CITY COUNCIL STUDY SESSION MINUTES
CITY OF WHEAT RIDGE, COLORADO

August 4, 1997
The City Council Study Session was called
to order by Mayor Wilde at 7 00 P m Councilmembers present Don
Eafanti, Claudia Worth, Teri Dalbec, Tony Solano, Ken Siler, and Jean
Fields Jerry DiTullio was absent because his mother had surgery
Janelle arrived at 7 22 P m because her mother-in-law died Also
present City Clerk, Wanda Sang; City Manager, Robert Middaugh; City
Attorney, Gerald Dahl; City Treasurer, Jim Malone, staff; and
interested citizens
Item 1.
Library Services Discussion
Mr Middaugh made opening statements giving a brief overview
Bill Knott and Lucy Beckstead from the Library Board were present
Terri Connell, 3027 Benton Street, supports library in Wheat Ridge
Vance Edwards, 32nd Avenue, stated that he is in favor of increased
serVlces
Ken Lamkin, 6127 W 35th Avenue, is interested in longer hours and to
make the public more aware of where the library is located
Mr Eafanti stated that he feels it is too far on one end of the city
He feels it would benefit more if it was in a more central location
and if it were larger
Mrs Fields objects to moving the library out of District I, but lS In
favor of the idea of a Book Mobile
Bill Knott feels they need to work with the school districts on a
better supply of books being provided in the school libraries

Mr Siler feels the library should be centrally located and that it
needs to adequately serve the needs of the entire city
Mr Middaugh suggested that they need to get more information from the
Wheat Ridge citizens on what they feel and think about the library
Bill Eckelmeyer, 28th & Newton, addressed the prior decision of
cutting the library hours and also stated that he is satisfied with
the 32nd and Chase location
Consensus was 7-0 to form a Library Committee for public input as to
what the citizens want in library service
Item 2.
Discussion with Dwaine Richter (Development of 32nd
and 1-70)
Mr Richter and son, Bruce Richter, were present tonight to submit a
proposal to Council
Mr Dahl gave an update on the project to Council
Mr Richter submitted proposals for Councils preliminary reaction on
the possible developments on his property at 32nd and 1-70
Item 3.
Budget Issues
Mr Middaugh made opening statements glvlng an overview of the budget
process
Some of the ideas from Council to provide relief for the TABOR
scenarlO
Mrs Dalbec thinks the trees are the best idea
Mr Siler suggested to credit telephone bills
Mr Solano suggested to reimburse through property taxes
Consensus was 3-4 to put it on the ballot to keep the $27,578
Consensus was 5-2 to ask the City to go out and investigate credit on
water bill, telephone bill and property tax refund to return the
$27,578 to citizens

Consensus was 3-4 to reVIew the budget in December
Consensus was 4-3 to approve the budget by the third week In October
Consensus was 6-1 to adjourn
