HomeMy WebLinkAbout04/04/1994 CITY COUNCIL STUDY SESSION MINUTES CITY OF WHEAT RIDGE, COLORADO APRIL 4.LJ 994 The City Council Study Session was called to order by Mayor Pro-tem, Don Eafanti, at 7 00 p m rouncilmembprs present Vance Edwards, Jean D Fields, Ken Siler, Tony Solano (arrived at 7 45 pm), Rae Jean Behm, Dennis Hall, Clau~ia Worth Also present City Clerk, Wanda Sang, rity Administrator, Robert Middaugh, City Attorney, Kathryn Schroeder, Director of Planning, Glen Gidley, Director of Parks, Gary Wardle, staff, and interested citizens Mayor Wilde was absent Item 1 Liscussion and consideration of a change in the parking setback from 6 feet to 15 feet from property line (Public Comment is welcome) Mr Middaugh bripfed Council regarding the setback parking requirements of recreational vehicles on private property Mr Gidley, Director of Planning, showed slides of various locations within the city with RV's parked on private property and the problems thev cause with safety in the sight distance triangle Alan Salzmann, 102~5 W 33rd Avenue, spoke to a handout that he presented to Council and the problems with a 30' long R V parked next to his driveway He questioned if there is an ordinance that regulates the number of vehicles you can park on private property? Mr Gidley stated there is a requirement that 50 percent of the front yard has to be landscaped and all parked vehicles have to meet setback requirements and have to be licensed and operable Item ,:: Discussion between City Council and Parks Commission Members of the Parks and Hecreation Commission were present and thanked the Council for taking the time to meet with them to discuss the follow- ing important issues Position of a Park Naturalist in the 1995 budget Janice Thompson stated one of the things the Commission hears a lot about is the lack of the ranger program, and we know it is a big concern on the greenbelt We feel that the proposed naturalist program will address the issue of the ranger program when they work together with the APEOS and the Police Department The proposed position is being requested for consideration in the 1995 budget This person would do some interpretive programs down on the greenbelts It is something that is really needed especially with the school children Also the naturalist wou11 help with the greenbelt and supervise the youth program The concerns expressed on developing a Parks Naturalist program were cost, funding, obtaining grants and to keep the position separate from law enforcement Suggestions were to develop a better job description as to the actual duties an~ functions and education requirements of the position and working with volunteer help STUDY SESSION MINUTES April 4, 1994 Page -2- 2 Indoor Swimming Pool and Recreation Center The Parks and Recreation Commission in their meetings with the community have found a desire for a recreation center Janice Thompson, Chairman, stated that what the Commission is looking at is input from rouncil as to whether they should pursue a study for creative financing to fund a recreation building The Parks and Recreation Commission would search and seek out the information and have Council input or should they drop it and not do anything Discussion centered around having a recreation center where YOllth could be actively involved, meeting the recreational needs of families, discuss with Jeffco Open Space regarding funding, purchasing land, and financing a recreation building and taking the issue back to be voted on by the citizens Consensus was 6-2 to authorize the Wheat Ridge Parks and Recreation Commission to explore the feasibility of a recreation center for the rity of Wheat Ridge and to look into the potential for alternate funding Consensus was 6-2 to authorize the ~heat Ridge Parks and Recreation Commission to include in their feasibility study identification of potential sites looking at all four districts and demographics The following events are scheduled Fishing Derby, Prospect Park, April 24, Pancake Brunch 10 00 a m until noon, Kite Flying, Prospect Park, 10 00 a m until 2 00 pm, Picnic Lunch, May 8, May Festival, 10 00 a m until 4 00 pm, Historical Park, May 14, Blue and Gray Game, Wheat Ridge Park, June 21, 1994 Meeting adjourned at 9 05 p m ( ..,...J.J..~vt...~ -,=,.,~~*,_ Wanda Sang, ~lty ~lerk J
