HomeMy WebLinkAbout04/07/1994 CITY COUNCIL MINUTES FOR SPECIAL MEETING CITY OF WHEAT RIDGE, COLORADO April 7~994 The City Council Meeting was callej to order by Mayor Wilde at 6 00 p m Councilmembers present Rae Jean Behm, Don Eafanti, Vance Edwards, Jean Fields, Dennis Hall, Ken Siler, Tony Solano, and Claudia Worth Also present City Clerk, Wanda Sang, City Administrator, Robert Middaugh, City Attorney, Kathryn Schroeder, staff, ani interested citizens Mayor Wilde stated that the Planning Commission meets in Councilchambers at 7 30 p m and there might be a time limitation imposed on speakers Tony Solano, who haj called the meeting tonight, stated that the reason he had called the meeting discuss with the City Attorney the ramifications petitions that were presented on W 38th Avenue have the right to petition their government, we with that process This should go to a vote of along with Mrs Behm, was basically to of her position on the He feels that people should not interfere the people He moved to hold a Special Meeting to discuss a special ballot issue on West 38th Avenue, that deals with the width of W 38th Avenue, the meeting is to be held on Tuesday, April 12, 1994, 7 00 pm, seconded by Mrs Behm Mayor Wilde asked that the speakers, who had signej up to speak tonight, would not address the merits of 36 or 44 feet, that was not the issue tonight, nor the validity of the petitions, that has been ruled on, they are not valid We will onlv discuss what Mr Solano's motion entailed, to discuss a ballot issue this coming November Mr Solano clarified that he wanted a fair ballot issue that addressed both 36 and 44 feet, and possibly a third option Sworn in by the M~or were the following speakers Diana Fisher, 9450 W 38th Avenue, why not spend the money on crime prevention Norman Fisher, 94~0 W 38th Avenue, read a letter from Karen Snvder into the record, don't waste tax money to re-design the 36 feet Mayor Wilje once ag3in stated that the discussion tonight was not to address the width of W 38th Avenue Motion by Mr Edwards to allow the speakers to speak to anvthing they want to and to allow letters read into the record, seconded by Mrs Worth, failed 5-4 with Mayor Wilde breaking the tie Chuck Jones, 4560 Allison Street Nancy Snow, 11550 W 40th Avenue, why put this on ballot if there are no valid pet ions? Christopher Rosson, 9490 W 38th Avenue, why do this? Miller Street, agrees with Mr Solano's motion, put this on the ballot Karen Thiessen, 9560 W 38th Avenue, don't put this on ballot Ray Winger, 4050 Ammons, he started the petition because he thought it was right, let's have a meeting next week and discuss whether this should be on the ballot or not Geoff Wodell, 3935 Garland Street, a decision has been made on this, respect this decision Tom Slattery, 6869 W 32nd Avenue, represents Wheat Ridge United Neighbords, and read their letter into the record, which requested that 38th Avenue be built to 36 ft Ron Selstad, 2890 Lamar Street, feels the vote is a foregone conclusion Homer Roesner, 2965 Quay Street, addressed petitions turned in to the Clerk's Office and declared invalid because of the City Attorney's ruling They were turned down because of a technicality Please place the 38th Avenue on the ballot this November Phil Plummer, 10398 W 41st Avenue, decision has been made--go to bid Jay Rasplicka, 4090 Ammons Street, he passed some of the petitions, people are totally in favor of this All the people should vote on this Louise Turner, 11256 W 38th Avenue, firmly believes in the petition process, but the laws must be followed, this should not be on the ballot, but if it is, put on the Campaign Reform, she read letter into the record from the Butlers, leave street at 36 ft Arie Verrips, 15 Hillside Drive, when laws are changed, elected officials should be informed, it is the responsibility of the Elected Offici31s to let people know how to present a pet ion Put this matter on the ballot Will Leckner, 3885 Field Drive, don't delay the construction of 38th Avenue Frank Stites, 3354 Zephyr Court, there was a techncial mistake on the petitions, but you can't ignore the fact that over 20UO people signed those petitions and want them put on a ballot Please put this on a ballot Tom Klinger, 11735 W 38th Avenue, abide by the decision that has been made, don't put this on ballot Betty Verrips, 15 Hillside Drive, all the deserve to have a voice in a major issue Susan Leckner, 3885 Field Drive, decision out to vote Margaret Wright, 3795 Independence Street, we don't need that next week, we should live by the decision the old Council has Frank Busnardo, 3820 Holland Street, asked why we are talking tonight and then again on Tuesday Cathy Wagner, 9630 W 38th Avenue, can't believe we are doing this again Kathleen Krager, 4090 Estes Street, registered engineer in the State of Colorado, amazed that this would be sent out to voters rather than being designed by professionals citizens of Wheat Ridge Hold meeting next Tuesday has been made--don't put it meeting made about this CITY COUNCIL MINUTES APRIL 7, 1994 Page -3- Mayor Wilde stated that there are about 15 more people signed up to speak We either need to vote on our motion or we need to continue this meeting Motion by Mr Solano to continue this meeting until all people have spoken, seconded by Mrs Behm, carried 8-0 Janelle Shaver, 8890 W 35th Avenue, encouraged rouncil not to continue with this issue Kurt Larson, 3565 Miller Street, hold the meeting next Tuesday Herb Schiller, 3900 Garrison Street, let's build the street at 36 ft Les Griffith, 6340 W 34th Avenue, go for progress Lois Tate, 1~100 W 38th Avenue, don't go to 4-lane road--keep rural atmosphere Kriss Siler, 3940 Allison Street, hold a meeting next Tuesday (Mr Edwards asked that it be stated for the record that Mrs Siler is Councilmember Siler's wife) Don Lancaster, 4076 Everett Street, follow the recommendations previously made for 36 ft Gary Spyle, 3975 Holland Street, agreed with last speaker Dolores Winston, 3835 Holland Street, people who signed the petitions don't live in the area of 38th Avenue, stick with the 36 ft plan David Ames, 9595 W 37th Avenue, hasn't received any environmental impact studies on the rebuilding of W 38th Avenue Claudia Callas, 8701 W 38th Avenue, opposed to having a meeting next Tuesday Donna Knutson, 3920 Garrison Street, a decision has been made, we don't need a meeting next week Lynn Wheeler, 3815 Independence Court, stay at 36 ft Mary Madison, 4015 Dover Street, asked Council and citizens to look at what is best for the entire City of Wheat Ridge Ernest Neading, 8740 W 38th Avenue, bought his home year ago because he was told the street wouli only be 36 ft wide Discussion followed rhair called for the question Motion by Mr Edwards to override Mayor's call for the question, seconded by Mrs Worth, failed 3-5 with Councilmembers Worth, Fields, and Edwards voting yes Original Motion carried 5-3 with Councilmembers Worth, Fields, ani Edwards voting no Motion by Mr Edwards to adjourn, seconded by Mr Siler, carried 7-1 with Mrs Worth voting no Meeting adjourned at 8 20 p m ( ~~~.~: ~~~Y-E~rk-----
