CITY COUNCIL MINUTES
CITY OF WHEAT RIDGE, COLORADO

November 13. 1995
The Regular City Council was called to order by Mayor
Wilde at 7 00 P m Councilmembers present: Teri Dalbec, Jerry DiTullio, Don Eafanti, Jean
Fields, Janelle Shaver, Ken Siler, Tony Solano, and Claudia Worth Also present: City
Clerk, Wanda Sang, City Treasurer, Jim Malone, City Administrator, Robert Middaugh, City
Attorney, Gerald Dahl, Parliamentarian, Mary Bahde, Municipal Court Judge, Randy Davis,
Parks Director, Gary Wardle, Chief of Police, Jack Hurst; staff; and interested citizens.
OATH OF OFFICE FOR ELECTED OFFICIALS
Municipal Court Judge, Randy Davis, recognized former Councilmembers Vance Edwards
and Rae Jean Behm for their service to the City of Wheat Ridge
He then administered the Oath of Office to the eleven elected officials

City Treasurer, Jim Malone
Mayor, Dan Wilde
Mayor Wilde presented a plaque to Rae Jean Behm He also had a plaque for Vance
Edwards, but Mr Edwards was at work.

ELECTION OF MAYOR PRO TEM
Motion by Mr DiTullio to elect Jean Fields as Mayor pro tem, seconded by Mr Eafanti,
carried 8-0
ELECTION OF COUNCIL PRESIDENT
Motion by Mrs Shaver to elect Claudia Worth as Council President; seconded by Mr Eafanti,
carried 8-0
DECISIONS. RESOLUTIONS AND MOTIONS
Motion by Mrs. Worth to add to the Agenda an item regarding appropriations for Council
Travel, that would be Agenda Item 2. , seconded by Mrs Dalbec, carried 8-0
Motion by Mrs Worth to add a Resolution for the children of Wheat Ridge, seconded by Mr
Eafanti; carried 8-0
Item 1.
Consideration of appropriation of up to $5,000 for holiday decorations
Motion by Mr Solano to add an additional $5,000 00 to the $3,000 00 already in the budget,
to purchase additional holiday decorations (7 ft tall metal reindeer) from Willie (last name not
available), this money is to come out of the General Fund, seconded by Mr Siler Mrs
Dalbec will vote no because $3,000 have already been appropriated
Mr DiTullio offered a friendly amendment to spend only an additional $1,000 this year for
lights and to pass on the reindeer This was not accepted by motion-maker because this is
the last year that the large reindeer will be available
Mrs Dalbec offered a substitute motion to allocate $1,500 this year, which could be used to
decorate the Show Wagon or whatever additional type of decorations we need and we can
ask if the merchants in the area want to match us up to $2,000, seconded by Mrs Fields,
failed 4-4 with Councilmembers Dalbec, Shaver, Fields, and DiTullio voting yes.
Mr Solano withdrew his original motion, Council agreed 8-0
Motion by Mr Solano that we allocate an additional $3,000 and withdraw $2,000 from the
Wheat Ridge Carnation Festival fund, for a total of $5,000 to be spent on the additional
reindeer and Christmas lights, seconded by Mr Eafanti, carried 5-3 with Councilmembers
DiTullio, Fields, and Dalbec voting no

Item 2.
Appropriations for Council Travel
Mrs Worth explained that she and possibly some other Councilmembers were interested in
attending the National League of Cities meeting in Phoenix, Arizona, from November 29 to
December 2, 1995 However, the Council travel account ran short and we need to
appropriate some money from the General fund into the Travel fund
Motion by Mrs Worth that $5,50000 be appropriated from the General Fund Balance To
Account #102-702 to pay expenses for City Councilmembers to attend National League of
Cities Conference in Phoenix, Arizona, and that the budget be amended accordingly;
seconded by Mr Eafanti, carried 7-1 with Mr Solano voting no
Item 3.
Resolution 1496 - dedicating 1996-97 to the future generations of the City of
Wheat Ridge
This Resolution was introduced by Mrs Worth and read into the record
Motion by Mrs Worth for the adoption of Resolution 1496, seconded by Mr Siler; carried 8-

CITY ADMINISTRATOR'S MATTERS
Mr Middaugh extended his congratulations to the new Councilmembers and welcomed back
the re-elected officials
ELECTED OFFICIALS' MA TIERS
Jean Fields asked if a reception could be held so that Council could meet all the employees
Consensus was 8 in favor She asked when the Board and Commission dinner would be
held, also asked for a list of all commissions and committees connected to the City of Wheat
Ridge
Tony Solano thanked the voters of District II for his reelection
Ken Siler thanked Tony Solano, his wife, and the people of District II for their help in his
reelection

Don Eafanti asked that singing groups contact him
Janelle Shaver thanked the citizens of District III for her election, she asked for update on
the annexation application
Claudia Worth asked that the following items be discussed at next week's study session
Council Rules, Policies for this Council, Carmel properties, and any items that staff might
want to add She congratulated the Wheat Ridge band for placing third in Division 4A in the
State of Colorado
Teri Dalbec moved that the City Administrator, City Clerk, and Election Commission look
into a situation where the Post Office did not deliver campaign mail with the Zip Codes
Wheat Ridge 80212, 80214 and 80215, seconded by Mr Eafanti, carried 8-0
Motion by Mr Eafanti to adjourn, seconded by Mr Siler; carried 8-0
Meeting adjourned at 8:20 p m
