This approval letter is being issued with the verbal approval of Mr. Bill DeGroot of Urban Drainage & Flood Control District (UDFCD). There was a meeting that occurred on July 30, 2002 with UDFCD where the verbal approval was obtained. Please be aware of the following items regarding the construction of the project: 1. The proposed drainage facilities shall be constructed then approved by the City of Wheat Ridge prior to issuance of the Certificate of Completion. 2. Erosion control for the project shall be placed in conformance with the approved drainage/erosion control plan and shall be maintained as needed during the course of construction. 3. All drainage improvements shall be constructed in conformance with the approved drainage report and plan. 4. Upon completion of the drainage improvements the engineer, Ms. Holly K. Gibson, P.E. shall provide to the City of Wheat Ridge a letter of certification stating that the various improvements, as defined in the drainage report and plan, have been accurately surveyed to confirm that their construction is in accordance with these documents. The certification letter shall be written and stamped by the engineer who prepared the drainage report, and shall be submitted for review and approval by the City prior to issuance of the Certificate of Occupancy. 5. It will be the responsibility of the contractor for the project to repair any damage to the existing public improvements on Marshall and W. 49th Avenue Frontages as a result of related construction traffic in the area. Also, the contractor will be responsible for maintaining Marshall and W. 49th frontages on a regular basis such that they are free of construction debris and tracking from construction traffic accessing the site. 6. It will be the responsibility of the developer/owner, to provide the necessary testing, as applicable for the scope of this project, for subgrade compaction and other related material tests for those improvements to be constructed within public right-of-way. (SEE ATTACHED MATERIAL SAMPLING & TESTING REQUIREMENTS) 7. I File (3) 4900Marshall approval.ltr 2/99 CITY OF WHEAT RIDGE MATERIALS SAMPLING AND TESTING REQUIREMENTS FOR CONSTRUCTION OF PUBLIC IMPROVEMENTS DESCRIPTION Materials sampling and testing for public improvements shall be performed by an independent materials testing company at the expense of the developer, and/or utility district. Unless otherwise designated, all referenced specifications, standards or policies shall be the latest edition as revised or updated by approved supplements published and issued prior to the date of the building permit. REQUIREMENTS All materials sampling and testing shall be performed by certified, experienced and qualified materials testing technicians who work under the supervision of a registered professional engineer in the State of Colorado. All materials sampling and testing equipment shall be serviceable and calibrated. Soil classifications and moisture-density curves shall be provided to the Department of Public Works inspector prior to in-place density testing. Materials testing technicians shall furnish copies of failed test results to the inspector promptly as the results become available. On a weekly basis when testing is being performed, the developer shall furnish the inspector with copies of all test results taken during the prior week and a cover letter, signed by the supervising registered professional engineer, which summarizes the results and discusses any failed tests or inconsistencies. The City materials testing requirements are provided in Table 720-1. All testing procedures, point of verification and central lab requirements shall be as specified in the Frequency Guide Schedule of the Colorado Department of Transportation Field Materials Manual. One test is required for any fraction of the specified frequency. The reference to Section 203.07 in the table is from the Colorado Department of Transportation Standard Specifications for Road and Bridge Construction. The property is located at 4900 Marshall and is within the Clear Creek 100-year floodplain. It has become apparent that there are discrepancies between the original study for the first phase of construction prepared by Martin and Martin and the current study completed by Sellards and Grigg. If the Sellards and Grigg study is correct, it is recommended that the existing field be regraded which will cost the city over $70,000 not originally budgeted. A hydraulic analysis has been completed using an approach that was proposed by Bill DeGroot of Urban Drainage & Flood Control District in a meeting on May 22nd. Supporting calculations are included with this letter. The project is within the Clear Creek floodplain as shown on Flood Insurance Rate Map (FIRM) panel 085079 0005 C. The floodplain is based on the FHAD for Clear Creek done by Gingery Associates in November 1979, The FIRM does not show a floodway. According to the National Flood Insurance Program (NFIP), a floodway must be delineated in order to build within the floodplain. To accomplish this we have created a duplicate effective model based on the original (from the FHAD) HEC-2 sections for Clear Creek. We have duplicated sections 74, 75, and 76. Section 75 runs through the proposed site. Once completed, sections 74.5 and 75.5 were added based on the original topography shown in the FHAD. We will call this the 'corrected effective model'. This model was used to delineate a one-foot floodway based on equal conveyance reduction using HEC- RAS 3.0 software. Once completed, section 74.5 was updated with existing topography. We have called this the "existing conditions model". This was done because a ball field had been constructed in the floodway prior to this proposed project and without proper hydraulic analysis. In addition to the ball field, a trail was also built in the floodway. We found that the ball field and trail construction caused a total 0.42 foot rise in the one-foot floodway. The proposed grading attempts to rectify this increase by lowering the ball field to the FHAD grading and removing fencing in the portion of the ball field that is in the 390 Union Boulevard, 303.986.1444 Suite 630 FAX 303.986.0994 Lakewood, Colorado 80228 www.sandg4.com Sellards & Grigg, Inc. floodway. The ball field was built by the City of Wheat Ridge and thus will be corrected as part of this project. The trail was built by Jeffco Open Space and for this reason, as well as the cost involved, removing and replacing the trail to FHAD grading will not be part of the project. The proposed grading will lower the 0.42-foot increase caused by previous projects to an increase of 0.07 feet. A table is provided with this letter summarizing the analysis. In reviewing the proposed construction plans, we find that the existing ball field has been regraded appropriately, the fence within the floodway is called out to be removed, the floodplain and floodway are shown correctly, and there are no areas of fill within the one- foot floodway area throughout the project. This project, if built to plan, will not cause rise to the one-foot floodway and will partially correct increases caused by previous projects. Please feel free to call with any questions. This street tree requirement applies to both Old Arvada Road and Marshall Street. This should not be construed to mean trees placed 30 feet on center. Based on the size of the parking lot at 91 spaces, the code requires 4 handicapped parking "y spaces. The minimum width of an accessible parking space is 8 %2 feet with an adjacent 5 foot accessible aisle. One of the required spaces must be "van accessible" and served by an access V aisle a minimum of 8 feet in width. 4. There is insufficient information provided on the plans to determine whether or not the new entrance sign complies with City code. I have the following comments, which need to be addressed: ' 1. The limits of the 100-year flood plain, and the floodway boundary needs to be clearly shown on the drainage plan. To facilitate this requirement, I am attaching a flood hazard map of this area, and flood plain and floodway reference data for implementation into the next submittal by the civil engineer of record. 2. The grading being shown within the proposed work boundary, especially east of the new ball field, should not disturb the existing ground cover in order to avoid potential erosion to the existing slope. 3. The balanced volume of cut and fill quantities, and confirmation of no impact to the flood plain area need to be confirmed in writing by the civil engineer of record for this project. 4. Flowline spot elevations need to be shown at the radii point of curvature of the vertical curb and gutter proposed at the main entrance as red lined on sheet L3. Also, it should be noted on this same sheet that these radii are to match the existing grade along Old Arvada Road. As you know, the site is within the A Flood Zone of Clear Creek. I have just approved a site grading plan for phase one only which is the western most ballfield; the Kurt Manwaring field. The grading has no impact to the flood plain and, therefore, did not require a Class I Special Exception. The outfield fence has been approved and will be chain link similar to what was there. This portion of the property is outside of the floodway and UDFCD has also stated that they do not have a concern about this fence in this flood storage district backwater area. Some portions of phase ll, the eastern fields, are within the floodway and will require special consideration and a class I permit. Phase II has not been designed nor gone through the approval process yet.
