In my review, I have determined that the flooding in this area is approximately one half of one foot in depth at the location of the fence and is a backwater area caused by the elevation of Kipling Street which acts as a dam. Therefore, the impact of a "solid" wood privacy fence of this short length is negligible. The flooding in this area has no flow velocity and will slowly rise, and slowly subside rather than being drained quickly by flowing downstream.
