REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec. R806. The installation of ridge venting requires the installation or existence of soffit venting. For calculation purposes, one hat or turtle vent equal to one-half of one square foot of opening. Effective December 1, 2014, asphalt shingle installations require an approved midroof inspection, conducted when 25-75 percent of the roof covering is installed, prior to final approval. Installation of roof sheathing (new or overlay) is required on the entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and mid -roofs may be called in at the same time, one hundred percent of the sheathing must be complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave and secured in place is required to be provided for all roof inspections. Roof ventilation is required to comply with applicable codes and/or manufacturer installation instructions, whichever is more stringent. Whenever the building or structure, or any portion theieof, because of (i) dilapidation, deterioration or decay; (ii)faulty construction; (iii) the removal, movement or instability of any portion of the ground necessary for the purpose of suppor[ing such buildings; (iv) the deterioration, decay oc inadequacy of its foundation; or (v) any other cause, is likely to partially or completely collapse. 9. Whenever, for any reason, the building or structure, or any portion thereof, is manifestly unsafe for purpose of which it is being used. 10. Whenever the exterior walls or other vertical structural members list, lean or buckle to such an extent that a plumb line passing through the center of gravity does aot fall inside the middle on third of the base. 11. Whenever the building or struchue, exclusive of the foundation, shows 33 percent or more damage or deterioration of its supporting member or members, or 50 percent damage or deterioration of its non-supporting members, enclosing or ou[side walls or coverings. 12. Whenever the building or structure has been so damaged by fire, wind, earthquake or flood, or has become so dilapidated or deteriora[ed as to become (i) an attractive ouisance to children; (ii) a harbor for vagrants, criminals or immoral persons; or as to (iii) enable persons to cesort [hereto for the putpose of committing unlawful or immoral acts. 13. Buildings or portions thereof shall be considered substandard when they have faulty weather protections, which shall include, but not be limi[ed to, the [ollowing: 1. Deteriorated, crumbling or loose plaster. 2. Deteriorated or ineffective wa[erproofing or exterior walls, roof, foundations or tloors, including broken windows or doors. 3. Defective or lack of weather protection for exterior wall coverings, including lack of paint, or weathering due to lack of paint or other approved protective covering. 4. Broken, rotted, split or buckled exterior wall coverings or roof coverings. 1001.9 Fire Hazard. Any building or portion thereof, device, appara[us, equipment, combustible waste, or vegetation that, in the opinion of the chief of the fire department, is in such a condition as to cause a Sre or explosion or provide a ready fuel to augment the spread and intensity of fire or explosion arising from any cause shall be considered substandard. 1001.10 Faulty Materials of Constructioa The use of materials of constructioq except those that are speciScally allowed or approved by this code and the Building Code, and that have been adequately maintained in good and safe conditions, shall cause a building to be substandard. 100111 Hazardous or Insanitary Premises. The accumulation of weeds, vegetation, junk, dead organic matter, debris, garbage, offal, rat harborages, s[agnant water, combustible materials, and similar materials or conditions on a premises constitutes fire, health or safety hazards that shall be aba[ed in accordance with the procedures specified in Chapter 11 of [his code. 1001.12 Inadequate Exits. Except for those buildings or por[ions thereof that have been provided with adequate exi[ facilities confomung to the provisions of this code, buildings or portions thereof whose exit facilities were installed in violation of code requirements in effect at the time of their construction or whose exit facilities have not been increased in number or width in relations to any increase in occupant load due to alterations, additions or change in use or occupaucy subsequen[ to the time of construction shall be considered substandard. Notwithstanding compliance with code requirements in effect at the time of their construction, buildings or portions [hereof shall be considered subs[andazd when the building official finds that an unsafe condition exists through an improper location of exits, a lack of an adequate number or width of exits, or when other conditions exist that are dangerous to human life. 1001.13 Inadequate Fire-Protection or Fire-Fighting EquipmenL Buildings or portions there of shall be considered substandard when they are not provided with the fire-resistive construction or fire- extinguishing systems or equipment required by this code, except those buildings or portions [hereof that conformed with all applicable laws at the time of their construction and whose fire-resistive integrity and fire-extinguishing systems or equipmen[ has been adequately maintained and improved in relation to any increase in occupan[ load, alteration or additioq or any change in occupancy. 1001.14 Improper Occupancy. All buildings or portions thereof occupied for living, sleeping cooking or dining purposes that were not designed or intended to be used for such ocwpancies shall be considered substandard. The following is a list of items that shall be fixed to meet code. 1. Bedroom windows do not meet egress requirements of the Uniform Building Code or the Intemational Building Code as required in Section R310. 2. Minimum required width on the stairway does not meet code according to section R311.5.1. 3. No Building Permit was pulled for the bedroom addition on covered patio. 4. Remove fumace from new bedrooms in covered porch 5. Need pressure relief valve drains to water heater pans. 6. GFCI needed in all bathrooms and kitchen outlets. 7. All exhaust fans must be vent to the outside not attic access. 8. Fix any structural problems to home 9. Inside of the house was not inspected and other code violations may need to be addressed. Whenever any portion thereof has been damaged by fue, earthquake, wind, flood or by any other cause, to such an extent that the structural strength or stability thereof is materially less [han it was before such catastrophe and is less than the minimum requirements of the Building Code for new buildings of similar structure, purpose or location. 5. Whenever any portion or member or appurtenance thereof is likely to fail, or to become de[ached or dislodged, or to collapse and thereby injure persons or damage property. 6. Whenever the building or structure has been so damaged by fire, wind, earthquake or flood, or has become so dilapidated or deteriorated as ro become (i) au attractive nuisance to children; (ii) a harbor for vagrants, criminals or immoral persons; or as to (iii) enable persons to resort thereto for the ptupose of comrrritting unlawful or immoral acts. 13. Whenever any building or structure has been constructed, exists or is maintained in violation o[ any speciGc requirement or prohibition applicable to such building or structure provided by the building regulations of this jurisdiction, as specifled in the Building Code or Housing Code, or of any law or ordinance of this state or jurisdiction relating to the condition, location or structure of buildings. 14. Whenever any building or structure which, whether or not erected in accordance with a all applicable laws and ordinances, has in any non-suppor[ing part, member or portion less than 50 percent, or in any supporting part, member or portion less the 66 percent or the (i) shength, (ii) fire-resisting qualiries or characterisHcs, or (iii) weather-resisting qualities or characteristics required by law in the case of a newly constructed building of like area, height and ocwpancy in the same location. 15. Whenever a building or structure, used or intended to be used for dwelling purposes, because of inadequate maintenance, dilapidarion, decay, damage, faulty cons[ruction or azrangement, inadequate light, air or sanitation facilities, or otherwise, is determined by the health officer [o be unsanitary, unfit for human habitation or in such a condition that is likely to cause sickness or disease. 16. Whenever any building or struchue, because of obsolescence, dilapidated condition, deteriorarion, damage, inadequate exists, lack of sufficient fue-resistive construction, faulty electric wiring, gas connections or heating appazatus, or other cause, is determined by the fire marshal to be a fire hazard. 17. Whenever any building or structure is in such a condition as to constitute a public nuisance known to the common law or in equity jurisprudence. 18. Whenever any portion or a building or structure remains on a site after the demolition or destruction of the building or structure or whenever any building or structure is abandoned for a period in excess of six months so as to consti[ute such buildiag or portion thereof an attractive nuisance or hazard to the public. The 1997 Uniform Housing Codes states: SEC1'ION 1001- DEFINITIONS 1001.1 General. Any building or portion thereof tha[ is determined to be an unsafe building in accordance with Section 102 of the Building Code, or any building or portion thereof, including any dwelling unit, guest room or suite or rooms, or the premises on which the same is located, in which there exists any of the conditions referenced in this section to an extent that endangers the life, limb, health, property, safety or welfare of the public or the occupants thereof, shall be deemed and hereby are declared to be substandard buildings. 1001.2 Inadequate Sanitation. Buildings or portions thereof shall be deemed substandard when they are when they are in sanitary. Inadequate sanitation shall include, but not be limited to, the following: L Lack of or improper water closet, lavatory, bathtub or shower in a dwelling unit or lodging house. 2. Lack of or improper water ciosets, lavatories, and bathtubs or showers per number or guests in a hotel. 3. Lack of or improper kitchen sink in a dwelling unit. 4. Lack of hot or cold rumiing water to plumbing fixhues in a hotel 5. Lack of hot or cold running water to plumbing fixhves in a dwelling unit or lodging house. 6. Lack of adequa[e heating facilities. 7. Lack of or improper opera[ion or required ventilating equipmen[. 8. Lack of minimum amounts of natural light and ventilation require by this code. 9. Room and space dimensions less than required by this code. 10. Lack of required electrical lighting. 11. Dampness of habitable rooms. 12. Infestation of insects, vermin or rodents as deternuned by the health officer. 13. General dilapidarion or improper maintenance. 14. Lack of connection to requued sewage disposal system. 15. Lack of adequa[e garbage and rubbish storage and removal facilities as determined by the health officer. 10013 Structural Hazards. Buildings or portions thereof shall be deemed subs[andard when they are or contain shvctural hazards. Shuchual hazazds shall include, but not be limited to, the following: 1. Deteriorated or inadequate foundations. 2. Defective or deteriorated flooring or floor supports. 3. Flooring or floor supports of insufficien[ size to carry imposed loads with safety. 4. Members of walls, partirions or o[her ver[ical supports that split, lean, list or buckle do [o defective material or deteriorations. 5. Members of walls, partitions or other vertical supports that are of insufficient size to carry imposed loads wi[h safety. 6. Members of ceilings, roofs, ceiling and roof suppor[s, or other horizontal members that sag spli[ or buckle due to defective material or deterioration. 7. The accumulation of weeds, vegetation, junk, dead organic matter, debris, gazbage, offal, rat harborages, stagnant water, combustible materials, and similar materials or condirions on a premises constitutes fire, health or safety hazards that shall be abated in accordance with the procedures specified in Chapter ll of this code. 1001.12 Inadequate Exits. Except for those buildings or portions thereof that have been provided with adequate exit facilities conforming to the provisions of this code, buildings or portions thereof whose exit facilities were installed in violarion of code requirements in effect at the time of their construction or whose exit facilities have not been increased in number or width in relations to any increase in occupant load due to alterations, additions or change in use or occupancy subsequent to the Ume of construction shall be considered substandard. Notwithstanding compliance with code requirements in effect at the rime of their conshuction, buildings or portions thereof shall be considered substandard when the building official £inds that an unsafe condition exists through an improper location of exits, a lack of an adequate number or width of exits, or when other conditions exist that are dangerous to human life. 1001,13 Inadequate Fire-Protection or Fire-Fighting Equipment. Buildings or portions there of shall be consideted substandard when they are not provided with the fire-resistive consWcrion or fire- extinguishing systems or equipment required by this code, except those buildings or portions thereof that conformed with all applicable laws at the time of their construcrion and whose fire-resisrive integrity and fire-extinguishing systems or equipment has been adequately maintained and improved in relation to any increase in ocwpant load, alteration or addition, or any change in occupancy. 1001.14 Improper Occupancy. All buildings or portions theceof occupied for living sleeping, cooking or dining purposes that were no[ designed or in[ended to be used for such occupancies shall be considered substandard. The following is a list of items that shall be fixed to meet code. 1. Bedroom windows do not meet egress requirements of the Uniform Building Code or the International Building Code as required in Section R310. 2. Minimum required width on the stairway does not meet code according to section R311.5.1. 3. No Building Permit was pulled for the bedroom addition on covered patio. 4. Remove furnace from new bedrooms in covered porch 5. Need pressure relief valve drains to water heater pans. 6. GFCI needed in all bathrooms and kitchen outlets. 7. All exhaust fans must be vent to the outside not attic access. 8. Fix any structural problems to home 9. Inside of the house was not inspected and other code violations may need to be addressed. ORDER The City of Wheat Ridge Building Official has determined the building referenced above to be a Dangerous Building. T6e owners are ordered to pull a building permit to fix the deficient items. If such items are not fixed by June 13, 2005, the Building Department will post this building as a Dangerous Building. As a result of our conversation, this letter is to advise you that the fire detection system currently installed in the facitity is adequate and meets the requirements ofN.F.P.A. 72, National Fire Alarm Code, 1999 Editioq and the Uniform Fire Code, 1991 editioq and the Uniform Building Code, 1991 edition. When the system was initially installed, a smoke detector was installed in the dining room azea as you are cunently suggesting. As a result of cooking practices and the types of food being served, the department was constantly responding to false alarms at this (ocation involving the detector in the dining room. Consequently, the detector was relocated by the living room in order to prevent the false alarms and still provide adequate required coverage of the system. Detection of the garage area, as suggested, will result in false alarms due to the fact that the garage is not insulated and temperatures at the ceiling level during the summer will exceed the boundaries of the devices installed. The garage is not used as a habitable space, and has a one-hour fire rating as required by code between the house and garage azea. It is the position of this office that the current(y installed system provides adequate coverage for detection of fire in this facility and as a result, no modification or additions to the system will be allowed. Sally stated one of the residents at the facility has a cat in need of veterinarian care. Sally stated the resident is Sl Ester Hall. Sally stated Ester had not allowed the cat out of the room. Sally stated the cat had a large sore in it's front leg and it drained fluids all over the bed. Sally stated she had to throw out many sets of sheets and blankets because she could not get them clean. Sally stated she had offered to take the cat to the vet but Ester would not allow it. Sally stated she told Ester many times the cat needed veterinarian care. Sally stated Ester told her she would call a vet to come to the house. Sally stated the wound was getting worst all the time. On 12/27/2008 at approximately 1105 1 responded to 7465 W 48th Ave. Upon arrival I contacted Pl Teresa Lupostolle. Teresa stated she saw the wound on the cat. Teresa stated she has worked at the facility for about a week and a half. Teresa stated the care giver prior to her had been fired about two week ago. I asked Teresa if Ester Hall lived at this facility. I asked Teresa if Ester had a cat. Teresa stated the cat was in the room with Ester. Teresa stated the room is very dirty and smells bad. Teresa stated she would tell Ester she had a visitor. Teresa stated Ester would not allow anyone to take the cat. Teresa stated the sore on the cat is "horrible". I asked to see the cat. Ester and I responded to her roam. upon arrival I was overwhelmed with a rotting smell. I observed a dish of water and food for the cat. The room was very dirty and. messy. I observed a medium domestic black cat: laying on the bed. I observed a sore measuring approximately 3 1/2 to 4 inches in length and 3 inches in width located right shoulder and upper leg on the cat.. I observed an additional sore located closer the neck on the cat. I observed what appeared to be :bone structure located inside the back of the wound. The wound appeared to be draining on the bed in the room. Ester stated she would call a vet to come to the house and look at the cat on Monday. I asked Ester for the name of her vet. Ester stated she did not have vet for the cat. I asked. Ester if the cat had been to the vets recently. Ester stated it had not. I asked. Ester, when did she notice the sore on the cat. Ester stated the sore had been on the cat for about 2 months. Ester stated she noticed the sore in .August. I explained to Ester the cat must see a vet today. Ester stated she did not want e to take her cat. I explained to Ester I would be transporting the cat to ACCES located on 16th and Wadsworth Blvd. I asked Ester if she had the funds to care for the cat, Ester stated she did. Ester provided her telephone number and asked to be contact by the vet with the condition of the cat. I explained to Ester I would have the vet contact her as soon as possible. I placed the cat in my truck. I spoke with. R2 Chester Mall, Ester Halls' son, via telephone. Chester stated he lives in California. Chester stated he was in Wheat Ridge to visit his mother in August and the cat appeared to be fine. Chester asked what was going on with the cat. I explained to Chester I was transporting the cat to an animal hospital for emergency care. Chester asked to be contacted after the cat had been. examined. I told Chester I would. I thea responded the ACCES, located at 1597 Wadsworth Blvd. Upon arrival, I contacted R3 Dr Heather Israel. Heather examined the cat. Heather contacted Ester via telephone. Ester gave her consent to examine the cat. Heather stated there was not enough skin to close the wound on the cat. heather stated the front claws on the cat had grown into its, pads and would have to be surgically removed. Heather stated the cat was elderly. Heather stated she would have to do some blood work to see if the cat was healthy enough to treat. Heather stated the care for the cat would be extensive.. Heather provided and estimate for the cost of the initial care ,for the cat. The estimate was $1600 to $2000.
