CITY COUNCIL STUDY SESSION MINUTES
CITY OF WHEAT RIDGE, COLORADO
JUNE 6, 1994
The City Council Study Session was called to order by Mayor Dan Wilde
at 7 00 p m Councilmembers present Vance Edwards, Jean D Fields,
Ken Siler, Rae Jean Behm, Dennis Hall, Claudia Worth, Tony Solano,
Donald Eafanti was absent Also present City ~lerk, Wanda Sang, City
Administrator, Robert Middaugh, City Attorney, Kathryn Schroeder,
staff, and interested citizens
Item 1. Discussion Initiative and Referendum Procedures
Wanda Sang, City Clerk and Kathryn Schroeder, City Attorney, ~iscusse~
and reviewed with Council an Ordinance recently-enacted by t~e City of
Lakewood regarding Initiative and Referendum Procedures Wanda and
Kathryn noted where the City of Wheat Ridge Charter and Amendment One
conflict with the wording in the ordinance
Consensus was 7-0, page 6 Section 2 52 080, Requirements of Petitions _
Initiative, (f) for each petition shall designate by name and address
a minimum of one or any odd number person(s) who shall represent the
signers thereof in all matters affecting the same, and who shall be a
registered elector of the city
Consensus was 7-0 that the wording in the proposed ordinance be changed
to read business days instead of working davs under five days, over five
days to read calendar days
Consensus was 7-0 to delete on Page 4, Section 2 52 040 Initiative
Petitions - Fees, the wording relative to the ~ity ~lerk fees
Consensus was requested but none taken regarding definition of
printers' proof and typewritten draft
Consensus was 7-0 Page 4, Section 2 52 050, Initiative Petitions
-Circulation Prerequisites (a), wording to rea1 no petition shall be
printed, published, or otherwise circulated unless the form has been
approved by the City Clerk
Consensus was 7-0 Page 6, Section 2 52 080 Requirements of Petition _
Initiative (c) insert wording "if the place of residence ~as a mailing
address in another city, either Wheat Ri1ge or the cities used for
mailing purposes shall be acceptable as city residence so long as the
residence is still within the corporate boundaries of t~e City of Wheat
Ridge "

Mr Edwards requested the the City Attorney check on the statute
regarding paid petitioners
Consensus was 4-3 that the City Attorney look into exactly what the
statutes state are the duties of the title board and that any decision
defining the title board be tabled until the proposed ordinance is
submitted and discussed at the next study session
Consensus was 7-0 page 7, Sufficiency of Petitions - Initiative, (d)
add wording to read "notification when title is set and notification
when the thirty (30) after certification of City Clerk
Items 2. Discussion of Campaign Reform
Kathryn Schroeder, City Attorney, presented comments on certain legal
issues raised by the subject matter and language of the "Campaign and
Political Finance" Petition previously circulated in Wheat Ridge
Consensus was 4-3 that the City Attorney draft a campaign reform
amendment that would be restrictive but constitutional
