HomeMy WebLinkAbout03/21/1994 CITY COUNCIL STUDY SESSION MINUTES CITY OF WHEAT RIDGE, COLORADO MARCH 21, 1994 The City Council Study Session was called to order by Mayor Dan Wilde at 7 00 p m Councilmembers present Vance Edwards, Jean D Fields, Tony Solano, Donald R Eafanti, Rae Jean Behm, Dennis Hall, rlaudia Wort~, Ken Siler was absent Also present Citv Clerk, Wanda Sang, rity Administrator, Robert Middaugh, City Attorney, Kathryn Schroeder, Director of Public Works, Bob Goebel, Director of Planning, Glen Gidley, staff, and interested citizens Item 2 Discussion of Neighborhood Speeding Mr Middaugh explained for the past several months, the Engineering Division and the Police Department have worked to establish a formal City response to neighborhood speeding problems What is being recommended for review and consideration is a hierarchy of speed control Mr Goebel outlined the following proposed hierarchy five steps to control speed within the City Consensus was 7-0 for staff to prepare an ordinance limiting speed to 25 miles per hour unless otherwise posted, and to obtain bids for a speed board Staff to prepare for review information on the overall speed control criteria and program Item 1 Discussion of Ordinances in Progress Consensus was 6-1 for staff to bring to Council for consideration an ordinance amending rhapter 9, Health, of the Code of Laws of the City of Wheat Ridge by adding thereto an Article IV Regulation of the use of certain wood burning appliances during high pollution days, and providing a penalty for violation thereof Consensus was 6-1 for staff to bring to Council for consideration an ordinance amending Section 5-76 of the Code of Laws of the City of Wheat Ridge, pertaining to solid fuel burning fireplaces Consensus was 7-0 for staff to bring to Council for consideration an ordinance amending the Code of Laws of the City relating to allowed heights of fences, divisional walls, hedges or other obstructions to view within the sight distance triangles, Section 4, Chapter 26, Section 26-30 (I) (2), Sight Distance Triangle Requirements, to be amended back to 42 inch height Consensus was 7-0 that the recreational vehicle parkinb issue be removed from the proposed "3ight Distance Triangle" ordinance and be inserted in the "Parking Section " STUDY SESSION MINUTES l"larch 21, 19994 Page - 2 - Consensus was 6-1 to have at the April 5, 1994, Study Session open input and discussion pertaining to changing t~e rode of Laws regarding the setback parking requirements of recreational vphicles on private property from six (6) to fifteen (15) feet or such other restrictions that deem to be pertinent Consensus was 6-1 to table and leave as it is in the Code of Laws "Sight Distance Triangles" standards as pertains to one and two family dwellings Consensus was 7-0 to leave as it is written in the propospd ordinance amending the Code of Laws, pertaining to Section 26, Subsection 31, Off Street Parking Requirements, subpart (8) (6) (b) Consens~ was 6-1 to bring forward the proposed ordinance amending the Sign rode of the ~ode of Laws relating to political signs, Section 1, Chapter 26, Article IV, Sign Code, Section 26-403, but strike the word "Temporary," and Section 2, paragraph (3) strike the last sentence "All such signs shall be removed within seven (7) days after election" Motion by Mr Solano to adjourn, seconded by Mrs Worth, carried 7-0 Meeting adjourned at 9 50 p m / / J " , ,..'t t{.,t'lt#....
