I received the attached letter from the company that provides the bus benches in the City. In a
nutshell, the owner is offering benches for City advertising in lieu of paying the permit fees for
the 188 benches he has in Yhe City. He has outlined two scenarios that basically neY out to zero.
I have talked to Joyce about advertising the Rec Center and she's okay with the idea. Both she
and i feel the deal that is being offered is really a revenue question. I don't have the power under
the ordinance to waive any fees, only to issue the permits.
Foregoing almost $10,000 in bus bench permit fees doesn't seem consistent with Council's
direction to look for new or increased fees.
The owner has waited until the last minute to make this proposal. In order for him to keep his
entitlements to the locations he has, he must submit permits by the end of February. I can't
extend the permit deadline required in the code in order to extend the discussion on this issue.

Dear Alan,
It was good meeting with you this past Monday, the 12`h of February. We are excited at the possibilities of
doing advertising for the Ciry of Wheat Ridge.
We propose to trade advertising space to the City of Wheat Ridge in exchange for the permit fees on the
188 advertising benches.
The permit fees on 188 benches is based on $50 per permit for a total of $9,400.00
Following are two scenarios for your consideration.
1. 16 advertising benches would be available to the city of Wheat Ridge on an annual basis. IMPACT
Marketing would assist the city in the layout design, application and installation of the ads ac no cost
to the city. This would be based on 16 ads at $50 per month per ad =$9,600.00.
The production of the ads would be paid separate at the printer's cost of approximately $75.00 per
ad.
2. 14 advertising benches would be available to the ciry of Wheat Ridge on an annual basis. IMPACT
Marketing, Inc. would assist the city in the layout design, application and installation of the ads at
no cost to the city. This would be based on 14 ads at $50 per month per ad =$8,400.00
IMPACT Marketing, Inc. would pay for the production of the 14 ads at the printer's cost of
approximately $75.00 per ad for a total of $1050. The total cost of 14 panels with production
would be $9,450.00.
Either way, this would be an excellent oppormnity to promote the Ci[y of Wheat Ridge. Promotional ads
could be for the new Wheat Ridge Recreational Center or any special event the city would like to promote.
In advertising our own business, we have sent out direct :nail piecos, wzlked the cirr and ta!ked to businesses
about advertising, and we also put ads on our benches. By far the most effective advertising has been the
bench advertising and we have had more response from the bench ads than ANY of our other efforts. We
know the benches are noticed.
