Re: - Fifth Review Comments of the Final Drainage Report, and Grading & Erosion Control Plan for the
I'Bank located at the southeast corner of 32nd Avenue and Youngfield Street.
Dear Ms. Ross,
I have completed the fifth review of the above referenced documents received on January 30, 2008. This letter
is to inform you that all of the above-mentioned documents for this development have been reviewed and are
hereby approved for construction by the Department of Public Works.
Please be aware of the following items regarding the construction of the project:
1. Grading and Erosion Control
The erosion control for the project shall be in place prior to the commencement of any grading activities,
and maintained as needed during the course of construction. Please be advised that additional erosion
control measures may be required if deemed necessary by the City Inspector.
2. Right-of-Way Construction Permit(s)/Licensing
Prior to the construction of any improvements, utility service connections, etc. within the public Right-of-
Way, the required Right-of-Way Construction Permit(s) and respective licensing shall be submitted to the
Department of Public Works for processing. Right-of-Way Construction Permits are issued only after
approval of all required technical documents, including but not limited to, the Final Drainage Report &
Plan, Final Plat, Final Development Plan, Traffic Impact Study, Storm Sewer Plans, Street Construction
Plans, Grading & Erosion Control Plan, and easement and/or ROW dedications.
3. 2-Year Warranty Period for Public Improvements
The Contractor shall warrant all work performed within the public right-of-way for a period of two (2)
years, commencing upon completion of all constructed public improvements and Final Acceptance by the
City Inspector. Prior to the expiration of said 2-year Warranty Period, if the City Inspector deems that the
constructed public improvements are in such condition as to require repairs or replacement, the Contractor
shall complete such repair work upon request per the City of Wheat Ridge Permit Testing and Inspection
Requirements.
4. Application for Minor Grading/Fill Permit
Prior to the commencement of any onsite grading, an Application for Grading/Landfill Permit, along with
the fees due will need to be submitted for review and approval. This Permit is issued at the time of the
Building Permit.

Dear Mr. Schrock:
I have completed my initial review of the amended Final Development Plan for 4000 Cabela Drive, and I
have the following comments:
1. General:
A. I have included all comments received from the referral agencies. If you have any questions
regarding these referral comments, please direct them to the agency which generated said
comment.
B. This application included a streetscape narrative which describes the character and planting
pattern of the streetscape along Cabela Drive. Please be aware that this narrative does not
convey sufficient detail, and does not constitute a true streetscape plan. While the
streetscape plan will not be a requirement of this Final Development Plan approval, it
should be noted that a streetscape plan (complete with narrative, detail or cut sheets of
fixtures and plan set for the corridor) must be reviewed and approved by the City of Wheat
Ridge prior to completion of the roadway plans. The streetscape plans should include a
narrative, detail or cut sheets of fixtures, amenities and lighting elements and a plan set
which details the location of the improvements along the corridor. It is imperative that this
streetscape plan be submitted for review and coordinated with the street construction plans.
C. It would be helpful if each page were numbered sequentially; e.g. 1 of 16, 2 of 16, etc. It has
been staff's observation that the Jefferson County Clerk and Recorder typically requires this
type of numbering convention.
2. Final Development Plan, Page One:
A. Please correct the name of the subdivision listed in the Parcel Description to read
Cabela's/Coors Subdivision Filing No. 1 Amended.
B. Please correct the title of this Final Development Plan to a unique name. Staff suggests
naming this document "Cabela's First Amended Final Development Plan".
C. Please correct portions of the legal description which are not in capitals, as the rest of the
description is in capital letters.
D. Please change the text of the Owner's Certificate to reflect a singular ownership.

3. Final Development Plan, Page Two:
A. As was the case with the previous Final Development Plan, the parking lot is extremely
pedestrian unfriendly. Customers will traverse through drive aisles to get to the front of the
store without any place of refuge. It is suggested that a basic pedestrian framework be
included in this site plan which will ensure the safety of the pedestrians onsite.
B. It is unclear what the cross-hatch pattern denotes in the upper-left hand corner of the page. A
verbal concern was voiced by Jefferson County, as the cross hatch pattern seems to cover
some of the County's property.
C. Please remove the sight distance triangles.
4. Final Development Plan, Page Three:
A. The landscape coverage has been changed to almost 100% native seeding. Upon next
submittal, please describe what type of native seeding is to be used, and how it will be
applied. In staff's experience, if native seeding is not installed properly, it will not thrive and
the landscape area will be full of barren spots. This is unacceptable. While staff understands
the intent of creating a drought-tolerant landscape, this objective can be better achieved by
installing low water demand turf.
5. Final Development Plan, Page Four:
A. Please remove the Aspen and Box Elder categories from the planting schedule. These trees
are not permissible.
6. Final Development Plan, Page Five:
A. No comments.

This property is within the West Metro Fire Protection District (WMFPD). Fire service
will be provided as long as provisions of the International Fire Code, 2006 edition,
including amendments are met in development. Water plan, hydrant locations and access
needs have been addressed. Access from 32 ad Avenue and Cabela Drive and the
underpass at Youngfield and 44th Avenue will be crucial to emergency response.
The WMFPD will service this property from Station Five, 14055 W. 20th Avenue, Station
Two, 1545 Robb Street, and Station Six, 15100 W. 6t' Avenue. Units available to
respond from the above referenced stations include two engines, one 65' telesqurt, one
medic unit and the hazardous materials unit. Additionally, two 100' elevating towers,
three 65' telesquirts, nine engines, one heavy rescue, four wildland units, seven medic
units, one safety medical officer and two district chiefs are staffed within the district at all
times. Response time to the referenced property is four minutes. The WMFPD has
attained an Insurance Service Organizations (ISO) rating of three.
The WMFPD has amended the International Fire Code and all occupancies over 3600
square feet are required to have an automatic fire detection system installed.
The fire department has amended the fire code and all buildings over 50,000 square feet
are required to have an 800 MHz radio amplification system installed for emergency
communications. Contact the fire departments communication officer to obtain
requirements (Division Chief Mark Krapf, 303-989-4307 extension 447), or the
requirements can be found at www.westmetrofire.org.
"Whatever It Takes"... To Serve
Permits shall be obtained from the fire department for core and shell, tenant
improvement, all work on fire detection systems, all work on fire suppression systems,
for the installation of bi-directional amplification systems, underground fire line
installation and for the storage of hazardous materials.
The WMFPD has no objections or concerns to the minor changes to the final
development plan for the above referenced property.
WMFPD reserves the right to provide additional comments/requirements at the time
when plans are submitted and reviewed per applicable codes and amendments.

SUBJECT: Cabela's Development, WZ-07-05, Final Development Plan Amendment
I have reviewed the above document and the Traffic Impact Study, dated October 2007, and
would like to offer the following comments:
1. Various drainage reports and plans related to the development have been reviewed and
forwarded to Martin/Martin for revision and further review.
2. Plans and reports of roadway improvements related to the development have been
reviewed and forwarded to Martin/Martin for revision and further review.
3. Report and plan for the regional pond and Cabela Drive is under review for
coordination of other engineering plan to ensure proper matching and continuity of
drainage design and other elements.
4. Drainage report and storm sewer plan for Cabela Drive is required for review for
coordination of other engineering plan to ensure proper matching and continuity of
drainage design and other elements.
5. Please include roadway lighting plans in the next submittal for review and approval.
Design shall meet Xcel's standards, as this facility will be maintained by this agency.
6. A traffic management plan will be required for review and approval prior to Certificate
of Occupancy. This is necessary to effectively manage the store opening traffic as
stated in the Traffic impact study.
7. A traffic signal timing plans for the new roadway associated with the development will
be required for review, approval and implementation prior to Certificate of Occupancy.
This is needed for the operation on newly constructed traffic signals and adjacent
affected ones. The plans shall include initial timing and field tuning at the time of
normal traffic pattern.
8. A financial or payment plan is needed to address the construction of traffic signals at
location warranted beyond year 2008.
9. Streetscape element will need to be included in the design and construction for all
proposed streets. The design shall meet the Neighborhood Commercial standards in the
City of Wheat Ridge Streetscape and Architectural Design Manual. This will include
but not limited to major Wheat Ridge entryways, detached sidewalk, pedestrian
lighting, street furniture, planters, monument, tree lawn and related irrigation. An
established theme is expected with this plan to ties with the afore mention streetscape
components to the new bridges at SH 58 and Clear Creek. This plan submittal should
be the priority since the construction if these features will conflict with the
construction of the roadway and site improvements.
10. Sight triangle design shall satisfy City Code sec 26-603.
11. High profile evergreen trees planting should be avoided at intersection corners to
maintain intersection sight distance. Design to meet sight distance requirement.
12. High profile landscaping at islands should be designed to meet the 36"-84" window to
maintain sight distance.
13. Site circulation and parking layout should be designed with adequate geometry to
accommodate the anticipated truck route(s) in and out of the store.
14. Site access to 40th Avenue is either required to be gated or have limited access due to
proximity of the TMAC access and the anticipated truck route from the store. It is
strongly suggested to combine these access locations as one for safer traffic operation.
The combined access should be planned at a location to line up with the future access
to the south parcel across 40th Avenue.
Traffic Impact Study comments
1. Page i - Under the recommended Improvements discussed in Page I of the report
on 32"d Avenue from Alkire Street to Youngfreld Street, please detail how 32nd
Avenue east of Youngfield would be transitioned to the subject widened segment.
2. Page ii - Widen 32"d Avenue east of Youngfreld Street to beyond Xenon Street by
year 2030. Please clarify of provide additional detail on what configuration would
look like. A detail section needs to be provided if it id different than the W32/I70
EA concept drawing.
3. Page 10 - Footnote 3 is missing in Table 1.
4. Page 41 - Temp traffic management plan shall be provided prior to store opening
as discussed in FDP comment # 5.
5. Page 13 - Please update site data in table 2 if there is more definite changes to
proposed land use. The FDP Amendment shows a floor plan reduction which may
or may not change the vehicular trips.
6. Page 41 - Timing plan is needed for review, approval and implement by store
opening date as discussed in FDP comment # 6.
7. Page 43 - traffic signal conduit and junction boxes shall be included in the
construction of Cabela Drive at the intersection of 40th and La Quinta for future
traffic signal.
8. Traffic signal design and construction will need to be a part of the Cabela Drive
project for all affected signals identified in the 2008 scenario.

I have reviewed the first submittal of the Stormwater Management Plan (SWMP) and its
corresponding engineering drawings dated December 4, 2007 for the above project and I
have the following comments:
Comments:
Text Narrative:
Note: For future reference, For clarity purposes it is a good idea to have the pages
numbered. Also words such as "possible", "effort", "attempt" and "may" are words that
do not belong in a SWMP. The purpose of the SWMP is to explain what will be done to
assure potential pollutants will be minimized in the effort to maintain Stormwater quality.
1. The Superintendent is not an acceptable SWMP administrator. Superintendent has
to many other responsibilities that will have higher priority.
2. Section 1.0 : Clarify applicability of the State permit reference 'T B.1"
3. Section 1.2 :The use of "the project" is not the best term to be used, in the
following sections "the project" is used in a different capacity.
4. Section 1.5 : Need to account for all activities and operations associated with the
project.
5. Section 1.8 : "May include"?
6. Section 1.9: The sediment basins (SB) need to be explained in more detail such
as details of their construction. Also, being that they are considered temporary
need further explanation of the time frame of each. Will the SB located to the SE
be abandoned and when will the inlet be in placed ?

7. Section 3.0 :
• Clarify what contaminated soils means, is that expected out there?
• What specifically will be loaded and unloaded ? and the location ?
• Need to show the tentative locations of the portable toilets.
8. Section 3.2 : line e and d are not considered erosion or sediment controls.
9. Concrete Washout needs to be shown on the engineering drawings.
10. Construction materials need to be stored in the SSA.
11. Section 3.2.2 :
• Be more specific as to what "SWMP Reference Guide" is and by who.
• Hay bales are not an acceptable BMP.
• Will rock wattles be used, yes or no?
12. Section 3.2.3
• "Existing vegetation will be protected and maintained wherever possible." If this
will be done, need to show these areas on the map.
• Erosion control blankets will need to be approved by the City's Stormwater
Quality Manager.
• Stabilization BMPs will be installed within the States time requirements.
• Need to have construction fencing to assure that the VTCs are effective and to
keep non construction traffic from freely walking on to the project site.
13. Section 3.2.4
Remove the BMP "straw bales" SB and replace with an appropriate BMP.
BMP s will not automatically be removed after construction, only when final
stabilization requirements are met.
Need more details for "chemicals" under potential pollutants.
14. Section 3.3 :
• Show the tentative locations of the metal dumpsters.
• Third paragraph mentions a "designed area" this should be the SSA and shown on
the map.
• What does the spill response kit consist of?
• Onsite fueling should be conducted at the SSA, if not need to show the tentative
locations and/or describe how the onsite fueling will be done.
• What are the incidental fuels? (diesel, gasoline, or propane etc.)
• Show where these chemicals will be stored and how storage and containment will
be done.
• How will the trash receptacles be secured?

• More details on the location and design of the tool washout area.
15. Section 3.4.1 :
• Chemicals need to be covered from the elements.
• Any chemicals remaining in containers will need to be disposed of in accordance
to Federal, State and local regulations.

• What are the petroleum products?
• Paints need to be on pallets and covered
• Where will the surplus concrete and drum wash water be disposed of? This is
inviting illegal disposal off site.
17. Section 3.4.4 :
• Where will the manufacturers clean up recommendations be posted?
• One gallon is not a reportable quantity rule of thumb for hazardous materials.
• LEMPC is not for contacting in case of an emergency spill.
• The following entities should be notified: CDPHE and City of Wheat Ridge.
• It is advisable to have a number of a local contractor who is experienced in
chemical spills.
18. Section 4.0 :
• Completed areas shall be permanently stabilized within seven (7) calendar days
after completion. Disturbed areas where work is temporarily halted shall be
temporarily stabilized within seven (7)days of the activity ceased unless work is
to be resumed within 30 calendar days after the activity ceased. NOTE: "Once
earthwork has be un on a section, it shall be persuade until completion".
• It's expected that BMPs that are not longer required will be removed as the
projects progresses and will be annotated in the SWMP.
19. Section 5.1 : Not familiar with the .5 inch precipitation criteria. The State
requirement for inspection to occur after any precipitation event that causes
noticeable erosion.
20. Maintenance and replacement of BMPs will be done within 48 hours, or
immediately if deemed necessary by the City Inspector.
21. Do to the relative location of the site to existing streets, VTC may not be adequate
means of keeping the mud off City streets. Another BMP may need to be used to
supplement the VTC to assure that mud stays off the street.

Engineering Drawings:
1. Need to use the City's details for all proposed BMPs.
2. Remove sheet 0003, and use the City's current erosion control notes (E-A01).
3. Remove extraneous BMP details, if they are not to be used for this project they do
not belong in the SWMP.
4. The silt fence shown on the engineering plans will work fine after the concrete is
poured, but what will be in place in the in-term ?
5. There is no mention of diversion ditches in the SWMP narrative, also need to see
the engineering details.
6. Need to show the engineering design details for the bio-swales.
7. Need to see the design of the temporary sediment basins.
8. The City does not allow for the use of hay bales.
9. Describe the dust control measures. Disturbed areas not yet ready to be seeded,
landscaped, paved, or otherwise stabilized shall be watered, or ripped as necessary
to preclude visible dust emissions.
10. Need to see the seed mix and a detailed explanation of the application of the seed
mix.
11. If any mulching is planned the contractor needs to assure a weed free seed free
mulch (to keep hay/straw from being the dominate species at the site).
12. All exposed ground surface will require surface roughing for erosion and dust
control: Also need to show these areas on the engineering drawings.
13. Tentative Stockpile locations should be shown, should be noted that they should
not be within a hundred feet of drainage ways or the Waters of the State, shall not
exceed 3:1 slope, and have dust control measures taken to contain fugitive dust.
14. Need to provide tentative schedule for temporary and permanent stabilization.

15. S WMP requires to show existing soil conditions, this includes existing ran-off
coefficients and proposed run off coefficients, also existing vegetation if any.
16. Need an operations and maintenance plan for all post BMPs onsite, this includes
but not limited to the bio-swales.
It can not be emphasized enough the importance of having the SWMP reflect the
actual site conditions precisely, otherwise by Federal, State and local law the site is
out of compliance.

SUBJECT: Cabela Development, Foundation Plan
I have reviewed the above document and have the following comments:
1. Sheet C126 -An 8-feet or wider cross-pan should be utilized at the proposed access
onto 40`h Avenue.
2. Sheet C126 -Pavement marking arrows are needed and should be placed at each end
of parking rows to regulate one-way parking circulation. This is crucial to control
mixed vehicle classes and should be implemented throughout the entire parking lot.
Sheet C 126 - The City is concerned with the proposed access onto 401h Avenue from a
traffic safety standpoint due to proximity of adjacent access to the Table Mountain
Animal Center. Additional safety concern is that this access is a part of the frequent
truck route from the store. As a result, it needs to be designed as a gated or right-in-
right-out access. Other option that could be examined to address the concern is to
combine with the adjacent drive.
4. Sheet C127 -North painted center median area should be apart of curbed island as per
previous comment generated for the Cabela Drive plan.
5. Sheet C128 -Provide lane assignment striping and signing for traffic control at the
entrance.
6. Sheet C132 - hiclude an 8-feet cross-pan detail in the detail sheet.
7. Sheet C200 - Please verify whether the 8-inch PVC storm sewer pipe to collect roof
drain on either side of the building can be supported structurally to handle traffic load.
8. Sheet C200 - Please verify whether the storm water volume convey via &eline on
40th Avenue is included in the pond design at the northeast corner of 40t Avenue and
Youngfield Service Road.
9. Sheet C211 -Grade drop inside all inlets and manholes should beat least 0.25' as per
the Wheat Ridge detail.
10. Sheet C212 - Provide a containment design to avoid contaminations from animal into
the storm sewer system as commented earlier on the drainage report and plan.
11. Sheet C220 - Replace the Storm Sewer with Underdrain detail with a legible one.
12. Sheet C504 - Pavement marking arrow should be installed at the end of each drive isle
for improved visibility. This provides an effective way to regulate circulation traffic
similar to comment Number 2.

Re: - First Review Comments of the (foundation only) Building Permit Application civil plans received
November 29, 2007, the Final Drainage Report received November 30, 2007, and the Final Development
Plan received December 18, 2007, for the Cabela's Development located at 4000 Cabela Drive.
Dear Mr. Willis,
I have completed the first review of the above referenced documents, and have the following comments:
DRAINAGE
Cabela's Final Drainage Report (Discussion)
1. For Pages 4-7 under the Runoff section, please include the area and the anticipated Qfoo at the Design
Point in each sub-basin description.
2. Page 5: Describe the criteria used for establishing the runoff coefficient for Sub-basin W9, i.e., 80%
maximum imperviousness (full build-out) as allowed by City Code, etc.
3. Need to double-check that the proposed pond bottom elevation for the northeasterly WQ pond, along with
the orifice opening and invert out elevations, will properly function with the 60" diameter offsite storm
system. It appears when that 60" facility is running full it could flow into the pond, but the pipe profile
with HGL data for the 60" line is needed to analyze further.
4. Discuss the anticipated velocity of storm sewer flows releasing into the northeasterly water quality pond.
Discuss the potential for "flushing" of the pond, what solutions are to be implemented, and if erosion
control at the outlet will be necessary (if so, describe what is proposed).
5. Detention Section on page 8:
a. Please include both the 5-year WSEL as well as the 100-year WSEL.
b. A scenario of "catastrophic failure of the water quality pond" is discussed, but which pond is not
specified. Since there are 2 different ponds, one to the NW and one to the NE, one must assume
this is a reference to the larger, regional WQ pond lying to the northwest. While it is duly noted
that ample and additional freeboard has been provided for the northeasterly WQ pond, the
potential for negative impacts to downstream properties still exists. Please describe the
emergency flow direction in the unlikely event of overflow or catastrophic failure and what
negative impacts, if any, would be anticipated to downstream properties.
c. Provide a description of the proposed outlet structure for the northeasterly pond. Include the
orifice plate openings, box type, well-screen, and top grate (be sure top grate is bolted to box).
d. Please include a brief description of the northeasterly WQ pond itself. Since the City of Wheat
Ridge requires detention facilities to fully drain in 24-40 hours, please discuss how this will be
accomplished, i.e., the pond bottom is to be graded at a minimum of 2% towards a 2' wide
concrete trickle channel, etc. (These are typical design elements of Wheat Ridge detention
ponds).
6. Please discuss in detail the proposed bio-swales and basis for design functionality. While it is stated on
page 5 that the landscape architect will be designing these facilities, as they are integral to the site
drainage and water quality design, some engineering will of course need to be incorporated into the
design (using percolation test data, soils analysis, etc when it becomes available subsequent to the major
SUP fill importation). Also discuss the anticipated runoff depths and drain times for both the minor and
major storm events at each of the three facilities, and include percolation data and other soils info in the
Appendix in support the design.
7. Please provide a P.E. seal and signature on the revised Final Drainage Report.
Cabela's Final Drainage Report (Appendix)
1. Need to include pipe profiles (with HGL) for the 5-year minor storm.
2. Include percolation test data and any pertinent soils analysis in support of the bio-swale design
functionality (when it becomes possible subsequent to the major SUP fill importation in these areas).
Cabela's Final Drainage Plan
1. On Sheet C250:
a. Need to show the parcel boundary; refer to the (amended) plat for bearings and distances.
b. Some additional information is needed for the northeasterly detention facility. Please include an
enlarged detail of the pond showing the following:
i. Show an (emergency) overflow weir location and the anticipated overflow direction
downstream of the pond.
ii. Per the City of Wheat Ridge Site Drainage Requirements the detention facility must fully
drain within 24-40 hours. A typical method used to accomplish this is to grade the pond
bottom at 2% towards a 2' wide V-shaped concrete trickle channel having a minimum
grade of 0.5% towards the outlet structure. The lowermost orifice opening of the outlet
structure located in the trickle channel flowline (as shown on the outlet detail on Sheet
C251) and the length of the trickle channel needs (to be long enough) to allow the deepest
area of the pond to fully drain. Please incorporate these design changes on the Drainage
Plan (and also on the Final Grading Plan in the civil plan set). An enlarged detail of the
NE pond needs to be included with the Drainage Plan to better clarify constructed items
(and also to show the to-scale cross sections required below).
C. Need to double-check that the proposed pond bottom, orifice opening, and invert out elevations
will function properly with the 60" diameter offsite storm system (it appears when that facility is
running full it may flow into the pond).
2. On Sheet C251:
a. Please include a note stating the grate is to be bolted to the outlet structure using stainless steel
bolts.
b. Could use this sheet to include the enlarged NE pond detail with to-scale cross sections.
3. Please provide to-scale cross-sections AA-AA and BB-BB across the northerly and easterly sides
respectively of the NE detention facility (please see attached sheet for requested locations).
4. Please provide a P.E. seal and signature on the revised Drainage Plan.
CONSTRUCTION PLANS
Foundation Permit Civil Plans
General Comments (for all plan views):
1. Clearly identify all spill and catch gutter pans. (This can be easily accomplished by including the linetype
in the Legend).
2. Include transition zones (minimum of 10 feet in length) between the catch and spill curb & gutter.
3. Show the grade percents for all grade arrows.
4. Provide sufficient grade percents for the curb and gutter, concrete drain pans, asphalt parking and drive

Sheets C122-129 (Grading Plans):
1. A minimum of four (4) horizontal coordinate points (with northing & easting) will need to be provided
for all traffic/parking islands so they can be properly locate in the field.
2. Along those same lines, provide the northing and casting for any curb & gutter angle point or tangent
lengths over 150' in length. You should also provide random pc's and pt's for the longer stretches of curb
& gutter, i.e., around the perimeter, to allow the surveyor performing the layout (or designing engineer) to
easily and efficiently check the field work performed.
3. Northings and eastings also need to be provided at sidewalk and curb chases.
4. Please use a different linetype for the parking lot striping (darker maybe?) than the proposed contours.
Having both the same makes some areas very difficult to read.
5. Identify the two rectangular structures shown on the westerly side of Sheet C 124.
6. Show the flowline of grate and manhole rim elevations for all structures.
7. Show the curb cut locations/spacing for the islands containing the bio-swales.
8. While it is stated on these sheets that the bio-swales are to be designed by the architect, these facilities are
integral to the drainage system and require some engineering. Engineering concepts of the subsurface
drainage system, i.e., perforated pipe section, including the pipe grade and invert elevations, bedding
material, soil type and placement, and even the inlet placement and percolation test data should be
incorporated into the design. Therefore, engineering details of the bio-swale facilities needs to be included
with the plan set.

Site and Landscape Plans
General Comments:
1. For all Site Plan sheets, please show the following:
a. All existing and proposed easements.
b. The property boundary line, including the bearings and distances.
c. All storm sewer needs to be shown as lying within a (minimum of) 15' wide Drainage Easements.

5. Is the area identified as a water quality pond on the northwesterly portion of the parcel to be used for this?
If not, please modify the text to reflect what is actually proposed for this area.
6. Include the property boundary line and include bearings/distances and curve information.
7. Double-check the property line on the easterly side of the parcel as it is currently shown encroaching into
the frontage road ROW.
8. Double-check the property line on the westerly side of the parcel. There appears to be a strange shaped
area jutting into this parcel.

The Public Works Department requires 4 signed and stamped copies of the revised (foundation only)
Building Permit Application civil plans, Final Drainage Report/Plan, and Final Development Plan
accompanied by a CD-ROM containing the revised documents in PDF. Please provide these with the
next submittal. (NOTE: The PDF File of the Final Drainage Report /Plan may be combined with the
Major Grading SUP Plans for submittal on CD-ROM).
NPDES Permit
The area of the proposed development is greater than I acre and therefore shall comply with NPDES regulations.
The NPDES permit for construction activities is issued by the State through the Colorado Discharge Permit
System (CDPS), and may be obtained by contacting the Colorado Department of Public Health & Environment,
Water Quality Control Division. A copy of the CDPS Permit and Stormwater Management Plan (SWMP) is to be
submitted to the Department of Public Works prior to issuance of any Grading/Fill or Building Permits.
Public Improvements
All Public Improvements shall be completed in accordance with the Annexation and Development Agreement
dated December 20, 2004.

Right-of-Way Construction Permit(s)/Licensing
Prior to the construction of any improvements, utility service connections, etc. within the public Right-of-Way,
the required Right-of-Way Construction Permit(s) and respective licensing shall be submitted to the Department
of Public Works for processing. Right-of-Way Construction Permits are issued only after approval of all required
technical documents, including but not limited to, the Final Drainage Report & Plan, Final Plat, Final
Development Plan, Traffic Impact Study, Storm Sewer Plans, Street Construction Plans, Grading & Erosion
Control Plan, and easement and/or ROW dedications.
2-Year Warranty Period for Public Improvements
The Contractor shall warrant all work performed within the public right-of-way for a period of two (2) years,
commencing upon completion of all constructed public improvements and Final Acceptance by the City
Inspector. Prior to the expiration of said 2-year Warranty Period, if the City Inspector deems that the constructed
public improvements are in such condition as to require repairs or replacement, the Contractor shall complete
such repair work upon request per the City of Wheat Ridge Permit Testing and Inspection Requirements.

SUBJECT: Cabela Foundation Submittal Comments
I have reviewed the above plans and have the following comments:
Plans
I. Sheet C100 - The potential ponding depths at several inlets appears to be too deep if
the inlets become clogged. Some of the areas tributary to the inlets may not be large
enough to contribute enough runoff to achieve the potential ponding depth; however,
there still would not be an overland flow path to alleviate the ponding. The following
inlets were identified as potentially impacting customers:
a. Either of the two inlets in the RV parking area northwest of the building could
pond to around 12" deep before overflowing to the other inlet. The RV
parking are could pond to almost 24" deep before overflowing to the west if
both inlets became plugged.
b. The inlet just northwest of the building could pond to 18" before overflowing
the landscaped island to the RV parking area.
C. Both inlets on the northeast of the building could pond to between 16" and
18" before overflowing to the northeast.
d. The inlets in the bioswales could pond to between 18" and 24" before
overflowing to the northeast or northwest depending upon the bioswale.
e. The inlets in the main entrance could pond to around 12" before overflowing
to the northwest.
f. The inlet in the truck access near the horse area could pond to around 9"
before overflowing to the northwest.
2. Sheet C 100 - The proposed grading along the north side of the property between
the curb and the property line is not clear.
3. Sheet C121 - A relatively steep area, around 3%, is shown between two of the
islands in the RV parking area.
4. Sheet C 121 - There appears to be an extra FES at the south end of the pond. This
shows on several sheets.
5. Sheet C 122 - A relatively steep area, around 4%, is shown between the end of the
truck ramp and the inlet to the north. This could create clearance issues for the
trucks entering and exiting the truck ramp. In addition, since this is the north side of
the building, icing could be a concern.

6. Sheet C122 -The discharge for the trench drain in the truck dock is not shown.
7. Sheets C122 and C123 -The slopes of the gutter adjacent to the stormwater pond
are not shown and appear to be very flat.
8. Sheet C 123 - The contours at the end of the boat storage area do not appear to be
correct.
9. Sheet C 123 - The slope of the 4' pan is not shown and appears to be very flat.
10. Sheet C 124 - The slopes of several of the catch curbs near the horse area are not
shown and appear to be very flat.
11. Sheet C 124 - The cross slope of the drive between the front of the store and the
truck access appears to be steep. It is also not clear how the runoff in this drive is
directed to the inlet to the east.
12. Sheet C124 - The grade break just west of the spill curb in the truck access drive
does not appear to be correct.
13. Sheet C 124 - The slope in the RV parking area south of the inlet that is shown on
this sheet may be too steep, 4%, for this type of parking.
14. Sheet C125 - The slope of the drive between the bioswale and the corner of the
sidewalk around the building appears to be, around 5%.
15. Sheets C152 and C153 - Some of the details on these sheets are very light and
difficult to read.
16. Sheet C200 - The underdrain should be added to the legend.
17. Sheets C210 and 211 - The FES on the profiles are shown as inlets and not as FES.
18. Sheet C214 - Backwater from the pond will likely surcharge the entire underdrain
pipe.
19. Sheet C410 - A portion of the force main appears to be missing.
20. Sheet C502 - A "Do Not Enter" sign needs to be added at the east end of the east
flowing drive.
21. Sheet C504 - The "Yield" sign at the end of drive between the front of the store and
the truck access should be a "Stop" sign.
22. Sheets C504 and C505 - The signage in the islands along the front of the store is
not consistent.
23. Sheets C505 and C508 - "Do Not Enter" and/or "Keep Right" signs should be used
at the ends of the median of the entrance drive to direct the traffic appropriately.
24. Sheet C506 - A "Do Not Enter" sign needs to be added at the west end of the west
flowing drive on the southeast side of the building.
25. Sheet C506 - The "Stop" sign at the entrance drive does not appear to be placed
correctly.
26. Sheets C507 through C509 - At the corners of the parking lot near Cabela Drive,
the width of the drive that runs parallel to Cabela Drive should be reduced to 18
feet and signed to discourage two-way traffic from entering the area adjacent to the
exit of a one-way drive. The island can either be longer or the curb along the
outside of the parking lot can be inset.
27. Sheets C507 through C509 - The signage in the islands at the end of the parking lot
near Cabela Drive is not consistent.
28. Sheet C520 - The paving for the truck dock is not detailed.

I have completed my initial review of the building permit application for the property located at 4000 Cabela Drive,
and I have the following comments:
1. This permit, as submitted, can be reviewed as a foundation only permit. It is imperative to note that a full
building permit cannot be issued until such time that the required off-site right-of-way for Cabala Drive has
been secured. Pursuant to the conditions of approval of the Outline and Final Development Plans at City
Council, all required right-of-way must be secured before the building permit can be issued.
2. An amended Final Development Plan has been submitted for review. This amended Plan will slightly change
the site layout and architectural treatment on the building exterior from the approved Final Development
Plan. Please be aware that the amended Final Development Plan must be approved prior to the issuance of
a core and shell building permit. The amended Final Development Plan is currently under review.
3. The proposed location of the foundation does comply with the minimum setback standards established on
the Outline Development Plan approved by the Wheat Ridge City Council.
4. Upon the next full submittal, please place the index page (General Information - page A-001) at the front of
the plan set. Additionally, it would be helpful to receive the civil drawings (series "C") as a separate, 24" x 36"
plan set. This will help to expedite the review.
5. Please be aware that all exterior signage will require a separate building permit.
6. Please be aware that upon the next submittal the following should be submitted: four 24" x 36" civil plan sets
(series "C'), seven plan sets containing the "A", "S", "M", "P", "E" and "F" series drawings and an electronic
submittal of the civil drawings (series "C').

I have reviewed the above plan and have the following comments:
1. Bio-swales, soil filtration and perforated pipes are part of drainage collection design in the
parking lot as stated in the report. Please discuss and provide relevant soil classification,
percolations test data and related design either in the report or plans. Page 5.
2. Basin W 10 is intended for housing or facilitating horses. Thus, elaborate design of filtration
containment of contaminated drainage water for this sub basin prior to release into the inlet
(design point 11). Page 5.
The paragraph in page 8 does is not clearly discuss the catastrophic failure to the northeast
water quality pond. Specifically, what is the overflow path adjacent to the Table Mountain
Animal Center? Is the existing and proposed grading will prevent water from entering the
subject property?
4. The report needs to include the storm sewer profile for the FHU line situated in the northeast
corner of the site. Hydraulic grade lines will also need to be provided. All calculation,
parameters and flows for this line must be consistent with the analysis performed by Felsburg
Holt and Ullevig.
5. Any ponding by design in the parking lot shall meet maximum allowable depth set by the
City. This is necessary to avoid flood damage.
6. Invert drop in all manholes and inlets should be at least 0.2' or deeper.

Cabela Drive - Streetscape Design Guidelines
December 2nd, 2007
Purpose
These guidelines are intended to illustrate the application of landscape material along the right-of-way
associated with Cabela Drive. This will insure a consistent theme along the entire length of Cabela Drive
from 44th Avenue on the north to 32nd Avenue on the south. These guidelines are to be followed as closely
as possible, but are to remain flexible to react to any conditions found along the right-of-way.
Theme
Cabela Drive shall have a naturalized theme to integrate the streetscape with the sportsman experience
developed for the Cabela's retail site. The Cabela's retail site is designed to immolate the various
ecosystems experienced by the Colorado sportsman. There are 4 main ecosystems demonstrated, which
include; Prairie, Foothills, Mountain, and Sub-Alpine.
This landscape theme relies heavily on naturalized grasses and the introduction of native and native like
plant material found in each ecosystem. When native plantings for specific ecosystems cannot be used
due to survivability, substitute plantings are used to emulate the desired look.
The introduction of typical urban tree species are used to provide a canopy type experience but are located
in informal groupings to complement the naturalized look.
Streetscape Design
The streetscape is designed to compliment the general theme. For purposes of maintenance, traffic and
retail visibility, the streetscape program will differ from the typical urban streetscape approach. Required
street tree quantities will be honored, but utilized as part of the thematic experience. All landscape should
be well coordinated with street lighting, pedestrian lighting, bus stops, site triangles and sight lines.
Application of the various landscape elements are as follows:
Ground Plane - Naturalized short grasses (Seed Mix A) will be utilized between the curb and detached walk
with naturalized tall grasses (Seed Mix B) behind the walk. The grasses between the curb and walk will be
irrigated with efficient spray irrigation as part of the district irrigation system. The grasses behind the walk
may be irrigated with efficient spray irrigation as part of the retail development.
Street Trees - The required street trees (as measured at 1 tree per 50 If) will be grouped in groves and will
be located behind the walk and within 60' of the back of walk. Trees are to be grouped to form a natural
appearance. Gaps between groups are intended to provide visibility to retail and any important views and
vistas identified by the retail developer.
Irrigation System
The streetscape between the curb and walk is intended to be irrigated by a master system. The landscape
behind the walk will be irrigated by the adjacent land owner/developer. The streetscape irrigation system
shall be a fully automated underground system with pop-up spray heads for the short grasses & drip for bed
areas.
Recommended Plant List
The streetscape design and adjacent developments are intended to follow the basic theme set out in these
guidelines. The following plant list represents recommended plant material that should adapt in the local
climate, while still achieving the thematic intent. Other plant material may be utilized as long at it still meets
the intent of the development theme.
