AFPD did not require tenant finish permits for the apartment building remodels because the structure layout was not altered. Only flooring, cabinets and appliances were switched out. It is also my understanding that battery operated smoke alarms and CO alarms were added to the units. The installation of the alarms can be adequately verified by the City of Wheat Ridge Building Department. Therefore no fire department inspections are needed for the remodel projects. AFPD has issued a new building permit for the new clubhouse building. That project will require a final inspection and fire department approval prior to occupancy. The site specific development improvements will consist of the addition of a new clubhouse building, remodeling the existing buildings, new landscaping, and new playground, and removal and replacement of the parking lot. The site lies within the South Plat Drainage Basin. Runoff from the existing site generally flows overland at approximately 0.5% slope from northeast to southwest. Runoff from the project sheet flows to existing drainage swales, where it is captured by an existing drainage culvert at the corner of I-70 and Garrison Road. There are no major irrigation facilities within 100 -feet of the project. However, there is existing irrigated landscaped areas onsite. The project is located in Flood Zone X, as shown on the National Flood Insurance Program's Flood Insurance Rate Map (FIRM),, Jefferson County, Community Panel Number 080590021 1 F, Effective Date of February 05, 2014. According the National Resource Council Soil (NRCS) web site, the site soil is Loveland variant gravelly sandy loam, which has a hydraulic rating of B. And was not found in any other of the borings. Therefore no groundwater is expected with this project. After the proposed project is constructed, runoff will be captured by roof drains and swales where it will be discharged in the same manner as the existing runoff. The erosion potential for the site in its current condition is low due to existing impervious material and landscape coverage (asphalt and vegetation). The greatest potential for erosion will occur during construction, due to stormwater runoff and wind. The ground will be exposed for a short time during the demolition phase, but it will be quickly covered by pavement and foundation during construction. Construction is anticipated to commence in August 2020± with completion in approximately 12 months. Clearing, grubbing, grading, building removal, and pavement removal - Install vehicle tracking pad at entrance to site. Define limits of clearing and place silt fence as defined by the approved grading plan (see included drawing) . If necessary, designate an area to stockpile topsoil and provide straw bales at toe of slope. Place inlet protection at all inlets and pipe entrances. Follow requirements of approved erosion control plan. As grading progresses, provide gravel inlet protection and silt fencing at down-slope side of newly disturbed areas. After drainage low points have been constructed, provide temporary berming to direct as much site storm runoff as possible to these areas. These collection areas will act as temporary sediment basins during construction until permanent land cover features have been placed. As construction progresses, designate areas for construction trailer, trash container, vehicle and equipment refueling, vehicle and equipment parking, and material storage. Stored materials shall be free of contact with the soil. Materials in containers shall be stored within a covered area. Fueling and storage areas shall be protected with a minimum I' high berm, to prevent migration of any spills. 2. Underground utility installation (sanitary sewer and water) -Maintain all previous controls and measures from clearing, grubbing, grading, building removal, and pavement removal construction. Trenches shall be backfilled as soon as possible (after inspection). Excess material shall be salvaged when possible; waste material shall be disposed of in a proper manner. Empty containers that held hazardous material, such as solvents, lubricants, fuels, etc., shall be disposed of in a proper manner. Refueling and vehicle maintenance shall be done at designated areas. Fueling and storage areas shall be protected with a minimum 1' high berm, to prevent migration of any spills When trenching for utilities located outside of protected areas, silt fencing and/or straw bales shall be provided at areas down-slope of the disturbance. Upon completion of construction, disturbed areas shall be landscaped. Erosion control measures shall remain in place until stabilization has been achieved. The Turbidity curtain Type 3 Sediment control Barrier shall be installed prior to any work within the South Platte River Boundaries 3. Building construction - Designate areas for vehicle fueling and maintenance, concrete truck washout, and material storage. Material stored outdoors shall be free of contact with the soil and covered when possible. Materials in containers shall be covered and stored in sheltered areas. All flammable materials shall be stored in proper containers and checked daily for leaks and spills. 4. Paving, sidewalk, and curb and gutter installation - Designate areas for vehicle fueling and maintenance, concrete truck washout, and material storage. Material stored outdoors shall be free of contact with the soil. Materials not in containers shall be stored indoors within covered areas. 5. Landscaping - Designate areas for vehicle fueling and maintenance, concrete truck washout, and material storage. Material stored outdoors shall be free of contact with the soil and covered when possible. Materials not in containers shall be stored indoors within covered areas. Avoid excess watering and placing of fertilizers and chemicals. OTHER CONTROLS 1. Soil Stabilization Practices (During construction) - Where significant ground cover exists on-site, it will be left in place, if possible, or removed just prior to grading. Any disturbed areas which are left fallow for more than 14 days shall be furrowed parallel to the contours in that area to minimize any sheet runoff damage. All temporary erosion control measures like silt fencing, straw bales, and inlet and outlet protection shall be monitored on a periodic basis and after any significant storm event. Follow the Stormwater Quality Control plans included within this report. 2. Soil Stabilization Practices (Post construction) -Permanent landscaping shall be installed as soon as possible after grading is completed. The landscaping will be comprised of a mixture of irrigated sodded areas, with a moderate number of landscape trees and shrubs. Follow the Landscape plans included within this report. 3. Sediment and Erosion Control Practices - Follow approved Stormwater Quality Control plans included within this report. 4. Tracking of Sediment onto Roads and Streets -Streets shall be kept clean and free of mud, soil, and construction waste. Street sweeping or other acceptable methods shall be used to prevent sediment from being washed from the project site. Streets shall not be washed with water if prohibited by local ordinances. 5. Control Practices for Wind Erosion -Wind erosion shall be controlled on the site by sprinkling and other appropriate means. 6. Material Handling and Spill Prevention NOTE: IN CASE OF FIRE, EVACUATE ALL PERSONNEL FROM THE IMMEDIATE AREA, RENDER FIRST AID TO ANYONE WHO IS INJURED, AND DIAL 911 IMMEDIATELY. TAKE APPROPRIATE STEPS TO PROTECT HUMAN LIFE AND TO CONTROL FIRES FIRST. SPILL CONTROL IS SECONDARY. 1) Upon detection of any spill, the first action to be taken is to ensure personal safety. All possible ignition sources, including running engines, electrical equipment (including cellular telephones, etc.), or other hazards will be immediately turned off or removed from the area. The extent of the spill and the nature of the spilled material will be evaluated to determine if remedial actions could result in any health hazards, escalation of the spill, or further damage that would intensify the problem. If such conditions exist, a designated employee will oversee the area of the spill and the construction SWMP Administrator will be notified immediately. 2) The source of the spill will be identified and if possible the flow of pollutants stopped if it can be done safely. However, no one should attend to the source or begin cleanup of the spill until ALL emergency priorities (fire, injuries, etc.) have been addressed. 3) Small Spills a) Small spills (usually <5 gallons) consist of minor quantities of gasoline, oil, anti - freeze, or other materials that can be cleaned up by a single employee using readily available materials. b) The following procedures should be used for clean-up of small spills: i) Ensure personal safety, evaluate the spill, and if possible, stop the flow of pollutants. ii) Contain the spread of the spill using absorbents, portable berms, sandbags, or other available measures. iii) Spread absorbent materials on the area to soak up as much of the liquid as possible and to prevent infiltration into the soil. iv) Once the liquids have been absorbed, remove all absorbents from the spill and place the materials in a suitable storage container. On paved areas, wipe any remaining liquids from the surface and place the materials in a storage container. Do not spray or wash down the area using water. For open soil areas, excavate any contaminated soil as soon as possible and place the soil in a suitable storage container. All materials will then be transported off-site for disposal. v) If immediate transfer and storage of the contaminated soil is not practical, excavate and place the contaminated soil on a double thickness sheet of 3 -mil or higher polyethylene film. In addition, a small berm should be formed around the outer edges of the soil stockpile, underneath the polyethylene film, to ensure that contaminants are not washed from the site during precipitation events and that materials do not seep through the berm. The SWMP Administrator will then contact the Jefferson County Erosion Control Staff. 4) Medium to Large Spills a) Medium to large spills consist of larger quantities of materials (usually >5 - 25 gallons) that are used on site that cannot be controlled by a single employee. Generally, a number of facility personnel will be needed to control the spill and a response may require the suspension of other facility activities. b) The following procedure shall be used for the cleanup of medium to large spills: i) Ensure personal safety, evaluate the spill, and if possible, stop the flow of pollutants. ii) Immediately dispatch afront-end loader or similar equipment to the spill and construct a berm or berms down gradient of the spill to minimize the spread of potential pollutants. On paved surfaces, portable berms, sandbags, booms, or other measures will be used to control the lateral spread of the pollutants. iii) When the spread of the spill has been laterally contained, contact the SWMP Administrator or designated facility employee and provide them information on the location, type, and amount of spilled material, and a briefing on the extent of the spread and measures undertaken to contain the contaminants. iv) Depending on the nature of the spill, mobilize additional resources as needed to contain the contaminants. v) Cleanup will commence when the lateral spread has been contained and the notification to the SWMP Administrator has been made. vi) Freestanding liquid will be bailed or pumped into 55 -gallon storage drums, steel tanks, or other suitable storage containers. When all the liquid has been removed from the pavement or soil layer, absorbents will be applied to the surface and transferred to the storage containers when they have soaked up as much of the spill as possible. vii) On paved surfaces, the remaining contaminants will be removed to the extent possible, with rags, sweeping, or similar measures. The area of the spill will not be sprayed or washed down using water. Any contaminant soaked materials will be placed into the storage containers with the other absorbents. viii) The remaining contaminated soils will be excavated and loaded into a dump truck(s) for disposal off-site at a designated facility. If transport off-site is not immediately available, the remaining soils will be stockpiled on a double thickness sheet of 3 -mil or higher polyethylene film. In addition, a small berm will be formed around the outer edges of the soil stockpile, underneath the polyethylene film, to ensure that contaminants are not washed from the site during precipitation and do not seep through the berm. ix) Record all significant facts and information about the spill, including the following: (1) Type of pollutant (2) Location (3) Apparent source (4) Estimated volume (5) Time of discovery (6) Actions taken to clean up spill c) Provide the SWMP Administrator (or designated employee) with the information from Item ix. The SWMP Administrator will then contact the Jefferson County. 5) NOTIFICATION a) Notification to the Colorado Department of Public Health &Environment (CDPHE) and the Cesar Square Apartments (9235-9355 W. 48th Avenue -Wheat Ridge, CO) CONSTRUCTION ACTIVITIES: SWMP April 15, 2020 Page 7 , 0:1 5trateVI'( Land 5oluti'ons,Inc m m Civil Engineering • Land Planning • Entitlements Jefferson County is required if there is any release or suspected release of any substance, including oil or other substances that spill into or threaten State waters. Unless otherwise noted, notifications are to be made by the SWMP Administrator and only after emergency responses related to the release have been implemented. This will prevent misinformation and assures that notifications are properly conducted. b) The notification requirements are as follows: i) Spills into/or Threatens State Waters: Immediate notification is required for releases that occur beneath the surface of the land or impact or threaten waters of the State of threaten the public health and welfare. Notifications that will be made are: ii) For any substance, regardless of quantity, contact CDPHE at 1-877-518-5608. State as follows: (1) Give your name. (2) Give location of spill (name of city). (3) Describe the nature of the spill, type of products, and estimate size of spill. (4) Describe type of action taken thus far, type of assistance or equipment needed. iii) For any quantity of oil or other fluids, call the National Response Center at 1-800-424-8802. State as follows: (1) Give your name. (2) Give location of spill (name of city and state). (3) Describe the nature of the spill, type of product, and estimate size of spill. (4) Describe type of action taken thus far, type of assistance or equipment needed. c) Reportable Quantity Spill on Land Surface: Immediate notification is required of a release upon the land surface of an oil in quantity that exceeds 25 gallons, or of a hazardous substance that equals or exceeds 10 pounds or its reportable quantity under Section 101 (14) of the Comprehensive Environmental Response, Compensation Liability Act (CERCLA) of 1980 as amended (40 CFR Part 302) and Section 329 (3) of the Emergency Planning and Community Right to Know Act of 1986 (40 CFR Part 355) whichever is less. This requirement does apply at a minimum to the substances listed in Table A below. All information known about the release at the time of discovery is to be included, such as the time of occurrence, quantity and type of material, location and any corrective or clean-up actions presently being taken. A written report must be submitted to the Water Quality Control District (WQCD) and the Jefferson County Erosion Control Staff within five days after becoming aware of the spill or discharge. NON-STORMWATER MANAGEMENT 1. Non -storm water discharges will be eliminated or reduced to the extent feasible. 2. No materials shall be discharged in quantities which will have an adverse effect on the receiving waters. 3. The measures listed below will be implemented to achieve these objectives. Q Proper and lawful disposal of all waste materials. Q Control of any spills and leaks that may occur and clean up (mitigate). Q All fueling should take place within the fueling containment berm. Any additional operations that include the transfer of liquids, other than water, should take place within the fuel containment berm. Additionally, a spill prevention team shall be developed by the contractor and put in place prior to the pre -construction team meeting. A list of the team members and their immediate contact information shall be posted in clear site within the construction trailer. In addition to the spill prevention team the contractor shall keep on site adequate physical cleanup materials including brooms, shovels, bulk absorption material. The cleanup team shall be trained in different response techniques to different spills, and spill prevention and cleanup shall be discussed regularly at team meetings. All chemicals and solvents will be kept in a locked area within the construction trailer. Q Use of designated areas for equipment repair and cleaning. Q Careful application of irrigation water. FINAL STABILIZATION AND LONG TERM STORMWATER MANAGEMENT 1. Management of stormwater after completion of construction will be accomplished by utilizing the practices listed below. 2 Upon completion of construction, the site shall be inspected to ensure that all equipment, waste materials, and debris have been removed. 2 The site will be inspected to make certain that all graded surfaces have been landscaped or seeded with an appropriate ground cover. The contractor shall be responsible for maintaining the stormwater controls in good working order and shall also be responsible for the costs incurred until such time as they are accepted by the City or no longer required, including removal of measures. MAINTENANCE AND INSPECTION The project site and the adjacent streets impacted by construction shall be kept neat, clean, and free of debris. The control measures and facilities shall be maintained in good working order. Any items that are not functioning properly or are inadequate shall be promptly repaired or upgraded. The site shall be inspected by responsible personnel who are familiar with the site. Inspection and monitoring shall follow the procedures outlined below under Monitoring Requirements. MINIMUM MONITORING (INSPECTION) REQUIREMENTS Inspections of the construction site shall be conducted by the contractor (or agent) Permittee or contractor shall produce written inspection records every seven (7) dans and after significant precipitation events. All necessary maintenance and repair shall be completed immediately. The inspections shall be performed by the qualified site superintendent familiar with this SWMP/BMP. The purpose of these inspections is to certify compliance with the SWMP/BMP and the permit by: Q Ensuring that areas contributing significant stormwater discharges related to the construction activities have been identified. Q Evaluating preventive measures required by the SWMP/BMP to ensure they are adequate and have been properly implemented. Q Inspecting points of discharge from the site to check for signs of pollutant discharge. Q Determining if additional control measures need to be implemented. Q Updating this SWMP if new measures are implemented or existing controls are deleted. STANDARD NOTES FOR WATER QUALITY/NPDES STANDARD NOTE # 1 "The permittee and/or contractor shall remove all sediment, mud, construction debris, or other potential pollutants that may have been discharged to or, accumulate in, the flowlines, storm drainage appurtenances, and public rights of ways of the Jefferson County as a result of construction activities associated with this site development or construction project. Said removal shall be conducted in a timely manner." STANDARD NOTE # 2 "The contractor shall prevent sediment, debris and all other pollutants from entering the storm sewer system during all demolition, excavation, trenching, boring, grading, or other construction operations that are part of this project. The contractor shall be held responsible for remediation of any adverse impacts to the municipal separate storm sewer system, receiving waters, waterways, wetlands, and or other public or private properties, resulting from work done as part of this project." STANDARD NOTE # 3 "Soil stabilization measures shall be implemented within fourteen (14) days following completion of grading activities. Stabilization of disturbed areas adjacent to receiving waters or with slopes 3 to 1 or greater shall be completed within seven (7) days following completion of grading activities. Note: Federal and State Regulations may soon require stabilization within seven (7) days of completion of grading activities. In such cases, the shorter timeframe shall apply to projects within Denver as well." (§49-552; Revised Municipal Code) STANDARD NOTE # 5 "The use of rebar to anchor Best Management Practices is prohibited." Steel fence posts may be used on a case by case basis and requires approval from the Jefferson County SWMP Reviewer or the Stormwater Enforcement Investigator prior to installation." STANDARD NOTE # 6 "Soils that will be stockpiled for more than thirty (30) days shall be protected from wind and water erosion within fourteen (14) days of stockpile construction. Stabilization of stockpiles located within 100 feet of receiving waters, or with slopes 3 to 1 or greater shall be completed within seven (7) days following stockpile construction. Stabilization and protection of the stockpile may be accomplished by any of the following: mulching, temporary/permanent revegetation operations, chemical soil stabilizer application (requires Denver Public Works approval), or erosion control matting/geotextiles. If stockpiles are located within 100 feet of receiving waters, a drainageway or the site perimeter, additional sediment controls such shall be required." STANDARD NOTE # 7 "Approved Erosion and Sediment Control 'Best Management Practices' shall be maintained and kept in good repair for the duration of this project. At a minimum, the permittee or contractor shall produce and retain weekly written Inspection Records for all BMPs and after significant precipitation events. All necessary maintenance and repair shall be completed immediately. All chemicals, fertilizer, and hazardous materials must be stored in locked interior areas as described in this report. 6. Vehicle and equipment maintenance and fueling shall take place within the vehicle fueling area of the site. Any fluid spills shall be treated and reported per this report. 7. Water spray shall be used to control air born dust and debris during construction activities producing significant amounts of particulate. 8. Currently all 5 residential buildings common spaces are only accessed by walking up several steps. Also, all 5 buildings have access to shared laundry facilities, but again, the laundry facilities are only accessed via steps to the basement (in buildings 3, 4, and 5) or up 2 risers from the common corridor (in buildings 1 and 2). Additionally there are no ANSI type "A" or "B" residential units in the entire facility. Our work will make the following improvements: • Add a new fully accessible community building which includes accessible shared laundry facilities. The community building will be on an accessible route to the residential buildings. • Convert Building 2 and Building 3 to be accessible to mobility impaired individuals. We will install code compliant ramps and railings to allow access from the parking lotto the common corridors for those with mobility impairments. We will also be converting 6 units in buildings 2 and 3 to be fully compliant with requirements for ANSI type A accessible units. The strategy to evaluate the overall site to address accessibility instead of every building has been due to the fact that asbestos was discovered in the drywall texture. So we are making an effort to not disturb the drywall at the majority of the buildings in order to minimize construction and demolition costs.
