CITY COUNCIL STUDY SESSION MINUTES
CITY OF WHEAT RIDGE, COLORADO
SEPTEMBER 19, 1994
The City Council Study Session was called to order by Mayor Dan
Wilde at 7 00 P m Councilmernbers present Rae Jean Behm, Vance
Edwards, Jean D Fields, Ken Siler, Claudia Worth, Donald
Eafanti Absent Dennis Hall and Tony Solano Also Present
City Clerk, Wanda Sang; City Attorney, Kathryn Schroeder;
Director of Planning, Glen Gidley; Chief of Police, Jack Hurst;
and Director of Public Works, Robert Goebel
Item 1. Discussion of parking regulations for expanded parking
Mr Gidley recapped some of Council's concerns relative to
businesses that have become very successful, have outgrown their
parking space, and now the employees are parking on public
streets adjacent to the business property and in residential
neighborhoods He reviewed the problems with one specific
business located at 44th and Pierce St
Several suggestions were made, but Council was cautious on doing
anything with the ordinance
Mrs Schroeder expressed concerns about the legal issues of
doing anything retroactively to solve problems She doesn't
think Council can do that
Consensus was 6-0 for Council to reexamine the 1989 standards for
parking spaces for any new development, and that Staff obtain
comparative parking standards from neighboring cities
Consensus was 5-1 that a program or a process be established
neighborhood by neighborhood addressing parking options
Item 2. Discussion of Housing Code
Mr Gidley introduced the following guest speakers who work with
and are familiar with the Uniform Housing Code Babette
Sangster, Code Enforcement, City of Littleton; Mr Steve
Steigleder, Deputy Fire Marshall, City of Arvada They both
agreed that the City of Wheat Ridge would benefit by adopting the
Uniform Housing Code as it would give the City additional
enforcement authority that is not covered by the Uniform Building
Code

Council discussed the overlapping of the Uniform Housing Code
with the Uniform Building Code, Uniform Plumbing Code and Uniform
Electricl Code, enforcement of single family housing complaints,
aging of the housing stock in Wheat Ridge and the character of
that housing, and that there isn't a need to create another layer
of government by having a Housing Authority since there is the
Board of Appeals
Concensus was 6-0 to submit to the City Affairs Committee for
study and review along with the City of Glendale's Rules and
Instructions and the Committee examine the ordinance and how it
would be implemented
Item 3. Review and discuss statement of support of Police
Department ballot question for submission to the City
Clerk
Chief Hurst recommended changes in the wording which reduced the
number of words in the pro-statement
Council discussed if there were additional pro or con statements
received by the City Clerk then the pro-statement would be
revised because all statements that are received have to be
reduced to one statement of not more than five hundred words to
be submitted to the Jefferson County Clerk and Recorder
Consensus was 6-0 to approve the Pro-Statement in concept with
revisions
