This letter is in regard to the resubmittal for approval of an administrative Final Development Plan
(FDP) amendment to allow continued use of the temporary parking and staging area in the
southwest corner of the Exempla Lutheran hospital campus.
All required changes have been made. Both the planning division and public works department
have approved the resubmittal.
Please submit a blackline photographic mylar of all sheets for recording with original signatures in
black, indelible ink. The recording fee for the Jefferson County Clerk and Recorder's office is
$11 per sheet. A check payable to the City of Wheat Ridge should be submitted with the mylar.

I have completed the 2nd review of the above referenced document received on January
29, 2009 for the temporary parking lot located at the southwest portion of Exempla
Lutheran Medical Center, 8300 W. 38 h Avenue, and I have the following comments:
1. All previous Public Works comments have been addressed; the PHD Amendment
#10 for the temporary parking lot is approvable from a Public Works standpoint.

I have completed my review of the above referenced document received on December
22, 2008 for the temporary parking lot located at the southwest portion of Exempla
Lutheran Medical Center, 8300 W. 38th Avenue, and I have the following comments:
Erosion and fugitive dust from the temporary parking lot are the primary concerns of
Public Works. Therefore, the following changes/additions should be made to the notes
under the "Explanation of Amendment".
1. Note 5 needs to be modified to read:
A Stormwater Management Plan (SWMP) dated August 27, 2007, listing
Mortensen Construction as the responsible party, has been recorded with the
State of Colorado, Permit #COR03C305 and CDPS General Permit
#COR030000. The Erosion Control Supervisor for Mortensen Construction
must ensure compliance with the recorded SWMP and with all applicable
City Codes until such time as the Permits have been closed.
2. They will also need to add a Note 7:
Additional erosion control and/or dust control measures may be required for
the temporary parking lot. Any additional measures shall be installed by
Exempla Lutheran Medical Center, or their designee, within 24 hours or
within the timeframe set forth by the City Inspector.

SUBJECT: Community Development Referral WZ-08-10/ H&L Architecture for Exempla
Lutheran Medical Center
Upon review of the above mentioned Community Development Referral, I have noted the
following from a Police Operations Division perspective:
• This parking lot will cause an increased workload by the Wheat Ridge Police
Department Operations Division and Community Services Officers.
• The parking lot will run the risk of criminal vandalism, metal theft from construction
supplies, general parking lot related violations, and vehicle trespasses.
• It is recommended that all construction supplies, equipment or construction trailers be
secured to prevent theft of supplies, metal or equipment. This type of theft is prevalent
at all construction locations in the City of Wheat Ridge.
• It is difficult to give an accurate assessment as to the total calls for service which can be
anticipated at this location.
From a Crime Prevention Through Environmental Design (CPTED) perspective I have noted the
following:
• Surveillance: This is the ability to see out of and into a location. This parking lot will
allow for adequate surveillance during the day time hours. The referral indicates there
will be nine pole mounted lights in the parking lot. Of these lights, two will remain on
for security purposes during the night time hours. The other seven lights will be turned
off between the hours of 8 pm and 5 am. Minimum CPTED standards state that lighting
should be uniform throughout parking lots and not allow any dark access in the parking
lot. Further, parking lots should have a minimum of Ifoot candle in open parking lots,
evenly distributed per square inch of parking surface. It should be noted that on sheet 1,
the narrative states there will be two lights left on over night, however sheet 4 indicates
there is only one security light.
• Access: This is the ability to get into or out of the area. A single access point has been
designed into the parking lot at Lutheran Parkway West. While this will control vehicular
traffic in the parking lot, it will do nothing for foot traffic. Due to the storage of
construction materials and equipment, a fence is recommended around the parking area.
This fence should be locked at night when the parking lot is not being used.
Territoriality: This is the impression one gets when looking at the property. This parking
lot will also serve as a construction staging and storage area. A berm has been
constructed to mitigate the view into the lot from the neighboring residence. This is
acceptable for CPTED standards.
Activity Support: This is how the proposed area will enhance activity in the area. This
parking lot is temporary and will be eliminated by January 1, 2012.

480 of the County of Jefferson, as amended by in-
struments recorded October 19, 1971 in Book 22308
at pages 862 to 866.
