SPECIAL CITY COUNCIL MEETING
CITY OF WHEAT RIDGE, COLORADO
AUGUST 21, 1995
The Special City Council Meeting was called to order by Mayor Dan
Wilde at 6 30 P m Councilmembers present Teri Dalbec, Donald
Eafanti, Vance Edwards, Jean D Fields, Ken Siler, Tony Solano
and Claudia Worth Councilmember absent Rae Jean Behm Also
present City Clerk, Wanda Sang; City Administrator, Robert
Middaugh; City Attorney, Gerald Dahl; and Director of Parks and
Recreation, Gary Wardle

Purchase of Martensen Elementary School Playground
Equipment
Mr Middaugh briefed Council on the meeting that was held August
16, with representatives of the R-1 School District, repre-
sentatives from the Martensen PTA and the principal of Martensen
Elementary School regarding the project School and City
representatives agreed that of the $60,000 project cost, a
$30,000 contribution by the City of Wheat Ridge utilizing
Community Development Block Grant funds would be appropriate
A public hearing must be held in order to amend the Community
Development Block Grant plan to reflect the addition of the
Martensen project
Council discussed utilizing money from Wheat Ridge General fund
instead of using Community Development Block Grant funds to
purchase the equipment, and discussed the purchase of the Herr
property
Motion by Teri Dalbec that money be transferred from the General
Fund to the Parks and Recreation Department budget to purchase
the equipment instead of using Community Development Block Grant
funds Motion failed for a lack of a second
Motion by Mr Solano to amend the Community Development Block
Grant agreement with HUD to allow for funding one-half of the
purchase of the playground equipment for Martensen Elementary
School, and that it be set for public hearing at a special
meeting by Wheat Ridge City Council, Monday August 28, 1995 at
6 30 pm; seconded by Mr Edwards; carried 7-0
Phyllis Gibson, 3925 Ammons Street, Treasurer, Martensen PTA,
spoke and asked that the City support monetarily the purchase of
the equipment

Barbara McGinnis, 6625 West 45th Place, Principal, Martensen
Elementary School, gave a brief history and background of how the
City became involved in the purchase of the playground equipment
Motion by Mr Siler to adjourn; seconded Mr Solano; carried 7-0
Meeting adjourned at 7 08 P m
