In order to pass a final inspection on commercial elastomeric or similar type roofing, a
letter of inspection and approval from the manufacturer technical representative stating
that "the application of the roof at (project address) has been applied in accordance with
the installation instruction for (roof material brand name) roof covering" is required to
be on site at the time of final inspection.
Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
Mid -roof inspections may be called in at the same time, 100 percent of the sheathing must
be complete and 25-75 percent of the midroof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. A ladder extending 3
feet above the roof eave and secured in place is required to be provided for all roof
inspections. Roof ventilation is required to comply with applicable codes and/or
manufacturer installation instructions, whichever is more stringent.

requirements, fees androcedures for approval of any new permit. Re -issuance or extension of expired permits is at the sole discretion of
the Chief Building Official and is not guaranteed.
4. No work of any manner shall be performed that shall results in a change of the natural flow of water without prior and specific approval.
5. The permit holder shall notify the Building and Inspection Services Division in accordance with established policy of all required
inspections and shall not proceed or conceal work without written approval of such work from the Building and Inspection Services
Division.
6. The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any provision of any
applicable code or any ordinance or regulation of this jurisdiction. Approval of work is subject to field inspection.

The following requirements are made under the 2003 International Building Codes
and the 2003 International Fire Code with amendments as adopted by the City of
Wheat Ridge.
1. Building Plans were reviewed under the 2003 International Building Codes, 2002
N.E.C. and are subject to field inspection for compliance.
2. Building shall meet the City of Wheat Ridge Prescriptive Energy Code or the
2003 International Energy Conservation Code.
3. Fire alarm plans shall be submitted to the Fire District and Building Department
as a separate permit. (Alarm system shall compliant with N.F.P.A. 10 and A.D.A.
requirements) If required.
4. Fire sprinkler plans shall be submitted to the Fire District and Building
Deparhnent for approval and will be submitted under a separate permit if
required.
5. Fire extinguishers shall be mounted in the main corridors with a minimum rating
of 2A-4013C with no greater than 75 feet travel distance between extinguishers or
according Fire District standards.
6. Fire dampers and smoke dampers shall be supplied in all duct systems that
penetrate occupancy separations. Smoke dampers shall be activated by detectors
that are intemal and external of the duct system.
7. "NO SMOKING" signs shall be posted at the entrance to the construction site.
8. The existing fire alarm system shall be in normal operation when construction
work is finished each day if applicable.
9. The Fire District shall be notified if the Fire Alarm or sprinkler systems are to be
down greater than 5 hours.
10. "ALL" Fire lanes shall remain clear at all times of construction.
11. All alarm devices shall be supported to structure through out the tenant finish.
12. All bathrooms shall comply with A.D.A.
13. Any changes to the existing approved plans shall be submitted to the Wheat Ridge
Building Department.
14. Ceiling lamination and ceiling panels must be self supporting from structure.
15. Signs on the required egress doors shall state, "THESE DOORS TO REMAIN
iJNLOCKED WHILE THE BUILDING IS OCCUPIED" or you shall install
panic hardware on all required egress doors. The twist bolt locks shall state
whether the door is locked or unlocked.
16. All approved plans and permits from Wheat Ridge Building Department and the
Fire District shall remain on site until a Certificate of Occupancy is received.
17. The gas and electrical for each unit shall be marked with the address they service
along with the main shut off's.
18. Any "HOT WORK" operations shall have a required extinguisher with a
minimum rating of 2A-40BC within 20 feet.
19. Exit signs shall be accompanied with frog eyes for back up ]ighting.
20. Need to protect the exterior of both buildings with a 2 hour fire wall on each
building to a distance of 5 feet from the exterior of the other building with no
openings allowed in this area (such as windows and doors).
21. Need to make building ADA accessible per ADA.
22. Make handicap parking spaces per ADA and City standards.
23. Address shall be placed in a lighted area with address numbers a minimum of 3
inches high where they can be seen from the road fronting the property. Address
sign shall be seen from 100 feet away in all direction of travel on public roads.
24. Occupacy seperation shall be a 2 hour fire separation between B and F-2
occupancy.

4. City records also indicate the existing slructures east and west of the newly erected structure were
abandoned and vacant structures in 1983. There are no records of building pemuts or flood exemption
peanits allowing these strucNres to be used as anything but non-habitable storage buildings.
Due to the above referenced structure being considered as a dangerous building pursuant to the Uniform Code for the
Abatement of Dangerous Buildings Code and being a fire hazard due to the electrical conditions, you are hereby
notified to discontinue use of the above referenced structures within ten (10) davs from the date of receipt of this letter.
Failure [o comply with said notice and order will result in services to the building being disconnected.
Any owner or person aggrieved with the ruling of the enForcing officer may appeal the decision. This appeal must be

Dear Mr. Merrigan
The following is a response to your request for appeal and for a(30) thirty-day reprieve
to make a proposal to remedy the current situation.
I have been in contact with an electrician inquiring about the property in question and
installing a temporary power pole on the site. The electrician indicated to me that he
wanted to set the temporary service on the building. This will not be permitted due to the
structures being located within the (100) one-hundred flood plain. I have asked Uie
electrician to submit a copy of a site plan showing where they would like to set a remote
temporary electric service
When the new portion of the stnicture was constructed, it was approved as a storage
building that did not include electncal, plumbing and mechanical work. The alterations
that have been done were done withou[ a permit and withuut inspections.
You are correct that there are residences located directly west of this property that appear
to be at the same elevation as the property in question, but, according to FEMA flood
maps they are not located within the 100 year flood plain as is portions of your property.
A 30-day extension would be a consideration if the following items were to be addressed
durin-, this time,
• Discontinue use of occupied portions of the structures until a Class II flood
exemption permit has been applied for and approved.
• Remove all stored materials from areas located wi[hin the (100) one hundred year
flood plain as designated by FEMA flood maps.
• Remove all inoperable/junk vehicles as defined by the Wheat Ridge Code of
Laws, from the site.
• Relocate all storage buildings out of the flood plain area and secure structures
with anchors not less [han 36 inches in length at all four corners of structures.

This office represents the owners of the above referenced property. They have faxed me
copies of several warning notices you sent to them, which allege that they are in violation of your
flood-way regulations, as weil as junk, trash, and parking and driveway surfacing problems.
My clients recently purchased the property, and as you may know, the historical use of the
property was as a Public Service storage yard and pump station. In any event, my clients have
initiated the cleanup of the property, and are directing their tenants to remove the junk, and the junk
vehicles. You should begin to see an improvement in the very near future.
My clients are interested in developing the property, and are meeting with your planning and
building people in order to get that accomplished. The metal along the eastern border ofthe property
is a metal building which they plan to construct on the property. They are moving ahead towards
that goal. They also realize that they will have to install landscaping, and pave the driveway as a part
of the development of the property. They have every intention of doing so, and hope to achieve a
cooperative relationship with the City of Wheatridge so that they can dramatically improve the
appearance and use of this property.

SUBJECT: 8360 W. 48`" Avenue/ proposed storage structure (car port)
I have reviewed the building plans for the proposed structure to be constructed at 8360 W. 48`"
Avenue. The proposed structure will be partially in the Flood Storage District of the Clear
Creek 100 year fiood plain. The owner is aware that the interior of this structure must be
allowed to flood in order to keep from displacing flood water in the flood plain. Therefore, the
structure must comply with the UBC Appendix Chapter 31, section 3107.3 Enclosures below
Base Fiood Elevation. The finished floor of the structure wiil be below the Base Flood
Elevation. The proposed structure is not for human occupancy and will have no mechanical or
piumbing fixtures in the building. An overhead electrical light fixture will be the only utility in
the structure. The proposed structure will not be insulated. Walls will be hung on posts rather
than attached to a foundation and will contain siide doors, which are not weather proof, on
each wall. This will allow flood water to enter the storage building without displacement of
flood storage capacity.
As this will be used for vehicle storage, the owner must be made aware of restrictions on
storage within the flood plain. Section 26-206 (E) Prohibited Uses, states the following;
"Hazardous Materials: The storage or processing of materials that are buoyant, flammable or
explosive, or any hazardous liquid or solubte matter which in times of flooding could be
injurious to human, animal or plant life shall be prohibited within the Flood Storage District."
Therefore, a Class I Special Exception Permit is hereby authorized for the proposed structure
at 8360 W. 481" Avenue with the following restrictions:
Wheat Ridge Code of Laws Section 26-206 (E) Prohibited Uses must be adhered to.
Uniform Building Code requirements as specified in Appendix Chapter 31 Section
3107.3 Enclosures Below Base Flood Elevation.

copies of several waming notices you sent to them, which allege that they are in violation of your
flood-way regulations, as well as junk, trash, and parking and driveway surfacing problems.
My clients recently purchased the property, and as you may know, the historical use of the
property was as a Public Service Storage yard and pump station. In any event, my clients have
initiated the cleanup of the property, and arc directing their tenants to remove the junk, and the junk
vehicles. You should begin to see an improvement in'the very near future:
My clients are interested in developing the property, and are meeting with your planning and

SPECIAL CONSTRUCTION
Division I-FLOOD-RESISTANT CONSTHUCTION
SECTION 3104 - GENERAL
31041 Purpose. The provisions of this division are intended to
promote public safety and welfare by reducing [he risk of flood
damage in areas prone to flooding.
3104.2 Scope. Buildings and structures erected in areas prone to
flooding shall be constmcted as required by the provisions of this
division. The base flood elevation shown on [he approved flood
hazard map is the minimum eleva[ion used to define areas pmne to
flooding unless records indicate a higher elevation is to be used.
The flood-prone areas are defined in [he jurisdic[iods tloodplain
management ordinance.
3104J Definitions. For the purpose of this division, certain
tenns are defined as follows:
BASE FLOOD ELEVAT'ION is the depth or peak elevation of
flooding, including wave height, having 1 percent chance of being
equaled or exceeded in any given year.
FLOOD IIA7.ARD MAP is a map published by an approved
agency that defines the flood boundazies, eleva[ions and insurance
risk zones as detennined by a de[ailed flood insurance study.
HAZARD ZONES are areas that have been determined to be
prone to tlooding and are classified as either flood hazard zones, A
zones, or coastal high-hazard zones, V zones, in accordance with
Sections 3107.1 and 3108.1.
SECTION 3105 - MANUFACTURED STRUCTURES
New or replacement manufactured structures located in any flood
hazard zone shall be located in acmrdance with the applicable ele-
vation requirements of Sections 3107.2 and 3108.2, and [he an-
chor and tie-down requirements of Section 31101.
SECTION 3106 - PROTECTION OF MECHANICAL
dND ELECTHtCAL SYSTEMS
New oc ceplacement electrical equipment and hea[ing, veutilating,
air conditioning and other service faci]ities shall be either placed
above the base flood elevation or pmtected to prevent water from
entering or acwmulating within the system components during
tloods up to the base flood elevatioa [ustallation of electrical wio-
iug and outlets, switches, junction boxes and panels below the
base flood elevation shall conform to the provisions of the Electri-
cal Code for such items in wet loeations.
SECTION 3707 - FLOOD HAZARD ZONES-A ZONES
31071 General. Areas that have been de[ermined as prone to
tlooding but uot subject to wave heights of more than 3 feet (914
mm) are designa[ed as flood hazard zones. Buildings or sttvc[ures
erected in flood hazard zones shall be designed and constructed in
acwrdance with this section.
3107.2 Elevation. Buildings or structures erected within a flood
hazard zone shall have [he lowes[ t7oor, including basement
tloors, located at or above the base flood elevation.
EXCEPTIONS: L Except fur Group R Occupancies, any occu-
pancy may have floors below the base tlood elevution in uccoedance
with Section 3107.4.
2. Floors of buildings or struc[urcs thal are used only for building
access, means of egress, foyers, storage and parking garages may be '
below [he base tlood eleva(ion in accordance with Sec[ion 3107.3.
31073 Enclosures below Base Flood Elevation. Enclosed
spaces below the base flood elevation shall not be used with the
exception of building access, means of egcess, foyecs, storage and
parking garages. Enclosed spaces shall be pmvided with ven[s,
valves or other openings that will auromatiCally equalize the lat-
eral pressure of waters acting on the exterior wall surfaces. The
bottom of the openings shall not be higher than 12 ioches (305
mm) above finish grade. A minimum of [wo openings per build-
ing, or one opening for each enclosure below the base flood eleva-
tion, whichever is greater, shall be provided. The total net area of
such openings shall no[ be less Ihan 4 square feet (037 m'-) or 1
square inch foc every square foo[ (0.007 m'- for every 1 m2) of
enclosed area, whichever is greater.
3107.4 Fluod-resistant Cous[ruc[ion. Buildings or structures
of any occupancy other than Group R may, in lieu of ineeting the -
elevation provisions of Section 3107.2, be ecected with tloors us-
able for human occupancy below the base flood elevation, pro-
vided the following conditions are met
1. Space below the base flood elevation shall be constructed
with ex[erior walls and floors [hat are impermeable to [he passage
of watec.
2. Structural components subject to hydrostatic and hydrody-
namic loads during [he occurrence of flooding to the base flood
elevation shall be capable of cesisting such forces, including the
effect of buoyancy.
3. Openings below [he base flood eleva[ion shall be provided
with watertight closures and shall have adequate strucmral capao-
ity [o support flood bads acting upon closure surfaces.
4. Floor and wall penetrations for plumbing, mechanical and
electrical svstems shall be made watertight to prevent flood water
seepage through spaces between penetration and wall wnstruo-
tion materials. Sanitary sewer and storm drainage systems that
have openings below the base flood elevation shall be provided
with closure devices to prevent backwater flow during conditions
of tlooding-
3107.5 Pian Requirements for Flood-resistant Cons[ruc-
tion. When buildings or strucmres are to be constructed in
accordance with Section 3107.4, an architect or engineer licensed
by the state to practice as such shall prepare plans showing details
of the tloor wall and foundation support components. Calwla-
tions and approved [echnical data used to comply with [he condi-
tions of Section 3107.4 shall also be provided.
SECTION 3108 - COASTAL HIGH HAZARD ZONES-
V ZONES
31051 General. Areas that have been de[ermined to be subject
to wave heights in excess of 3 feet (914 mm) or subject to high-ve-
locity wave run-up or wave-induced erosion are designated as
coastal high-hazard zones. Buildings or structures erected in
coas[al high-hazard zones shall be designed and constructed in ac-
cordance with this section.
3108.2 Eleva[ion. Buildings or structures erected within a
coastal high-hazacd zone shall be elevated so that the lowest por-
tion of horizon[al struc[ural members, with the exception uf foot-

ings, mat or raft foundations, piles, pilc caps, columns, grude
beams, and bracing, shall be located a[ oc above the bas'e Llood ele-
vation.
3108.3 Enclosures below Base Flood Elevation. Spaces below
the base flood elevation in a coastal high-hazard zone shall be free
ofobsVUCtion.
EXCEPTIONS: 1. Foutings, mat ur raft foundations, piles, pile
caps, columns, grade beams, and beacing that provide stmcNrul stabil-
ity foc the building.
2. Structumi systems of antcances aud requiced exits.
3. Storage of porlabie oc mobile items that can be moved in the event
of a srorm.
4. Walls or partitions may be used to enclose all or pae[ of the space,
provided they are not part of the stmcNral support of the building and
aze designed [o break away under high tides or wave action withou[
causing damage ta the s'[mcWral system of the building (see Seaion
3110.6.) Screening, lutlice-type artangements or othec materials that
allow the passage of watcr may also be used.
3108.4 Founda[iuns. Buildings or structures erected in coastal
high-hazard zones shall be supported on piles or columns. When
piles are used, they shall have soil penetration to resist the com-
bined wave and wind loads lo which [hey may be subject during a
flood equal to the base flood elevation. Pile design shall include
consideration of decreased resistance capacity caused by scour of
the soil stra[a surrounding the piles. Pile sys[em design and ins[al-
lation shall be made in accordance with the provisions of [his code.
When mat or raft foandations are used, they shall be located at a
depth to provide protection from erosion or scour.
3108.5 Plan Requirements for Coastal High-hazard Con-
struction. When buildings or s[ructures are to be constructed in
accordance with Section 3108, an architect or engineer licensed
by the state to practice as such shall submit plans showing details
of the foundation support and connection componen[s [o comply
with the requirements of Section 3108.4. When solid walls or par-
titions ace proposed below the base flood elevation, wall, framiug
and connection de[ails of such walls in acwrdance wi[h Section
31083 shall be provided.
SECTION 3109 - ELEVATION CERTIFICATION
A land surveyor, architect or engineer licensed by the sta[e to prac-
tice as such shall certify that the actual elevation in relation m

mcan sea level of the lowest Floor, if in a tlood hazard wne, or the
buttom of the lowest horizontal stmcmral member, if in a coastal
high-hazard zone, are at or above the minimum elevation when re-
quired by the provisions of Sections 3I072 and 3 108.2.
SBCTION 3110 - DESIGN REQUIREMENTS
3110.1 Structural Systems. Structural systems of buildings or
structures shall be constmeted, connected and anchored to resist
flotation, collapse or permanent la[eml movement due to loads
from tlooding equal to the base tlood elevation.
3110.2 Desigu Loads. The stmcmral system shall be designed io
accordance with well-established engineering principles and with-
considemtion of hydrodyoamic and hydrosta[ic loads. The re-
quired loading shall be established by site-specific criteria or ap-
proved national standards. Impact loads shall be wnsidered in the
analysis of the structural system.
3110.3 Load Combiuations. I.oading combinxtions shall be
subject to approva] by the building officiaL The s[mctural system
shall be designed [o resist each wmbioation of loading acting si-
mWtaneously. In lieu of site-specific loading requirements, Ioad
wmbina[ions from an approved national standard may be ased.
3110.4 Stress Inereases. Allowable s[resses may be increased
one Ihird for flood loads in combina[ion wi[h dead load or dead
and live load combinations. When strength design is used, tlood
louds may be cuns'idered as dead loads when considering dead and
live load condi[ions. Flood loads may be considered as wind loads
in other loxd combina[ions.
3110S Overturning. Buildings and structures and parts or eIe-
ments shall be designed to resist sliding or overtuming by a[ least
15 times the latecal force or overtucning moment eaused by wind .
and flood loads ac[ing simul[aneously. For the purpose of provid-
ing stability, only the dead Ioad shall be considered effective in re-
sisting overmrning.
3110.6 Breakaway Walls. When walls or partitions located be-
low the base flood elevation are required [o break away in accord-
ance wi[h Section 31083, such walls shall be designed for not less
[hao 10 pounds per square foot (psf) (0.48 kN/m=) or more [han
20 psf (0.96 kN/m2) on the vertical projected area.

This application has been reviewed by both Planning and Public Warks. Public Works found
that the proposed structure was located in the 100 year flood plain. However, Bob Goebel, the
Flood Plain Administrator, determined the proposed structure will not be for human occupancy
and will have no plumbing or mechanical fixtures in the building, he can approve the structure as
a Class I flood exemption.
The applicant would like to come down and pay for his flood exemption permit and pick up his

SUBJECT: 8360 W. 48`h Avenue/ proposed storage structure (car port)
I have reviewed the building plans for the proposed structure to be constructed at 8360 W. 48`n
Avenue. The proposed structure will be partially in the Flood Storage District of the Clear
Creek 100 year flood plain. The owner is aware that the interior of this structure must be
allowed to flood in order to keep from displacing flood water in the flood plain. Therefore, the
structure must comply with the UBC Appendix Chapter 31, section 3107.3 Enclosures below
Base Flood Elevation. The finished floor of the structure will be below the Base Flood
Elevation. The proposed structure is not for human occupancy and will have no mechanical or
plumbing fixtures in the building. An overhead electrical light fixture will be the only utility in
the structure. The proposed structure will not be insulated. Walls will be hung on posts rather
than attached to a foundation and will contain slide doors, which are not weather proof, on
each wall. This will allow flood water to enter the storage building without displacement of
flood storage capacity.
As this will be used for vehicle storage, the owner must be made aware of restrictions on
storage within the flood plain. Section 26-206 (E) Prohibited Uses, states the following;
"Hazardous Materials: The storage or processing of materials that are buoyant, flammable or
explosive, or any hazardous liquid or soluble matter which in times of flooding could be
injurious to human, animal or plant life shall be prohibited within the Flood Storage District."
Therefore, a Class I Special Exception Permit is hereby authorized for the proposed structure
at 8360 W. 48`" Avenue with the following restrictions:
Wheat Ridge Code of Laws Section 26-206 (E) Prohibited Uses must be adhered to.
Uniform Building Code requirements as specified in Appendix Chapter 31 Section
3107.3 Enclosures Below Base Flood Elevation.

This application has been reviewed by both Planning and Public Works. Public Works found
that the proposed structure was located in the 100 year flood plain. However, Bob Goebel, the
Flood Plain Administrator, determined the proposed structure will not be for human occupancy
and will have no plumbing or mechanical fixtures in the building, he can approve the structure as
a Class I flood exemption.
The applicant would like to come down and pay for his flood exemption permit and pick up his
building permit at the same time. Is it possible for him to do so?

Avenue. The proposed structure will be partially in the Fiood Storage District of the Clear
Creek 100 year flood plain. The owner is aware that the interior of this structure must be
allowed to flood in order to keep from displacing flood water in the flood plain. Therefore, the
structure must comply with the UBC Appendix Chapter 31, section 3107.3 Enclosures below
Base Flood Elevation. The finished floor of the structure will be below the Base Flood
Elevation. The proposed structure is not for human occupancy and will have no mechanical or
plumbing fixtures in the building. An overhead electrical light fixture will be the only utility in
the structure. The proposed structure will not be insulated. Wails will be hung on posts rather
than attached to a foundation and will contain slide doors, which are not weather proof, on
each wall. This will allow fiood water to enter the storage building without displacement of
flood storage capacity.
As this will be used for vehicle storage, the owner must be made aware of restrictions on
storage within the flood plain. Section 26-206 (E) Prohibited Uses, states the following;
"Hazardous Materials: The storage or processing of materials that are buoyant, flammable or
explosive, or any hazardous liquid or soluble matter which in times of flooding could be
injurious to human, animal or plant life shall be prohibited within the Flood Storage District."
Therefore, a Class I Special Exception Permit is hereby authorized for the proposed structure
at 8360 W. 48' Avenue with the following restrictions:
Wheat Ridge Code of Laws Section 26-206 (E) Prohibited Uses must be adhered to.
Uniform Building Code requirements as specified in Appendix Chapter 31 Section
3107.3 Enclosures Below Base Flood Elevation.
