HomeMy WebLinkAbout08/18/1997 CITY COUNCIL STUDY SESSION MINUTES CITY OF WHEAT RIDGE, COLORADO 7500 W 29th Avenue, Municipal Building August 18. 1997 STUDY SESSION Meeting was called to order by Mayor Wilde at 9 15 P m Council members present Claudia Worth, Jean Fields, Tony Solano, Ken Siler, Janelle Shaver, Don Eafanti and Teri Dalbec Jerry DiTillio was absent due to his wife's surgery Also present City Clerk, Wanda Sang; City Manager, Robert Middaugh; City Attorney, Gerald Dahl, City Treasurer, Jim Malone; staff; and interested citizens Item 1. Senior Transit Funding Mr Middaugh gave the background and presentation on the Senior Transit Funding Mr Middaugh asked Council to consider two lssues 1) Short Term Shortage of $10,000 for 1997 - funding is needed to provide Wheat Ridge Seniors with the same service for the remainder of the year 2) Over the longer term should Council hold a discussion with the Senior Resource Center, (Community Discussion or Public Meetings) to talk about the longer term view of Transit Services? Mr John Zabawa and Hank Boxman from the Resource Center were present and explained that funding was projected from prior history Mr Zabawa outlined the service as $120,000/yr for two 40hr a week routes or 7200 rides serving approximately 500 citizens(60 plus and disabled population) Mr Boxman continued to present to Council an assessment of studies and surveys that have been taken regarding Jefferson County Senior Needs Mrs Dalbec asked the Resource Center to look into Volunteer Services Mrs Worth mentioned that next year the Resource Center should follow up and apply for a Block Grant WHEAT RIDGE STUDY ~SSION MINUTES AUGUST 18 '997 PAGE 2 Consensus was 7-0 for staff to prepare an expenditure of $10,000 as action to bring to the next City Council Meeting Item 2. Recreation Center Ballot Question Mr Middaugh introduced his memo dated August 13, 1997 which outlined a first draft of a ballot question for the Recreation Center Kit Kimball, Representative for Committee for the Recreation Center, stated that over 150 signatures were gathered in favor of the Recreation Center at the recent Carnation Festival Mr Solano questioned asking the voters for 12 million when in actuality the Center will cost 17 million - 5 million allocated by other funding Mrs Worth stated that the Committee has been very clear in explaining the specific funding of the Center Mrs Dalbec commented that the Recreation Center is planned to cost $14 million, the 3 million lS a reserve fund for maintenance Consensus was 7-0 to use insert number two In the draft ballot language to include a sunset of five years on the ~ cent sales and use tax and add that $12,050,000 is the amount to be collected Dan Kimball, Representative from Jefferson County Open Space Advisory Committee, explained to Council that on August 21, 1997 the Committee will be considering a Resolution for reimbursement in response to Council's request for 1 million Mr Kimball continued to outline the conditions of that Resolution Consensus was 7-0 that this does comprise Council's number one priority/goal for use of Jefferson County Open Space Funds (Joint Venture Application) Item 3. Discussion of Council Rules (Jean Fields) Mrs Fields stated that Council should use Council Rules City Council Matters Mr Siler asked for a meeting date that Mayor Carpenter of Thornton could speak to Council on DRCOG Dated scheduled - September 15, 1997 Consensus failed 3-4 to support Guide the Ride WHEAT RIDGE STUDY :SSION MINUTES AUGUST 18 997 PAGE 3 Mrs Worth requested that Mr Middaugh address teens smoking in front of the Teen Center Mr Eafanti thanked everyone on the Committee for the Carnation Festival he believes it was the biggest and the best to date Mrs Dalbec mentioned that Betty Williams, Nobel Peace Prize Winner, will be at the Teen Center, August 23, 1997 Mayor Wilde thanked everyone for the support of the Carnation Festival Meeting adjourned at 11 10 P m rk
