HomeMy WebLinkAbout07/26/1994 CITY OF WHEAT RIDGE, COLORADO CITY COUNCIL SPECIAL STUDY SESSION MINUTES JULY 26. 1994 The City Council Special Study Session was called to order by Mayor Dan Wide at 7 00 P m Councilmembers present Vance Edwards, Jean D Fields, Ken Siler, Rae Jean Behm, Dennis Hall, Claudia Worth, Donald Eafanti; Tony Solano arrived at 7 08 P m Also present City Clerk, Wanda Sang, City Administrator, Robert Middaugh, City Attorney, Kathryn Schroeder, Director of Public Works, Bob Goebel; Chief of Police, Jack Hurst, staff, and interested citizens The subject for the special meeting was revenues sources for the upcoming 1995 Budget and discussion of a ballot issue for Police Department Capital needs Mr Middaugh presented two items for discussion on revenue; (1) The general fund and vendors fees, and (2) Police Department Capital needs, expanding and adding additional space in the Municipal Building; updating the communication center, projected costs and looking at ways of funding additional construction City Council reviewed and discussed revenue sources and expenditures in the current budget, capital improvement fund, ESTEP progam, a proposed sales tax increase, property tax, potential revenue sources and expenditures for 1995 and 1996 and the potential of adding a head tax Mr Middaugh recommended that the Economic Development Planning Group seriously study the business community that would be affected by implementing a head tax It needs serious study and something that should not be rushed into Consensus was 6 to 2 for staff to explore potentially adding to the 1995 ballot an issue on a city wide head tax Mr Middaugh and Police Chief Jack Hurst presented a report on the Police Department Capital Improvement needs outlining the design and construction remodeling and adding space, upgrading the communication center to the current state-of art, additional furniture, fixtures, painting, and modification of the parking lot and projected costs Karen Thiessen spoke to a ballot question regarding a sales tax increase SPECIAL STUDY SESSION MINUTES July 26, 1994 Page -2- Council discussed ways of funding the additional costs and adding a ballot question increasing the sales tax Consensus was 8 to 0 for staff to begin drafting language to put a ballot question on the ballot for the November election increasing the sales tax by a one-half cent or a specific sumset provision not to exceed two and one-half million dollars for the purpose of covering the costs of the projected Police Department Capital improvement needs The meeting adjourned at 9 15 P m erk
