All permits shall be applied for through the Public Works Department. An approved permit is effective for a
period of one (1) year from date of issue and may be renewed. All fees shall be in accordance with those fees
established by the Uniform Building Code or other applicable City adopted Resolutions or Ordinances.
Note: All public improvements, when constructed, shall be maintained (by the respective individual(s) and/or
company responsible for the construction of that public and/or private improvement in the respective
development) on a daily basis, or as needed, such that they are free of mud and other construction debris
tracking from the site. Failure to comply with this requirement will result in the enforcement of Article III,
Specified Nuisances, Section 15 -16 (4) of the City of Wheat Ridge Code of Laws.
MINOR GRADING, EX CAVATION, AND FILL PERMITS
I. 1 -50 Cubic Yards: No permit is required for dumping or excavation of earth materials, which do not exceed
50 cubic yards, provided, however, that any fill deposited is on natural terrain of less than three (3) horizontal
to one (1) vertical slope, or such fill is less than three (3) feet in depth and is not intended to support
permanent structures, and in addition, suoh fill or excavation does not obstruct or otherwise adversely affect
any drainageway. Should any of the above standards be exceeded, or a drainage way be affected, a permit
shall be required under the guidelines for No. 2.
2. 51 -500 Cubic Yards: Dumping or excavation of earth materials not exceeding 500 cubic yards may be
allowed with a permit approved by the City Engineer. All applications are to be submitted on the appropriate
completed application form and shall be accompanied by the appropriate fee and sketch plan indicating the
following information before the permit will be issued_
A. Location and dimensions of all property boundariRs and structures on the site.
B. Location and extent of areas to be filled and/or excavated.
C. Location of existing and proposed drainageways, irrigation ditches, etc., and indication of how and where
historic run -off will be maintained on and through the site.
D. Cross - section area to be filled and/or excavated indicating original slope, new slope and depth of fill.
E. Statement that indicates the proposed use or purpose for said fill or excavation.
F. Relative elevation of adjacent properties.
G. Erosion control plan showing placement of control devices such as hay bales, etc.
3. 501- 10,000 Cubic Yards: Operations in which earth material fill or excavation exceeds 500 cubic yards, but
does not exceed 10,000 cubic yards, may be allowed by a permit issued by the City Engineer after review of
an application and supporting information. The following information shall be submitted with the required
application form:
A. A site plan, prepared and signed by a Colorado registered professional engineer, at a scale of no less than
1 inch to twenty feet (1:20) which illustrates the following:
B. Location and dimensions of all property boundaries and structures on the site.
C. Location and extent of areas to be filled and/or excavated.
D. Location of existing waterways and drainage courses indicating any changes. (for a site containing an
established irrigation ditch, a letter of approval from the appropriate ditch company shall be required).
E. Location of existing and proposed points of ingress.
F. Location and extent of existing vegetation, proposed changes in such vegetation and methods of
rehabilitation on site vegetation after earthwork operations are complete.
G. Erosion control plan.
H. Grading plan with existing (dashed lines) and proposed (solid lines) ground contours with contour
intervals of 2 feet and spot elevations.
At least two cross sections (east to west and north to south) through the site showing depth of fill and/or
excavation.
J. A drainage report may be required if site runoff characteristics are changed.
K. Relative elevations of adjacent properties and structures.

L. Statement of purpose of intended fill and/or excavation.
4. Performance Standards: The following provisions shall apply to all Minor Grading, Excavation and Fill
Permits:
A. Rehabilitation: Within thirty (30) days after cessation of filling and/or excavation, rehabilitation for the
site shall have been completed in accordance with the approved plans. Rehabilitation shall consist of
leveling, grading, landscaping or any combination thereof to minimize potential erosion and be acceptable
to the City Engineer.
B. Debris: Debris and/or contaminants shall not be used except with the approval of the City Engineer.
"For the purpose of this Section, the term debris shall have the same meaning as the terms "garbage, trash
or junk" as defined in the Wheat Ridge Code of Laws, Section 15 -4."
In no case shall debris or contaminates identified or classified as hazardous waste by local, state or federal
agencies be used as fill in any fill areas within the City of Wheat Ridge.
C. Excavation and/or fill areas shall be graded to facilitate weed control until final grades are set and site
rehabilitation and use occur (must be leveled with side slopes not to exceed 3 to 1).

All permits shall be applied for prior to fill deposition or excavation operation's begin. Any permit applied for
after cutting or filling operations on site are in progress shall be subject to a double fee and other penalties as
prescribed by Wheat Ridge Code of Laws, Section 26 -1004. Any fill requested under this permit within the 100
year flood zone MUST COMPLY WITH WHEAT RIDGE CODE OF LAWS, SECTION 26 -801, FLOOD
PLAIN ZONING ORDINANCE.

at 13280 W. 43`d Dr. The qnestion was raised as to whether the pazking depth wu
adeqnate to pazk a semi tractor-trailer withont it eztending onto W. 43`' Dr. Onr
building is designed to have the semi tractor aad uailer back fully into tbe
bufldine where we can nnload from the trailer via a fotk lift. We nnload onr
material inside to avoid having to manenver the load throagh t6e overhead door
thas malung the process of nnloadiag material less of a ptoblem. We do not
accept deliveries ontside of bnsiaess honrs, thns there will never be the aeed to
have a semi tractor-trailer parked overnight The main purpose of this entrance is
to allow onr Teds Sheds delivery, velucles to drive inw the building to be loaded
and eait t6tough t6e Soatheast door. Oar drivers enter the bailding t6rongh t6e
semi entrance door, and load at varions stations thronghont the building and thea
ezit throngh the Sontheast door. We feel that we Lave pnt eztensive thonght into
this design to ensnre the best possible flow pattern for onr prodnct loading. We
recogaize yonr concerns and hope t6is will help poa better understand onr plan
for the bnilding.

SUBJECT: Proposed Office Warehouse, 13285 West 43' Drive
Per your request, I have reviewed the above site plan and would like to offer the following comments:
1. The delivery driveway depth is insufficient to allow the vehicle to cleaz the street and sidewalk when
parked in the lot. The minunum driveway depth is needed to accommodate the length of a WB-50
(50 feet wheel base) vehicle.
2. The proposed driveway spacing for this lot does not meet City code which requires a minimum of 100
feet measuring from the interior edge of the two driveways.
3. The delivery driveway is narrow for a delivery vehicle to back in without numerous maneuvers for
loading/unloading purposes. A driveway flaze may be sufficient to address this situation.
In light of the above concerns, I suggest that an alternative circulation design for the site be explored to
address these issues. Please see me if you have any. questions regarding this matter.

1. See Public Works Department comments on second driveway. Redesign of this feature may be
necessary. If redesigned, changes to landscaping may be in order.
2. See notes on plans regarding adding plantings along east and west property lines.
3. The current submittal does not incorporate changes to building skin (rock facing and windows,
and corner definition lines).
4. City Zoning Regulation Section 26-31 (6)(a) requires driveways to be a minimum of 25 feet from
property lines.
Please note that due to concerns expressed by City administration and City Council members, no
future building permits will be issued for metal buildings in the 44`h Industrial Pazk which exceed
a maximum of 50% exposed metal as siding and/or trim (on building elevations visible from public
rights-of-way). The authority to implement this design stipulation is granted to the Planning and
Development Department on Sheet 3, Note 1 of the 44`h Industrial Pazk Planned Industrial

Dear Mr. Jennings,
This letter is to inform you that the final drainage report, and
the grading/erosion control plan for the above referenced project
have been reviewed and approved for construction. Please be
aware of the following items regarding the construction of the
project:
1. The proposed drainage facilities shall be constructed and
approved by the City of Wheat Ridge prior to issuance of the
Certificate of Occupancy.
2. Erosion control for the project shall be placed in conformance
with the approved drainage/erosion control,plan and shall be
maintained as needed during the course of construction.
3. All drainage improvements shall be constructed in conformance
with the approved drainage report and plan.
4. Upon completion of the drainage improvements the engineer,
Mr. Ed Jennings, P.E. & P.L.S. shall provide to the City of
Wheat Ridge a letter of certification statirig that the various
improvements, as defined in the drainage report and plan, have
been accurately surveyed to confirm that their construction is
in accordance with these documents. The certification letter
shall be written and stamped by the engineer who prepared the
drainage report, and shall be submitted for review and
approval by the City prior to issuance of the,Certificate of
Occupancy.

It will be the responsibility of the contractor for the
project to repair any damage to the existing public
improvements on West 43rd Drive as a result of related
construction traffic in the area. Also, the contractor will
be responsible for maintaining West 43rd Drive on a regular
basis such that it is free of construction debris and
tracking from construction traffic accessing the site.
It will be the responsibility of the developer/owner, to
provide the necessary testing for subgrade compaction, and
other related material tests for those improvements to be
constructed within public right-of-way.

Prior to any construction of the public improvements, the
necessary right-of-way construction permit(s) and respective

This report presents the results of data obtained during the subsoil investigation of LOT 13, WHEAT
RIDGE INDUSTRIAL PARK, JEFFERSON COiJNTY, COLORADO. This investigation was made to
deternune the type of foundation required, allowable bearing capacity, ground water conditions and any
problems that may be encountered during and after construction.

At the present time this site is vacant. It is our understanding that an 80' x 125' steel building is planned
for this site.

Based on our evaluation of the subsoils, we believe the proposed building should be founded with
drilled piers and grade beams. Piers a minimum of 16" in diameter is to be dtilled at least 20' deep with a
minunuxn embeddment of six feet (6') into ciaystone bedrock. The recommended maximum end bearing
pressure is 25,000 pounds per squaze foot dead load plus one-half live load, the side sheaz resistance is 2,500
pounds per square foot dead load plus one-half live load; for the portion of the pier in bedrock. A'minunum
dead load of 15,000 pounds per square foot is recommended based on pier end azea. If the minimum dead load
pressure cannot be met, the pier length and penetration into bedrock should be increased to offset any dead load
deficiency. A side sheaz of 2,500 psf should be used to resist uplift.
A void form of four inches (4") shall be placed under the grade beam between the drilled piers. The
drilled pier holes shall be cleaned of all loose material and filled with concrete immediately to prevent slough of
loose soil or infiltration of water. The concrete piers shall be reinforced the full length with seven (7) number
five (#5) grade 60 rebar or five (5) number six (#6) grade 60 rebar. The rebar shall extend to above the top row
of horizontai reinforcing steel in the foundation wall. A representative of this company must conduct an
inspection during the drilling of the piers. Due to rock and cobble encountered at five to fifteen feet (5-151),
a heavy rig may be required. Slab-on grade floors supported by soils will involve low to high risk of slab
movement and associated cracking due to potential volume change of supporting subgrades. A helical pier
foundation system may be an option.

Four (4) exploratory test holes were drilled on August 19, 1999 at the site shown on the Location Map,
Figure 1. These test holes were drilled with a four-inch (4") diameter auger. At specific intervals, the drilling
tools were removed from the test holes and soil samples were obtained with a two-inch,(2") diameter spoon
sampling tube. The depths at which soil samples were taken and a description of the soil encountered aze
shown on the Logs of Test Holes, Figure 2, and the Summary of Laboratory Testing, Table 1.
All soii samples were carefully inspected in the field during the drilling operation. These samples were
classified in the laboratory through visual inspection and testing to determine the pertinent properties. The
natural moisture content was obtained from relatively undisturbed drive samples of typical soils. Swell-
consolidation test were performed on typical soil samples, see Figure 3. These tests indicate the behavior of the
soil upon various loadings in a wetted condition.
The natural soils appear suitable for the support of the slab-on-grade provided that the owner and
builder are willing to accept the associated risks. The following recommendations will heip to reduce slab
movement. Six inches (6") of topsoil shall be removed before pouring the slab-on-grade. The soil shall be
moisture treated and compacted with a vibratory compactor. It is very important for the moisture to stay
constant during the construction process. When sandy soils have an increase in moisture content, they may
consolidate and settle, potentially lowering and cracking the concrete slab. When clayey soils are exposed to an

place a gravellayer beneath the concrete slab.
2. The floating slab must be sepazated from the foundation or utility lines to allow for independent
movement of the slab. A positive expansion joint must be provided at the junction between the slab and
foundation walls.
3. Control joints must be provided in the slab to confine cracks to he joints and not in the visible azea of
the siab. The maximum slab azea shall be 100 square feet.
4. A minimum void of three inches (3") sha11 be provided at the bottom of all non-beazing partitions.
Drywall or paneling shall not be placed within three inches (3") of the top surface of the slab, allowing space
for upward movement of the slab.
5. If a hot water heating system is used, the piping should not be placed beneath the concrete floor slab.
If a forced air furnace is used, a two-inch (2") flexibie connection shouid be installed between the furnace and
the duct.
6. The soils that will support the concrete slabs should be kept moist, but not wet, during construction.
7. If the builder or future owner provides decorative gravel or bark around the building, see Foundation
Grading Detail 2, for an acceptable method of installation. This method will prevent ponding of water near the
foundation and provide for proper drainage away from the building.

The backfill soil azound the structure should be kept moist and well compacted to prevent future settling.
Controlied puddling of the backfill soiis is not allowed. For proper drainage, a slope of 10% (6' in 5'-0") away
from the foundation in all directions is required. This slope must be maintained for a minimum distance of 5'-
0". The future owners aze advised to immediately fill in any settled area near the structure to eliminate
containment of water. Down spouts must dischazge onto four-foot long concrete splash blocks or into metal
gutter extensions to direct water away from the building.
The future owners should be cautioned regazding the installation of a lawn adjacent to the foundation
walls. Lawn imgation must be more than five feet (5') from the foundation walls to prevent wetting of the
subsurface soils. Lawn and/or plants within five feet (5') of the foundation walls should be hand watered and
this watering kept to a minimum.
In any soil investigation it is necessary to assume that the subsurface soil conditions do not vary
greatiy from the conditions encountered in our field and laboratory testing. Our experience has been
that at times soil conditions do change and variations do occur and may become apparent at the time of
excavation for the foundation system. If soil conditions are encountered which appear different from the
test borings as presented in this report, it is requested that an engineer from this oftice be called to
inspect the open excavation. This inspection service is not a part of this report.
The parties specifically agree that GEO-teknica Engineering Inc. has not been retained nor will
they render an opinion concerning any environmental issues, hazardous waste or any other known or
unknown conditions that may be present on this site.

INTRODUCTION
A. Site Description
The subject property lies within the SE 1/4 of Section 19, Township 3 South, Range 69 West of
the 6th P.M., City of Wheat Ridge, County of Jefferson, State of Colorado. The properry is
described as Lot 13, 44TH INDUSTRIAL PARK, Jefferson County, Colorado.
The property is bounded on the North by West 43rd Drive, on the South by Colorado State
Highway 58, and on the East and West by undeveloped industrial lots. Access to and from this
lot is by West 43rd Drive.
This property contains 1.04 acres.
There are no existing improvements on this property.
The site has recently been graded and slopes Southeasterly at a typical grade of 3 percent. Due
to the recent grading activities, the ground surface is bare. A steep bank (4:1 slope) exists along
the South side of the lot. A 4 foot wide concrete pan, at the bottom of the slope, drains East to a
detention pond. The present site condiGons are used for historical runoff caiculations.
According to the drainage study for this subdivision (see V. REFERENCES for citation) the
surface soil types found on the subject site are classified in hydrologic group C.
There are no irrigation ditches on the subject site
B. Proposed Project Description
It is proposed to construct an office-industrial building having a ground coverage of 11,000
square feet with associated drives and parking. The South portion of the lot is a proposed
storage area to be surtaced with gravei. Since it is anticipated that in the future this area will be
paved, runoff coefficients for asphalt paving are used for the runoff calculations.
Access will be from West 43rd Avenue with a two proposed curb cuts.
C. Relevant Flood Hazard and Drainage Studies
The subject property is included in the drainage report for this subdivision (see V.
REFERENCES for citation).
According to the drainage study for this subdivision (see V. REFERENCES for citation) this
property does NOT 1ie within any known floodpiain.
II. HISTORIC DRAINAGE DISCUSSION
A. Major Basin Descripfion
The subject site and surrounding area drains Easterly, eventually reaching Clear Creek by a
variety of flow paths. Numerous sVeets, irrigation ditches, lakes, and private developments
impede direct runoff.
B. Sub-Basin Description
The subject site and immediate surrounding properties presentiy drain Southeast by sheet flow
to a drainage swale along the South line of this subdivision. This swale has a 4 foot wide
conccete trickie channel and drains East to a storm detention pond lying approximateiy 300 feet
East of this lot. This detention pond discharges to the South, under Colorado State Highway 58,
to Clear Creek.
I11. PROPOSED DRAINAGE SYSTEM DISCUSSION
A. Criferia
Drainage calculations have been made in accordance with the City of Wheat Ridge's Drainage
Requirements (see Y. REFERENCES for citation).
Storm intensities are taken from a Table prepared from equations provided by Wheat Ridge's
Engineering Staff.
Due to the small size of the drainage basins, the "Rationai Method° is used for calculating the
storm runoff rates (see VI. APPENDICES, "Equations").
Storm runaff rates are calculated for the 5 and 100year storm retum periods.
Composite runoff coefficients, where applicable, have been calculated using values from Urban
Drainage and Flood Control DistricYs Criteri2 Manual (see V REFERENCES for citatlon).
The soil type for this property is classified as hydrologic group "C" (see 1. GENERAL
LOCATION AND DESCRIPTION, "Site Description"). Runoff coefficients for "clayey" type soils
are used in the "Rational Method" equation for caiculation of storm runoff rates from
undeveloped and landscaped areas.
The "times of storm concentration", for determination of the "storm intensity", are calculated
using equations contained within Urban Drainage and Flood Control DistricYs Criteria Manual
(see V REFERENCES for citation and VI. APPENDICES, "Equations"). The "times of storm
concentration" at design points are separately caiculated to permiY addition of all contributing
drainage basins.
B. Runoff
Runoff caiculations for this site are provided for historic basins and proposed conditions: historic
basin H1, prior to any development and proposed basins, D1 and D2 for proposed
improvements. There is no significant storm runoff onto the subject site from surrounding
properties.
Historic Conditions:
The existing undeveloped lot conditions are used for the historical drainage calcula6ons. Basin
H1 consists of the entire site and contains 1.04 acres. The runoff from this basin presently
drains Southeasterly by sheet flow to the drainage swale aiong the South line of this subdivision,
leading to a storm detention pond located approximately 300 feet East of this lot. A small
por6on of this runoff flows onto the adjacent lot to the East. The runoff rates for this basin are
calculated to be 0.46 cfs and 2.86 cfs for the 5 and 100 year storm return periods respectively.
Proposed Conditions:
Basin D1 consists of the main portion of the site and contains 0.96 acres. This basin drains
South to the existing drainage swale along the South property line leading to the previously
described detention pond. The runoff rates for this basin are calculated to be 3.22 cfs and 6.93
cfs for the S and 100 year storm return periods respectively.
Basin D2 consists of the landscape area adjacent to the East lot line and contains 0.08 acres.
This basin drains Southeasterly by sheet flow to the adjacent Iot to the East. The runoff rates for
this basin are calculated to be 0.05 cfs and 0.31 cfs for the 5 and 100 year storm return periods
respectively.
C. Detention
Storm detention ponding for this site is provided by the a detention pond for this subdivision that
is located approximately 300 feet to the East.
D. Erosion Protection
Since the major portion of this site presently drains and will continue to drain to the South, the
oniy tempor2ry erosion and sediment control protection will consist of a siit fence along the North
side of the existing concrete drainage pan located just North of the South property line. Since
the adjacent lot to the East is undeveloped and has a packed dirt surtace, the smail amount of
sediment transport onto this adjacent lot is of no consequence.
Long term erosion protection consists of a riprap bianket provided at the end of the proposed
curb discharging to the existing drainage channel. Native grasses or gravel surfacing is to be
provided for ground cover in all landscape areas.
IV. CONCLUSIONS 5
A. Impact
It is the intent of this plan to provide site drainage to conform with the approved Drainage Plan
for this subdivision (see V REFERENCES for citation) as closely as possibie.
Storm detention is provided by a detention pond for this subdivision, located East of this lot.
It is believed that this drainage plan wiil have no subst2ntiai deVimental impact on surrounding
properties.
