2. This permit shall expire 365 days after the date of issuance regardless of activity. Requests for extension must be made in writing and
received prior to the date of expiration. An extension of no more than 180 days made be granted at the discretion of the Chief Building
Official and maybe subject to a fee equal to one-half of the originalpermitfee.
3. If this permit expires, a new permit may be required to be obtained. Issuance of a new permit shall be subject to the standard

The drainage work has also been completed to conform to the
recommendations outlined in my report.
The foundation is now stabilized and should remain so as
long as the drainage around the exterior is properly
maintained.

Friday, August 21, 2009, I made a structural inspection of
the above referenced single family, two-story residence.
Tom Brace of Brace & Associates was also present and aided
in the inspection.
The house was built in the 1920's of conventional wood
construction. There is a full basement with a continuous
concrete footing supporting masonry basement walls. My
understanding is that the very rainy summer season has
resulted in a wet basement following severe rainstorms.
We also found that the rear wall of the basement has bowed
in, creating a horizontal crack at the masonry joint at the
window sill level. There is no evidence that there is any
vertical reinforcing in the basement walls and pressure
from saturated soil could easily push the wall inward.
The ground around the exterior of the house is generally
flat or sloping toward the house. Downspouts are dumping
the discharge very close to the foundation and much of the
water runs back toward the building. The gutters are very
likely clogged with leaves and overflow each time it rains
I recommend that the rear basement wall be reinforced with
a treated timber wall. A location plan and detail drawings
are attached. The bow in the wall is exaggerated on the
d-r-awing f-e-r-el-a-r-i-ty T-he-cavity-be-tween-bh-e-ba-semen-t wa-1-1
and the timber wall is to be filled with dry sand in order
to transfer the pressure from the basement wall to the
timber wall. The sand is to be added after the timber wall
is in place with all the joints caulked so there is no

leakage into the basement. Four-inch square or round holes
may be cut in the plywood to add the sand. It will probably
be necessary to cut holes below the crack to fill the lower
cavity and a second row near the top to fill the upper
area. Patch the holes after the sand is in place. From past
experience, a concrete vibrator will be necessary to assure
adequate filling and compacting. The sand must be delivered
dry and kept dry until the filling is complete.
I also recommend that the gutters be cleaned, the
downspouts be extended, and that fill dirt be added as
necessary to improve the drainage around the house. Several
of the boards of the deck floor on the north side of the
house will have to be removed to add and compact fill dirt
to improve the drainage under the deck. Also, add a four
foot long splash block under the outside hydrant on the
west side of the house.
Enclosed is a copy of a treatise I have written entitled
"Definitions of Drainage Terms" that gives detailed
instructions on the requirements for adding fill to improve
drainage and other related subjects. It is generic in
nature and not all items apply to this situation.
These recommended repairs have been very effective in
similar situations I have encountered and I expect equally
good results in this case.

If the addition of fill is required to correct drainage,
several steps must be followed. First, all decorative rock,
bark, or other material must be removed and stored. If the
ground is loose, it must be compacted with a "jumping jack"
compactor. The top two inches of the existing ground must be
loosened to prevent a plane from being formed between the
old and new soil layers. Then, a non-expansive,
predominantly clay soil shall be added in lifts not to
exceed four inches thick. The fill soil is to be compacted
between lifts with a "jumping jack" until the desired slope
is established. Soils Engineers recommend a drop of one foot
in the first ten feet away from the structure with a
positive means, such as a Swale, to carry the water as far
away from the structure as practical.
c. PLANTING BEDS
Sprinkler heads shall not discharge within five feet of the
structure. Plants that require minimum amounts of water
should be used for landscaping and they should be hand-
watered. If decorative rock, bark or similar material is to
be used for ground cover, it shall be placed on weed-stop
fabric, never plastic sheeting. If edging is used to
separate planting areas from lawn areas, it shall be
perforated to allow water to flow from the planting bed to
the lawn without ponding. Four-foot long concrete splash
blocks shall be placed at each downspout and outside water
hydrant.

EXTERIOR OR INTERIOR PERIMETER DRAINS
Perimeter drains are ineffective unless they are properly
installed. The excavation must be done with the utmost care.
First, measure the length that will be required and allow
1/4" per foot slope down to the sump. To keep the depth from
being excessive, add additional sumps. It would not be
unusual to have two sumps in a mid-size house and three or
four in a large house.
The excavation must slope in a straight line and even the
slightest sag will collect water and leak it back into the
ground. If a trench is accidentally over-excavated, it must
be straightened by additional excavation, never by filling.
The bottom of the drain must be in constant contact with the
bottom of the trench without any rock below it. It must be
held down while rock is added to the trench to keep it from
"floating" off the floor of the trench.
The rock fill must be 3/4" to 1-1/2" washed river rock (no
fines), well tamped, but not to the extent that it would
crush the pipe. The rock bed should be filled to 4" above
the pipe and be at least 8" wide. The bottom of the drain
pipe should be 2" below the foundation at the highest point
of the drain and slope downward from there. The edge of the
drainage trench should be in line with the foundation wall
if the house is on piers. If the foundation is on continuous
footings, the drain should be set away from the edge of the
footing so that the excavation will not undermine the
footing. The excavation should not infringe on a line drawn
at a one to one pitch downward from the toe of the footing.
If the moisture is excessive, lateral drains shall be
extended under the footings at six-foot to eight-foot
intervals.
E. GENERAL
Perimeter drains should always be placed on the outside of
new construction. They are usually placed inside when they
are added later because it is less expensive. Before the
slab is removed to install an inside drain, the bottom of
the basement wall must be adequately braced. The sumps and
sump pumps should be placed inside with a freeze-proof
discharge system to the outside. There must be a pump in

On August 6, 2008, the Building Division issued permit #080882 to Steve Blakesley of Orion
Development for window replacement at 6855 W. 481h Avenue at approximately 9:15 a.m. Orion
Development is a general conYractor licensed with the City of Wheat, exempted from Municipal
Code Section 5-125 requirements for maintenance of Worker's Compensation based on
execution of a written waiver stating that the firm has no employees other than the owners.
On August 6, 2008, Combination Inspector Kirk Cadotte and I arrived at 6855 W. 48`h Avenue at
approximately 1030 a.m. A dumpster was observed that contained items indicating demolition
work performed at this address without permit. No one was on site to permit entrance to the
structure. Mr. Blakesley has been previously notified on at least three occasions of the municipal
code requirements to obtain a demolition or building permit prior to initiating work. Demolition
work has been initiated at this address and is believed to be part of a larger project for which the
required permits have not been obtained. Photographs indicate that drywall, insulation, cabinets,

Blakesley in less than a year of City of Wheat Ridge Municipal Code Section 5-85 IRC Section
105.1 requiring that permits be obtained prior to performing work.
Based on the above violations and history, it was requested that municipal summonses be issued
to Mr. Blakesley. Those summonses were issued by Heather Johnson of the City of Wheat Ridge
Community Services Division.
