CITY OF WHEAT RIDGE, COLORADO
CITY COUNCIL STUDY SESSION MINUTES
OCTOBER 17, 1994
7:00 P.M.
The City Council Study Session was called to order by Mayor Dan
Wilde at 7 00 P m Councilmembers present Vance Edwards, Jean
D Fields, Ken Siler, Claudia Worth, Donald Eafanti; Rae Jean
Behm arrived at 7 03 P m Also present City Clerk, Wanda Sang;
City Administrator, Robert Middaugh; City Attorney, Kathryn
Schroeder; Director of Parks and Recreation, Gary Wardle,
Director of Public Works, Bob Goebel, and Chief of Police, Jack
Hurst
The subject for discussion was Wheat Ridge Middle School
Mr Middaugh prefaced information submitted by the Board of
Education, Jefferson County School District R-l and introduced
Mr Carl Schiele, Principal, Wheat Ridge Middle School
Mr Schiele presented opening statements and spoke to the
emotional issues tied to the building and the school site He
too shares in these feelings as he has been part of the present
school for the past fourteen years The school site on West 38th
Avenue is the oldest continuous school site in the State of
Colorado He introduced the speakers representing Jefferson
County School District R-l Mr James Paull, AlA, representing
Slater-Paull & Associates, Architects; Mr Don Cross, Director
of Facilities and Planning Design, Miss Kay Pride, Senior
Executive, Communications Office, and Mr Don Oatman, Assistant
Superintendent, Support Services Division
Mr Paull reviewed and spoke on the master plan for Stevens
Elementary School and Wheat Ridge Middle School covering the
existing building and site, building the new facility, placement
of buildings on the site, playfields and parking
Mr Don Cross spoke on issues covering the overall site, design
of the new facility, parking, drainage, grading, location of new
buildings on the site, demolition of the present structure,
scheduling of time, funding, reuse of the present building and
bringing it up to present code and cost
Mr Schiele summarized that the design and construction of the
new building was designed and planned for use by the entire
community

Mr Oatman spoke that the School Board has not had a public
hearing such as being held this evening The Board has received
correspondence expressing interest from the people that use the
facility, and the Board is aware of the circumstances that
surround the Wheat Ridge Middle School He spoke to the cost and
capital improvements and that when the Board works with
individual communities in saving existing structures the money lS
not there for support from the communities
Council discussed with the Jeffco School District R-l speakers
how and when the community will make use of the new building,
costs of groups to use the building, and demolition of the
present building
Larry Merkl, Chairman Accountability Committee, Wheat Ridge
Middle School, spoke that the process that is being held tonight
has been on going and there have been a number of meetings with
the Building Committee, with the citizens and with the community
He spoke against saving the existing building
Sherry Fuller, Spoke against saving the existing building, and
that she has attended every meeting that looked at saving the
existing structure, building a new school and what was best for
the community
Tom Slatterv, read into the record a joint letter from Wheat
Ridge United Neighborhoods, Wheat Ridge Youth Council, and Wheat
Ridge Area Four Planning Committee, dated March 15, 1994
Terri Dalbec, spoke against demolishing the existing building,
renovating the building and that the building could be used to
meet the needs of the city that are not presently be met
Bob Olson, spoke about saving the present building to meet the
needs of the community that are not presently being met He
stated from the beginning, the study and research by the School
District, it became apparent to the Wheat Ridge Historical
Society that the building should be saved to meet needs that the
new structure will not be meeting in the community
Dorothv Thompson, spoke on saving the grey building at the Wheat
Ridge Middle School to be used as an expanded library for use by
the city
Consensus was 7-0 that a resolution be drafted to be sent to the
Jefferson County Library Board requesting a new library for the
City of Wheat Ridge and that it be placed as an agenda item on
the next regular City Council meeting

Motion by Mr Edwards for adjournment, seconded by Mr Eafanti,
motion carried 6-1 with Mrs Worth voting No
