prevented an exact depth determination to free water. TEST RESULTS AND GEOTECHNICAL CONSIDERATIONS The subsoils at the site were carefully inspected as the cuttings were recovered from the test borings, and the resistance of the materials to the advancement of the drilling augers was noted. In addition, Field Penetration Tests were performed at selected depths to assist in evaluating the allowable bearing value of the soils and to provide undisturbed samples for precise examination and laboratory testing including swell consolidation tests and grain size determination. Based on the results of the investigation combined with previous experience with similar subsoil conditions, the most pertinent foundation engineering characteristics and considerations at the site are as follows: 1. All frozen soils and all unstable fill materials found to be present over the building site should be completely removed from the foundation excavation prior to construction. 2. The upper topsoils are silty to clayey sands which were found to be non expansive materials with a low to moderate bearing capacity at existing moisture contents and density levels. Mr. Sand -3- December 4,1998 Soil Analytics Job #3595A 3. The underlying sandy gravels and cobbles encountered below the topsoils are non expansive materials with a very substantial bearing capacity. It appears that the gravels and cobbles will be exposed at bearing level in most areas but that the topsoils could be exposed and not completely removed in other areas where foundations will be constructed. 4. The natural materials encountered at and below proposed bearing levels are acceptable for standard spread footing foundations which are properly designed and constructed in accordance with the recommendations and requirements of this report. 5. A water table was encountered below a depth of about 7'-0" in Boring #1. The depth of the water table should prevent it from adversely affecting the foundations of the proposed structure which will presumably not be placed deeper than 3'-0" to 4'-0" below the present ground surface in the proposed construction area. Fn1JNDATION RECOMMENDATIONS FOR A SPREAD FOOTING FOUNDATION SYSTEM Based on the subsoil conditions and geotechnical considerations described herein, it is our opinion that the proposed structure may be supported on standard spread footing foundations placed in and on the natural sandy soils and granular materials and located below the frost depth level of 3'-0". The foundations should be designed using a maximum allowable soil bearing pressure of 1,500 psf. In the event that the exposed materials in the excavation appear questionable or different from those encountered in the investigation, the engineer should be contacted immediately. RECOMMENDATIONS FOR IN-PLACE COMPACTION OF FOUNDATION BEARING AREAS The upper more sandy materials at the site may contain very loose zones which could experience settlements of 1 inch, more or less, even though a modest bearing pressure has been stipulated above. The magnitude of future settlements can be minimized by tamping the sandy soils at the base of the footing excavation with a heavy compactor immediately after the excavation is made. The base of the completed excavation should be tamped and compacted immediately after digging since the soils will tend to dry out with Mr. Sand -4- December 4,1998 Soil Analytics Job #3595A time and this loss of moisture will diminish the densification of the sandy soils by tamping. The tamping will tend to restore density to soils disturbed by the initial excavation. Any upper clays found to be present should be completely removed prior to wheel rolling since clays may have an expansive component and compacting them additionally will tend to increase their expansiveness. LATERAL EARTH PRESSURES ON FOUNDATIONS We assume that non expansive granular structural fill materials will be imported or that the native sand soils will be segregated and used as backtill against foundations walls. If they are moderately compacted using hand equipment to the extent that they do not setfle after construction, foundations retaining the backfill should be designed using an equivalent active case fluid unit weight of at least 40 pounds per cubic foot. Do not puddle the backfill since the moisture will percolate into the subgrade and may cause the underlying sandy soils to settle along with the foundation footings. PREPARATION OF UNSUITABLE FOUNDATION BEARING AREAS Extreme care must be used in the preparation of all foundation bearing areas for spread footings since excessive settlement could result if incompetent materials are present. Prior to foundation construction, the base of the completed excavation should be thoroughly inspected for disturbed, frozen, and otherwise unsuitable materials including improperly compacted fill. All disturbed and unsuitable foundation materials must be completely removed and the resulting excavation backfilled with good quality, non expansive, structural fill materials ('granite sand' is acceptable) compacted to at least 100 percent of standard Proctor density at optimum moisture content or else the foundations must be extended sufficiently deep to bear on the underlying natural undisturbed soils. All structural fill must be compacted in 8-inch lifts to the stated density level and moisture content. The compacted backfill must extend upward to the level of all structural foundation elements. FLOOR SYSTEMS The natural undisturbed soils encountered by the test borings at or below proposed floor level, exclusive of materials with an organic content, have more than enough strength to support lightly to moderately loaded slab-on- grade construction and are non expansive materials. In order to minimize adverse effects from the incidental slab movements which sometimes follow Mr. Sand December 4,1998 Soil Analyflcs Job #3595A new foundation construction, we recommend that the following details be implemented. 1. In order to optimize slab performance, remove any upper clays which are found to be present. The slabs may then be placed directly on the underlying non expansive sand materials or on a stable, properly compacted non expansive base layer. Assuming that up to one foot of fill may be required to be placed to establish the desired floor elevation of the proposed addition, we recommend the use of a non expansive structural fill material such as 'granite sand' for use as fill below slab-on-grade. The non expansive soils should have a uniform density of at least 95 percent of standard Proctor density at optimum moisture content for supporting slabs. 2. Separate the slabs from all bearing members and utility lines to allow their independent movement--construct "floating" slabs. Provide positive control joints at the junction of the slabs with foundation walls, and also provide frictionless sleeves for all utility lines and columns which pass through slabs. 3. Contraction joints having a minimum depth of 1/4 of the thickness of the slabs and a width of at least 1/8 inch should be scored or sawed at spacings not to exceed 15-0" on centers. 4. To provide protection against unknown conditions or subsoil anomalies, it is desirable to construct a minimum 1.0-inch void space above or below all partitions on slabs. In finished areas, all furring strips, drywall, and paneling should stop 1.0 inch from the tops of the slabs. The 1.0-inch void space can be covered with a molding strip. In addition, flexible connections should be used for all slab bearing mechanical equipment to provide for at least 1.0 inch of free vertical movement. BACKFILL AND SURFACE DRAINAGE In order to optimize foundation performance, the foundation soils should be prevented from experiencing excessive moisture variations after construction. This can generally be assisted by using a good quality backfill, such as the native sands, and by placing the backfill so that it does not settle significantly following construction. The backfill should be free of debris and should be moistened and compacted to the extent needed to prevent or Mr. Sand -6- December4,1998 Soil Analytics Job 1t3595A satisfactorily limit future consolidation. Some moisture can be blended with the backfill in the stockpile but away from foundation locations to permit proper compaction; however, the backfill must not be puddled. If compaction is not feasible, a berm may be constructed adjacent to the foundation walls to allow for a good slope away from the building even if some settlement should occur. If significant settlements should occur in the backfill, they could adversely affect utility lines which transmit fluids and pass through the foundation walls. It is not uncommon for such piping to shear at the foundation walls due to movements in the backfill. It is recommended that the pipes pass through slotted openings in the foundation walls or that flexible connections be used to compensate for shifting of the foundation wall backfill. It is also recommended that all water lines be carefully pressure tested prior to final acceptance and that any leaks detected be repaired. The final grade should be sloped well away from the structure on all sides. A minimum slope of 6 inches in the first 5 feet is recommended. All downspouts should discharge into extensions which slope away from the foundation walls and extend beyond the limits of all backfill. The point of discharge should be at least 4 feet from the foundation walls and good drainage should be maintained at and beyond this point. All future owners of the structure should be advised of the desirability of keeping moisture away from the foundation areas. In no event should an automatic sprinkler system be installed next to the foundation walls. Lawn irrigation should be minimized within 4 feet of the foundation walls and performed sparingly by hand. If desired, the area adjacent to foundations may be lined with a suitable geotextile fabric to control plant growth. The area next to the structure may then be covered with gravel, bark chips, or other materials requiring no rainfall or irrigation. BSURFACE UNDERDRAI The results of the investigation indicate that a subsurface underdrain system is not needed for the proposed non basement construction. LIMITATIONS The above recommendations are based on the exact location where the test holes were drilled, the proposed construction, and the assumption that the subsurface conditions do not vary greatly from those encountered in the test Mr. Sand -7- December 4, 1998 Soil Analytics Job t13595A borings.
