STUDY SESSION MINUTES
CITY OF WHEAT RIDGE, COLORADO
AUGUST 21, 1995
The City Council Study Session was called to order by Mayor Wilde
at 7 09 P m Councilmembers present Teri Dalbec, Donald
Eafanti, Vance Edwards, Jean D Fields, Ken Siler, Tony Solano
and Claudia Worth Coucilmember absent Rae Jean Behm Also
present City Clerk, Wanda Sang; City Administrator, Robert
Middaugh; City Attorney, Gerald Dahl; Director of Parks and
Recreation, Gary Wardle and City Treasurer, James Malone
The purpose of the meeting was to discuss and review the
Environmental Analysis and Trail Corridor Assessment Draft Plan
for Wheat Ridge Greenbelt
Mr Middaugh presented a brief background and history as to the
decision by the City Council to have an environmental study and
evaluation of the trail corridors done of the Wheat Ridge
Greenbelt
Mr Wardle, Director of Parks and Recreation, stated that three
public meetings were held The first two were to solicit public
input into the plan At the third and final meeting the final
plan was presented for citizen input The Parks and Recreation
Commission reviewed the plan in a public meeting, and have
approved it with some minor modifications He introduced Merle
Grimes and two staff members from MDG Associates, Inc
Mr Grimes and his staff reviewed the report, highlighting the
following sections Background, Existing Conditions Inventory,
Environmental Analysis and the criteria used to designate
habitats in the greenbelt, and Recommendations
PUBLIC COMMENT:
Ron Markow, 4180 Tabor Street, spoke stating they have a real
concern as to what is going to happen in the future He would
like to have his property fenced with chain link fencing from the
greenbelt He has a concern as to the amount of traffic that use
the trail, Tabor Street should be closed and there is a problem
with the foxes
Euqene Kiefe1, 2935 Kendall Street, addressed the recreational
aspect of the Greenbelt and recommended adopting the 10 foot
design for bike paths using concrete

Kathleen Hubbard. 2950 Kendall Street, spoke favorable of the
plan and would like to see it implemented as soon as possible
Sue Wilson, 3390 Holland Street, member of the Parks and
Recreation Commission, stated that she met this morning with the
Trail Planner for Open Space, Jefferson County, and they talked
about other surfaces for trails as this is a great concern for
people Some people recommend the surface be crusher fines and
some concrete The problem with crusher fines is the
maintenance, dirt works up through the stones Everyone needs to
cooperate The trail from McIntire will be completed this fall
Janice Thompson, 12290 W 42nd Avenue, member of the Parks and
Recreation Commission, spoke as a home owner in the neighborhood
She wants trails to be 10 foot design and prefers concrete She
urged Council to pass the Greenbelt Study
Mr Wardle summarized the report and his memorandum, stating he
does not expect Council to approve or deny the proposal tonight
The report will be brought back at a regular council meeting for
approval by City Council
Council reviewed the report, questioned and discussed the
following Bluffs, sandbar willows, cattails, wet meadows, the
creek channel, shrublands, uplands, grasslands, existing trails,
equestrian trails, bicycle/pedestrian trails, bridges, access
points, existing asphalt and multi-use trails and the
recommendations geared toward protecting and improving the
environmental components of the Wheat Ridge Greenbelt
Consensus was 6 to 1 that the terms of the priorities outlined ln
Mr Wardle's memorandum dated January 11, 1995, that the City
first do No 2 and No 4 in order for the greatest priority be
that the City gets the bike path placed along the North side of
Clear Creek, as soon as possible, in 1996 so that the
conservation area can be closed down
There being no further business the meeting adjourned at 9 45
