HomeMy WebLinkAbout05/01/1995 MAY 1, 1995 CITY COUNCIL STUDY SESSION MINUTES CITY OF WHEAT RIDGE, COLORADO The City Council Study Session was called to order by Mayor Wilde at 7 00 P m Councilmembers present Teri Dalbec, Donald Eafanti, Vance Edwards, Jean D Fields, Ken Siler, and Claudia Worth Councilmembers absent Rae Jean Behm and Tony Solano Also present City Clerk, Wanda Sang; City Administrator, Robert Middaugh; City Attorney, Gerald Dahl and City Treasurer, James Malone The purpose of the meeting was to discuss the Red Rocks Development at the Ridge Home Site Item 1. Discussion of Red Rocks Development at the Ridge Home Site/Joint Planning Study with the City of Arvada Mr Middaugh stated that the consultant conducted a series of public meetings and received input from residents, business people, Wheat Ridge and Arvada staffs, and has prepared preliminary material that proposes land uses and the trans- portation network in corridors that are anticipated as part of the overall development in the area Mr Gidley presented the preliminary architectural drawings and mapping showing the proposed Land Use Plan, Transportation Plan, Street System Plan, Public Facilities Phase 1 and Phase 2 Council and staff discussed the existing roadways; the proposed modified plan developed by RNL; the transportation network and if and how it would work; the proposed Phasing Plans 1 and 2; and projected cost and how the cost would affect the City Frank Weh1inQ, 5006 Parfet, stated his property line is along 50th Avenue and it is his understanding that the south half of 50th Avenue has been designated as right-of-way, but the north half has not been designated He questioned what procedure the City uses to acquire property right-of-way and if he doesn't desire to give right-of-way through that area then what would happen? Mr Gidley outlined the procedure the City of Wheat Ridge would follow in working with a property owner in obtaining right-of- way STUDY SESSION MEETING MINUTES MAY 1, 1995 PAGE -2- Lester Cook, spoke regarding the Fire Department being able to access the areas around Queen Street, 52nd Avenue, 54th Avenue and 52nd Parkway It is a concern to the Fire Department to use that road system From meetings that he has attended the discussion centered around letting the fire department use the roads but the area would not be open to the public Mrs Worth stated in reviewing the transportation plans she recommends take out the parkway, take out Robb Street, leave the connection from Ridge Road to Ward Road, take out the rest and have IGA share the revenue Consensus was 2-4 to put third lane in, realign this and make it a driveway, put this road in here, put Miller on through, swap this for this and this down here, take all this parkway out, put this in here and a joint venture can improve Ridge Road, and we share the revenues on that (Failed) Consensus was 6-0 to continue to look at the negotiation for swapping of the land and the potential revenue sharing on that portion; evaluate moving the alignment of the frontage road connected to Kipling and the impact of realigning that little section of Ridge Road around the residential area; have the Public Works Advisory Committee study and review it and bring back their components in conjunction with annexation information within two week to be discussed at another Study Session That the City continue a friendly discussion with the City of Arvada as to what Mrs Worth proposed on a conceptual basis Meeting adjourned at 9 15 P m
