Included in this packet you will find: • A minor building permit application • A freestanding sign calculation sheet • A wall sign calculation sheet All signs are classified as 'minor' building permits. The following items must be submitted with a permit application for a sign: • A completed minor building permit form (front and back) • A calculation sheet • For wall signs -- a site plan which shows the entire building (with wall length dimensions), location of street, location of any existing signage and location of proposed signage • For freestanding signs -- a site plan which shows the location of the building, the size of the building, location of any existing freestanding signs and location of proposed freestanding sign (with distance to property lines) • A detail sheet which shows the height of the proposed sign (freestanding), sign copy with dimensions, electrical information, footer information (freestanding) Please keep copies of the minor building permit and signage calculation sheets on file, as they are required submittal items with any building permit application for a new sign. If you have questions, call the Community Development Department at 303 - 235 -2846, or visit our website at www.ci.wheatr4ze.co.us Freestanding Sign Calculation Sheet You must complete this sheet and include it in the submittal package for any new freestanding signs. You will also need to create a site plan and a detail sheet of the signage. The allowable sign size is related to building size. Step 1: Determine the square footage of the building: Building size (in square feet): (This will be inserted in the formula below) Step 2: Complete the appropriate allowable signage formula: If the building is 0 — 1,500 square feet in size, you are allowed a 35 square foot sign. If the building is 1,501 — 5,000 square feet in size, complete the following: 1,501 = _ 50 = + 35 = Building size Allowed sign size If the building is 5,001 — 50,000 square feet in size, complete the following: load - 5,001 = baU - 500 = + 100 = I O Building size Allowed sign size If the building is 50,000 + square feet in size, complete the following: - 50,001 = � — 1,000 + 190 = Building size Allowed sign size The "allowed sign size" may be placed on each side of the freestanding sign. Check here if the sign is existing and you are replacing a cabinet or face with the same size cabinet or face. Continued on back The sign must meet a setback from the street right -of -way. If the sign is less than 7 feet in height, the sign must be setback 5 feet. If the sign is between 7 feet and 15 feet the sign must be setback 10 feet. For most freestanding signs, the maximum height is 15 feet. For properties within' /4 mile of the interstate, freestanding signs may be 50 feet tall. These signs must be setback at least 30 feet from the street right -of -way. Step 3: Determine the height of the new sign: i The new proposed freestanding sign will be b feet tall. All freestanding signs must adhere to the si -li distance triangle requirements as listed in Section 26 -603 of the Code of Laws. Show all new and existing signage (include the square footage and height of all existing signs). The Drainage Certification Letter shall be submitted to tfie City for review and approval, and sha11 be accompanied with As-Built Plans for all constructed drainage facilities prior to issuance of a Certificate of Occupancy (or Certificate of Completion). Two (2) copies of the "As-BuilY" Plans shall be submitted as follows: a. 1 copy is to be on full-size 24" X 36 " bond paper, and b. REQUIREMENTS All materials sampling and testing shall be performed by certified, experienced and qualified materials testing technicians who work under the supervision of a registered professional engineer in the State of Colorado. All materials sampling and testing equipment shall be serviceable and haue current calibrated certifications. Soil classifications and moisture-density curves shall be provided to the Department of Public Works inspector prior to in-place density testing. Materials testing technicians shall fiunish copies of failed test results to the inspector as promptly as the results become available. On a weekly basis when testing is being performed, the developer shall furnish the inspector with copies of all test results taken during the prior week and a cover letter, signed by the supervising registered professional engineer, which summarizes the results and discusses any failed tests or inconsistencies. The City materials testing requirements aze provided in Table 720-1. All testing procedures of verification and central lab requirements shall be as specified in the Frequency Guide Schedule of the Colorado Departinent of Transportation Field Materials Manual. Discuss the offsite runoff impacts to the subject property, i.e., does the 5.98cfs for Sub-Basin A include the dischazge from the Modern Log Homes pond, any other offsite flows onto this property, etc. 3. The orifice opening design for the ouUet structure has been duly noted as being based upon the UDFCD recommended 40-hour drain time. However due to the City Site Drainage requirement criferia being that the pond shall fully drain between 24 and 40 hours (slightly less than the Urban Drainage drain time) due to West Nile Virus concerns, the City recommends using an orifice plate that has a%z" orifice at the bottom (aligned with the flowline of the trickle channel) and a minimum of four'/d' openings. Utilizing one %z" opening in the flowline and four Yd' openings will still allow time for suspended particulate pollutants to settle out for compliance with Clean Water Act requirements. While this type of design may differ slightly from the UDFCD recommended 40-hour drain time, it does adhere to UDFCD (outlet) guidelines by not releasing more than 50% of the WQCV in 12 hours, plus it allows for compliance with City requirements by allowing the pond to fully drain between the 24 and 30 hour timeframe. 4. Please provide a P.E. seal and signature on the revised Final Drainage Report. Final Drainage Report (Appendix) 1. All previous comments have been addressed. Double-check that the top elevation of the pond as proposed will be adequate to handle the major storm event, while providing the 1-foot of required freeboard. It appears that the proposed grading around the pond may be inadequate to provide the 1-foot of freeboard, or high enough to allow for the outlet structure to function as intended. The top of the outlet structure grate is shown to be 5379.00 on Sheet C7 (Details), the top of the pond is shown as 5379.00, and the 100-year (major storm) WSEL is 5379.40. At first glance, the 100-year storm will never enter the outlet structure but overtop the pond and flow offsite (with possible adverse impact to the adjacent property). n. Discuss the offsite runoff impacts to the subject property, i.e., does the 5.98cfs for Sub-Basin A include the discharge from the Modern Log Homes pond, any other offsite flows onto this properly, etc. 3. The orifice opening design for the outlet structure has been duly noted as being based upon the UDFCD recommended 40-hour drain time. However due to the City Site Drainage requirement criferia being that the pond shall fully drain between 24 and 40 hours (slightly less than the Urban Drainage drain time) due to West Nile Virus concerns, the City recommends using an orifice plate that has a%z" orifice at the bottom (aligned with the flowline of the trickle channel) and a minimum of four'/a" openings. Utilizing one %s" opening in the flowline and four openings will still allow time for suspended particulate pollutants to settle out for compliance with Clean Water Act requirements. While this type of design may differ slightly from the UDFCD recommended 40-hour drain time, it does adhere to UDFCD (outlet) guidelines by not releasing more than 50% of the WQCV in 12 hours, plus it al(ows for compliance with City requirements by allowing the pond to fully drain between the 24 and 30 hour timeframe. 4. Please provide a P.E. seal and signature on the revised Final Drainage Report. Final Drainage Report (Appendix) 1. All previous comments have been addressed. For Sheet C 1(Cover Sheet): a. You need to clarify the purpose of the bearing info given in General Note 17. The line that is identified is the north line of the S W%4, Section 20 and is about 544 feet noRh of West 42"d Avenue. Please provide the correct baseline beazing and starting coordinates (i.e., northing and easting for 0+00). I have given you some of the City ROW information on the redlined plans. If additional information is required, please visit the city website at www.ci.wheatridge.co.us and click on Maps & Directions and find the Half-Section Map for Section 20 south. b. The (developed) Drainage Plan is to be included in the Construction Plans. Please show the Drainage Plan in the index (as a reference sheet). 2. For Sheet C2 (Detailed Grading, Erosion Control, & Site Improvement Plan): a. Modify the ramps at the driveway to include truncated domes per current ADA requirements. The pond bottom needs to be graded at a minimum of 2% towards the 2' concrete trickle channel to allow for complete drainage of the facility. j. Need to modify the elevations for the 2' concrete trickle pan (see plans) as we1L k. The rundown from the sidewalk chase to the detention pond appears to need some kind of erosion protection as it is over a 6% slope. Might consider placement of some cobble, etc, in this area. 1. An emergency overflow for the detention pond will need to be provided (see Drainage Plan). m. Double-check that the top elevation of the pond as proposed will be adequate to handle the major storm event, while providing the i-foot of required freeboard. It appears that the proposed grading around the pond may be inadequate to provide the 1-foot of freeboazd, or high enough to allow for the outlet structure to function as intended. The top of the outlet structure grate is shown to be 5379.00 on Sheet C7 (Details), the top of the pond is shown as 5379.00, and the 100-year (major storm) WSEL is 5379.40. At first glance, the 100-year storm will never enter the outlet structure but overtop the pond and flow offsite (with possible adverse impact to the adjacent properiy). n. The 5-yr storm event (full WQCV + the fu115-yr dete:.tianvcl•ane) a The 100-yr major storm (50% WQCV + the full 100-yr detention volume) 4. Please state the proposed release rates for the 5-yr and 100-yr storms, and also the anficipated drain fime for the pond to comroletelv drain. (Please see comment 5 below for a design recommendation). Compare the developed release rates with the historic runoff rates (whether the historic flows left the site or not). 5. Water Quality Outlet Structure: The City of Wheat Ridge (COWR) recognizes the porous landscape detention as being an accepted UDFCD pond design. However, the COWR Site Drainage Requirements state that all detention faciliries shall comroletelv drain within 24-40 hours (due to public safety concerns related to the recent outbreak of the West Nile Vinxs). The City may support this design if informafion pertaining to the specific performance of this Type of facility were to be submitted showing the facility would continue to function as stated over the long term. If the infoxmarion available is timited, the City recommends that a different type of design incorporating a drill-hole orifice plate w/screen and a 2'-wide concrete trickle channel be considered. In addition, if an orifice plate design is to be utilized, the City recommends a minimum of %z" diameter holes be used with one'/a" (min.) opening in the FL of the trickle channel to allow for complete drainage of the pond. 6. Please provide a P.E. seal and signature on the revised Final Drainage Report. 1~~'nal Drainage Report (Appendis) 1. "?'he City follows the UDFCD standard for developed release rates; the release rate may increase by 1 CFS per acre of developed land. It appears that the release rate for this site would need to be decreased to meet this standazd. However, the City Site Drainage Requirements also allow for water quality detenfion only for instances where the time of concentrations for the site are very low (10 minutes or less), and the site lies adjacent to a major drainageway such as Cleaz Creek. If the site T,`s meet this criteria you may wish to include a discussion to this effect as evidence that water quality detention is all that is needed under the City standards. If the site does not fall under this category, the release rate will need to be lessened to meet the UDFCD standards mentioned above. 2. If the porous landscape detention pond design is going to be utilized, the City will require a minimum of 3 percolarion tests in the proposed pond area, and also inciude (actual) performance results for this type of (underdrain) design in the Appendix. Include with your response letter any photos you may have to confum that the facility will continue to function as proposed (thus minimizing maintenance concerns). Final Drainage & Grading Plan (and Details Sheet) 1. Please include a note stating that the existing swale from the Modem Log homes site to the west will be preserved.
