Dear Lisa:
This letter is in regard to the Planned Building Group plan submitted by your office for property
located at 5025 and 5055 Tabor Street.
I have reviewed the most recent version of the plan and have the following comments:
1. In the "Site Summary", please add the address for 5055 Tabor.
2. The site data adds up to 41,862 square feet, not 40,862 square feet. Please check
and correct these numbers.
3. Under "Identification Sign Standards", change the reference to Article VII of the
City of Wheat Ridge Code of Laws.
4. In the planned building group declaration, change the first sentence to reference
Section 26-116 of the Wheat Ridge Code of Laws, instead of 26-30(C).
5. In the notary block for the owners' signatures, change the year from 2000 to 2003.
6. In the title block in the bottom right-hand corner of the page, change the reference
from 1 of 2, to 1 of 1.
Once the changes have been completed, please submit back to the city a blackline photographic
mylar, .004 of an inch thick with matte finish on both sides. Original signatures are required in
black, indelible ink, including the surveyor's seal. There are notaries available in the Community
Development Department to notarize the owners' signatures, if necessary. A $10 per page
recording is required at the time of mylar submittal.

Report, and Grading/Erosion Control Plan
Dear Mr. McLain,
This letter is to inform you that the final drainage report, and the grading/erosion control plan for the
above referenced project have been reviewed and approved for construction. Please be aware of the
following items regarding the construction of the project:
1. The proposed drainage facilities shall be constructed then approved by the City of Wheat Ridge prior
to issuance of the Certificate of Occupancy.
2. Erosion control for the project shall be placed in conformance with the approved drainage/erosion
control plan and shall be maintained as needed during the course of construction.
All drainage improvements shall be constructed in conformance with the approved drainage report
and plan.
4. Upon completion of the drainage improvements the engineer, Mr. John McLain, P.E., shall provide
to the City of Wheat Ridge a letter of certification stating that the various improvements, as defined
in the drainage report and plan, have been accurately surveyed to confirm their construction is in
accordance with these documents. The certification letter shall be written and stamped by the
engineer who prepared the drainage report, and shall be submitted for review and approval by the
City prior to issuance of the Certificate of Occupancy.
5. It will be the responsibility of the of the contractor for the project to repair any damage to the
existing public improvements on 5055 Tabor Street as a result of related construction traffic in the
area. Also, the contractor will be responsible for maintaining 5055 Tabor Street on a regular basis
such that they are free of construction debris and tracking from construction traffic accessing the
site.
6. It will be the responsibility of the developer/owner, to provide the necessary testing, as applicable
for the scope of this project, for subgrade compaction and other related material tests for those
improvements to be constructed within public right-of-way.
(SEE ATTACHED MATERIAL SAMPLING & TESTING REQUIREMENTS)
7. Prior to any construction of the public improvements, the necessary right-of-way construction
permit(s) and respective licensing will need to be submitted for processing by the City.

MATERIALS AND TESTING REQUIREMENTS
FOR
CONSTRUCTION OF PUBLIC IMPROVEMENTS
DESCRIPTION
Materials sampling and testing for public improvements shall be performed by an independent materials
testing company at the expense of the developer, and/or utility district. Unless otherwise designated, all
referenced specifications, standards or policies shall be the latest edition as revised or updated by
approved supplements published and issued prior to the date of the building permit.
REQUIREMENTS
All materials sampling and testing shall be performed by certified, experienced and qualified materials
testing technicians who work under the supervision of a registered professional engineer in the State of
Colorado. All materials sampling and testing equipment shall be serviceable and calibrated.
Soil classifications and moisture-density curves shall be provided to the Department of Public Works
inspector prior to in-place density testing. Materials testing technicians shall furnish copies of failed test
results to the inspector as promptly as the results become available. On a weekly basis when testing is
being performed, the developer shall furnish the inspector with copies of all test results taken during the
prior week and a cover letter, signed by the supervising registered professional engineer, which
summarizes the results and discusses any failed tests or inconsistencies.
The City materials testing requirements are provided in Table 720-1. All testing procedures of
verification and central lab requirements shall be as specified in the Frequency Guide Schedule of the
Colorado Department of Transportation Field Materials Manual. One test is required for any fraction of
the specified frequency. The reference to Section 203.07 in the table is from the Colorado Department
of Transportation Standard Specifications for Road and Bridge Construction.

Dear Doug and Steve:
This letter is in regard to your request for approval of an administrative planned building group plan
at 5055 and 5025 Tabor Street.
I have reviewed the document and have the following comments:
1. Add a surveyor's certification. See attached.
2. Add a case history box with the following case number: PBG-02-01.
3. Under the landscaping note, change the citation to Section 26-502 of the Wheat
Ridge Code of Laws.
4. Under the landscaping note, change the minimum amount of commercial landscaped
coverage required from 10% to 20%.
5. Under the lighting note, change the citation to Section 26-503 of the Wheat Ridge
Code of Laws.
6. Revise the signage note to read: "Allowable size, height and setback requirements
for signage shall be in accordance to Article IV. of the City of Wheat Ridge Code of
Laws".
7. On the graphical portion of the pbg, add dimensions for property boundaries prior to
dedication.
8. The site data table should be revised to designate pervious services as "open
space/landscaping"
9. Add a recording block for the Jefferson County Clerk and Recorders' Office.
Attached are comments received from other city departments and outside agencies. All of their
concerns must be addressed.
The building permit submittal must contain a completed site plan that includes all proposed exterior
lighting and landscaping for the portion of the lot being developed. The landscape plan must show
all existing and proposed landscaping meeting the requirements of Section 26-502, including
installation of a sprinkler system. The plan submitted for the pbg approval is substandard for
landscape materials required such as street trees. For the development area, four street trees are
required plus an additional five trees and twenty-five shrubs. Existing plant materials on the
property can be counted toward these minimums. Architectural elevations for the proposed
building must be included as part of the plan set. Pursuant to the city's Streetscape and
Architectural Design Guidelines, no metal buildings are allowed.

1. Tabor Street is an identified streetscape and subject to Streetscape and Architectural Design
Manual requirements (See Streetscape and Architectural Design Manual).
2. This section of Tabor is identified as "Industrial Neighborhood."
3. Specific details about this type of Streetscape project are yet to be determined but will included
at a minimum: Street trees, irrigated tree lawn, sod, and detached walk.
4. A maintenance agreement for the area along Tabor will need to be signed prior to Certificate of
Occupancy.
5. In addition and immediately adjacent to the ROW required by the traffic engineer, a 3_5'
easement will also be required. This is to accommodate the portion of the 5' wide detached
sidewalk that will fall outside the newly established ROW.
6. Escrow funds for a detached 5' sidewalk with 5' irrigated tree lawn, and street trees will be
required for City construction at a fixture date.
7. The rate will be $41.75 per lineal foot of frontage. (Streetscape & Architectural Design Manual).
8. At 209.55' of frontage along Tabor Street total escrow for Streetscape elements is: $8749.00.

building permit for this site. The estimate for the cost of these improvements will be provided by the
Engineering Department.

Water District has reviewed your inquiry and offers the following
comments:
1. Valley Water District can provide water service to the
development subject to Valley Water District rules and regulations.
Water service tap and line will be required for each separate
building structure at owners expense.
2: Valley Water District is supplied water through a master meter
distributors contract with the Denver Water Department and must
follow Denver Water operating rules and engineering standards.
3. Valley Water District currently has adequate capacity through
their Denver Water contract at the present time to serve the
project. Valley Water District in its contract with Denver Water
must follow all Denver Water conservation/ drought requirements
imposed.

I have reviewed the plans for the above listed site. Please consider the following
recommendations while developing this site:
LANDSCAPE:
1, All mature trees to be trimmed of branches up 6'-8' from the ground to allow for
natural visual observation from surrounding areas to the parking lots and building.
2. All shrubs and bushes mature height to not exceed 36". This height reduces the
risk of persons hiding. It also allows for natural visual observation onto the property
both for the parking lot and building.
3. Plants/ landscape immediately next to the building should be low-growing ground
cover, not to exceed 18" mature height to allow for maximum natural visual
observation and eliminate concealment for potential offenders.
4. Ground cover should not include rock material. Rocks can be used to break
windows in the buildings and cars. Consider using natural products such as bark or
mulch.
BUILDINGS:
1. The building finish should be with an anti-graffiti paint or sealant.
FENCING:
1. Consider using wrought iron fence instead of cedar. By putting up a wrought iron
fencing around the property, you will minimize the chance of vandalism, graffiti and
climbing. The initial investment in the fence will be higher, however the long term
pay-off by not having to repair the fence will be greater.
SITE:
1. During construction, the property should be clearly posted with "No Trespassing"

signs. This may help deter trespasses, and allow the Police Department to cite
offenders with the crime along with any others offenses that may be committed by
trespassers.
LIGHTING:
1. Exterior lighting around the buildings and in parking lots should be a minimum of
1.5 candle minimum maintained. This will provide for brightly lit areas that
discourages criminal activity due to the illusion /perception of observation and
recognition.
While my recommendations do not guarantee a crime-free environment, it has been

1. Tabor Street is an identified streetscape and subject to Streetscape and Architectural Design
Manual requirements (See Streetscape and Architectural Design Manual).
2. This section of Tabor is identified as "Industrial Neighborhood."
3. Specific details about this type of Streetscape project are yet to be determined but will included
at a minimum: Street trees, irrigated tree lawn, sod, and detached walk.
4. A maintenance agreement for the area along Tabor will need to be signed prior to Certificate of
Occupancy.
5. In addition and immediately adjacent to the ROW required by the traffic engineer, a 3.5'
easement will also be required. This is to accommodate the portion of the 5' wide detached
sidewalk that will fall outside the newly established ROW.
6. Escrow funds for a detached 5' sidewalk with 5' irrigated tree lawn, and street trees will be
required for City construction at a future date.
7. The rate will be $41.75 per lineal foot of frontage. (Streetscape & Architectural Design Manual).
8. At 209.55' of frontage along Tabor Street total escrow for Streetscape elements is: $8749.00.

A Development Covenant and escrow, in lieu of those public improvements and future streetscape item
that are required along the Tabor Street frontage will need to be submitted prior to issuance of the
building permit for this site. The estimate for the cost of these improvements will be provided by the
Engineering Department.
Right-of-Way Construction Permit(s)/Licensing
Prior to any construction of the public improvements, the necessary right-of-way construction permit(s)

Planning - Your 12/18/02 letter:
Items 1-9 have been addressed. Since the property already has many trees and very little is
being added, the landscaping information is shown on the civil site plan. We hope this format is
acceptable.
Public Works - Michael Garcia's letter dated 12/13/02:
Two copies of the drainage study are enclosed for review. Please forward them to Mr. Garcia.
Item 5 on page 2 of his letter, the 3.5' easement, has been added to the plans.
Valley Water district - Robert Arnold's 12/4/02 letter:
I spoke to Mr. Arnold on 12/31/02 and he stated that no water main extensions into the property
would be required, unless the Fire Department asked for it, which they did not.
Arvada Fire Protection District - Steve Steigleder's letter dated 01 /02103: of a set of plans
1 called Steve to see if he had received a referral, which he had not. I dropped
on 12/31/02. We appreciate his quick response. Per his letter, the fire lane sign and a non
combustible material note for the trash enclosure have been added. I have attached a copy of
his letter for your records.
Police Department - Les Gregor's letter dated 11 /26102:

Thank your for allowing our office to review the site plan for the property located at 5025/5055
Tabor St. I do apologize that we did not receive a submital from the City of Wheat Ridge.
We do have four items that we would need additional information if possible.
1. What will be the construction of the access roadway into the property. The driveway will need
to be an all-weather surface capable of supporting the imposed loads of 56,0001b fire
apparatus.
2. The access roadway will need to be posted where possible on each side, "No Parking Fire
Lane' with signs that meet City of Wheat Ridge Standards.
3. The existing fire hydrant will be sufficient. It does not appear at this time.that the building will
need to be provided with an automatic sprinkler system.
4. If the trash enclosure including doors if provided will need to be of non combustible
construction.
