Dear Mr. Porcello, I have completed the second review of the Final Drainage Report, the 4`I' review of the Site Plan received on November 18, 2003 for the Sheard Planned Building Group located at 9830-9840 West 44 Avenue, and have the following comments: 1. All comments have been addressed. All documents submitted are hereby approved by Public Works. Please be aware of the following item regarding the construction of the project: It will be the responsibility of the of the contractor for the project to repair any damage to the existing public improvements along West 44`h Avenue as a result of related construction traffic in the area. Also, the contractor will be responsible for maintaining West 44`I' Avenue on a regular basis such that they are free of construction debris and tracking from construction traffic accessing the site. These documents are repetitive in nature. You may omit the improvement survey plat component provided one piece of information is transferred from the survey plat to the planned building group document. The survey plat contains a `surveyor's certificate' language block. This block should be transferred verbatim to the planned building group document. Once this surveyor's certificate block is transferred to the planned building group document, a full size mylar copy of the planned building group may be produced. Once this mylar is produced, please submit it to the City along with a check for $11.00 made out to the City of Wheat Ridge for recordation with the County. As mentioned in comments from Mr. Mike Pesicka on September 8, 2003, the signature block for the Planning and Development Director should be changed to read "Director of Community Development. Furthermore, this item should be corrected in a permanent fashion, not with whiteout and an ink pen. 3. As mentioned in comments from Mr. Mike Pesicka on September 8, 2003, line 18 of the Declaration of Planned Building Group" should be changed to read: "...such plans and ordinances. 4. As mentioned in comments from Mr. Mike Pesicka on September 8, 2003, please change the title of the document to read: "Sheard Family Trust Planned Building Group." 5. On the site plan, please correct the note that refers to the existing gravel area. This note should read: "(To Remain). This correction should be corrected in a permanent fashion, not with whiteout and an ink pen. 6. Please correct the bearing and distance on the north, west and south property lines. These items are illegible. 7. Please remove all drainage sub-basin information from this site plan. Drainage information should be located within the drainage report. Please make all required corrections prior to the next submittal. Most of the above comments have been identified in at least one previous review. When comments are repeatedly not addressed, the review time will greatly increase. The above-mentioned comments are mundane in nature, and should be easily corrected. You should be aware that the City charges a resubmittal fee for every review past the second review. You will be charged this resubmittal fee prior to the next review. This resubmittal fee is half of the original submittal fee, in this case $300. All redlined plans with the next submittal. If you have any further questions, feel free to give me a call. Please show existing drainage flow paths (minimal as they may be) on the submitted Site Plan (after Site Plan corrections are addressed), rename the sheet "Drainage Plan", and include this sheet in the back pouch of the Final Drainage Report. 2. Wheat Ridge is 2 words, please modify "Wheatridge" to "Wheat Ridge" in the report. 3. Please provide P.E. seal and signature on the Drainage Plan. Site Plan 1. Please include the Olathe Ditch on the Site Plan as shown on the redlined plan. 2. Please modify the "Planning and Community Director" to "Director of Community Development." 3. A signed and sealed Surveyor's Certification is required on the Site Plan. 4. Need to move the information (bearing/distance) along the southerly property boundary as indicated on the redlined plan (so as to be legible). 5. Application for Minor Dumping/Landfill Permit Prior to the commencement of any onsite grading, an Application for Dumping/Landfill Permit, along with the fees due will need to be submitted for review and approval. This Permit is generally issued at the time of the Building Permit. Dear Mr. Porcello, I have completed the second review of the above referenced documents for the Sheard Planned Building Group received on September 11, 2003, and have the following comments: (The following comments are based upon the standard requirements for Planned Building Groups as stated in Sec. 26-116, and for Site Plans in Sec. 26-111, of the City of Wheat Ridge Code of Laws. City Staff cannot waive these requirements). Drainage Report/Plan 1. Due to the fact that the square footage of impervious surface for the site is changing, a Drainage Plan shall be submitted, and is to include contour intervals adequate to completely define the historic (and developed) flow patterns. If the site is extremely flat, 0.5' contours are recommended. The Drainage Plan may be incorporated into the Site Plan (show as "Site and Drainage Plan"), as contours are required for the Site Plan as well. 2. A Final Drainage Report will not be required at this time. Please be advised that a Drainage Report may still be required depending upon the Drainage Plan review. 3. The request is based on the following facts: • The proposed construction is for a cold-storage building (unheated structure) to be placed on a slab-on-grade, • the site is relatively flat and no significant grading will be performed, • no additional asphalt paving or other impervious type surfaces are to be added, • there is existing paving in the front (north) side of the property along west 44`h and a driveway access to the rear of the building that shall remain unchanged, • there will be no effect on historical flows, I have personally reviewed the site development design and believe that a drainage study would not produce any flows different than what has been historically been associated with this property. The insistence on a drainage report would merely serve to cause Mr. Sheard additional financial burden. These easements are dedicated for the installation, maintenance, and replacement of electric, gas, television cable, and telecommunications facilities. Utilities shall also be permitted within any access easements and private streets in the subdivision. Permanent structures and water meters shall not be permitted within said utility easements. PSCo also requests that these utility easements be depicted graphically on the preliminary and final plats. While these easements should accommodate the majority of utilities to be installed in the subdivision, some additional easements may be required as planning and building progresses.
