STUDY SESSION MINUTES
CITY OF WHEAT RIDGE, COLORADO
7 00 P.M.
The City Council Study Session was called to order by Mayor Dan
Wilde at 7 00 P m Councilmembers present Teri Dalbec, Donald
Eafanti, Vance Edwards, Jean D Fields, Ken Siler and Claudia
Worth Councilmembers absent Rae Jean Behm and Tony Solano
Also absent City Treasurer, James Malone Also present City
Clerk, Wanda Sang; City Administrator, Robert Middaugh; City
Attorney, Gerald Dahl; Director of Planning, Glen Gidley;
Director of Parks and Recreation, Gary Wardle; and interested
citizens

Discussion and presentation on bus shelters
Mr Gidley, Director of Planning, gave a brief background as to
the City of Wheat Ridge Code of Laws which covers and regulates
Courtesy Benches The ordinance is fairly specific as to where
and how they can be located However, it does specifically
exempt RTD bus shelters and any other courtesy bench or shelter
that is a City owned or City sponsored courtesy bench shelter
Mr Gidley introduced Mr Robinson and Mr Young, representatives
of Outdoor Promotions, LLC They presented a background of the
shelter bus transit program and business as it exists around the
country and the cities they are working with The company is
dedicated to committed high quality service The bus transit
shelters improve air quality, less cars, less congestion The
shelter design and quality is something the City has a direct
hand in deciding the style and placement of a shelter
Mayor Wilde questioned who owns the present shelters? Mr Gidley
stated RTD owns the present shelters The company will consult
with RTD to remove the ones that are presently installed If RTD
would not want their shelters removed there are many places where
shelters could be placed
Consensus was 6-0 directing staff to draft an Ordinance regarding
the bus shelters, and shelters be allowed with advertising in R3
zone district and higher Staff investigate in changing the
profit sharing so the City could locate some shelters with non-
advertising in residential areas Staff be authorized to
investigate and bring to the City Affairs Committee

2 Discussion of Proposed Prospect Park Development Plan
Mr Wardle, stated the City purchased the Rock property and the
Gillhouse property over the past ten years in anticipation of
this project Currently the City has budgeted $400,000 dollars
for this project There have been two public meetings to solicit
information from the neighbors
Phil Morreys, THK Associates, Inc , project manager, and
representatives presented the Master Plan
Consensus was 6-0 that the master plan that was presented to City
Council be taken back to another neighborhood meeting for
citizens and neighbors to review and have formal input in making
modifications to the final plan
Consensus was 5-1 that the playground be changed on the Master
Plan to the other side of the concrete path
Consensus was 6-0 that at the neighborhood meeting, to get
citizen input, that the upper path be discussed as whether to use
crusher fine, asphalt or concrete surface
3 Discussion Nonconforming Use Provisions, Zoning Ordinance,
Section 26-7
Mr Gidley presented a history and background regarding
nonconforming uses within the City and a proposed amendment to
Zoning Ordinance, Nonconforming Use Provisions, Sec 26-7
Following a lengthy and heated discussion
Consensus was 6-0 to put on as an agenda item at Study Session
within the next month for closer scrutiny and study, develop a
list of nonconforming uses, plus comments from Mr Dahl and Mr
Gidley as to options
4 Discussion Nonconforming Billboards In B-1 Zone
Mr Middaugh addressed the subject
Consensus was 6-0 that the time frame of January 1, 1996 for
enforcement of the law, as stated in Mr Middaugh's memorandum,
be extended to July 1, 1996 for legal purposes
There being no further business, the meeting adjourned at 10 18
