If approved , the applicant will construct a 1,341 square foot structure to the south of the existing single family structure. The applicant is proposing the additional unit to allow for her ailing daughter to occupy. The structure will be a two story, barn shaped structure allowing for a two-bedroom unit on the second floor and an-open meeting room on the ground floor. The applicant has stated that the meeting room will be primarily used for various family gatherings. According to Section 26-30(C)(4)(a), of the Wheat Ridge Code of Laws, the zoning administrator shall have the authority to review and approve applications for Planned Building Groups of no more than 4 main structures on a single lot or parcel, except in the R-1 series, R-2 series, and A-1 zone districts. Because this property is located in the R-3 zone district and the request is for no more than 4 main structures, the zoning administrator may have the authority to approve this request. All outside service agencies can serve the property with improvements paid for at the owners expense. Public Works Department will require drainage-related information and a completed Dumping / Landfill Permit. In conjunction with the requirements of this permit, an erosion control plan may need to be submitted for review and approval. A copy of this report has been sent to the applicant. Staff concludes that the above information supports approval of this request. If approved, staff requires that a complete drainage plan be submitted to the Public Works Department as well as the completion of a dumping and landfill permit. We will need a grading plan that designates the existing and proposed topography of the entire site. 2. The site grading plan will need to show the proposed direction of flow away from the proposed structure(s). 3. The proposed finished floor elevation will need to be shown. 4. The site grading plan will need to show how flows from the site are to be properly conveyed so that adjacent properties are not adversely impacted by the proposed onsite improvements. 5. We will need a legal description of the property designated for improvement. To ensure that adequate utility easements are available within this development, PSCo requests that the following dedication language, or plat note, be placed on the preliminary and final plats for the subdivision: Eight-foot (8) wide utility easements are hereby granted on private property adjacent to the front and rear lot lines of each lot in the subdivision or platted area. These easements are dedicated for the installation, maintenance, and replacement of electric, gas, television cable, and telecommunications facilities. Utilities shall also be permitted within any access easements and private streets in the subdivision. Permanent structures and water meters shall not be permitted within said utility easements. PSCo also requests that these utility easements be depicted graphically on the preliminary and final plats. While these easements should accommodate the majority of utilities to be installed in the subdivision, some additional easements may be required as planning and building progresses.
