CITY OF WHEAT RIDGE, COLORADO
JANUARY 3,1994
The rity Council Study Session was called to order by hayor Dan Wilde at
7 00 p m Councilmembers present V3nce Edwards, Jean D Fields, Ken
Siler, Tony Solano, Donald R Eafanti, Rae Jean Behm, Dennis Hall,
Claudia Worth Also present City Clerk, Wanda Sang, City
Administrator, Robert Middaugh, rity Attornev, Kathryn Schroeder, rity
Treasurer, James Malone, Chief of Police, Jack Hurst, staff, and
interested citizens

Discussion of Pawn Shops
hr Middaugh opened the jiscussion with comments
ronsensus was 8-0 that the license fee, for the investigative costs, be
charged as a flat fee which is averaged out over the number of pawn
shops in Wheat Ridge
Consensus was 5-3 to change the Report of Principal
owner/corporate/manager Changes Fee be changed from $250 to $500 per
application
Consensus was 8-0 for the amount of bond required be higher than the
initial $10,000 for those pawn shops selling automobiles
Consensus was 8-0 that for the section "Non-Transferable License", we
use Section 5 24 070 from the City of Lakewood's Ordinance
Consensus was 8-0 that firearms be cleared through the Police Department
immediately prior to any transactions by pawn shops
Consensus was 8-0 the City of Lakewood's Ordinance be used for the
section relating to a police hold on certain property
Consensus was 5-3 to adopt the same hours of operation that is being
used by the rity of Thornton under Section 16-19 of their ordinance,
with the exception of making the hour of closing 7 00 p m on all
business days
ronsensus was 8-0 that pawn shops be closed on Sunday
Consensus was 8-0 that pawn shops be closed on all holidays 3S indicated
in the ordinance used by the City of Thornton
Council did not wish to include pawn shops being closed on the Monday
following the Sunday on which a holiday falls

Consensus was 8-0 to request video photographing of all transactions
subject to police review
Consensus was 8-0 that all consumer protections in both the Lakewood and
Thornton ordinances be incorporated into this draft ordinance
Consensus was 8-0 for pawn shops failing to comply with the regulations
will result in revocation of license
Consensus was 8-0 to approve a $1 00 transaction fee
