STUDY SESSION MINUTES
CITY OF WHEAT RIDGE, COLORADO
JULY 17, 1995
The City Council Study Session was called to order by Mayor Dan
Wilde at 7 00 P m Councilmembers present Teri Dalbec, Donald
Eafanti, Vance Edwards, Jean D Fields, Ken Siler and Claudia
Worth Councilmembers absent Rae Jean Behm and Tony Solano
Also present Election Committee; City Clerk, Wanda Sang; City
Administrator, Robert Middaugh; City Attorney, Gerald Dahl; Staff
and interested citizens
The purpose of the meeting was to discuss the Election Committee
recommended changes to Article 7 "Elections," of the Code of
Laws, City of Wheat Ridge
Mayor Wilde thanked all the Committee members for coming and
sharing, and feel free to speak on any section
Mrs Sang briefed Council on what laws the Election Committee
reviewed and their recommendations The objective of the re-write
of the Wheat Ridge Election law was to make it possible for
candidates and supporters to be able to go to one single document
for answers to their questions
Mr Dahl, City Attorney, summarized the existing laws as
"limiting campaign contributions," and explained the proposed
changes The most substantive change was to incorporate the
language passed by the State Legislature in the last session of
the General Assembly The new language deals with the kinds of
expenditures the government can make in connection with an
election
Mrs Dalbec asked for clarification as to which set of laws
prevailed in different circumstances
Mr F1asco stated if you want to make things simpler for people
to get involved in the politics of government, the re-write law
should just say that all elections will be governed by the
Colorado Revised Statutes
Consensus was 4-2 to leave Section 7-10 Definitions, (7) "Campaign
Contribution Limits" in the Article, and that the contribution
limits to be both to direct monetary contributions and
contributions in kind (Leave as is)
Consensus was 4-2 to leave Section 7-10 (8) "Contributions in
kind" limits be the same as Campaign Contributions (same limits)

rule municipality may adopt ordinances or charter provisions with
respect to local elections " Delete wording "which are more
stringent than any or all of the provisions contained in this
article "
Delete Section 7 -23, (b) (1) (2)
duplicated wording
Council discussed Section 7-24 (a) "Limitations on Contributions
by City Government " Discussed wording, language and suggested
wording Mr Dahl will reword and bring back to Council for
consideration and language referencing Amendment No 1
Council discussed Section 7-28 "Write-in Candidate Affidavit "
Mr Dahl will check the wording in the recent adopted ordinance
Council discussed Section 7-32 an interpretation of reimbursement
of campaign funds and suggested striking reimbursement of
campaign funds
Delete Section 7-19 (unconstitutional)
Council thanked Don Lancaster for all his work, typing and
organizing the sections
There being no further business the meeting adjourned at 9 55
