I have completed the second review of the above referenced document received on April 27,

a. Remove the 2 words: "PARKING AREA" at the end of the note.
b. Add another note stating, "The design of the proposed new curb-cut will need to be
submitted to the Colorado Department of Transportation (CDOT) for review and
approval prior to construction.
Sheets 2 & 3:
1. All existing and proposed ramps must be brought into compliance with current ADA
regulations. This will involve the modification or even removal and replacement of some
existing ramps, and the installation of detectable warning panels at the bottoms of all
ramps. Please modify all ADA ramps to match the civil construction plans revisions per
the review comments dated April 23, 2009.

I have reviewed proposed FDP amendment and have the following comments:
SHEET ONE
1. Correct the spelling of "Development" in the title of the document.
2. In the case history box, add the following case number: WZ-09-02
In the Surveyor's Certificate, insert the name of the document in the second line.
4. In the Surveyor's Certificate, designate who will be signing the document. James T. Jones of
Jones Engineering was the surveyor of record for the most recent plat approval.
5. Modify the City Certification to read as follows: "Approved this day of
by the City of Wheat Ridge City Council."
6. Add a recording block for the Jefferson County Clerk and Recorder's Office.
SHEET TWO
1. Correct the spelling of "Development" in the title of the document.
2. In the northeast corner of the site, please specify the type of ground cover or material
proposed.
3. On the graphic of the existing restaurant, specify that the total square footage of 4,162 square
feet is as amended and approved by this plan.
4. At the southwest corner of the site, access to the west into Lot 4 is not allowed. A physical
barrier such as a concrete curb will be required to be installed at this location.
5. Please modify the zoning note to read: "Zoning: 70 West Business Center Final Development
WaR Planned Commercial Development". This note should be replicated on the north and
south of the subject property.

SUBJECT: Referral Response to Case No. WZ-00-021Wise for DDK Properties
The Economic Development (ED) Division supports the approval of administrative
amendment to the existing final development plan (EDP). The proposed improvements to this
property will enhance the overall appearance of the area. These improvements will also allow
for a higher quality use of the property, which could therefore create a net positive gain in
sales tax revenue coming from this property.
In order to help service this development the City has two a grant program which may
be used. The Wheat ridge Business District (WRBD) grant program offers up to $14,000 in
matching funds to commercial businesses in Wheat Ridge in order to improve the appearance of
individual buildings, as well as the overall look of the city. Improvements must be to areas visible
from the public right-of-way. The goal of this program is to leverage private improvements while
making revitalization efforts affordable, creative, and community-based. The applicant may
contact the City's Economic Development Department for any further information about these
projects.

I have completed the first review of the above referenced document received on April 6, 2009,
and have the following comments:
FINAL DEVELOPMENT PLAN
1. Please include a note on Sheet 1 which discloses the triggering mechanism of the "Future
Site Plan" improvements. You might use language such as, "The Future Site Plan
improvements shown herein will occur upon commencement of construction of the
proposed regional drainage pond and connecting storm sewer system, and nearby minor
arterial roadway commonly referred to as Cabela Drive"
2. On Sheet 3, provide a distance from the end of the parking stalls to the curbing on the
east, for the proposed drive aisle on the easterly side of the property.
3. Need to complete the description in the subtitle: "...Filing No.5, Township 3 South,
Range 69 West of the Sixth Principal Meridian, County of Jefferson, State of Colorado".
4. On Sheets 2 & 3:

2009. The District will be able to serve the revised commercial development plan for Lot
1 of 70 West Business Center Subdivision addressed as 3291 Youngfield Service Road
(conversion of the Marie's Country Cafe into a Denny's restaurant). However, the
following items must be addressed to comply with the District's Rules and Regulations:
• The existing establishment was determined to require a 2,000-gallon grease
interceptor, however, the existing grease interceptor capacity is only 1,000-
gallons. The existing grease interceptor will need to be replaced with a larger
unit.
The remodeled building includes a 311 square foot new dining area, which may
also increase the required capacity for the grease interceptor.
In order to properly evaluate the new restaurant and detennine the appropriate
capacity for the grease interceptor, a floor plan showing seating capacity roust be
provided to the District along with plumbing and kitchen plans showing all drains
and cooking/dishwashing equipment.
Based on the above information, Martin/Martin and/or Ramey Environmental
Compliance, hie. will evaluate and size a grease interceptor for the new restaurant.

I have completed the first review of the above referenced document received on April 6, 2009,
and have the following comments:
FINAL DEVELOPMENT PLAN
1. Please include a note on Sheet 1 which discloses the triggering mechanism of the "Future
Site Plan" improvements. You might use language such as, "The Future Site Plan
improvements shown herein will occur upon commencement of construction of the
proposed regional drainage pond and connecting storm sewer system, and nearby minor
arterial roadway commonly referred to as Cabela Drive."
2. On Sheet 3, provide a distance from the end of the parking stalls to the curbing on the
east, for the proposed drive aisle on the easterly side of the property.
3. Need to complete the description in the subtitle: "...Filing No.5, Township 3 South,
Range 69 West of the Sixth Principal Meridian, County of Jefferson, State of Colorado".
4. On Sheets 2 & 3:
a. All existing and proposed ramps must be brought into compliance with current ADA
regulations. This may involve the modification or even removal and replacement of
existing ramps, and the installation of detectable warning panels at the bottoms of all
ramps. This will include the two ramps located at the northwest service entrance.

This property is within the West Metro Fire Protection District (WMFPD). Fire service will be
provided as long as provisions of the International Fire Code, 2006 edition, including
amendments are met in development. Water plan, hydrant locations and access have been
addressed.
WMFPD has amended the fire code and all buildings over 3,600 square feet are required to have
an automatic fire detection system installed.
Permits from the fire department are required for core and shell, tenant improvement, all work on
automatic fire suppression systems, all work on automatic fire detection systems, installation of
fire lines and for the storage of hazardous materials.

Applicant/Owner Preliminary Proposal:
The applicant is proposing to convert the existing restaurant on the property into a new
Denny's Restaurant. The conversion entails constructing a tower/entrance feature as
well as additional dining space and a walk in freezer. The new additions will be of stucco
while the existing building will remain as is.
The parking lot will be restriped and the parking spaces on the east side of the property
are proposed to me moved to the opposite side of that parking area.
Will a neighborhood meeting need to be held prior to application submittal?
No, a neighborhood meeting is not required for exterior modifications to the existing
restaurant or for an FDP amendment.
Planning comments:
The property is zoned Planned Commercial Development (PCD) and located immediately
adjacent to Interstate 70 and to the south of the proposed Cabela's site. The area around
the property is generally commercially zoned with PCD zoning which has general
commercial land uses. The building on the property is currently vacant but has been used
as a restaurant in the past.
When a property is zoned PCD, an Outline Development Plan and Final Development
Plan are developed in order to set the allowed uses, landscaping, parking, signage, etc.
The ODP sets the allowable uses for the property; it also established development
standards such as minimum landscaping coverage, maximum building height and
maximum building coverage. The FDP addresses the finer details of the development
including landscaping, architectural design and layout of the proposed structure, drainage
improvements, etc.
If the standards set in either the ODP or FDP are exceeded as a result of changes to the
site, additions to buildings, or changes in use. Either one or both of the documents may
need to be amended depending on which standards are proposed to be exceeded. In the
case of this application, only the FDP will be required to be amended as the proposed
addition will exceed the standards set in the FDP.
The property is located within the "Suburban Overlay District" within the Architectural and
Site Design Manual (ASDM). The ASDM was created to provide more effective design
and planning guidance for the design and physical appearance of Wheat Ridge's major
commercial, industrial, and multi-family residential buildings and street frontages. The
renovations to the exterior will need to comply with architectural standards. All new
development, expansion, and renovation projects that lay in an architectural overlay area
are required to follow the regulations to ensure the applicant to meets the objectives of
the ASDM.
The existing restaurant is of an all brick exterior with a mansard roof while the new
portions of the restaurant are proposed to be stucco with a parapet to extend above the
roof line to match the height of the mansard roof. The Design Review Committee
believes that the two architectural styles do not compliment each other well. The
proposed design of the new additions gives the perception that the additions were "add-
ons" to the building with little consideration given to the existing building.
The ASDM states that additions to existing buildings should relate to the existing building.
The Design Review Committee feels this issue needs to be further addressed. One option
could be to remove the mansard roof and install parapets in order to tie the new and the
existing building together. Another option could be to leave the existing building as it is,
then use brick on the new additions as either a wainscoting or for the entire fagade. A
building permit is required for any the proposed work to be done.
Signage is proposed for south elevation on the tower entry feature and for the east
elevation to which faces Interstate 70. Signs may only be attached to the walls of a
structure that directly abut public right-of-way or an interior drive that provides access to
two or more properties. As the signage is proposed, the sign on the east elevation would
be only sign allowed as it abuts right-of-way for Interstate 70. Signs would also be
allowed on the north and west elevations as those sides abut Youngfield Service Rd. The
proposed sign on the south elevation does not abut public right-of-way or a major interior

drive. In addition, the sign may not extend more then 10 feet above the deck line when
attached to an entry feature.
Additional parking will be required as new square footage for public use is being
proposed. The number of additional parking spaces required will be based on the square
footage of only the new additions. Restaurants are parked at ratio of 1 parking space per
75 square feet of space that is dedicated to public use. Typically areas such as kitchens,
hallways, bathrooms, and other similar areas can be disregarded as areas to include in
the calculation up to a maximum of 10% reduction in the required parking.
As shown, on the plans, the main access will come from the south from a private drive
that is used to access the Goodtimes restaurant. In order to able to use this drive to
access the Denny's a cross access easement will need to be shown on the Final
Development Plan.
Public Works comments:
General comments regarding submittal requirements of the Public Works Department
were provided at the meeting in addition to the comments below.
The requirements by Public Works are dependent on the development of the Cabela's
site to the south. Since this is the case, a phased approach should be taken when
developing the FDP amendment. Two FDP amendments should be developed with this
application to address the current and future improvements of this site. The first phase
FDP should address how the site will be utilized in the interim until the Cabela's site is
developed. The second phase should address the conditions that will exist once the
Cabela's site is developed. Items that should be addressed in the phased FDP's should
include, but are not limited to, streets, drainage, parking, and landscaping.
For the time being, the eastern most parking area cannot be given a curb cut to access
Youngfield Service Road as the existing curb cut and the proposed curb cut would be
closer than the requirement for commercially zoned property. When a property is used
for commercial and industrial purposes curb cuts must have a minimum separation of 100
feet. Until Cabela's Drive is constructed access will need to remain where it is. Once
Cabela's Drive is constructed the current access may be closed and a new access can be
granted for the eastern parking lot. Until then landscaping and bollards should be placed
at the terminus of the eastern parking lot to prevent people from driving onto Youngfield
Service Road from the parking area. Additional parking may be added to the northern
end of the east parking area. The parking stalls can be moved from the west to east side
of the same parking area.
Currently, the pond that is between the two parking areas on the east side of the building
is constructed to handle drainage from the surrounding area. When Cabela's is built this
area will no longer be required to remain as the Cabela's site was designed to handle
drainage from this pond. This area can be used for additional parking or may remain as

landscaping. It should be noted that the site must maintain a minimum of 10% landscape
coverage and paving using this area for parking could take the parcel below the 10%
threshold.
If the vacant lot directly to the west develops prior to the construction of the Cabela's site,
the pond will have to redesigned to adequately handle the drainage from that site as well.
Regardless of the outcome of the Cabela's site improvements, a sidewalk will be required
to be constructed along Youngfield Service Road from the east parking area to the other
side of the pond. The portion of the property from west side of the pond already has curb,
gutter and sidewalk installed. The new sidewalk could impact the water volumes the
pond holds as the sidewalk crosses that area. If it does affect the volumes the pond will
need to be redesigned in order to be able to maintain its volumes. If the sidewalk does not
affect the volumes of the pond, a stamped letter from an engineer will be required
showing that the pond will not be not affected by the sidewalk.
The Process
This request will require an amendment to the FDP. Since the expansion and remodeling
of the existing restaurant do not exceed the site development standards set in the outline
development plan, only the FDP must be amended. The FDP amendment will be an
administrative process as the standards set in the existing FDP have not been exceeded.
The first step in the process began with the pre-application meeting on March 19, 2009.
At this time the applicant may submit their application for an amendment to the FDP with
all the required documents and fees. An electronic copy of the FDP amendment must be
included with the submittal or the application will be considered incomplete. Incomplete
applications will not be processed and will be returned.
Upon submittal, the assigned case manager will review and comment on the project.
While the case manager is performing their review, the project will simultaneously be
referred to other city departments and outside utility companies for their comments. The
case manager will inform the applicant if further changes need to be made based on
comments of others or their own, or if they meet all requirements. It is typical to have
several review and comment periods before the FDP amendment has met all
requirements for final approval. When all requirements are met and there has been an
approval by the Community Development Director has, the applicant will be required to
submit a signed and stamped copy of the FDP amendment on mylar paper in order for
the document to be recorded. The mylar copy of the FDP amendment will then be taken
to the Jefferson County Clerk and Recorders office where it be recorded.
The FDP should include separate pages for:
-Title page
-Interim site plan (prior to Cabela's)
-Future site plan (after Cabela's)
-Landscape plan
-Elevations
-Lighting plan (if changing exterior lighting)

A drainage report is not required to accompany this FDP amendment.
Building comments:
Building Department was not present at the meeting. Comments will be made upon
building permit submittal.
Streetscape / Architectural Design comments:
Architectural elevations will be required upon submittal of a building permit. The
elevations will be reviewed and must be approved prior to any construction. Any changes
to the elevations during the process must also be approved.
Approval of any elevations prior to building permit does not constitute final approval.
Changes or other modifications may be required upon a more thorough review of the
plans that will be conducted by the Design Review Committee and the case manager who
is assigned to the project.

Public Works Requirements:
Two (2) Copies of the following documents, signed and sealed by a CO licensed Professional Engineer,
shall be submitted for review with the Building Permit Application (BPA):
1. Site Plan: A 24" X 36"Site Plan shall be included with the Construction Plans and contain the
following:
a. A vicinity map, scale, and north arrow.
b. Existing and proposed contours at min. 2-ft intervals.
c. All property boundary bearings and distances.
d. Adjacent streets.
e. Location of all existing & proposed easements and rights-of-way, fences, walls,
drainageways, ditches, buildings to be developed or retained on site
2. Construction Plans: Construction Plans (all sheets signed and sealed by a Professional Engineer)
shall be required. The Plans are to include:
a. Demolition Plan.
b. Erosion Control Plan detailing all utilized BMP's, both during and subsequent to the
proposed construction.
c. All proposed constructed items such as, but not limited to, curb, gutter, sidewalk, drivecuts,
ADA ramps, drainage-related items, etc.
d. All applicable COWR standard details (see Note 1 below).
3. Drainage Letter (if applicable): If there are any modifications proposed for the existing detention
facility (such as the construction of the required sidewalk across the northerly portion), a Drainage
Letter signed and sealed by a CO licensed Professional Engineer shall be submitted for review and
approval with the BPA. The Letter must provide details of any proposed changes to the facility,
including how the existing volume and discharge will be maintained, etc. If the pond geometry is to
change, provide sufficient calculations in support of the statements made.

One pre-application meeting has been scheduled for Thursday, March 19, 2009. The meeting
will be at 2:00 p.m. in the second floor conference room. The property is a located at 3291
Youngfield Service Road and is zoned PCD. There is currently a restaurant on the property that
is vacant. Denny's Restaurants has purchased the building and will be retrofitting the building to
meet the new Denny's prototype.
The new prototype design calls for a covered entrance with a tower entrance feature that will add
105 square feet to the entry of the building. In addition to the tower, a freezer will be added to
the southwest corner of the building and additional dining space will be added to the northwest
corner. Both additions will be stucco and add an additional 490 square feet to the building.
Since new public space is being created with 2 of the 3 additions Denny's will provide extra
parking to accommodate the new space. A new curb cut is proposed to provide access to the
parking from Youngfield Service Road.

PROJECT NARRATIVE
Amendment to the Final Development Plan
The existing 25 year old restaurant, Marie's Country Cafe, is being converted to
a Denny's Restaurant. Due to the fact that the route of Youngfield Service
Road was relocated from the east frontage of the building to the west and north
sides and because most customers, including 1-70 customers, come from West
32nd Ave. to the south the customer entrance is being relocated to the south
side of the building.
Denny's prototype design now calls for a covered entrance with a tower above
to highlight the entrance for customers and to provide some outside cover for
their customers as they enter and leave the restaurant. This addition will be
105 sq. ft. There will be two additional expansions to the building due to the
projected increase in customer volume:
1. An attached free standing freezer; the outside of which will be covered
with a wall of stucco to tie in with the Denny's image. This addition will
be 178 sq. ft.
2. An additional dining space in the northeast comer of the building will
also be constructed within the existing footprint. This addition will be
311 sq. ft.
3. Two of the three additions with stucco walls will be able to be viewed
from most any perspective of the building creating a unity along with
the existing brick walls and standing seam roofing in compliance with
the Denny's remodeling prototype design. Colors and materials will
meet the Denny's standards.
The existing parking lot will be patched, seal coated and re-stripped. A minor
expansion of the parking lot along with a curb cut onto Youngfield Service
Road will be required to meet the parking requirements of Wheat Ridge and
provide good circulation.
We believe that the changes to this property will provide additional dinning
opportunities for the citizens of Wheat Ridge and travelers along the 1-70
corridor.

Please let this letter serve as confirmation regarding allowed freestanding signage on Lot 1, 70 West
Business Center Subdivision filing No. 5.
Pursuant to the original 70 West Business Center combined Preliminary and Final Development Plan
recorded on August 13, 1984 at Reception #84076365, each commercial lot is allowed to have one
freestanding sign. The freestanding sign area for each of Lots 1, 2 and 3 is specified as 250 square feet.
Lot 1, 70 West Business Center Subdivision Filing No. 5 was originally Lot 2 and therefore, is entitled to
a 50' high sign with 250 square feet of sign copy. The proposed Denny's sign as shown on attached
Exhibit A depicts a sign face size of 126 square feet, leaving a remaining 124 square feet of remaining
signage on this sign pole.
All final sign designs must be approved and permitted with a sign permit from the Community
Development Department.
