HomeMy WebLinkAbout07/31/1995 SPECIAL STUDY SESSION MINUTES CITY OF WHEAT RIDGE, COLORADO 7500 W 29th Avenue, Municipal Building JULY 31. 1995 The Special Study Session was called to order by Mayor Wilde at 7 05 pm Councilmembers present: Rae Jean Behm, Teri Dalbec, Don Eafanti, Vance Edwards, Jean Fields, Ken Siler, Tony Solano (arrived at 713 pm), and Claudia Worth. Also present: City Clerk, Wanda Sang, City Treasurer, Jim Malone, City Administrator, Robert Middaugh, City Attorney, Gerald Dahl, Director of Parks & Recreation, Gary Wardle, Director of Planning, Glen Gidley; Chief of Police, Jack Hurst; Director of Public Works, Bob Goebel, staff; and interested citizens Item 1. Discussion of use of Two Million Dollar Transfer into the Capital Project Fund Mr Middaugh introduced Larry Beardsly, an auditor with Van Schooneveld and Company, who presented the 1994 City of Wheat Ridge audit and confirmed Mr Middaugh's assessment of the reserve funds Mr Beardsly stated the city was in good financial condition PUBLIC COMMENT Bob Eckert spoke to what the Planning Commission would like to see, beautification of the City overall, undergrounding of utilities Carl Cerveny also wants beautification of the City; undergrounding utilities Consensus was 8-0 for Planning Commission to research different ways of funding undergrounding of utilities and creative ways to get this started Harry Williams agreed with the previous two speakers SPECIAL CITY COUNCIL MINUTES July 31, 1995 Page -2- The City Council has placed an additional two million dollars into the Capital Projects fund balance The following items were discussed as possible projects which can be accomplished with this extra funding Reworking West 32nd Avenue from Pierce Street to Sheridan Boulevard within one year Mr Middaugh estimated the cost to be $600,000 Consensus was 6-2 Putting all of the City's electric wires underground. Mr Middaugh said this would cost more than $2 million to complete Consensus was 8-0 Matching $140,000 with Urban Drainage District to improve Lena Gulch Consensus was 6- 2 Installing a new heating and cooling system for City Hall No cost estimates available Consensus was 8-0 Building a new bike path on West 32nd Avenue from Wadsworth Blvd to Crown Hill This project could cost between $300,00 and $500,00 Consensus was 7-1 Working on preventative maintenance throughout the City No cost estimate available Consensus was 8-0 Expediting the school sidewalk program Consensus was 4-4 Installing sound barriers for homes along 1-70 from Kipling Street to Ward Road This project would cost at least $2 million according to Mr Middaugh Consensus was 5-3 for partial funding Building a tunnel under West 41 st Avenue and Kipling Street as an extension of Clear Creek Trail Mr Middaugh estimates the cost would be $1 5 million Clear Creek would also have to be diverted Consensus was 8-0 SPECIAL CITY COUNCIL MINUTES July 31, 1995 Page -3- Separate sidewalk repairs from street repairs on a complaint basis Consensus was 8-0 Sloans Lake project extension to 28th and Newland Consensus was 4-4 Motion by Mrs Worth to go into Executive Session for update on legal matters, seconded by Mrs Dalbec, carried 8-0 EXECUTIVE SESSION WAS HELD Meeting adjourned at 11 45 P m )< .
