The Flood Hazard Area Delineation for Clear Creek document was used in my review. Elevations between the property in question and 100-year level were compared and this indicated that the flooding in this area is approximately just above six (6) inches and is probable in backwater area. Therefore, the impact of the proposed 6-ft Wooden Fence is minimal. The flooding in this area either has no or low flow velocity and will slowly rise, and slowly subsides rather than being drained quickly by flowing downstream. Due to the encroachment into the flood plain, the applicant must complete an application for Class I Special Exception to the Flood Plain.
